The Council on Foreign Relations extends a warm greeting to its fellow nations, unions, confederations, and other sovereign and de facto sovereign bodies of the international community. On behalf of the Confederation of the New Free Planets Alliance, we invite our allies, acquaintances, and even certain enemies to establish embassies and diplomatic missions in the Alliance capital, New Heinessenpolis.

The Confederation of the New Free Planets Alliance is a multi-cultural, multi-ethnic, and multi-racial democratic confederation composed of of the Alliance proper, along with several sister states and self-governing colonies. Despite its size, the Confederation is young, having existed for only two decades, although the Alliance itself claims political descent from the old Free Planets Alliance. The bulk of the Alliance homeland and population, some 93 billion sentients, is located in a sister universe, represented here by the Akasha Colony and its Governor-General, Catalin Dalca. The Akasha Colony numbers just over a billion inhabitants and is eager to expand its diplomatic and economic ties in this new land.

It is in the interests of peace and international brotherhood that the Confederation invites nations to establish diplomatic relations, to be formalized by the establishment of a diplomatic mission in the Alliance capital of New Heinessenpolis, home to the Office of the Quaestor as well as most High Council-level offices, and the Council on Foreign Relations itself. The Council serves as the Confederation's primary external relations organization, a High Council-level office led by the Chairperson of the Council, currently Chairwoman Zheyna Linda. It is responsible for negotiating all manner of relations, from trade deals and exchange programs to disarmament and peace summits.

Embassy plots are being offered in the Riverside Embassy District for nations to establish their diplomatic missions. A total of 139 plots are currently available. Plots in other cities or locations may be considered upon request, including specific reasons. A larger version of the map is available here, for increased legibility. Economic & Trade Agreements


Economically, the Alliance is a capitalist nation focused in the areas of industrial mass-production, technological and scientific research, and the development of intellectual property. The primary industries by employment are scientific research, space exploration, education, deep space mining, finance, tourism, industrial design, and macroengineering. Industrial production, being largely automated, does not account for a significant part of the workforce but makes up a significant portion of the Alliance's total export value.

In exchange, the Alliance imports luxury and protected-origin goods, agriculture, and trades in technology and other intellectual properties. Zero-tariff and free-trade agreements are welcome, so long as they are fully bilateral and not abused through the unfair use of government subsidies and other market-distorting effects. The Alliance is a member of the International Trade Association, and abides by its provisions with fellow signatories. In the absence of a codified trade agreement, the Alliance's standard trade policy is reciprocal to that nation's own policies on Alliance goods, unless mandated otherwise by the Senate.

Rules, Regulations, and Clarifications:


Plot Sizes and Use:
1. Standard plots in the South Block are approximately 50 x 100 meters (slightly more than 1 acre).

2. Standard plots in the North Block are approximately 30 x 80 meters (approximately half an acre).

3. Larger plots in the North Block vary in size. Inquire with a specific number for details. They are commonly reserved for close allies, and it is encouraged that public programs, such as cultural exhibits, be provided.
3.1. Special cases of non-close allies requiring a larger plot will be considered by the Council for assignment.

4. Zoning limits restrict all structures to a maximum of 30 meters. Basements may not be dug further than 30 meters to avoid damage to the metro system and infrastructure grid. No formal restrictions have been placed on architectural styles, but all buildings must meet New Heinessenpolis safety codes and the New Heinessenpolis Police Department and the Council on Foreign Relations retain the right to halt construction if the structure is deemed a security hazard.
4.1. Certain accommodations can be made upon request and with a provided reason.

Staffing Regulations:
1. Diplomatic staff are limited to a maximum of 30 persons.

2. Security staff are limited to a maximum of 20 persons.

3. Service staff are limited to a maximum of 150 persons.

4. Weapons are limited to one long arm, one sidearm, and one powered melee weapon per security staff member. Non-ballistic, inert bladed and melee weapons are not counted against this limit, but active, powered, or ballistic melee weapons must be declared. Light anti-vehicle weapons are permitted, but discouraged. There are no restrictions on non-lethal weaponry, so long as said weaponry cannot be altered into a lethal weapon.
4.1. The New Heinessenpolis Police Department reserves the right to ban weapons at their discretion if they feel they present a security risk to the general public.
4.2. Embassy and consular staff residing within the Alliance may purchase and register personal firearms in their name, which are not counted against the embassy allotment, but are certified in the owner's private name, and are their personal responsibility.
4.3. Certain restrictions to these provisions may be made in the event of a registered exhibition.

5. Vehicles are not restricted in number, but may have no armaments, although armored vehicles are allowed. It is encouraged that these vehicles be added to the central traffic control system, for the sake of improving safety and reducing travel times, but this is not required. Embassies are responsible for finding and providing their own parking, be it in on-facility lots or local parking facilities.
5.1. Minimum road width in New Heinessenpolis is 3 meters. All vehicles must be capable of fitting within this space to be considered street-legal.
5.2. Military vehicles should be avoided, but are not formally banned.
5.3. All vehicles intended for street use should be capable of at least 100 kilometers per hour so as not to cause congestion. This is not a formal requirement, however.
5.4. Certain exceptions to these provisions may be made in the event of a registered exhibition.

6. One compact aerial vehicle may be maintained by the embassy on the premises, although it must file a flight plan with the central air traffic control system before departure. A maximum of two larger aircraft, including surface-to-orbit shuttles and small spacecraft, may be stored at the Nguyen Van Hua Transit Hub. A diplomatic courier craft may be stored in orbit in the governmental orbital path.
6.1. Craft larger than 200 meters in any dimension are restricted to orbit due to local flight regulations.

7. Staff housing is at the discretion of the embassy. It may be located on-premises or within the city. Housing accommodations must conform to New Heinessenpolis habitation standards.

8. Alliance diplomatic immunity procedures follow the Vienna Convention on Diplomatic Relations, although the Alliance itself is not a signatory of that document.

Security and Severability:
1. Transporters may be disabled within an embassy by use of transporter jammers, but the range of this field should not interfere with normal city transporter traffic.

2. The use of bollards, barriers, and other external security devices located outside an embassy plot's perimeter must be approved by the New Heinessenpolis Police Department.

3. All embassies are supplied with utilities and secured data connections.

4. The New Heinessenpolis Police Department, possessing security responsibility for the city-at-large, reserves the right to interpret the above clauses at will in order to preserve the safety and security of the residents and other embassies.

5. The Alliance reserves the right to request the departure of an embassy for any reason, providing a 24-hour grace period for withdrawal.

6. The Alliance reserves the right to update and revise these statutes at any time.
