I'll abstain on the choice of letting people back in, it's not my place to say.

As for the Arcadia thing, one must remember it's allied Alissian Troops are directly on the border to the south, in Norfolk Colony and if the government collapses they will advance over the border, install a puppet governor, and claim the Southern fragment of Arcadia as 'New Arcadia.' - Using it as a buffer zone between them and the northern pact.

Hopefully they'll face a great deal more sympathy than the other factions, as power will remain in the hands of those who held it prior, they're attempting to restore law and order, not change the system for something else.
