In the interest of continuing relations with old acquaintances and opening new dialogues with previously uncontacted states, the Federacy of the States of Kiravia is formally relaunching its Embassy Exchange Programme.
Legal Information
In keeping with customary international law, all embassy properties remain under the sovereignty of the Federacy of the States of Kiravia. The Federacy reserves the right to order the expulsion of embassies under such circumstances as a state of war, régime change, or the manifest abuse of diplomatic immunity. Pursuant to international custom, embassies are granted extraterritorial status, and are subject only to the laws and jurisdiction of the guest state for the duration of the delegation's presence. Foreign nationals associated with the Embassy are granted diplomatic immunity from the administrative and civil laws of the Federacy and its states.
In the event of war between the Federacy and a guest state, or any other occurance that merits the expulsion of an Embassy, personnel will be given notice to depart from Kiravia, and stewardship of embassy properties and their archives will be left undisturbed by agents of the Kiravian government and placed, whenever possible, in the protective trusteeship of a neutral state designated by the guest nation.
Policies on Substances, Items, et cetera
As embassies are granted extraterritorial status, the Federacy does not restrict the posession or use of drugs or other substances on embassy grounds, provided that Embassy staff do not abuse extraterritoriality to violate Kiravian drug policies off embassy grounds (e.g. using Embassy property and vehicles to import drugs for distribution in Kiravia).
With regard to animals, plants, fungi, and other organisms, the Federacy asks only that guest governments uphold diplomatic courtesy in notifying the Secretariat when they import such articles and keeping them contained within the embassy if failure to do so would be a threat to public health and safety.
The same policy applies to weaponry: While armed vehicles are prohibited, the Federacy does not maintain rigid regulations of Embassy weaponry, and asks only for notification before weapons are procured. Approval of procurements will be granted according to the Secretariat's understanding of the applicant embassy's security needs and the political relationship between Kiravia and the guest state. Naturally, untrustworthy nations will not be permitted to stockpile heavy mortars, but nations with a legitimate security need may store automatic weapons on embassy premises.
Information on Ready-made Embassies
Nations are, of course, free to acquire or construct chanceries wherever they please, but most embassies are located in the central districts of Kartika, the federal capital. Recognising that the world is a tumultuous place and noting the frequent disappearance and reappearance of nations from the international stage, the Secretariat maintains an inventory of buildings in central Kartika suitable for use as embassies. Nations applying for embassies in Kartika are welcome to avail themselves of these ready-made chanceries. All such chanceries are single-building properties with accommodations for up to 70 people. They contain kitchen facilities, dining and reception areas, conference rooms, office space, and even basic medical facilities. Embassies on International Avenue have adjoining lawns.
Ready-made embassies are available in four locations: International Avenue (A wide avenue in central Kartika), Brandsör Park (An open, quiet street bordered by parkland on both sides), Commonwealth Lane (intersects International Avenue), and Lampíarna Drive (Located in the wealthy, culturally rich Kartikan sattelite city of Éamonsar).
