Treaty of Belgratz
To Ensure future prosperity for all Garwall people, the formal Court of Law now presents and ratifies this document proclaiming the 'United Socialist Party of Garwall' official Political Party of Garwall, vesting all political powers in said party until further democratic action proves otherwise.
Section I: Garwall Civil War
Section I states that the former King of Garwall, Karith Golvyen and all related bloodline are stripped of their titles and claims to the government of Garwall, and proclaims the United Socialist Party of Garwall and the Blackcoat forces the official government body of Democratic Garwall.
Section I Article I: All Golvyens are to be stripped of their titles and to be deported from Garwall effective immediatly, the bloodline 'Golvyen' is now void of all social status and are to be arrested if found in Garwall's territory boundaries.
Section I Article II: All Supporters of the Golvyen family, this includes former Royal Army members, Whitecoats, and other parties involved, are to lay down their arms and surrender, leave the country, or face charges of treason and possible war-crimes.
Section I Article III: This treaty officially marks the end of the Garwall Civil War (2002-2011) and returns Garwall to a peaceful state.
Section II: Garwall Governmental bodies
Section II establishes Two branches of official democratic government as under the United Socialist Party of Garwall as follows: The Supreme Senate, and the National Soviet Court.
Section II Article I: The intermediate bodies of the 'Upper' and 'Lower' senates of the United Socialist Party are hereby abolished, replaced with a Supreme Senate, composed of five Senators, one from each major Province of Garwall. Each Province will also be granted a Provincial Senate, to represent the larger accumulations of worker Soviets. This Senate would then be presided over by an elected Premier, who has the power to disband provincial Senates in times of national crisis. This is to ensure swift and decisive decisions in the higher workings of government.
Section II Article II: A new judicial branch is to be established, the National Soviet Court, to preside over queries submitted by Provincial Senates, which would then be submitted to the Supreme Senate for ratification. This Court is under no authority to the Premier, but may be disbanded temporarily in times of national crisis.
Section II Article III: The elections for each position are ascending, starting with Senators elected at a provincial level by the people, then National Senators elected by local senators, who in turn elect the Soviet Premier and National Soviet Court members.
Section II Article IV: Josef Volgov shall be the first established and only appointed Premier to avoid a second possible split in fragile Garwall politics.
Section III: National Military
Section III outlines the new Military force to be established under the first Premier Josef Volgov.
Section III Article I: Four branches of Military are to be established under executive order to defend the nation of Garwall in the event of foreign invasion, to be listed in the following articles.
Section III Article II:-The People's Army of Garwall (to be divided into two divisions: The Red Corps. to undertake all international war efforts; the Black Corps. to undertake the national defense), all current 'Blackcoat' forces to be reassigned to this division effective immediately.
Section III Article III:-The People's Armored Division, consisting of all mobilized forces, including Tank Battalions, vehicular scout teams, and all logistics crews to be reassigned to this division effective immediately.
Section III Article IV:-The Red National Air Division, which will include all air-based units such as bomber squadrons, fighter-plane squadrons, and all air-based logistical/unit transport teams to be reassigned to this division effective immediately.
Section III Article V:-The People's Navy, consisting of all ocean-based means of warfare, including cruise ships, battleships, flagships, aircraft carriers (Aircraft to be assigned under the Air Division), etc., all to be reassigned effective immediately.
Section IV: Miscellaneous Issues
Section IV regards issues not adressed in the preceding Sections, such as national crisis, state of the economy, national debt, and the creation of a National bank.
Section IV Article I: Under the Golvyen Reign, the Nation of Garwall contracted over 70,000,000,000 Notes worth of debt. This debt is to be paid in hard assets repossessed from the Golvyen family, however leaves a debt of nearly 150,000,000 Notes. This is to be added to the national Debt, which is now the United Socialist Party's concern. Debts contracted by the United Socialist Party during the War are also to be paid back as soon as possible.
Section IV Article II: In the event of a national crisis (which is determined by the National Soviet Court), full emergency powers are to be granted to the current Premier. These powers are, to 1. disband provincial senates and override Supreme Senate decisious, 2. temporarily disband the National Soviet Court and determine laws, 3. institute a nation-wide draft to defend the Nation, 4. enact Marshal law for the greater preservation of the Nation.
Section IV Article III: As per request of an overwhelming 93% majority of United Socialist Party members, a creation of a National Bank will establish the Bank of Garwall, funded entirely on a 100,000,000-Note loan. This bank is under full control of the Supreme Senate. Alongside of the Bank of Garwall, there shall be a National Reserve established, which may print and loan money if ordered by the Supreme Senate, or the current Premier if national crisis emergency powers are in effect.
This treaty is declared ratified and Law by all sovereign Garwall citizens, represented by Josef Volgov and Karith Golvyen, current and former leaders of this great Nation.
