Simple police riot teams. Rubber bullets are banned in Afalia, and water cannons can only be used if approved by the home affairs secretary and the Prime Minister. They have been used once in 1978. No one was killed.

First we would immediately close in the mob by blocking off streets to stop movement. They are given one verbal warning with a megaphone or an appropriate device. If that is not obeyed then use of Tear Gas and such agents are authorized for use. Police Forces in full riot gear, with ballistic shields (Riot shield that can resist small arms fire) and batons charge to pin down individual rioters. A second wave of police forces lightly armed with just a baton and a gas mask follow and handcuff anyone pinned down. A third wave of police forces follow to bring back any arrested rioters for transport.

If a firearm is fired at a police forces member, that specific rioter is considered an enemy combatant. Enemy combatants are either killed in defense, or captured and put into Military Custody. Those in military custody only have a Court Martial or Military Tribunal as a possibility.

Riots are not a joke in Hedmark, especially with our isolationist/conservative population I doubt one will happen.

No one ever riots here. Episarta is a perfect, utopian society. Everyone is happy and loved. No one is sad and the Government makes sure all are well. Those who are displeased with the society are told they are happy and they will always be. The constant sound of violins and comforting messages in all major towns stream from the nation wide PA system. No one is ever forgotten and it is peaceful.

But if the populace were to riot, for some unbelievable reason, they would be dispersed with heavy automatic fire. The cavalry corps of the police force and military would chase down the more "disruptive" rioters. And they would be dealt with accordingly.

We don't have a law enforcement agency. Corporations usually sweep in and effectively silence rioters when their profit margins are threatened by disobedience.

In Emenah we do about the same thing, but rather than arresting the survivors we execute them in various fashions, such as flaying alive, impalement or crucifixion. If the town is considered to be a trouble nest and likely to revolt again the population will be forcibly deported and spread out across the kingdom in order remove patriotic feelings and minimize the chance for new revolts.

Mounted police, tear gas, truncheons and rubber bullets are the first line of action. If, within a couple of hours, this has failed to disperse the riot, then the police will use rifles to open fire on the crowds with live ammunition with the intent to kill. Snipers will be positioned on rooftops to eliminate leaders; the secret police will also infiltrate the riot and cause further chaos.

In order still is not restored, then the police will stand aside and the Army will be called, supported by armoured vehicles.

In the event of a riot, the local Chief of Police and her senior deputies will walk up to the rioters and try to engage them in dialogue. Lyranians will listen to little old ladies who speak calmly and quietly.

Of course, if talking isn't enough to restore order, police constables with truncheons will march in and use their, um, more concrete arguments to persuade the rioters to behave themselves.

Rioters will be funnelled into some wide boulevard, if possible. Police units will set up blockades in front of, and to the sides of, the riot. The back is left free so that the rioters with second thoughts can escape, and to avoid a fight-to-the-death mentality later on.

Behind the cordons, banners and other propaganda proclaiming whatever will appeal to the rioters will be erected - anything reminiscent of what they are protesting will be absent (unless, of course, they are protesting against the Communist Party or the State).

Then our strategy diverges based on the attitudes of the rioters.

1. If they are violent and charge at police, the police units will execute a carefully-planned operation. Some cordons will slowly pull back, drawing rioters in whilst other forces move in behind and seal these vanguards off for arrest. The riot will be divided and conquered - with less violent sections being encouraged to disperse peacefully.

Most of the time, batons and shields are enough. Rubber bullets will be fired at formations too large to divide - but corridors of escape will always be provided. Water cannon will be used sparingly, and similarly.

2. If they are mostly peaceful (Gandhi-ji style), the police cordons will remain static. A waiting game will commence. Party orators will try to appeal to the crowd to go home, policemen allowing room for any quitters. In between, calming music will be played.

Slowly, very slowly, the police will move in and simply force off the riot after its having been suitably calmed down. Everyone goes about business as usual throughout this prolonged process.

Seriously, people. No need to brutalise the people and produce more martyrs. Also, a nation's smartest people tend to be amongst protesters - you don't want to kill them off, do you?



Though we are not above a "whiff of grapeshot" or even rolling in the tanks in the event of armed protest or rebellion.

Pepper spray, rubber bullets, water cannons and other non-lethal methods of crowd control may all be employed if the situation demands it. Live rounds are strictly forbidden except in cases where a rioter can be seen to present a clear and present danger to the life of others. Live rounds may never be fired into large crowds without regard.

In an event that the normal police can no longer control a civil event or need assistance to do so, the military with be deployed, with a normal police officer attached to aid the commanding officer/NCO in doing riot control. The unit will be issued with large riot shields and batons with thier rifles stored nearby incase of an emergency.

They would first inform the rioters that they will be arrested if they do not return to their homes. If that doesn't work, large amounts of CS gas will be deployed in an attemp to disperse the crowd. If the riot continues, the chief police officer will authorize the military to march onto the riot to break it up, detaing anyone that continues to be a problem.

This is done with the military unit forming a line parallel to the rioters front and slowly march towards the rioters. Simultaneously, they will beat their shields with their batons, to cause fear and psychological effects on the crowd.

In the case of peaceful demonstrations and rallies with particularly radical or anti-government themes, Kambezi authorities usually send armoured personnel carriers equipped with 90mm cannons to aim at the crowd and ensure they don't degenerate into riotous behavior. It is truly an excellent way of preventing such disorder.

However, in the unlikely scenario that such a thing does happen, special riot units are deployed with water cannons, tear gas, and sneezing powder to disperse the mob. If they resort to violence against the police, rubber bullets and nightsticks are used. Should the police at any time feel that they are in danger of being overwhelmed by the rioters, they have authorization to use lethal force.

It depends where the riot is. If it's in a public place, police wearing appropriate gear are deployed to protect the property of the Government. If it's on private property or a privately-owned city, it's left to whichever rich and powerful family/clan/faction controls it.

Hmmmm. Interesting question.
Should a riot break out, there are specialized army units dedicated to stopping it.

First, if the demonstration is non-violent, the soldiers will simply be there to keep an eye on things.

But should violence occur, the crowd will be dispersed by a combination of BTR-4s mounting water cannon and 40mm tear gas-equipped AGLs and infantry carrying HK69s modified to fire beanbags, stun, and tear gas grenades, and nightsticks.

Public Security officers may be called to attend peaceful demonstrations to ensure that things remain peaceful, but are under strict orders not to antagonize the protestors. They are not likely to use force unless directly assaulted.

If things start to get disruptive, the Police will be called in to make arrests, and if necessary, use batons and shields to clear the streets. They will form up on barricades and restrict the rioters to a particular area. Orders to disperse will be called out over megaphone repeatedly.

Should things truly get out of hand, the Police's Crisis Intervention Squad will be called in to restore order using rubber bullets, tear gas, water cannons, flash-bang grenades. Live ammunition is not to be used except in the most extreme circumstances.

If officers come under fire, then the situation will be classified as a civil insurrection and the military will be called in to quell the rebels.
