As a fascist republic, the Commonwealth of Tuthina often bears a bad name due to the connotation of fascism with the notorious dictatorships that abuse the name of the ideology. In order to connect our nation to other countries to the world, and, in due process, clear misconceptions that the world might have on the commonwealth or its ideology, the Commonwealth Council of Tuthina has authorised the Ministry of Foreign Affairs to establish a formal embassy programme. We believe that such an organised system for long term diplomatic mission can provide an open and fair platform for future diplomatic interactions. The standardised application form has been attached with this letter, for your convenience. Diplomatic missions of all kinds are subjected to Tuthinan laws on diplomatic missions, and Tuthina reserves the rights to terminate any diplomatic missions that are in violation of our law.

Other than this embassy programme, the Ministry of Foreign Affairs also authors an article for Tuthina on the internet encyclopaedia, which will, in time, encompass all important information about the nation. It will also contain important concepts that bound our nation together from secessionism, such as our extensive conscription programme, and its integral part on our culture.

Here, we wish that a mutual understanding can improve our relations with the world, and to achieve a more peaceful yet vigilante future.

1. Definitions
1.1 Ambassador (or foreign equivalent) is defined as individuals appointed by one's government as the highest-ranking permanent diplomat, on behalf of diplomatic interactions between Tuthina and one's government. In all official instances, ambassador is considered the representative of one's head of state, and should act accordingly.
1.1.1 Consul (or foreign equivalent) is defined as individuals appointed by either by an ambassador or one's government, in order to facilitate diplomatic interactions between Tuthina and one's government, as well as to assist and protect citizens of one's country in Tuthina. Consuls enjoy the same rights and obligations as ambassador, although one is not considered the representative of the head of state of the consul's country or government.
1.2 Diplomatic staff (or foreign equivalent) is defined as individuals that are employed by either an ambassador or one's government, for activities that are essential for the diplomatic mission. This includes, but not limited to, administrative staff, security staff, and service staff.
1.3 Embassy (or foreign equivalent) is defined as a permanent structure, in which ambassador operates within for everyday function of the diplomatic mission.
1.4 Consulate (or foreign equivalent) is defined as a structure, in which consul operates within for everyday function of the diplomatic mission.

2. Diplomatic and Consular Immunity and Privileges
2.1 Ambassador, consuls and one's household members enjoys absolute immunity while in the territory of the Commonwealth of Tuthina, in which one is not obligated to comply with laws of the Commonwealth of Tuthina, unless otherwise specific in 2.1.1 and 2.1.2. Violations of specified laws would result in legal actions detailed in 2.1.3.
2.1.1 Absolute immunity does not cover first degree crimes, including murder, manslaughter, espionage against Tuthina, or activities that pose threats towards Tuthina and its people.
2.1.2 Absolute immunity does not cover legal actions imitated by one, or civilian activities such as commercial activities.
2.1.3 Violation of such crimes would result in automatic revoke of one's diplomatic immunity, followed by respective legal actions.
2.2 Diplomatic staff enjoys absolute immunity only during one's diplomatic mission, and has the same rights and obligations as honourary citizens otherwise.
2.3 Ambassador, consuls and one's household members, as well as diplomatic staff on mission enjoys privileges detailed under.
2.3.1 Travels within and between Tuthina is unrestricted, with the exceptions of area designated as fundamental to national safety of Tuthina.
2.3.2 Communications within and between Tuthina is unregulated and not monitored.
2.3.3 Bodily sovereignty and private properties, including residence, are protected from search, detention, commandeering and other forms of violation of rights.
2.3.4 Display and usage of symbols of one's country is allowed.
2.3.5 Tariff and taxes are not required, except for consumer tax applied to sold products.
2.4 The government of Tuthina reserves its rights to revoke any diplomatic immunity, privileges, and embassy rights within reasons. With the exceptions entailed in 2.1.1 and 2.1.2, every revoke of rights will be enforced 48 hours after its declaration.

3. Regulations on Embassies and Consulates
3.1 Territory and structure designated as an embassy or consulate is considered under the legislation of its home country, and the ruling government has the rights to enforce its law within.
3.2 The number of diplomatic staff should be within reasonable limits. Unless otherwise required and accepted, every ambassador or consul should be assisted by no more than 20 staff of each kind.
3.3 Standard equipment for embassies, consulates, and diplomatic staff is detailed under.
3.3.1 An independent structure designated as embassy or consulate.
3.3.2 Free electricity, water, internet connection supply within reasonable limit. Excessive usage of said services can result in charges towards the home country.
3.3.3 Bullet-proof limousine for every 5 staff, as well as 1 for each ambassador or consul.
3.3.4 Bullet-proof tiltrotor aeroplane for each embassy, armed with anti-tracing releases.
3.3.5 Furniture essential for everyday function of embassy and consulate.
3.4 Regulations on non-standard equipment are entailed under.
3.4.1 Fully automatic weapons, stationary weapons, as well as weapons that require more than one individuals to operate, are forbidden.
3.4.2 Military vehicles are forbidden.

Swartsz Avenue is located near the edge of Laukhumna, recently developed specifically to house embassies and residences of diplomatic staff. Valerian Island is located south of Laukhumna, and is renown for its tropical climate and beautiful shorelines. The island itself is geographically small, and has only a small population and few buildings, making it ideal for ambassadors and consuls who prefer a more quiet working environment. Defended by our navy, Valerian Island is also safe from unwanted visitors.

It should be noted that in order to preserve the beauty of the island nature, aeroplanes are banned from the airspace of the island. However, Tuthina will provide yachts in place for aeroplanes to connect the embassies and consulates on Valerian Island to nearby airport. The size and numbers of embassies and consulates are also limited to no more than 30 staff and 10 buildings.

For species that require a constant aquatic environment, underwater structures are also provided nearby, without limits on its size or numbers.
