Flammable Ice has no official government and therefore no laws, but I can give an overview of typical attitudes.
I hope you don't mind me breaking the format!

National Identity - The nation's full name is "The Frozen Fires of Flammable Ice", although a large minority of citizens would prefer something less arbitrary. Citizens have no special name. For conciseness, the abbreviation "FI citizens" is commonly used.

General attitudes - freedom, respect for others and science/technology are considered to be the main factors in quality of life. There is no money, since an inability to produce enough of something for everyone who wants it is considered a technical flaw in the manufacturing process, not an economic foundation. The more people who need something, the more energy will be devoted to ensuring its availability. Repetetive manual labour is considered a job for machines, rather than people, so the automation of such tasks is considered a high priority.

Adulthood - adulthood is considered to be a factor of both physical and mental development. Any age-based issue will be decided based on whichever one (or both) it is related to. While it typically goes to the parents to look after a child, each adult is considered to be partially responsible for ensuring the wellbeing and education of children. Child abusers are usually dealt with by exiling them to the uninhabited deserts that make up most of FI.

Vehicles - FI's cities are built compactly and in three dimensions. Automated transport systems are built in, so no manual piloting is necessary. Outside of cities, people may pilot vehicles, usually for recreation. Accidental vehicular collisions are very rare as there is plenty of space.

Sexuality - it is generally accepted that consenting adults may do as they please.

Mind-altering Substances - one is considered responsible for one's own mind. Bad behaviour is not considered any more or less acceptable if it is the result of willingly taking drugs.

Weapons - violence is considered to be a product of the mind that decides to use it, not of the tool that is employed when doing so. Those who are not considered mentally fit to handle dangerous devices are likely to find themselves ostracised or even exiled if they do not give them up.

Religion - this concept does not exist in FI. People are, however free to hold whatever opinions and engage in whatever behaviour they please, so long as it does not harm others.

Food - food in FI is grown from genetically-engineered lifeforms in specially designed growth chambers. The improvement of food taste and texture is a popular project and FI food that simulates natural foods such as meat has come to be indistinguishable from the real thing.

Information - censorship does not occur. The free spread of information is considered essential for society to function and all cities have information-networks built in.

Clothing - clothing is typically comfortable and practical, although many unusual fashions can be seen.

Citizenship - there is no clear, accepted definition. It is usually accepted that if one has been gained entrance into an FI city and been accepted by a community within, that they are a citizen. Due to FI's isolation, this subject is currently hypothetical, however.

Might as well do one of these. New country, so quite a bit is subject to change.

The Incorporated States of Silentcat

1 - Drinking age? State by state decision, but the lowest age allowed regardless of state is 16.

2 - Driving age? If you can pass the test, you can drive.

3 - Sexual consent? 16, but younger people allowed to if participants are within 3 years of age.

4 - Voting age? Compulsory over 16, younger people may vote if they wish.

5 - Adult age? Not really an enforced thing, but most rights are attained at age of 16.

6 - Recreational drugs? All are enforced on state by state decision, with a few nationwide laws:
Tobacco - Any smoking tobacco must be low tar.
Alcohol - Forbidden to operate machinery while under the influence.

7 - Guns? Gotta have something to protect yourself. However, all weapons must be registered and you are limited to 3 at a time.

8 - Formal name/Informal name/Residents name Formal:The Incorporated States of Silencat/Informal: The I.S.S./Residents: Silentians

9 - Death penalty? Yes. Certain crimes incur public executions. Especially ones that have the penalty "Death by bonfire".

10 - Speed limit? State by state. Typically between 50 and 100 kph.

11 - Religion? Religions must be non-profit - all funds must go to charities run by themselves or others. People with religious positions are encouraged to get a second job for their cash flow.

12 - Porn No rape, paedophilia or bestiality. Everything else is fair game.

13 - Prostitution No street prostitution, otherwise go for it.

14 - Polygamy/Polyandry/Polyamory Legal, really depends on your religion.

15 - Homosexuality Legal, really depends on your religion.

18 - Cock fighting No, animal abuse is treated seriously.

25 - Suicide Let's just say if you chicken out of committing suicide, we'll finish the job for you. You have the right to euthanasia/death with dignity.

26 - Gay marriage Legal, you are allowed to be married under the state if your religion forbids it. Same applies to the relationships covered in question 14.

27 - Abortion Allowed if harm will come to the mother otherwise.

28 - Sexual activity No paedophilia, no bestiality. No rape, however if you consent under the influence of a legal drug, too bad.

29 - Clothing No clothing laws, but people like it if you at least cover your crotch.

30 - Obscenity laws Not really

31 - Taxes 15% of income for all workers (deducted immediately from paychecks)*. Extra taxes may occur dependent on state.
EDIT: * - This may need some explanation. With the exception of company owners, paychecks go through the taxation office first to have the 15% deducted. Company owners instead pay 15% of their profits at the end of each financial year.

31a - Sales Tax Any goods and services that are not essential for living incur a 5% sales tax. Extra taxes may occur dependent on state.

31b - Import/Export Taxes Free trade is encouraged, but certain products may be taxed based on the state the product is being exported to/imported from.

32 - Citizenship? Perform a test that shows you have basic understandings of the laws and language of the region, after which, there is a 2 week monitoring period where any crime will result in deportation.

33 - People forbidden from entry Anyone with a severe criminal record.

34 - Government type Democracy

35 - Censorship The government has the right to censor any media showing egregiously sexual/violent/discriminatory content. Also, any television/radio station that broadcasts content unsuitable for children between the times of 6 - 9 AM and 3 - 8 PM must notify people of this.

36 - Cultural rules and traditions (These are not official rules, but people who break these are typically warned by police to watch their conduct) Keep your crotch covered in public. Don't drink in public. Don't display guns in public unless in an act of self-defence.

Greetings. Answering on behalf of the Honourable Ministrix of Foreign Affairs of the Kingdom of Avalaun, Ms. Angela Chase, I am Mister Richard Labaran, Plenipotentiary in General and special envoy for the Ministry.

1 - What is the legal drinking age? - there is no law regulating drink ages in Avalaun. We believe that the introduction to alcohol is best managed through social custom, not legislation.

2 - Driving age? - We have a graduated license system where new drivers, regardless of age, earn greater driving privileges over their first four years of driving, after which, with a good record, they are eligible for full driving privileges. Young persons may first apply for a learners permit at age 14, and, therefore, receive a full license at age eighteen.

3 - Age of sexual consent? - Age of consent begins at 12 with partners of appropriate age. Fully free consent is considered to exist at 16. The courts guidelines suggest maximum age for 12-15, 13-17, 14-18, 15-20, however if a case is brought, magistrates have the latitude to assess any special circumstances in individual cases as maybe in the interest of the persons concerned and general justice. An example of this would be a 13 year old has a 17 year old partner (acceptable under the legislation’s guidelines). If the partner turns 18 before the the 13 year old turns 14, the courts are not expected to treat a relationship that was within the guides as Statutory Sexual Misconduct, and then the relationship becomes acceptable again after the 13 year olds birthday. The latitude provisions are to avoid that kind of ridiculousness.

4 - Voting age? - Seventeen

5 - At what age would someone become an adult (free from parental control)? - By default, seventeen, though a person can become free of (legal) parental control if they establish a permanent residence outside of the parental home before they reach this age.

6 - What types of recreational drugs (if any) are legal? - All substances are legal, though many are sold in a controlled fashion through state controlled outlets.

7 - Can people have guns? - Yes, with legal permits, including manditory use and safety training. Not all guns are considered equal. There are more restrictions on the ownership of pistols than long arms or shot guns. Semi-automatic and fully-automatic weapons are much more restricted. Also the number of rounds per clip/magazine is sometimes restricted in law, depending on the various models.

8 - What is the official full name of your country? What is the informal name? What are people of your nation called formally? - The Kingdom of Avalaun. Avalaun. Avalese (rhymes with please).

9 - Do you have the death penalty? - In very limited circumstances. It does not apply to regular citizens in peacetime. It is retained for cases of high treason (treason during wartime) and for officials of state who commit torture or murder in their capacity as officials of state. This is because we believe that an official of state who commits a heinous crime whilst acting in their official capacity, is not only guilty themselves, but has brought shame upon the nation, in whose name they were purportedly acting.

10 - What is the speed limit? It varies depending on the nature of the road and sometimes on the conditions. Avalaun is quite mountainous and highway speed limits are reduced at night and when ice or snow is present. Generally the speed limits are 50 km/h in urban areas, 80-90 km/h on secondary highways, and up to 150 km/h on super highways and freeways, though these typically have limits in the 110-120 km/h range.

11 - What types of religions would are permitted or restricted? There are no restrictions on religious belief. Religious practices, however, are restricted by criminal and civil law. (ie: You can’t just kidnap your neighbour and sacrifice them to the blood god...that’s still murder in the eyes of the law.)

12- Porn? - legal, with restrictions as regards to age. Persons under 16 years cannot be shown in photographs, films etc. There are no restrictions for works of the imagination, however.

13-Prostitution? - Legal for persons aged 16 and older. Prostitutes must, however, be licensed and must submit to health checks on a regular basis.

14-Polygamy/ Polyandry/ Polyamory? - legal. This area of law is new in Avalaun, and it is a lawyer’s paradise in sorting out who has legal rights to what in the dissolution of a complex multi-individual marriage. Democracy is messy, sometimes. :roll:

15-Homosexuality? - not me personally. ;) No, there are no restrictions on the sexual behaviour of consenting adults. Fill your boots (if boot filling is what turns you on ;) ).

16-Stem cell research? - legal, encouraged, and subsidized.

17-Human Cloning? - legal.

18-Cock Fighting? - see question 15 above...oh, wait, you meant like with roosters. ;)

19-Slavery? - illegal.

20-Hunting? - Legal with permits during a designated season. There are other restrictions as well, as to what areas hunters may hunt, what sorts of animals they may hunt, and so on. There are special, separate rules for subsistence hunting by native peoples.

21-Fishing? - legal with permits. There are other restrictions as well, as to what sorts of fish fishers may catch, minimum weight limits, and so on. There are, again, special, separate rules for subsistence hunting by native peoples.

22-Eating meat? - Yeah, I’ll have another bite. ;) There are government advertising programs, though, which encourage less meat consumption for environmental and health reasons.

23-Littering? - illegal, but it’s sadly almost never enforced.

24-Unisex bathrooms? - legal, if desired; not very common.

25-Suicide? - legal, but generally discouraged. Crisis lines and mental health professionals are available to help the suicidal try to see their way clear to a different course of action.

26 - Gay marriage? - legal. There’s no reason why homosexuals should be spared entering this ridiculous institution which has screwed up the lives of straight people for so long. ;)

27-Abortion? - Legal, however pregnancy is a process not a state of being, and the more developed the foetus is, the more restrictive the options for abortion become.

28- What types of sexual activity (if any) are illegal ? - Sex with humans who have either not given free, informed consent, or are considered incapable of giving free, informed consent. Remember people — Safe, Sane, Consensual. Sex with animals is illegal if the act is considered to be cruel to the animal.

29-Is your country's/culture clothing optional or mandatory? - Optional, but encouraged. It rains a lot here in winter, and can get very cold in some parts of the country. Clothing is required in certain specific places and situations for hygienic and safety reasons. Employers also have the right to require the wearing of specific clothing, like uniforms, in certain circumstances.

30-Do you have obscenity laws? If so - how would you define "obscene"? - No. There are no obscenity laws, though there are obscenity restrictions in broadcasting and print, these are enforced through regulation, not criminal law.

31-What system do you have for taxes? - Avalaun relies mostly on a progressive income tax system for most of its revenue. The government also raises funds through some tariffs, fees and licenses, fines, and government controlled businesses. There are no flat or regressive taxes, such as sales tax or poll tax.

32-What is the criterion for someone to pass to become a citizen? - Permanent Residents can apply for citizenship after 5 years of PR status. They are expected to have some knowledge of Avalaun’s culture and institutions and be functionally fluent in English (a simple test for these). They must be able to demonstrate that they are capable of contributing to society and have not brought any disease from their previous homeland. After reciting a citizenship oath they have the full rights of all citizens of our nation. Anyone born in Avalaun has automatic citizenship in our nation, though there are legal restrictions to prevent families from using so-called “anchor babies”. Avalaun allows dual citizenship with other nations.

33-What types of people do you allow (or not allow) into your country? - This is far to complex to answer completely. There are different characteristics which potential immigrants may emphasize, there is a separate category for refugees, and of course, completely different rules for just visiting. The Ministries of Foreign Affairs, War, and Immigration also have the capacity to issue entry bans on specific individuals, though these can be contested in court.

34-What type of government are you? - Federal Constitutional Monarchy with a bi-cameral legislature and executive power divided between the Premier, who sits in the legislature, and the Praetor, who is elected directly. There is a separate judiciary and a forth branch of government, the tribunate, which acts as a “watchdog” over the others, for instance the auditor general’s office, complaints commisioner’s office, and the anti conflict of interest office all report to the tribune. The Tribune can also appoint a Royal Commission or a Special Prosecutor to investigate specific scandals, etc. The Tribune is elected directly on the off year of a four year cycle from the Praetor, and the Tribune cannot be, or have been within the last five years, an active member of a political party. The legislature must face re-election in a maximum of every four years. If the Premier dissolves cabinet or if the government fall via a vote of non-confidence, the election might be held earlier. This is at the discretion of the Praetor.

35-To what degree is your government allowed to censor or restrict the media? - The right to free speech is enshrined within our constitution, however laws prevent libel, slander, direct incitement to violence, treason, or to bring about a knowingly dangerous condition (ie: yelling “Fire” in a crowded, confined area when no fire is present). There are also further restrictions on public broadcast and on materials aimed at children.

36-Aside from laws - what sort of unofficial (and unenforced) cultural rules and traditions do you have? - As a large and varied multicultural community, with areas coming from separate histories and political/legal traditions, it is very difficult to generalize in this area.

-Pot - illegal but is the most used illicit drug.

- Tobacco - Legal, but heavily taxed to increase air quality, health, and appearance of a nation whole. Legal age= 25

- Cocaine - Illicit and 2nd most widely used illicit drug

-Alcohol - Legal and widely used especially by mid-20's. Legal age= 22

- LSD - Illicit, but not widely known.

- Caffeine - Most widely used drug no legal age to use. It is legal however.

- Heroin - Illegal and most hardly enforced drug on the market.

- Other? Only legal drugs are Caffeine, Alchohol, Tobacco, and some small private company drugs tested and passed by the EPA and Cheztopian Government.

29-Is your country's/culture clothing optional or mandatory? Very much Optional, it is worn for practical purposes and for ornamentation but varies by culture. And also by climated and the presence of large numbers of tourists -Cheztopians are raised to be considerate of others sensibilities.

31-What system do you have for taxes? The rich and foreign citizens pay a higher tax, and middle and Low pay the same. Peoplewith criminal records pay mor tax as well.

Because the United States is split into a bewildering amount of subcultures, hobbies, and communities, tolerance is the order of the day. Allanea was founded by members of various such communities (from furries to survivalists to Satanists) who escaped the pressures of mainstream society in their old nations, therefore tolerance is valued greatly.

However, like in Tanaara, there are several common traditions:

* Allaneans are generally intensely consumerist, enamored of various technological toys (particularly weapons) and protective of their personal space. People generally prefer a run-down private home to an apartment.

During the reign of Conrad I, riots took place in outrage throughout southern Zukariaa as a result of censorship.

Zukariaans are very charitable, and it is common and desired by the people that a rich man or the Emperor holds a large feast for the less wealthy during a religious holiday. This is often what keeps the Emperor popular among poorer and underprivileged people.

It is typically expected of a Zukariaan to be environmentally aware. Damage to the environment has been looked down on and sometimes banned, with little outcry, by emperors. Law protects the entirety of the ‘Black Forest’ north of the southern mountainous regions.

It is seen as ‘polite’ to have sex with a Love priestess, as she has chosen to dedicate her life to the Goddesses cause. This goes for any setting.

On the same subject, Zukariaans are very sexually permissive. There are few cases of ‘rape’ in Zukariaa, as sexually frustrated males are rare (they can just go to the local temple of love). Thousands of years of sexual permissiveness have created a sort of ‘immunity’ to many STDs, though foreigners will often catch them from Zukariaans who show no signs of them existing.

Zukariaans are usually expected to respect and be loyal to the Emperor, but even more so be loyal to the country’s well being. It is viewed as counterproductive and detrimental for the people to allow an Emperor to become too liberal with his absolute powers. As a result of the common and deadly outcry caused by this when an Emperor oversteps his bounds, no Emperor has been so incautious as to be overthrown for nearly 100 years.

Typically, at mealtime, everybody in the house, passing by the house, etc. is invited to eat. Restaurants are very popular but usually not very profitable.

Property ownership is not a strong concept. It is acceptable to 'borrow' your neighbour's tools, etc. when he's not using them. In fact, it would be considered gauche of him to refuse the loan if asked.

We have extensive public transport. Driving is uncommon. Were we to have an official driving age, it would likely be twelve.

All recreational drugs are legal if obtained from the government. We have altered the substance just enough to make it safe for use. However, a person may not use recreational drugs at work.

Every adult sixteen and older has a gun. Every adult serves in the military and is trained in gun safety. Many children are taught from a young age to respect guns.

Yes, but only in cases of treason against the Emperor.

Our public transport runs at 100 kph in the cities and at 400 kph outside the city. Driving is uncommon.

The Republic is tolerant of all religions as long as it does not infringe upon the basic rights of another sentient being. In other words, no 'human' sacrifice religions would be permitted.

The Republic doesn't penalize the family of a suicide. Instead, grief counseling is suggested.

Abortion is not allowed in Rutianas except in cases of rape, incest, or significant risk to the mother or child.

That's a hard one. We're a modified democracy with an Emperor. We have our Parliament to assist the Emperor and to pass legislation.

The media may not print anything negative about the Emperor or military without having it approved first. Beyond that, the government does not care.
