The Yaroslavian People's Commissariat for Foreign Affairs

The nation of Yaroslavl has existed for a long time and, as our nation learned long ago of the advantages of diplomacy, so has this office developed. Here is where the diplomatic operations of the federal republic are conducted. This Commissariat has a proud heritage and has its headquarters in the Volokovsky District, an area where much in terms of diplomacy has been conducted in the past.

Embassies

This first section is for embassies, which are the permenant reprsesentation for nations to the government of Yaroslavl. Naturally, this means all embassies are in the capital, as is the norm in international relations. There are multiple locations however, each with certain advantages or, in somes cases, disadvtanages.

Before we move on to the matter of applications, there is the matter of embassy rules. Any nation wishing to maintain smooth diplomatic operations within our nation would be well advised to follow them.

Rules & Regulations

1. All embassies can have a maximum of staff and security personnel. Applications requesting more will not be accepted and any attempts to sneak in extra personnel will have negative consequences.

2. While embassies can have helipads, the rule for other aircraft is that they be held at Serovskaya International Airport

3. Military grade vehicles are not going to be allowed. Heavy weaponry such as RPGs and grenade launchers will also be allowed. Both of these restrictions are in place because there are no good reasons for an embassy to need such things.

4. Any plants and animals that the embassy brings in must comply with customs checks. We apologize in advance for any problems this might cause you.

5. All embassy applications that does not follows these rules and regulations will be denied. We also reserve the right to reject any embassy application without giving a reason.

Embassy locations

Khamovniki District (Restricted to favoured nations)

This district is not only on the side of the beautiful river, with many places to get a good view of the city's sights, but it is also the closest of the embassy areas to the Kremlin. It is right within the beating heart of the city and has all the benefits that one would expect from such a position. This area is reserved for nations with solid relations with us. A benefit for nations that can be place here is that they get quick access to the centres of power and are much more likely to receive requests for meetings in the Tea Room than other diplomats. This is a room near the Kremlin gate reserved for personal diplomatic meetings, often with figures.

Volokovsky District

This is an old and historic district, named after the Yaroslavl author Dmitry Volokov who lived for much of his life. While it does not possess the high status of the district, it does contain the main offices of the Yaroslavian People's Commissariat for Foreign Affairs, making it very easy for ambassadors with their embassy located here to mingle with foreign affairs officials working in the capital. It also has a number of famous restaurants and cafés located within it

Consulates

This second section is for the more minor representative office of the consul. One reason for setting up a consulate is that these are placed in major cities other than the capital and therefore can assist your citizens if they encounter problems. They also offer a cheaper alternative to embassies in terms of representation, which is suitable for nations with other priorities, which is something that we accept as a reality of foreign affairs. It is not affordable to place an embassy in every country that exists.

But we digress. Under this is the application and a list of cities and town presently with spaces available to consulates, with a list of spaces for each location. This list will be expanded in time.

Treaties and Privileges

In the course of diplomacy, treaties are often made beteen states. These can cover many areas, such as trade and alliances between nations. This area list the nations that have treaties with our nation, with the names of the nation in bold, with the agreements listed under the name of the nation.

It has been a practise for some time for our nation to grant priviledges, such as special rights for the traders of a nation, as a reward for the actions of a state or as a way to get something back from a state. These privileges, like treaty agreements, are listed under the name of the nation whom they concern. Nations who have priviledges should remember that these are granted on the basis of if your nation has the favour of the government of Yaroslavl. If the government feels that it is no longer beneficial to grant you a privilege, it can revoke them instantly.

If your nation desires to create a treaty with our nation, it can request the start of negociations either through a communique placed on this thread or through a telegram. Actual negociations will most likely be conducted through either telegram or on a thread created for the negociations.
