Information summarized from the collated tales of the tome of Glorious National History as taken from the Drackonisian Archives of National History.

-200bc: Terrible warfare devastated the ancestral homeland whose original name has been lost, and now only known as dai yuen, the Great Origin. In desperation, the populace eager for better lives and facing only death and starvation in their wartorn home fled the continent in a massive exodus fleet. Numbering in their hundreds originally, the junks soon swelled to thousands of ships fleeing the continent, sailing west ward in a vain attempt to seek a better life. Surviving blast furnaces were salvaged and put to use in melting down salvaged metal, which was a precious commodity in the early days of the shipwreck.

At the mercy of the waves, dehydration and other merciless horrors of a prolonged sea journey with little planning, majority of hastily made ships were lost at sea. Eventually the scattered survivors were caught in a massive storm that swept their ships and scattered the exodus fleet across the stretch of coast the natives called Drackonisa.

-190 bc: Utilizing their thousand shattered ships as makeshift buildings and living quarters, the survivors eked out a living using whatever they could find. Farming implements were fashioned from melted down iron found in scattered wrecks and swords, bows and other equipment were reused as makeshift axes, hunting equipment. Trade began with the savage natives and eventually they founded a new city with which to recreate their lost civilisation. To interact and survive in the strange lands, they took up the native language and helped enlighten the barbarians with their own knowledge as well. City named Drackengarde in honor of the new land the survivors called home, utilizing the tongue of the barbarians.

-187 bc: Invention of paper, alongside pulp papermaking process and established the use of new raw materials used in making paper revolutionized record keeping in the country and following of which, detailed records of family history details etc were made avaliable in the national records. First junks repaired and pressed back into service as merchant ships. Exploratory fleet of 4 junks sent out to explore the region and establish trade ties 3 years after. Major mines discovered and mining communities were founded in the western and southern reaches. State exams introduced for key government positions.

-150 bc: Exodus from city to found new towns and villages as overcrowding begins in the city of Drackengarde. Qiong Chun, the beginnings of the second city was set up further south as a nexus of trade between the outlying farming communities and villages. Silkworm cultivation expanded in the eastern outlying communities.

-140bc: Centralized government established in Drackengarde with a massive building utilized as the national archives, paper books containing family histories were now mandatory and every clan in Drackonisa has each member's name born to it recorded inside. First population census put the total population at 1 million citizens. 8 clans rose to eminence in the central government and seized control, creating a aristocracy though none acquired power enough to crown an emperor. State exams introduced to test new officials and ensure competency opened to peasants who can afford the fees. Aristocracy linked families take up majority of government positions due to privileged situations leading to better educational opportunities.

-8BC: Kanslavia port city of Kraj discovered by the merchant fleet led by merchant captain Liu Huaqiang. Official trading ties with Kanslavia established 2 years later. Exploratory fleets was sent to discover more efficient sea lanes to the port city. Silk, paper and food was traded for precious metals. Formal diplomatic ties established in 5BC.

-5BC formal diplomatic ties established with the Kanslavians.

-1 AD: For 100 over years, the nation's borders are expanded ever outwards and native tribes and barbarians sought shelter and opportunity in the cities and towns. They are required to be absorbed into the clans and learn both national languages to be accepted as citizens. Assimilation of tribes brought further diversity and increased population to the country.

-500AD: Steel forging was discovered and revolutionized the military of Drackonisa.

-600 AD: New stranded settlers from Dai Yuen arrived, shipwrecked along a stretch of coast 200km away from the original landing site. They were discovered by a scouting party and welcomed back into Drackonisian society. With them came, inventions such as woodblock printing. With this, record keeping was revolutionized and education centres were now widespread in the country with every city and major trading town having a school stocked with teaching material. Gunpowder was the second invention, and a terrifying new weapon brought to the attention of the rulers. During this period, one clan above all rose to power. The Wongs, with the stranded shipwrecked people being distantly related in the clan, they had the greatest access to gunpowder and with it, gained eminence over the other 7 clans.

-700 AD: Ministry for education set up, and given overview of the examination process used to test future government officials. State examinations were standardized in the capital and the competition for the top spots became more intensive. Peasants were given their first chance to improve their station in life. An extreme form of meritocracy began to form, with education linked to a person's success. The chief way to advance one's station in life was to study for better paper qualifications and obtain top spots in national examinations.

-900AD: Gunpowder was refined, and with it came the first firearm. The huo jian or 'flaming arrow', basically a small metal tube with a dart and gunpowder charge, it was a cheap and powerful self defence weapon for militias and soldiers. With it, came the massive expansion of the borders and subjugation of savages who refused to submit to the country. The Wong's guarded the secret of gunpowder manufacturing jealously and all major alchemists experimenting with the substance owed their allegiance to the clan.

-1000AD: Major trade links established to the foreign countries(to be confirmed). Silk, paper and spices were among the exotic spices traded. Foreign mercenaries were hired, gun powder became a controlled substance traded with regional civilisations in exchange for valuables.

-1100AD: The last of the shipwrecks arrived, each bearing tales of more horror and bloodshed in Dai Yuen, culminating in tales of massive earthquakes and natural disasters tearing apart what little remained of civilisation. Eventually the ships stopped coming and the ancestral homeland was presumed lost. Plans to return home or establish contact with the old homeland were abandoned. Formula for gunpowder stolen by agents working for the other clans, forcing the wongs to lose much of their advantage, though the years they utilized to accumulate wealth worked to their benefit. Balance of power begins to shift in the government.

-1118AD: Refugees from Kingdom of Lindblum(Currently Commonwealth of Yohannes) makes landfall in Drackonisa.

-1200AD: Cannon invented, a vase shaped cast iron object called the huo long quan, or 'fire dragon's fist' was introduced to the military. The first example weighed 40 kg and fired a 1kg cannon ball. Larger versions were introduced during the coming years. Central authority set up to improve research in the new field of firearms. Universities begin a streamlined course with alchemy as a focus to groom new talent into improving the technology.

-1350AD: smoothbore firearm in the form of an early flintlock invented by researchers at the national Drackengarde University. Mass production of said weapons began replacing swords, spears and the huo jian as the premier firearm. Trade with the neighboring country of Archisland from sea routes begins as first Archisland traders make first contact with the merchant fleets. With it came a widely popular commodity, olives.

-1356AD: Expedition fleet sponsored by the Lindblum's Tsung family and the Li family attempts to make contact with the Kingdom of Lindblum and succeeds. Balance of power in Drackonisa shifts once more.

-1400AD: Inter clan rivalry threatens to split the government. Central government splits along factional lines. Wong, Tan, Li formed the strongest faction, pushing for increased trade with the 'gwai lo' or foreigners. Tsung, Zheng, Hao, Qiu, Po formed a separate faction pushing for isolation and reduction of foreign trade, essentially the minimization of the foreign barbarian influences.

1420 AD: Wong family head Kai Yat assassinated in a plot, interclan rivalry breaks out into open fighting. Drackengarde wracked by civil war as loyalists to either factions begin launching attacks and raids into districts controlled by the rival factions in retaliatory strikes. Military stays out of conflict and remains neutral pending resolving of the civil conflict.

1422 AD: Fighting stops as military leaders pledged their allegiance to the Wongs, rumors of undertable dealing which placed the general's loyalty to the clan led to the imposing of martial law to the city. Infighting in the open is suppressed and conflict melts away into the underbelly and politicking of the government, continuing all the way into the modern age.

1500 AD: Several interior trading towns and coastal merchant towns had expanded into major cities in their own right, threatening the power of Drackengarde. Port Jing, Lung Tuo, Fai Di, Tai Fung were annexed into Drackengarde. Military bases established to maintain security. Qiong Chun, Tai yang, Shen Di, Tian Xia, Tian Shang had heavy taxes and other policies introduced to limit their growth and funnel their resources into Drackengarde. Unrest grows but remains suppressed by the government.

1652AD: Raionese refugees fleeing religious persecution following Korechika forcibly banishing Shintoism, Buddhism and Confucianism from his realm and implements the Cult of Amatersu instead; Raionese convert en masse to avoid persecution or fled to Drackonisa to the west seeking a new lease of life. They largely made landfall in what was once the coastal town of Tai Fung, now annexed into Drackengarde territory and began settling in there.

1670AD: Raionese immigrants establish themselves in Drackonisa, with members of the Akita family setting up the early Akita Zaibatsu. A major trading conglomerate, they quickly secured exclusive trading rights with Raion no Kumi. While never reaching the influence or resources of the other clans, they were a significant financial power in Drackonisa. Their support would tip the balance of power within the Tai Fung district of Drackengarde.

1700 AD: Drackengarde grows at an exponential rate and overcrowding begins to become a problem. Crime rates and diseases spread among the ghettos, leading to several purges by the military, the government's increasingly iron fisted rule grates on the populace. Tsung Hoi was set up to cater to the mining communities and grew into an economic powerhouse. Eventually becoming its own province.

1711AD: A coalition by the interior cities of Qiong Chun, Tai Yang, Shen Di, Tian Xia, Tian Shang demands repeal of biased, oppressive policies that hamper their development to enrich Drackengarde and threatens secession. Military units based in those cities defect and announce their allegiance publicly. Central government, deciding not to risk a civil war that will tear the country apart, accedes to the demands and lifts centuries of oppressive policies. Second major territorial expansion begins to settle new lands to alleviate overcrowding was launched. Drackonisa divided into 3 Provinces named after the capitals. Drackengarde, Qiong Chun, Tsung Hoi.

1715AD: Lifting of unfair economic sanctions on the interior and frontier cities led to loosening of education restrictions. A more streamlined education plan under the Ministry of Education led to standardised tertiary education for all universities, state owned and private in all Drackonisian cities. University exams now set by the Ministry of Education to ensure a level of quality for the students produced. More funding was also released for tertiary education funding and monetary awards as well as recognition given to fund potential research work by students.

1757AD: First contact made with the newly founded Western Republic. Diplomatic overtures to the Westerners fail and relations remain lukewarm and sporadic for many years after.

1760: First contact made with the Prutenia Kontor, alongside the introduction of a new technology set to change the face of Tetrakon: the steam engine.

1770AD: A student research group working on their final year projects produced the country's first indigenous steam engine and awarded substantial funding to continue their research into the technology.

1780AD: First commercially avaliable steam engine produced locally and became widely spread through the country. Industrialisation begins.

1810AD: Drackonisa begins preparing to begin another round of annexation southwards as the growing population demands more farmlands. Large steps were made in innovations for firearms development as focus began to be shifted towards warfare. The first rifle was produced by firearms developers in the University of Qiong Chun. Improvements were made in the University of Drackonisa to the existing gunpowder mixture, namely the first discovery of smokeless powder. Competition between universities for research funding intensifies as students are pressured to innovate and design to ensure their faculties obtain the largest cut of tertiary education funds.

1811AD: Offensives against the Ougadouga held lands to the south begin, breaking centuries old peace treaties. A prolonged period of conquest begins for the next 9 years.

1820AD: Large gains were made in 9 years of warfare, with major tracts of land from indigenous Ohrang Ashli Ougs seized. Offensives were halted to avoid overextending supply lines and to consolidate holdings. Talks were held with the Confederacy to assuage concerns over the recent expansion.

1842AD: First breech loading rifle designed by the University of Tai Yang. Mass production of the new rifles led to the re-equipment of the army. Experiments began with utilizing rifling on a larger scale, namely naval guns to rearm the nation's future warships. Tests of said weapons would reshape warfare and tactics in Drackonisa forever.

1880AD: Construction of first Ironclad warship, Wu Gui, or 'turtle' began in the Drackengarde shipyards.

1882AD: Sea trials of the Wu Gui deemed successful, and a line of ironclads began to be put into production. Lack of perceived overseas threats led to a limited procurement of 12 vessels as the formation of a new fleet. The navy retains its current warships as military funding continues to be funneled to the army.

1883AD: Reports of increase in truancy and misbehavior amongst children leads to national outrage. Under pressure from parents, Education reforms enforcing compulsory education introduced. Legislation passed allowed for the creation of a separate arm of the police force to deal with delinquents and students playing truant. Truancy drops drastically in the coming years.

1910AD: First Dreadnought produced, the DNS Phoenix began patrolling sea lanes of Drackonisa.

1944AD: First successful attempt in the splitting of the atom. An experimental atomic initiation was carried out later that year.

1954AD: Ougadouga militant organization OLF(Ougadouga's Liberation Front) seeking 'justice' from discrimination, bombs several government offices in the southern city of Frontier. Military units sent in to keep order.

1958AD: Ougadouga's face even stricter laws and more discrimination within Drackonisa. Violence escalates and OLF elements driven into the forests. Believed to be defeated, the country sets into a period of peace for the next 14 years.

1960AD: Western-Drackonisan Nuclear Treaty signed following 10 years of nuclear arms race. This leads to warming of ties as suspicions cease and markets to both countries open.

1961AD: First trade agreement between Western and Drackonisian Governments signed. First ambassador also sent to The Western Republic in over 40 years.

1972AD: Resurgent OLF, garnering support from overseas backers began launching new attacks on various southern cities in Qiong Chun province from their hidden holdings in the rainforests. A large swathe of rainforests are now declared OLF territory and announced their independence from Drackonisian rule. Calls were made for local Ougadougas to join the OLF.

1986AD: 1st Drackonisian Division under the command of Yolanda Wong led a major offensive into the OLF held territories.

1987AD: A year of fierce fighting left the OLF exhausted and on the defensive. The battles culminated in the deployment of chemical weapons on OLF holdings. Multitudes of Ohrang Ashli were killed in the crossfire. Use of sarin gas on OLF is officially denied by the Drackonisian government and all records sealed. Key OLF leadership slain and the organisation officially surrenders. Public outcry by Western Republic.

Education plays a deep cultural role in Drackonisian society. From the early days of the nation's founding following the Great Shipwreck, there has been a strong emphasis placed on the role of education in stabilizing society.

It was through better knowledge and education that raised the Drackonisian people above the native barbarians that call the stretch of land the early Drackonisian refugees landed in home. The technological edge of the settlers led them to integrate the natives into Drackonisian society and to purge those who refused.

Education received a massive boom following the invention of paper 3 years after the city of Drackengarde was established, in 187bc. It was the availability of a cheap and easy to manufacture writing material that propelled the spread of government funded education system in the nation. The first public school was opened shortly after.

State owned schools were first introduced as a means to educate the masses, following the introduction of state examinations to determine the competency of government officials. This propensity of the Drackonisians to demand paper qualifications for everything soon spread, as examinations based on the state examinations were held at different levels of society to test job competency. This arguably led to the boom of education as an industry in Drackonisa.

From the smallest and remote trading towns serving the lowest of peasants, to the great cities like Drackengarde, public schools were well stocked and education offered free of charge to children aged below 12. After which, a nominal fee was paid for school attendance. Given the need for paper qualifications to succeed in society, poor farmers soon saw the state exams as the only way for their children to advance their station in life. Families were known to spend large sums, sometimes entire live savings for the peasants on their children's education, hoping to produce a scholar who had the chance of working in a prestigious higher class job.

The competitiveness in the schools assisted in building the nation's identity as well, reinforcing the need to succeed at all costs and drilled it into every student from an early age. Students from the age of 6 were well taught, that they have to either succeed at their first state examination at 12 to obtain a school leaving certificate, or live as a lowly peasant for the rest of their lives.

This culture remained all the way to the modern age, with only minor changes done to the state-sponsored schooling. As industrialization took place and large middle class sections of society appeared, people could spend more on schooling and the second major reform was put into place. State sponsored education was extended all the way to secondary school, with students receiving large subsidies if they could qualify for a secondary education. 2 major universities were also set up in the country to cater to the people's need for higher qualifications.

Students in the secondary level study 7 core subjects, mathematics, science(which is split into physics, chemistry, biology and combined science for weaker students) ,history, geography, economics , english and mandarin. Mandarin is taught in the simplified format and students are not required to continue with the language if they choose to enter a polytechnic. To provide a broad based learning environment, it is compulsory for secondary school students to take part in a co-curricular activity(CCA) to enrich their learning experience. They can either join Uniformed Groups, Performing Arts, Clubs & Societies and Sports & Games. Given that their secondary school final report by their teachers in charge play a big part into their tertiary education acceptance, students are encouraged to take up as many activities as possible as it reflects on their time management abilities. Generally, being part of the student leader program(I.E student council, sports leaders) all reflect well on the student's conduct and affect their employment opportunities later in life. Students are introduced to society for the first time, namely, the importance of building a resume. All their records starting from secondary school, are keyed into the school system and will be utilized by companies when hiring workers in the future.

To cope with industrial needs for skilled workers and to deal with the influx of fresh graduates, polytechnics were introduced in 1930 to cater to the needs of industries. Capable of producing workers with skills needed to enter the workforce, while reducing the wages needed to be paid as compared to hiring a fresh graduate, it boosted the manufacturing sector's demand in capable workers. Polytechnic students became known for their technical knowledge and are regarded as a cheaper alternative to a university education in the workforce. Tailored for those the lower-middle class who cannot afford their children an extra two years in a university, they finish their courses with a 3 year course and are fully equipped and trained to enter the workforce. However, as they are capable of landing jobs easily after graduation, the vast majority(80%) of university places remain reserved for those who can enter a Junior College(JC).

Government subsidized university education was only introduced in the 1900s, following the introduction of a nationwide conscription act. Acknowledging the importance of a highly educated populace and to encourage people to continue education and not stop at the state sponsored secondary level, the government began subsidizing as much as 70% on study loans for tertiary students and began offering scholarships to those who perform well academically.

As society progressed and greater demands for a university education began in the nation's middle class population, more routes of advancement was introduced as compared to the traditional method of finishing Junior College and waiting for results. As larger number of polytechnic students demand further studies, larger university places were reserved for them and university placement revised. Now at a 60-40 ratio, for JC and polytechnic students respectively, the polytechnic students who are in the top 20% of their cohort are able to better further their education. A further 4 major technological universities sprouted up, offering degree courses in mainly engineering courses catering to polytechnic students.

As tertiary education has very strong implications for the economy, the universities and polytechnics in Drackonisa has been working very closely with industrial companies to produce graduates capable of serving their needs. Industry leaders are given seats on each school's board of directors, allowing them to have a say in the course materials as well as giving them the ability to tailor the courses according to their requirements. This is primarily done to ensure the attractiveness of hiring a graduate, and better their chances of finding a job upon graduation as soon as possible. The industries also contribute significantly to the school's funding, acting as a further supplement to the already large government funding. This ensures all schools are well equipped and provided for, capable of giving student's the best learning environment possible. Student records are made avaliable to industries every semester for the graduating batch of students, allowing companies to begin headhunting the cream of the crop before the final year results are officially announced. By doing so, the students are given a headstart and are able to begin working almost immediately upon receiving their results. Students who wish to go for holidays can put a request to withhold their applications for jobs for a period of time, though most generally give themselves 1 month of relaxation following a hectic final semester.

Currently, the university is actively pursuing foreign students to encourage a diverse learning environment, as well as encourage a better quality of student and increase the level of competition within the student body. Drackonisa uses a meritocratic government, where government posts are assigned based on results of competency examinations prospective candidates undertake in order to be considered as a official candidate. Currently, the pay grade of top level ministers are pegged to the top 1,000 corporate earners in Drackonisa and then reduced by 40%. This is mainly to attract and retain the top talent to join, while ensuring they do not sacrifice too much in entering politics.

Punishments for corruption is one of the toughest in the world, with a separate branch set up within the police to deal with such crimes. The Corruption Investigation Bureau(CIB) is one of the most powerful branches under the Internal Security Department(ISD) and are given the power to conduct investigations into even the affairs of the highest officials. No one is above their suspicions and under their watchful gaze, the government has conducted numerous purges of officials found guilty of corruption.

Corruption is regarded as a capital crime and punishable by death depending on the severity of the corruption. High officials tend to be punished with the most severity due to their position, with the possibility of a public execution to set an example to the rest. Thus far, only 1 minister was ever publicly executed for corruption in Drackonisa's entire history. In 1854, a finance minister guilty of siphoning funds from the treasury was beheaded in front of a cheering crowd, following a week of punishments, which included breaking of limbs and removal of sensory organs such as the eyes and ears.

Examinations to test high officials are used to ensure competency and test the candidates on matters of the state, their knowledge of their required fields and interpersonal relations. Families play a part in the examinations and candidates are required to have stable families to demonstrate their competency in managing home affairs to prevent distractions at work.


Politics
The political structure in Drackonisa is fluid and ever changing, though it is largely centralised around two main factions, the Wongs and the Lis. These two families are the most influential and their rivalry spans several centuries dating back to the earliest days of the nation's founding.
There are a long list of unofficial rules and conventions regarding how they may go about doing so with violence being a big taboo in such social conduct. Violence is viewed as a sign of weakness and lack of sophistication, with both sides seeking to go about their rivalry in subtle and covert means. Both factions seek continually to one up the other, either by holding grand festivals during the holidays that outdoes the ones held by the previous year or gaining a larger market share in a key industry. 'Face' remains a key part of their rivalry, with success and failure factoring in greatly in their political games.

Both families spend considerable sums each year investing in grooming young talent, with scholarships offered to talented students from less well off families, providing them with an edge in their studies and peers. Alliances are often sought with unaligned but less influential families, though such alliance are fluid and shift rapidly as benefits of aligning with one can quickly outweigh the disadvantages of siding with the other.

Joint collaborations between families are not unknown however, where there are big business prospects in which both may profit, they are open to such dealings. Albeit, each would seek to gain a slight advantage over the other during such dealings, the convention is that the deal itself is placed first before family loyalty. The unspoken rule is that the integrity of the deal must remain intact, regardless of the family's original objectives. Profit as a whole is prized more than humiliating or disadvantaging a rival and fair deals tend to happen far more than what is usually expected from such a society. For example, if sabotaging a rival's attempts at a business bid would lead to the contract being devalued, they are to cease the attempt and seek another way to go about it.

The Wongs are currently the largest and most influential faction in Drackonisa, with long term alliances made with the Tsung, Zheng, Qiu and Tan major families. Their scions consistently top the examination charts and they have the most number of members holding government positions. Renowned for producing military candidates, many of the sons and daughters of the Wong family gained fame in military service and their sponsored education focuses a lot on statecraft and leadership.

The Lis are the second faction, with long term alliances with the Raionese descended Akita family, Zhong and Po family. Members of their family are largely educated in business, banking or finance. Their family conglomerate along with those of their allies holds the largest market share in Drackonisa, slightly edging out the Wongs in this field. Gaining the support and backing of the Lis tend to be the first and foremost priority of newcomers to Drackonisian markets which would provide them with an early headstart over their competitors.

The third and unofficial faction are the major families unaligned with either faction. Most of them are middle-upper class families which do not wish to be drawn into the subtleties of the politics or seek to play both factions for the maximum advantage. Such actions do not usually sit well, and may very well prove to be dangerous to the family's long term fortunes. As of current time, the Hou is the only major clan which does not align itself with any faction and works neutrally. Regarded as something of a wild card in the political structure, their alliances tend to bring a certain amount of risk, though their support could very well prove to be the tipping point of the balance in either faction's favor.

The Republic of Drackonisa also owns one of the largest model making companies in the region. Co owned by the Akita Zaibatsu and the Tan Family Holdings(TFH), the Takima Company is the largest manufacturer of plastic model kits, radio controlled vehicles, battery- and solar-powered educational models, sailboat models, acrylic and enamel model paints, and various modeling tools and supplies. The company was founded in a collaboration by Norito Akita and Tan Li Sung, both scions of their respective families in 1938. With a large crew dedicated to research, their workers can be seen in every nation, detailing the models they design and produce. The product line ranges from the ever popular military and automobile models to science fiction subjects taken from popular culture(Britannicus, MechaWars). Their models are largely produced from metal molds developed from plans which are easy to understand and build for beginners. Attention is paid to every detail, including the box art which are usually created by skilled Raionese artists. The company has gained a reputation among hobbyists of producing models of outstanding quality and accurate scale detail. Drackonisa diverts zero funding towards social welfare, though a government savings program known as the Drackonisian Elderhood Savings(DES) is introduced as a means to force citizens to save their income. 10% of a citizen's monthly income along with an additional 5% of their monthly salary paid for by the employers goes towards this fund, a private bank account held by the state and released back to the citizen upon them hitting 60 years of age. This allows them to have a safety net of funds to draw upon for old age, and greatly reduces the strain of maintaining a welfare state which had proven to be the downfall of many developed nations.

The openly capitalist government generally aligns itself with business interests, introducing and altering existing policies that will stimulate economic growth. The government has always had a strong hand in guiding the country's economic future, throwing in investments and building infrastructure whenever a potential industry is emerging. One of the latest markets to receive government funding will be in the increasingly lucrative biomedical market, with a town, the Medicana constructed in the eastern Drackengarde as a dedicated research centre for biomedical companies.

Policies have been introduced that makes it attractive for businesses to operate and utilize Drackonisa as a base of operations in the region. Large businesses are eligible to apply for 2 years of tax waivers, if they are willing to place a permanent headquarters in the country. Drackonisa registered Small and Medium Enterprises(SMEs) are eligible to apply for government loans, ranging from $10,000 to $100,000 to jumpstart their business. Of course, there are many limitations to taking a government loan, which entails regular checks by government officials and strict requirements such as a stipulated annual turnover, minimum of 20 employees and minimum of 40% shareholding by a Drackonisian citizen. Payments are done in installments, with a minimum effective interest rate of 5%.

One of the core issues currently faced by the central government is the issue of skilled foreign workers, or foreign talent. Basically to meet employer's demands for increased number of management staff, there has been an influx of qualified foreign expatriates being hired by companies seeking workers capable of fulfilling their demands while working for longer hours, no DES contributions and for lesser pay. ISD
It is the belief of Drackonisa that a prosperous society can only result from one with order and stability. As such, the National Security Board, a statutory board under the Ministry of Home Affairs is in charge of one of the most powerful law enforcement departments in Drackonisa. The Internal Security Act, passed in 1532 led to the creation of a special branch independent from the main police force.

Back in 1802, foreign organized crime syndicates became prevalent in the ports and major cities, threatening to plunge society into '乱' or chaos. Viewed as the greatest threat towards public safety and order within society, the Internal Security Department(ISD) was formed from the police's Anti-Vice Squad(AVS). The ineffectual laws which require hard evidence to convict and put away known gangsters was hampering the police abilities to combat them. As such, to break the backs of the criminal syndicates which had a hand in every vice in the city, from prostitution, gambling, extortion and other criminal activities, the ISD was given the ability to arrest and hold known threats to society for indefinite periods of time without trial until such a time these elements no longer pose a threat to society. They operate in a legal grey area, and are given powers to utilize whatever means necessary to maintain public security, be it use of torture in interrogations or summary executions of particularly dangerous criminals.

The ISD cleaned up the city within 2 years of their creation, rounding up nearly 7,500 criminal elements and detaining them without trial. Most were placed into harsh forced labor programs and worked to death, while gang leaders and other prominent gangsters were summarily executed or otherwise disposed of privately. The majority of 'ginnas' or the local term for gang footsoldiers, were detained for up to 60 years, many released only when they were in their 80s. Without much savings and little prospects after their release, many were starved to death on the streets.

The message was clear, criminal elements were not to be tolerated within society. The strong display managed to drive the organized syndicates underground, with the crime bosses forced to fled overseas for fear of arrests. With the criminal gangs kept under control, the ISD soon turned to other activities. Namely, corruption and counter terrorism. The ISA was soon expanded to include the combating of corruption within the higher echelons of the government, with a ISD officer placed within every major branch of the government. Enemies of the state, such as secessionists, anarchists and other anti-government elements were also placed under watch, with those deemed to be a public threat quickly thrown into the cooler. In the 1900s, the budding communist movement seeking to overthrow the meritocratic government was quickly neutered, as their members were rounded up and locked away. Islamic extremism now became the latest in line of threats, while religion is generally on a don't ask, don't tell basis, with strict penalties for proselytising, Islamic extremists soon proved to be a danger to public security. As such, muslims were now placed under surveillance, with the ISD's watchful eyes keen for any signs of threats from that sector of society. The ISD maintains a massive database, linked to the government's citizen records, where they maintain a file on each and every citizen in Drackonisa. It is unknown, how many members of the branch there are, though it is known that the ISD's manpower is close enough or even greater than the regular police force.

Police


Court System
The legal system of Drackonisa is based on the English common law system. Major areas of law – particularly administrative law, contract law, equity and trust law, property law and tort law – are largely judge-made, though certain aspects have now been modified to some extent by statutes. However, other areas of law, such as criminal law, company law and family law, are almost completely statutory in nature.

Certain Drackonisian statutes are not based on English enactments but on legislation from other jurisdictions. In such situations, court decisions from those jurisdictions on the original legislation are often examined.

On the other hand, where the interpretation of the Constitution of Drackonisa is concerned, courts remain reluctant to take into account foreign legal materials on the basis that a constitution should primarily be interpreted within its own four walls rather than in the light of analogies from other jurisdictions; and because economic, political, social and other conditions in foreign countries are perceived to be different.

The full Judicial power in Drackonisa is vested in the Supreme Court as well as subordinate courts by the Constitution of Drackonisa. The Supreme Court consists of the Court of Appeal and the High Court. The Court of Appeal exercises appellate criminal and civil jurisdiction, while the High Court exercises both original and appellate criminal and civil jurisdiction. The Chief Justice, Judges of Appeal, Judicial Commissioners and High Court Judges are appointed by the President from candidates recommended by the Prime Minister. The prime minister must consult with the Chief Justice before recommending the judges.

Although the legal system of Drackonisa is a common law system, the criminal law of Drackonisa is largely statutory in nature. The general principles of criminal law, as well as the elements and penalties of common criminal offences such as homicide, theft and cheating, are set out in the Penal Code. Other important offences are created by statutes such as the Arms Offences Act, Kidnapping Act, Misuse of Drugs Act and Vandalism Act.

In addition, there is a perception that Drackonisa society is highly regulated through the criminalization of many activities which are considered as fairly harmless in other countries. These include failing to flush public toilets after use, littering, jaywalking, the possession of contraband pornography, the sale of chewing gum, and sexual activity; such as oral and anal sex between men. It has been claimed that one of the results of such heavy regulation is that Drackonisa has one of the lowest incidences of violent crimes in the region.

Drackonisa retains both corporal punishment (in the form of caning) and capital punishment (by hanging) as punishments for serious offences. For certain offences such as possession of arms(capital), possession of drugs(capital) and assault(caning), the imposition of these penalties is mandatory.

Legal Acts passed which carry the death penalty:
Sedition Act
—(1) A seditious tendency is a tendency —
(a) to bring into hatred or contempt or to excite disaffection against the Government;
(b) to excite the citizens of Drackonisa or the residents in Drackonisa to attempt to procure in Drackonisa, the alteration, otherwise than by lawful means, of any matter as by law established;
(c) to bring into hatred or contempt or to excite disaffection against the administration of justice in Drackonisa;
(d) to raise discontent or disaffection amongst the citizens of Drackonisa or the residents in Drackonisa;
(e) to promote feelings of ill-will and hostility between different races or classes of the population of Drackonisa.

(2) Notwithstanding subsection (1), any act, speech, words, publication or other thing shall not be deemed to be seditious by reason only that it has a tendency —
(a) to show that the Government has been misled or mistaken in any of its measures;
(b) to point out errors or defects in the Government or the Constitution as by law established or in legislation or in the administration of justice with a view to the remedying of such errors or defects;
(c) to persuade the citizens of Drackonisa or the residents in Drackonisa to attempt to procure by lawful means the alteration of any matter in Drackonisa; or
(d) to point out, with a view to their removal, any matters producing or having a tendency to produce feelings of ill-will and enmity between different races or classes of the population of Drackonisa,
if such act, speech, words, publication or other thing has not otherwise in fact a seditious tendency.

Misuse of Drugs Act
Section 17 of the Misuse of Drugs Act lists the amount of controlled drugs beyond which, the person who carries them shall be presumed to possess them for the purpose of drug trafficking unless proven otherwise:
Opium: 100 grammes
Morphine: 3 grammes
Diamorphine (Heroin): 2 grammes
Cannabis: 15 grammes
Cannabis mixture: 30 grammes
Cannabis resin: 10 grammes
Cocaine: 3 grammes
Methamphetamine: 25 grammes
10 grammes of any or any combination of the following:
N, α-dimethyl-3,4-(methylenedioxy)phenethylamine (MDMA)
α-methyl-3,4-(methylenedioxy)phenethylamine (MDA)
N-ethyl-α-methyl-3,4-(methylenedioxy)phenethylamine (MDEA)
Unless authorized by the government, the possession, consumption, manufacturing, import, export, or trafficking of these and other controlled drugs in any amount are illegal.

The law also extends a presumption that a person possesses drugs if he possesses the keys to a premises containing the drugs, and that "Any person found in or escaping from any place or premises which is proved or presumed to be used for the purpose of smoking or administering a controlled drug shall, until the contrary is proved, be presumed to have been smoking or administering a controlled drug in that place or premises." Thus, one runs the risk of arrest for drug use by simply being in the company of drug users. The law also allows officers to search premises and individuals, without a search warrant, if he "reasonably suspects that there is to be found a controlled drug or article liable to seizure". Moreover, Section 31 allows officers to demand urinalysis of suspected drug offenders.

Arms Offences Act
Interpretation
2. In this Act, unless the context otherwise requires —
"arm" means any firearm, air-gun, air-pistol, automatic gun, automatic pistol and any other kind of gun or pistol from which any shot, bullet or other missile can be discharged or noxious liquid, flame or fumes can be emitted, and any component part thereof and includes any bomb or grenade and any component part thereof;
"imitation arm" means anything which has the appearance of being an arm;
"import" means to bring or cause to be brought into Drackonisa by any means from any place;
"scheduled offence" means any offence specified in the Schedule;
"trafficking in arms" means —
(a) to import, manufacture or deal in arms in contravention of the provisions of the Arms and Explosives Act (Cap. 13); or
(b) to lend, give, sell, hire or offer for sale or hire any arm to a person who has no licence to possess such arm issued under the Arms and Explosives Act;
"unlawful possession" means possession or control contrary to the provisions of the Arms and Explosives Act;
"use" , with its grammatical variations, means —
(a) in relation to a firearm, an air-gun, an air-pistol, an automatic gun, an automatic pistol and any other kind of gun or pistol from which any shot, bullet or other missile can be discharged or noxious liquid, flame or fumes can be emitted — to cause such shot, bullet or other missile to be discharged or such noxious liquid, flame or fumes to be emitted with intent to cause physical injury to any person; and
(b) in relation to a bomb or grenade — to throw the bomb or grenade, or to cause it to explode, with intent to cause physical injury to any person or property.

Using or attempting to use arms
4. —(1) Any person who uses or attempts to use any arm shall be guilty of an offence and shall on conviction be punished with death.

(2) In any proceedings for an offence under this section, any person who uses or attempts to use any arm shall, until the contrary is proved, be presumed to have used or attempted to use the arm with the intention to cause physical injury to any person or property.

Using or attempting to use arms to commit scheduled offence
4A. Subject to any exception referred to in Chapter IV of the Penal Code which may be applicable (other than section 95), any person who uses or attempts to use any arm at the time of his committing or attempting to commit any scheduled offence shall, whether or not he has any intention to cause physical injury to any person or property, be guilty of an offence and shall on conviction be punished with death.


Punishment for accomplices
5. Where any arm is used by any person in committing or in attempting to commit any offence or where an offence under section 4A has been committed by any person, each of his accomplices present at the scene of the offence who may reasonably be presumed to have known that that person was carrying or had in his possession or under his control the arm, shall, unless he proves that he had taken all reasonable steps to prevent the use of the arm, be guilty of an offence and shall on conviction be punished with death.

Trafficking in arms
6. —(1) Any person trafficking in arms shall be guilty of an offence and shall on conviction be punished with —
(a) death; or
(b) imprisonment for life and with caning with not less than 16 strokes.
(2) Any person proved to be in unlawful possession of more than 2 arms shall, until the contrary is proved, be presumed to be trafficking in arms.
Consorting with person carrying arms
7. Any person who consorts with, or is found in the company of, another person who is unlawfully carrying or is in unlawful possession of any arm in circumstances which raise a reasonable presumption that he knew that that other person was carrying or had in his possession or under his control any such arm shall, unless he proves that he had reasonable grounds for believing that that other person was not unlawfully carrying or was not in unlawful possession of such arm, be guilty of an offence and shall be liable on conviction to the like punishment as that other person with whom he was consorting or in whose company he was found.

Penalty for exhibiting imitation arm when committing scheduled offence
8. Any person who at the time of committing or attempting to commit or abetting the commission of any scheduled offence exhibits any imitation arm in a manner likely to put any person in fear of death or hurt shall be guilty of an offence and shall be liable on conviction to imprisonment for a term which may extend to 10 years and shall also be punished with caning with not less than 3 strokes.

Presumption
9. Where any arm is found in or on any premises, the occupier of the premises shall be deemed to be in possession of the arm unless he proves that some other person was in possession thereof, or that he had no knowledge or reasonable means of knowing that the arm was in or on the premises and that he had taken all reasonable precautions against the arm being kept in or on the premises.

Exemptions
10. Nothing in section 3 shall apply to —
(a) a member of any visiting force lawfully present in Drackonisa or of the police force or of a volunteer force or local force constituted under any written law for the time being in force in Drackonisa, when the member is carrying any arm in, or in connection with, the performance of his duty;
(b) any person who carries an arm as part of his official or ceremonial dress on any official or ceremonial occasion;
(c) any person licensed or authorised to carry or possess an arm under or by virtue of any written law relating to arms for the time being in force in Drackonisa; or
(d) a member of any organisation or association specially authorised by the Minister by notification in the Gazette, when the member is carrying any arm in, or in connection with, the performance of his duty.

Saving of other written law
11. The provisions of this Act shall have effect without prejudice to the provisions of the Arms and Explosives Act (Cap. 13) or of any other written law for the time being in force in Drackonisa relating to unlawful possession of arms or ammunition.
Power to amend Schedule
12. The Minister may at any time by order add to, amend or vary the Schedule.

Drackonisa itself due to its trading ties, is generally friendly to the rest of Elysium, the continent on which the nation is located. Close ties are maintained with Urarail, Archislands and Rusikstan while the nation maintains friendly ties with most of Elysium. Drackonisa maintains embassies with most of the Tetrakon nations as well as nations from external regions.

Tetrakon
The Confederacy of Archislands
Particularly close ties to the Confederacy of Archislands, which is its neighbour. Due partly to necessity as well as a shared history dating back hundreds of years, ties with the Confederacy has been close since their escape from their original homelands now occupied by Jarridia. A strong sense of trust has been built up by both nations, with many government agencies working together closely for the mutual benefit of both sides. The Confederacy, is viewed upon favorably by the Drackonisian government, with many local enterprises looking for opportunities setting up shop there due to its proximity to Drackonisa. A relatively large expatriate community exists in both nations and Confederacy citizens are generally given priority at border checks. Archislands is now Drackonisa's largest exporter of diamonds, while Drackonisa is one of the Confederacy's major natural gas and petroleum suppliers.

Holy Imperium of Urarail
Due to their authoritarian system of governance, Drackonisa sees Urarail as a sort of kindred spirit in the largely democratic and liberal Elysium. Due to the Urarailians maintaining their isolationist policies and refraining from much contact with the rest of the region, the Drackonisian government has only recently begun diplomatic exchanges with the Urarailians but maintains a favorable view of the nation. Trade has been intermittent over the past centuries, up till the lifting of the Urarail isolationist policies which saw the sudden opening of their markets. Trading ties has been resumed and Urarail is now one of Drackonisa's largest crude oil exporters. With bilateral trade growing rapidly, ever larger numbers of Drackonisians are seeing business opportunities in moving to Urarail.

The Western Republic
First contact with the Western Republic was made in 1757, two years after the Western Republic was founded. As news of the rising, fledgling nation to the north reaches the ears of the Drackonisian Government, the decision was made to send a diplomatic envoy to assess the situation. Keeping an eye on the possible shifts in the balance of power within Elysium, the government decides it was best to determine the stance taken towards this new upstart. Drackonisa was unfortunately, not viewed favorably by the Western Republic as an authoritarian state. As such, the reluctance of the West to begin diplomatic ties set the trend for a series of alternating lukewarm and cold relations. Diplomatic exchanges became limited to occasional exchanges over the next 150 years and trading ties were dismal at best.

This dynamic changed in 1950, following a nuclear bomb test by the Western Republic, 5 years after Drackonisa's own. At this point, following the development of nuclear technology, Drackonisa was afflicted by an intense paranoia that the region will be embroiled in a nuclear arms race. This leads to the creation of a massive nuclear stockpile which led to a severe drain on military resources. This ultimately culminated in the decision by the Drackonisian Government to begin an unprecedented move of unofficially contacting the Western Republic and asking them to declare their intentions. After 6 years of covert exchanges, the first Nuclear Armament Treaty(NAT) was signed between the two states in 1960. Reassurances by the West enabled Drackonisa to slow down and eventually halt its production of nuclear armaments, which threatened to spiral out of control. By this point, there was nearly 4,000 nuclear weapons in Drackonisa. A direct line of communication between Western Republic and Drackonisa was created in the event of a nuclear armament deployment by both sides.

Arguably, the signing of the treaty led to the first defrosting of bilateral relations in nearly 150 years. On the coattails of the NAT, came a flurry of trading and diplomatic exchanges and treaties which led to burgeoning West-Drack ties in 1960s. The trade grew exponentially over the next 30 years, causing an influx of Drackonisian investment and massive growth in the Western economy.

Republic of Neo Prutenia
While Drackonisa maintains officially friendly relations with Neo Prutenia, the Prut are viewed warily by the Drackonisian government. While both nations are meritocracies, the Prut's libertarian policies are in stark contrast with the authoritarian rule of the Drackonisian government. In a way, the Drackonisian government sees a mirror image of themselves within the Prut. Formal diplomatic contact between both sides have been intermittent over the years, with relations generally extending to sectors of trade and education. However, trade relations have been growing especially within the adult entertainment sector where Prutenian actresses and directors are highly sought after by the industry. With growing trading ties, attitudes towards Neo Prutenia is starting to shift and there has been more friendly overtures made by the Drackonisian government in recent times.

Prutenia
The Drackonisians relations with the Prut stretches back nearly 300 years. Following the Prut and Raionese peace treaty in 1753, there was interest in establishing relations in a rising power within the region. Trading ties were established following first contact with the Kontor in 1760, including introduction to a new invention, the steam engine.

Raion
The Raionese made first contact with the Drackonisians somewhere around the 1300s AD. Relations were largely limited to trading ties and the occasional diplomatic envoy up till 1652 where Raionese refugees fleeing persecution, set off for Drackonisa. By 1670, they had established themselves, with the Akita Zaibatsu becoming a powerful trading conglomerate in the nation. Burgeoning relations with the Raion no Kumi were spearheaded by the Akita Zaibatsu. Formal relations were established and maintained till the merger of Raion no Kumi and Prutenia whereupon new treaties were signed.

State of Rusikstan
Drackonisa and Rusikstan are super happy rainbow best friends forever.

Amalgamate
Drackonisa and the Amalgamate had little interaction prior to the collapse and its splitting into 6 factions. Considered to be the most powerful nation in Tetrakon prior to its collapse, Drackonisa has always remained wary of Amalgamate intentions. Currently, with the Amalgamate divided into 6 autonomous factions, each with their own motives and untapped potential, Drackonisa is keen to open relations with the descendants of the Amalgamate. However, due to the Auvohm invasion, attempts at diplomacy had been placed on indefinite hold till the crisis is over and the intentions of the other remnant factions can be determined.

Auvohm
Considered to be the most warlike of all the Amalgamate remnants, the Auvohm launched an invasion of Elysium in 2011. Drackonisa is currently at war with the Auvohm following their invasion of Elysium.

Sar Tsellia
The most religious devout of the remnants, and they're also the strongest military power of the 6 factions. Since the collapse, they have adopted a foreign policy based on isolation and remain in their siege mentality.

Commonwealth of Yohannes
Drackonisa maintains ties with the Commonwealth of Yohannes dating back centuries. The first records of contact with the Yohannes refugees which later settled in what would later be known as the Republic of Drackonisa was in the early 1100s. Yohannes citizen's of chinese descent, fleeing persecution and discrimination from the Kingdom of Lindblum chose to cast their lot in with the winds and waves, eventually reaching Drackonisian shores. Due to the majority chinese population, their integration into society, especially a meritocratic one, was a relatively easy task. Within 10 years, the majority of the new immigrants had settled in and laid new roots in Drackonisa.

Chief amongst the multitudes of refugees were the Tsung clan, a financial powerful and influential business and banking family that chose to leave the Kingdom. With their resources and talents, they were quickly able to establish their powerbase in Port Jing. Port Jing, located westwards of old Drackengarde city soon became the launching point for the returning fleet. In 1356, 200 years after their mass migration into Drackonisa, the descendants of the refugees were united under Tsung Fai Lok, then head of the clan. Fai Lok had grand plans for establishing a major trade route to Lindblum, utilizing old sea maps to navigate their way back. While a single clan, even one with the financial resources of the Tsungs will never have the ability to organize such a prolonged voyage. To this end, Fai Lok negotiated treaties with the Li family, long time rival of the Wongs and offered them a cut of the trade profits in exchange for their backing in the expedition.

Within 3 years, the combined fleet consisted of 150 vessels, carrying up to 220 men each. Stocked to the brim with supplies, they cast off towards their ancestral home, seeking the prestige and wealth securing exclusive trading rights would bring their backers. Their journey took a total of 17months, fighting past storms and strong waves. By the end of the journey, the battered fleet consisted of 79 survivors. They updated their navigational charts, which were outdated for nearly 200 years.

Their rewards, far outweighed the price paid. Trade contracts with the Lindblum and thereafter the Yohannes Commonwealth was largely dominated by the Li and Tsung clan conglomerates, albeit other powerful family holdings have succeeded in making inroads. This is usually done by dealing with other smaller, rising corporate powers in Yohannes.

The riches brought back by the successful expedition enriched both clans, causing Port Jing to grow further in influence. The threat felt by the then unchallenged Wongs, were soon to influence future events.While the Port itself was annexed into Drackengarde, the Wong's largest powerbase, in the 1520s, their carefully cultivated alliance with the Wongs enabled them to retain much of their holdings unlike most other major families which had to cede control to the government.

Power Generation

Power generation in Drackonisa is largely dependent on the utilization of natural gas due to its price and widespread availability in the area. As the country sits atop large natural gas reserves, among the largest in Tetrakon, there has been little incentive to shift towards more eco-friendly alternatives of power generation.

However, generation of cheap, renewable electricity has recently been receiving more funding, especially in areas of research and development where solar and hydroelectric power is being looked into as a backup plan towards meeting the nation's future needs. As natural gas, being a non-renewable source can and will run out in the future, the nation has taken to setting aside funding to prepare for such an event. As it stands with current consumption and export rates, the nation's gas reserves would be estimated to run out in 84 years.

Nuclear power while generally considered a safe, reliable source of electricity has yet to take off very well within the nation. As enriched uranium is generally the main motivation behind the construction of such plants, the nuclear power plants within the nation are all heavily restricted areas and double as research facilities into development of nuclear weapons. Disposal of radioactive waste has also proven to be a hassle, with little use for depleted uranium, most of it has been converted into DU weaponry for military purposes. While the risks of accidents remain minimal, there always presents a possibility in a worst case scenario, which forces all nuclear power plants to be situated far from civilian centers.

Safer alternatives to nuclear energy such as thorium powered reactors which are cheaper to run and safer are currently being looked into to provide for the nation's future energy needs due to limitations presented by options such as biomass, solar or hydroelectric all of which have their own drawbacks in relation to cost and feasibility. While nuclear energy presents a tempting option for the future, more research work carried out by the government would be in order before ordering the construction of yet more such plants.

Healthcare in Drackonisa is mainly under the responsibility of the Ministry of Health. Drackonisa generally has an efficient and widespread system of healthcare.

Drackonisa has a modified universal healthcare system where the government ensures affordability of healthcare within the public health system, largely through a system of compulsory savings, subsidies and price controls. The healthcare system uses a combination of compulsory savings from payroll deductions (DES) to provide subsidies within a nationalized healthcare plan known as MeSh. Within MeSh, each citizen accumulates funds that are individually tracked(5% of their DES account with an additional 0.5% topped up by the government based on their salary), and such funds can be pooled within and across an entire extended family. The vast majority of Drackonisians have substantial savings in this scheme.

There are currently 3 level of subsidies in which citizens can qualify for, based on their MeSh savings and current salary. No medical service is provided free of charge, regardless of the level of subsidy, within the public healthcare system. Largely intended to reduce the overutilisation of healthcare services, a phenomenon sometimes seen in fully subsidised universal health insurance systems. Out-of-pocket charges vary considerably for each service and level of subsidy. At the highest level of subsidy, although each out-of-pocket expense is typically small, costs can accumulate and become substantial for patients and families. At the lowest level, the subsidy is in effect nonexistent, and patients are treated like private patients, even within the public system.

For those who do not wish to utilize the public healthcare system, there are alternatives due to a relatively large private healthcare sector to seek treatment. The private sector which provides care to those who are privately insured, foreign patients, or public patients who are able to afford what often amount to very large out-of-pocket payments above the levels provided by government subsidies. While patients can generally expect a higher quality of care in a privately owned hospital, this is not always guaranteed and the cost of treatment and care is substantially higher compared to the public healthcare system.

Approximately 70-80% of Drackonisa obtain their medical care within the public health system. Overall government spending on healthcare amounts to only 4% of annual GDP, largely because government expenditure on healthcare in the private system is extremely low.

Introduction to the Ougadougas

The native Ougadougas are an ancient genetic offshoot of humans, generally known for their inferior intellect and difficulty in adapting to modern civilization. Despite the efforts the Drackonisian government had made towards ensuring equality and providing the means every citizen requires for success, it is inevitable that some would still fail to take advantage of the benefits and fall behind. For the Ougadougas, their community is perpetually wracked by a state of poverty and lack of motivation. The vast majority of their population are located in the southern and eastern cities of Sheng Qiu, Tian Xia, Gate and Frontier where they dwell largely in ghettos. Ougs found around other parts of the nation are largely there as menial laborers, hoping to earn a meager salary for their family's survival. The more desperate who lives in Gate and Frontier regularly attempt the dangerous crossing into Archian territory without proper documentation where a large expatriate community exists through help of Confederate charities, albeit existence of such deviant organizations are denied consistently by both governments for the sake of diplomatic relations.

The Ougadougas were not considered humans since the first encounter in 500bc by the first Drackonisian settlers and are viewed more of an inferior genetic offshoot of 'normal human beings'. As such, the bias and prejudice alongside the stereotype of 'the lazy Oug' is deeply ingrained within society as a whole. Such deeply rooted cultural values, ingrained for hundreds of years has led to the community largely falling behind academically and economically.

The Oug children are viewed and treated as an inferior race from their early school life, with emphasis on their lack of intelligence compared to their peers and only a minority will actually find the motivation to do well or even pass. This is further exacerbated by the already high dropout rates in primary education among Oug children, whereupon only 23-30% of Oug students pass primary school and earn their citizenship. This prevents the vast majority of them from owning a passport or having access to many of the rights of citizenship. Ougs are exempt from military and government service, due to their inferiority which precludes them from holding any important jobs. The community largely only obtains work as menial laborers and the ghettos are plagued with alcoholism and crime. Police stations are located near the main points of access and the gated communities are watched carefully as they are marched out each morning to work and escorted back home in company buses.

In a strict meritocracy here where academic success in early life can determine their social status, having a large dropout rate pretty much condemns them to underperforming as a community. This leads to a lower income among the community as a whole, less resources and even less chances to improve their lot. The lack of welfare programs in the nation exacerbates the problems with moving up the social ladder for them and the social stigma associated with the race itself will further discourage most employers other than those requiring low skilled dumb muscle. Lack of citizenship/passports will also make it difficult for them to flee to another country, and the crippling despair can cause a majority to just accept their lesser lot in life. Perhaps due to dwelling in the ghettos long enough, their thinking has more or less devolve into more simple needs, being poor and somehow happy despite the inability of society to understand where that endless optimism comes from.

They have their own subculture, with emphasis on an easygoing kind of mentality, attempting to joke about how other communities work their butts off in the rat race while they retain their traditions and lack of motivation with getting rich. Tradition is very important among the Ougs, where their culture and way of life had changed little since ancient times. Many of their primitive rituals and lack of motivation for social mobility is largely attributed to their inferior mental capacity and cultural values, where the urge for economic success is not ingrained into them and pride is taken in the so-called 'simpler life'. Many academics dispute their supposed optimism, calling it little more than 'a mental disorder and delusion afflicting an entire race', which is postulated to be an attempt to escape from the problems in their society.


Culture and Traditions
Perhaps due to their innate intellectual inferiority and uncivilized nature as a whole, a significant section of the Ougadougas population voluntary shun life near the urbanized areas of the nation, instead choosing to live in their mudhuts and treehouses in the dense rainforests in the south. While exact numbers are difficult to obtain due to the vast scattering of the population in difficult to reach areas in the rainforests, it is estimated that an astounding 35% of the Ougadougas population reside in backwater, undeveloped communities, reveling in their squalor and poverty. Called the 'Ohrang Ashli' in their barbarian tongue, they are the dregs of modern-day Drackonisian society and the lowest of the low.

The Ougs that reside in the rainforests tend to lead simple lives, living on hunter-gathering life as well as subsistence farming utilizing 'slash and burn' cultivation methods and minimize their contact with the rest of the outside world. It is not known why these uncivilized and under-productive members of proper society choose to live as they are, but speculations abound.

While the law mandates that the Ougadougas send their children to school or risk facing a jail term or heavy fines, many do not take the opportunity to uplift their lives seriously. Failure and dropout rates amongst Ohrang Ashli children is among the highest in the nation and as such, many do not earn their citizenships. This is largely explained by their living habits, where many are forced to stay deep in the forests where travel to the nearest school would be a minimum of a few hours journey and most do not have the money to afford staying in student hostels. The majority of Ohrang Ashli children attend school merely for the minimum required attendance to avoid a penalty and matters are made worst by their apparent intellectual inferiority to other, more normal people. Discrimination against those miraculous few who have some level of drive or intellect to succeed and complete their education are bound to face ethnic stereotypes regarding their origins, even amongst the city Ougs.

They tend not to blend in with city or townsfolk, due to their dressing and accents, which give away their identities easily and make it difficult to fit in. Furthermore, their laidback attitudes and general lack of motivation to move up the social ladder has led to even the rare few who make it into normal society staying permanently at the bottom of the social strata.

While they have largely led their quiet lives unhindered for the past hundreds of years, recent events have started to change society's attitudes to the Ohrang Ashli minority. Elements of the OLF(Discussed below) have been known to take shelter in the rainforests and several Ohrang Ashli communities have taken in such despicable specimens of their inferior race. The Ohrang Ashli have been widely known to provide food and shelter to the OLF militants, vicious, bloodthirsty savages who wish nothing more than the destruction of civilized society and a return to their basic roots. Inevitably, the OLF was destined to lose their ultimately futile battle and be driven away from the major population centres(exact events are discussed in the book, OLF: The futile struggle). It is perhaps to be expected of such an inferior people, where they do not consider the consequences and the future repercussions their present actions may cause for their future generations. Their sheltering of known rebels have led to an increase of police and military raids on their communities, which had regrettably, inevitably led to accidental casualties among the misguided Ohrang Ashli.

It is postulated that with proper education and outreach programs, the Ohrang Ashli even with their inferiority may come to realize the error of their ways and attempt to uplift themselves from the vicious cycle of poverty and squalor their actions and attitudes had led to. However, attempts by the Ministry of Education to get Ougadougas children to focus on their studies had largely met with little success and change would have to start from their culture first.

Militancy
There are certain rogue elements of the Ougs, which decided to take up arms against the government which had provided for them and given them every opportunity despite their inferior nature preventing them from taking full advantage of it. Seeking to push blame of their failure for success onto the government as well as citing ridiculous reasons such as 'alienation and exploitation' within society, they formed the Ougadougas Liberation Front(OLF) and conducted a series of most despicable terrorist attacks in the nation. Largely funded by deceived foreign backers, they were most active in the 1970s. As to be expected of an organization consisting of inferior beings, the OLF was never a true threat to the peace and stability of our most glorious Republic, which triumphed in the name of Justice and Harmony. The ill-fated OLF were crushed in a military offensive in 1987 by Yolanda Wong, Commanding Officer of the South Army(1st Drackonisian Division).

Elements of the OLF fled into the south, where the dense rainforests provided ample cover and hideouts for their vile, ratty nature. With the backbone of their militancy neutralized, they are now little more than small cells operating individually with no clear goals on conducting further offensives. Some have come to the realization that their militancy had done little more than giving their community a further negative reputation, with Ougs facing further discrimination across all sectors of society. Perhaps realizing their lot in life is to wallow in their dismal failure, certain members of the OLF had fled the organization and scurried back to their ghettos in the southern cities, seeking to evade detection and lead a semblance of a normal life.

Abeeku Msrah, A Ougadouga militant leader currently active in southern Drackonisa led several bombings and terrorist attacks in the past 4 years. Originally a captain in the now largely ineffectual OLF, he went to ground following their defeat in 1987 and was never caught. Currently aged 67 and wanted across Drackonisa, the Oug had evaded capture and is considered a nuisance by the government.

Reintegration of ex-OLF members tend to be a difficult process, due to the backlash the native Ougs suffered due to the terrorist actions of their misguided brethren, they are treated as second class members of even their own Oug society.

Culture and traditions

Drackonisa's culture is an eclectic mix of local and foreign influences. Given the nation's extensive regional trade links, it is inevitable that the local culture is a melting pot of both traditional and popular traditions. The nation was well known in the early Tetrakonian era for its introduction of paper, which advanced the spread of ideas and provided the world with the ability to share and record ideas, thoughts and culture for posterity. While liberal arts still bears a stigma as a subject in tertiary education, being regarded as a dead end career, the nation possesses a strong, multibillion dollar and growing entertainment industry.

As a society, Drackonisa is full of contradictions, conservative on one hand and open on the other. The age of consent is 14, relatively low compared to most other nations. The relatively open attitudes about sexual relations in the nation is sharply contrasted against the use of recreational drugs, where possession is punishable by a capital offense.

Education plays a large role in Drackonisian culture, with a person's value being based on his/her results and citizenship being earned on graduation from primary school. Given the cutthroat competition in society, studying and continually upgrading one's skills to avoid being left behind forms a strong part of the Drackonisian cultural identity and is probably one of the most disorientating for new immigrants. At any given time, a Drackonisian worker is usually involved in an upgrading course or skills training to increase his/her competitiveness to the peers. A good education in the staunchly meritocratic society can easily mean the difference between ascending the social ladder or being left far behind and as such, many students spend the better part of their days in cram school or external tuition. It is not surprising to say, that to many outsiders, Drackonisian children do not have enjoyable childhoods.

Plastic Modelling
Plastic Modelling is a popular hobby in Drackonisa, with many young boys introduced to the hobby in their teens. Most schools have at least one modeling club, with some splitting it into various segments. Plastic Modeling was introduced to Tetrakon around 1936 by Norito Models,set up by Norito Akita who held a joint business venture with his friend, Tan Li Sung. Two years later, they expanded the business and became the famous Takima Company. The field is largely dominated by the Drackonisian based powerhouse, Takima Company, which is jointly owned by TFH and Akita Zaibatsu. Drackonisian modelers have been featured in many hobbyist magazines and have won in regional competitions. Military modeling remains the most popular out of all the categories, with roughly 70% of the market catering to military subjects. Smaller companies such as HobbyKing and Hogner Co. have also sprouted to cater to aftermarket demand such as photoetch kits and metal barrels for tanks, supplying model demand for higher grade detailing parts. Other startups, such as Butterfly Inc, are reknowned for their resin casted kits and specialize in subjects not covered by the Takima line.

Arguably, the hobby first became popular among the mainstream culture around the mid 1960s, after being viewed as a 'geek' subculture. This was largely due to Takima engineers pioneering the first 'snap-built' injection moulded kits, which come pre painted and require little in the way of modeling skills or glue. This allowed the younger crowd to quickly take up the hobby, by reducing the difficulty level for newcomers. The Takima Company also introduced around this time two different grades of plastic models, the 'Master Skill'(MS) and 'Amateur Skill'(AS). The MS kits were largely no different from traditional plastic models, comes with waterslide or dry decals, highly detailed and numerous parts. These come moulded in plain, grey plastic and require the traditional model building and painting skills, with some designed for extensive scratchbuilding and modification in mind. Designed to cater to the experienced, older crowd, these are the types most commonly purchased by dedicated modelers and cost much more than their AS counterparts.

AS kits are require less skill, time, and effort, marketed to younger or less skilled modelers as well as those who just wish to reduce the time and effort required to complete a model. AS kits are all snap fitted, with no glue needed; the majority of the parts snap together with only a few or none requiring glue. However, there is some simplification of detail as well; for instance, automotive kits without opening hoods and no engine detail, or sometimes opaque windows with no interior detail. These are often supplied in colored plastic, although smaller details would still require painting. Decals are usually not supplied with these but sometimes vinyl stickers are provided for insignia and similar details.

Model subjects are produced in a wide variety of scales to cater to avid modelers, with industry standards largely being set by the influential Takima Company.

Adult Entertainment
The Adult Entertainment industry in Drackonisa remains one of the largest in Tetrakon itself, with the nation being one of the region's chief exporters of smut, alongside Neo Prutenia. A multi billion dollar industry, production and export of adult entertainment is also one of the key sectors of the economy. A state-owned enterprise, "Drackengarde Adult Entertainment INC" retains the largest share of this multibillion dollar industry, though a multitude of private run startups which has been settling into a niche of late.

Production values of adult entertainment films is surprisingly high in Drackonisa, where the term 'Porn with Plot' is highly prevalent in the films produced. Some become popular enough to warrant adaptation into a 'vanilla' series, where the explicit sequences are removed. Online forums and street corner discussions are rife with speculation and theories on the upcoming series and talent scouts for new actresses are always on the lookout for potential talent.

One of the main draws is the relative ease to enter the industry. Unlike much of Drackonisian culture, being an actor or actress in the Adult Entertainment industry requires little to no education and many hard-up tertiary students moonlight as adult video stars to pay for their studies. There is little stigma attached to being an adult actor/actress and indeed, many go on to enter mainstream acting roles after gaining experience in the industry.

There are several big names to take note within the Adult Entertainment industry, one of which is the Urarailian born 'Raven Queen', Anneliese Steiner. She first arrived in Drackonisa around the early 1970s, where she starred in early dominatrix roles and earned her fame. Given her height at 185cm, she easily towers over many men and proved to be one of the most influential stars of her era. Her talent and eye for business quickly asserted itself at the age of 40, an age where many of her fellow stars retire. She quickly secured a directing role, through connections she built over the decades and single handedly created a demand for Urarailian born actresses. Now one of the richest and most successful freelance directors, she is part of high society and has many connections in high places.

Popular Culture
Drackonisian popular culture is largely based off its export of animation and movies. Foreign movies are very well received, albeit subject to censorship and vetting by the local MMDA before release to the general public. In cafes, streets and offices, people can be overheard discussing the latest and greatest movies that hit the cinemas. It is not exaggerating, to say that the discerning crowd in the nation can be very picky about the quality of the movies and tv shows screened locally. Films which define and set the standards for their genre are given the 'Classics' award and heavily promoted by the local film industry and audience.


Movies, the Classics
Brittanicus(2007)
One of the most popular science fiction shows is the Ulthrani produced "Britannicus". Set in the near future, the show covers the journey of an Ulhtrannic Tribune. during a freakish event in 2014, an Ulthrannic Tribune on patrol of the border travels back in time about sixteen years to the moment when Caelinus III is about to be killed. He stops the death of his Emperor. As a result, there is no armistace between the Ulthrannic military and the Coalition and a more ferocious assault on Kensington begins. The Ulthrannians win the war. But with anything, the change in the timeline has turned Tetrakon on its head. Critically acclaimed by critics, it is set to be one of the classics in Sci-Fi, with the merchandising licensed by the Takima Company producing several lines of figurines and plastic scale models which were very well received locally and abroad.

MechaWars(1980)
A popular local Animated series regarded as one of the Classics, which launched a line of video games and model kits, they are by and large the most popular sci fi series in Drackonisa. Funded by Takima Company, critics tend to accuse the series of being a blatant advertisement for the Takima Sci-Fi line of models. The series is a military drama set far into the future, covering the events of a divided humanity's first encounter with vile alien entities and their noble struggle to survive against both external and internal threats. The show is renowned for its high quality CGI and animation sequences as well as concept and design of the Mecha suits which so captured the imagination of children everywhere. The main weapons of the series, the 'Armed Mecha' or ArMe, is portrayed in the show as the only viable weapon against the vile alien entities seeking nothing less than utter annihilation of humanity. In the video game series, players control an ArMe and heads on an epic battle for survival against the aliens and other ArMes alike.

One of its main criticisms is the tendency for advertisements on upcoming model kits being screened during the show, further reinforcing the impression the series is an attempt by Takima Company to milk more money out of its audiences. Despite all that, the series remains popular and close to the hearts of many Drackonisians, many of whom grew up playing games and watching shows of the series. MechaWars has spawned 12 series, each set in different eras and 8 video games thus far, alongside an extensive merchandising line and is one of the more popular animation exports from Drackonisa.

Tom's Dick is Harry(2006)
One of the most (in)famous adult films to be produced by Drackonisa and one of the few awarded the Classics title, this adult comedy film is critically acclaimed as 2 hours of lunatic, side splitting fun. Filled with slapstick and adult humor, the story is set in 2006 and follows the journey a scientist conducting an experiment to create artificial life in inanimate objects. Following an accident regarding a science experiment, scientist Tom finds his research a success, unfortunately things did not go as planned. Initially freaked out by his penis suddenly gaining a mind of its own, Tom scrambles a way to get back to normal. A series of unfortunate events and whacky adventures follow as Tom desperately attempts to separate his newfound friend and get his life back all the while hiding this from his girlfriend.

"Die Pest" (2004)
An Urarail produced movie adaptation based on a novel of the same name. Set in and around the capital of Sudentor during the Great Plague of 1304, the film tells the story of a plague doctor named Elias who deserts his position to flee home to his home village just beyond the outskirts of the capital, which his wife has informed him has experienced a plague outbreak in her last letter to him. Inside the dying town, Elias desperately tries to find his family and wife while confronting the fragility of the human condition and his own guilt for abandoning his post in the capital.

The film deals extensively with the transience of human existence, and is considered a rather solid cinematic meditation on mortality and death. It also received extensive praise for a moving musical score, sublime cinematography showcasing the winter landscape of Urarail, and first-class acting and writing. It was also the first major Urarailian film production since the beginning of the Red War, and is something of a culture-wide "comeback" effort.

One of the few exported films to accurately capture the beauty and mystery of Urarail, it encouraged tourism to the nation and boosted Drackonisian tourist arrivals to the nation by nearly 80%. Hailed as a cultural achievement and rated one of the best films of its year, Die Pest has been translated into 6 languages and exported widely to many nations. Arguably, the film sparked major Drackonisian interest in Urarail as a tourist destination for years to come.

The Sands of Time
The most popular Britannian TV series and rated a film Classic by the Drackonisian entertainment critics, 'The Sands of Time' is one of the must watch programs of the season. It's a historical drama, set in the late 1920s, about the adventures of ex-Britannian Army lieutenant John Dawes, following him as he travels across Tetrakon attempting to discover mythical locations or recover legendary artifacts, fighting off natives or rival treasure hunters along the way. The show is notable in that it presents a fairly even-handed judgement of history instead of glorifying the past achievements of the Britannian Empire, and also because the lead character is fairly anti-heroic, with the audience often being left to question whether he is merely a greedy glory hound or someone with a genuine desire to help the Museum of Human History in Kensington expand its database and storeroom. The title itself refers to an over-arching plot element in the series:the legend of the lost city of Amurrūm, supposedly 'frozen in time' and hidden somewhere within the trackless Great Elysian Desert.

The series was popular enough to spawn a line of action figures among other merchandising. Licenses were procured by HaoWan Toys Inc. shortly after the film release and there are rumors of Takima Company holding discussion to jointly produce an animated adaptation of the series.

Avalon (2011) TV Series

A big budget Archian sci-fi thriller that is set in the near future where man has colonised its first planet! The show centers around how the colonists survive the trials of adapting and living a normal life with little to no word from home. Alongside the internal turmoil, the colonists are not alone on their new home. The First Series aired in 2011 centering around the Human Settlement of Alonia The Idealistic setting in which humans had been living in relative peace for the past couple years suddenly seems to be not as friendly nor as idyllic as first thought, alongside the internal power struggles threaten to tear the colony apart. The Series ends as the colony comes into contact with another colony ship from earth.

The Second series, follows on from the end of the first series. Following the main characters and moving the overarching plot of survival and the fact they are not alone amongst the stars all along. Rated highly by the sci fi crowd, it is hailed as one of the to watch series of this season.
