After years of having absolutely no active embassy program, we feel it necessary to activate one, in order to further the relationships that the Alliance has with nations world-wide.
Any and all embassies constructed will be in Washington DC, and will be observed by Alliance forces and officials.
Rules and Regulations
Article One
I.1) There are to be no military actions in or near the Embassy, in which way could harm Alliance citizens or personnel. We reserve the right to close down the embassy, should such actions be taken, and not be justified as a necessary action.
I.2) There are to be no more than 20 foreign soldiers in or on Embassy Grounds.
I.3) In the event of an attack on the Embassy Grounds, Alliance forces will respond.
Article Two
II.1) Ambassadors and/or other diplomatic personnel will be given diplomatic Immunity. This does not apply to guards or non-diplomatic personnel.
II.2) Said diplomatic immunity will not apply to the harming of Alliance citizens, mass murder, or other Crimes against Humanity. In such an event, Alliance forces reserve the right to enter the Embassy, and detain said persons.
II.3) If more than one diplomatic official, only highest-ranking retains Diplomatic Immunity.
Article Three
III.1) Diplomatic officials (not under Diplomatic Immunity) are to respect Alliance citizens, environment, and laws. Failure to do so will result in the detention of said official.
III.2) Any and all weapons carried by personnel in an embassy are not to be carried outside. Doing so will result in Alliance police officers to detain said person(s).
III.3) If said offense is carried out more than once, said person will be immediately deported from the Alliance.
Article Four
IV.1) Armed/Armored vehicles will not be permitted. Security Personnel can only carry with them a pistol, of which ever kind. Other armaments, excluding Light Machine Guns and other specific weaponry, will be kept in an Embassy Armory. The Alliance Embassy Program reserves the right to decline the acceptance of any weapon they deem unnecessary. Any and all weapons must be registered by the Alliance Department of Migrations, as well as the Department of Arms Licensing. Non-lethal weapons (like pepper spray), or ornamental weapons (Katana) will be allowed, but must be tagged by aforementioned departments.
IV.2) Having any weapon, lethal or otherwise, without having been registered by the aforementioned departments will result in the deportation of said personnel. If diplomatic immunity does not apply, said person may be fined and charged.
Article Five
V.1) Limits of 15 Diplomatic Staff, 20 administrative and service staff, and 20 security guards.
V.2) Alliance Armed Personnel will patrol any and all embassies, to keep order. All Embassies will have emergency signal stations on the walls that call for Alliance personnel, and give them permission to enter the Embassy. Said guards will be armed.
Article Six
VI.1) We reserve the right to add, edit, or remove rules, should we need to. We will notify of said changes to the rules.
Article Seven
VII.1) This Article will be used to place the new rules and additional abilities granted to any and all personnel in the Embassy Grounds.
VII.2) Even though each Embassy has some of the most advanced commodities on the planet, should anything be necessary, please submit a requisition order.
