How to increase industry without "private sector"?

How to increase industry without "private sector"?

Hello peeps!For 3 months,my industry is maximum "%5" in government section...When I answer some issues about that(I mostly answered in favour of industry),also private sector becomes more powerful...And despite my compromises to Capitalism,industry doesn't really increases...Also in two issues(about dams and pesticides) I answered in favour of Industry but nothing changed,just nature became inhospitable!
What you reccommend in future issues?

Sometimes if your nation has already agreed to a certain policy, it has no effect on either your Civil Rights, Economy or Poltical Freedoms. Say, my economy was already allowing the selling of hallucinogens but an issue tht came up to do with it and i took a stance saying that I should allow the sale of them, no effect to the economy would be noted since it is already legal and going on.

I've managed to get a good economy while staying left-wing and my private sector barely exists. I've pretty much just answered issues honestly--in other words, I've never chosen any crazy pro-business options like having gladiators but have chosen to support poets.

Shoot, I just realized I'm a Left-Leaning College State now. I've got to get back my Scandinavian Liberal Paradise status...

From what I can deduce, you want a strong industrial nation, but a small private sector, right?

- Relax industrial laws
- Support business
- Increase public spending
- Raise Taxes

I don't really aim for Socialist or Communist ideologies with my nations so I'm not sure what the exact method is personally.

Communist International League has a guide for this, but it requires creating then maintaining a large private sector. Take me - I'm currently using their guide (in the stage of maintaining a powerful economy); I'm aiming to be socialist, and I'm currently a Corporate Bordello with a more-than-70% private economy. So it takes time.
