All embassies will either be in the capital of Chang'an, secondary capital of Luoyang, tertiary capital of Xuchang, or the city of Chengdu. The most important nations will receive embassies in Chang'an, then Luoyang, and so on. All embassies must follow the rules.

Rules for Embassies

1. Embassies must be built upwards due to limited space in the large cities.
2. The staff limit is 50 members, including the ambassador.
3. The security of the embassy is limited to 25 guards.
4. Heavy weapons are not allowed. Armored vehicles, pistols, sub-machine guns, and non-lethal grenades are the only weapons allowed.
5. All members of the staff and security team are subject to inspection.
