In the event of a riot breaking out, local police units will cordon off the area in an effort to contain the damages. Once this is done, special riot units will be sent in to disperse the rioters, arresting them en masse until they break as a group and collapse in disarray. Tear gas, bullets made of rubber, and riot batons and so forth may be used.

Lethal force is a last resort, but is quite possible.

If the local authoritties can't seem to get it done, then at the Governor's discretion the National Guard may be deployed. At this stage, lethality is much more likely.

Well since our nation is currently threatening by extermination and war by 26 hostile nations i think our tactics of beating and shooting rioters are justified

It depends, on what the rioters are doing.

If they are 'merely' damaging property and obstructing law-abiding citizens we tend to use non-lethal means, tear gas, pepper spray, batons and the like. Our strategy is to arrest as many of the rioters as possible, enabling us to press charges, ensure public order and send a message to similar miscreants that such actions won't be tolerated.

If the rioters begin to endanger human lives, either by setting fires or other potentially deadly methods, we will send in the army to clean out those who continue to resist in the face of our forces. The rest will be arrested and brought up on charges.

To begin with, The National Police Force funnel the rioters into a long, wide throughfare like Dasmin Avenue, a street that leads onto Coz Square in Coskigrad. The police then set up blockades in front of, behind and on either side of the rioters to contain them. The National Armoured Dispersal Unit is then sent in. First, they use water cannons and pepper spray. If this does not have the desired affect, CS gas is used. As a last resort, armour vehicles, soldiers and SWAT teams are sent in assisted by mounted police. They are armed with batons, shields and rubber bullets. This usually causes mass surrender.

Unfortunatley, such tactics did not work during the October Uprising. Around 50,000 people came out to try to rise up agianst the pro-monarchy government in an attempt to restore the Socialist Republic of Cosgravia. The rioters fought back against police, occupied Coz Square and proceeded to lay waste to the surronding area. A week long siege of the People's Palace, our Parliament Building, commenced. The Royal Palace, located on the opposite side of the square at the end of Royal Avenue, was spared thanks to the Royal Guard. The siege was broken by the Army. They did, however, wait a few days before breaking it. They attempted to coerce the rioters into surrender through a show of force. Several fighter planes flew low over the crowds, the City Port ( which you can see from the top of buildings on all sides of the square) filled with naval vessels, and tanks rolled up. When this failed, rubber bullets and hand to hand combat techniques were used. 45,000 people were arrested. the other 500 were tourists who were swept along and held prisoner by the rioters.

Riots are dealt with using a few simple steps.

1. Area is blockaded so no single person who was involved can escape.
2. Police units armed with riot shields and batons, will lead a careful advance. Officers will follow armed with weapons. However the weapons only have rubber bullets.
3. Then a third wave advances, the officers move in and arrest every single rioter.
4. If officers run into sufficent resistance (Guns, knives,etc.) all pull back to the blockade and men armed with tear gas and gas masks will advance into the riot. They will arrest as many of them as possible. When the gas clears the cycle will start again, however after this usually only a few remain.

However if there is even a hint of a riot in the capital the Führer's Guard will be deployed and hunt down anyone rumoured of being included. Only in one instance has a riot ever broken out in the capital, where the military advanced in and captured everyone included. Using any force deemed neccesary. Some escaped but the Führer's guard found them in a matter of days.

Isointania divides riots up into levels. They are:
Level 1. Very small, useally peaceful riots. Have local police surround and have riot police, National Guard, Millatery and The ISF (Isointania's Special Forces) on stand-by
Level 2: Small,peaceful,. Local police to use riot sheilds to surround them and have National Guard, Millatery and The ISF (Isointania's Special Forces) on stand-by. Have the riot police there and ready to move in.
Level 3. Small to medium violent riots. Have Local Police and Riot Police surrround them with a riot sheild wall and hit with battons and tazer. Have National Guard, Millatery and The ISF (Isointania's Special Forces) on stand-by but ready to mov in at any time.
Level 4. Big violent riots.Have Local Police and Riot Police surrround them with a riot sheild wall while tear gas is fired in and The National Guard will drive armored truck and tanks at the rioters while some more of the Ntional Guard fire rubber bullets at the rioters.
Level 5. Massive deadly riots.Have Local Police and Riot Police surrround them with a riot sheild wall while tear gas is fired in and The National Guard will drive armored truck and tanks at the rioters while firing shells and exposives at the rioters. More of the National Guard fire live bullets at the rioters. The Millertery will fire bullets and grenades at rioters and the ISF will come in and kill all rioters if these tactics fail.

Unlike traditional police, Riot Police are unarmed and resort to bludgeoning and literally beating rioters, in addition to tear gas and non-lethal items.

Traditional police remain in the sidelines. If the Riot Police can't disperse the riot, they are authorized to use tasers and more tear gas and pepper spray to send them packing.

If push comes to shove, and fortunately, this hasn't ever happened thus far, the police are authorized to fill rioters with lead. This has never happened in TurtleShroom, but they can if they must.
If even that doesn't work, we have one last contignency plan for true riot emergencies. It sits in a faded folder in the back of our National Archives, and it is but one page: "Use the military."

The difference between normal and riot police in TurtleShroom are as follows:

• They do not wear robes, while normal police do.
• Normal police in TurtleShroom are equipped with shotguns and other weapons. Riot police in TurtleShroom are equipped with tear gas grenade launchers, tasers, and such, and are not armed. (Normal police assist the riot police by bearing arms for them.)
• Obviously, riot police possess giant shields. These read "ROMANS 13:1-3" and are impenetrable by most types of guns a civillian can LEGALLY obtain.
  
• Riot police carry a special cross staff as a symbol of their authority. If you've ever seen a Crucifer Staff, you've seen this.

Police are to move in quickly and employ liberal use of tear gas, stun batons, and other non-lethal weapons. If the rioters are carrying firearms or other lethal weapons, than officers are advised to shoot to kill or cripple any ruffian armed with such weapon.

Most police forces within Crookfur would use the good old fashioned methods: Truncheons (batons), sheilds and horses.

The first appraoch would be deploy mounted units to clam and indimidate rioters, this will usually disperse most small scale riots before any violence can occur.

Should the mere presence of moutned unit not enough police equipped with truncheons and sheilds will be deployed to form shield walls to contain troublemakers and small sally teams to enter the main body of rioters and extract targetted indivduals. Sally temas will generally operate alogn side mounted units whose charge serve to cause laocaised break ups in the crowd and cause enough distraction for the sally tema to get in and out safely.

behind the sheild wall will be officers in normal gear whose job it is is to restrain anyone brought through the wall, provide firearms cover for officers on the wall (who do not carry thier personal weapon when in riot gear, lest it be snatched). The reserve are also in charge of setting up and operating the "safety valves": areas of the line where anyone wishing to leave the containment are permited to do so (generally being unobtursively photographed and IDed).

The use of less than leathal projectile weaposn is heavily discouraged although they are issued to specialist tactical support teams. Water cannon are also largely unknown although should the rioters start setting fires the fire brigade tend not to be too precise with where thier hoses point.
