The Armed Forces of the Republic, officially known as the Republic Armed Forces (RAF) (Avatarian: 共和国武装部队, pinyin: Gònghéguó Wǔzhuāngbùduì, Mandalorian: Tsad droten Akaan'Trat'ade), is the unified military organisation of all land, sea, air, strategic missile and space-born forces of the Avatarian Republics of Gyatso-kai. The RAF was established on 16 November, 1949 — celebrated annually as "Armed Forces Day" — as the military arm of the People for a Unified Gyatso-kai. The Republic Armed Forces' insignia consists of a roundel with the bendu symbol which is superimposed by a gold star to represent the Avatar, acting as both the safeguard of the Republics as well as the Commander-in-Chief of the RAF.

The RAF is the region's largest military force, with approximately 296 million members, and has the region's largest active standing army, with approximately 236.6 million members. The RAF comprises five main service branches, consisting of the Grand Army of the Republic, the Republic Navy, the Republic Airfighter Corps, First Missile Corps and the Republic Reserve Force. The Republic Armed Police (RAP), an Avatarian paramilitary force under the dual leadership of the Central Military Command and the Ministry of Public Security, is sometimes confused as a branch of the RAF; both entities are under the command of the Central Military Command, however, the Ministry of Public Safety maintains operational command of the RAP.

Military service is compulsory, in theory, for all men who attain the age of 18; women may register for duty in the medical, veterinary, and other technical services at ages as young as 14. However, a draft in Gyatso-kai has never been enforced due to large numbers of volunteers from the nation's huge population as well as the significant number of clone forces. Demobilized servicemen are carried in a ready reserve, which is reinforced by a standby reserve of veterans and by the militia.

The RAF is formally under the command of the Central Military Command of Gyatso-kai. The Ministry for Defence, which operates under the Executive Branch of the government, does exercise some authority over the RAF, however, the authority of the Central Military Command (CMC) is supreme. The Ministry assures continuing control over the the armed forces and its primary role is that of a liaison office with foreign military ministries. The political and military leadership have made a concerted effort to create and maintain a professional military force whose role in 'safeguarding the expanding national interests of the Republics' comes second to the role of national defence.

II. Grand Army of the Republic

2.1 Overview

The Grand Army of the Republic (GAR) (Avatarian: 伟大军队的共和国; pinyin: Jūnduì Gònghéguó; Mandalorian: Ori’Akaan’ade be’Tsad’droten) is the branch of the RAF that is responsible for the terrestrial defences of the Avatarian Republics of Gyatso-kai. For this purpose, the Grand Army is geared towards combined-arms mechanized warfare, and is a high capable, advanced military force that is capable of defending Gyatso-kai against any imaginable foe and several unimaginable. Reflecting the immense size of the Republics’ holdings on land, the Grand Army is the largest branch of the RAF, with 57,535,800 standing troops and another 96,964,200 in the Republic Reserve Forces ready to be called into action. If needed, the GAR is able to take command over the Republic Armed Police in times of conflict, thus increasing their personnel strength even more in face of the enemy.

The GAR relies on two very different methods to maintain its ranks and, as a result, is divided into two separate types of troops who often work together with one another as well as on their own: Clones, or the Clone Troopers, are the ‘soldiers’ who were created to serve the Republic in the Dark Times and have continued to be grown and put to use since them; and the 'Birthers', or the Non-Clone Soldiers, which are the personnel who were ‘born’ to Republic citizens and are wundergoing/carried out the twenty-four month National Service Program. The National Service Program (NSP) (Avatarian: 国民服务计划, abbreviated 国服; pinyin: Guómín Fúwù Jìhuà abbreviated GuóFú; Mandalorian: Tsad’droten Nari’ke’Geyce) is mandatory for both men and women, though women tend to serve in non-combat roles. Seen by the citizens of the Republics as a national right, a way to build character and the means to maintain the security of the Avatarian Republics, the NSP is a ‘tenet of democracy’ and as such, it is less likely for conscript to rebel and attack those who could be simple farmers and family as opposed to full-time soldiers.

At the age of 17, an Avatarian receives a summons to the Provincial Capital to appear before a Selection Board; at this Selection Bord, the Avatarian is assessed for military service through medical, cognitive and communicational testings. If deemed fit, the Avatarian will be inducted into the RAF the year he/she turns 19 (or after post-secondary education has been completed.) Exceptions from military service may be granted in sufficient evidence is provided for such an exemption; these include medical conditions or conscientious objections. Those who are deemed fit to serve but who cannot serve in the RAF undergo a twenty-four month period in which they serve in a civilian organization, such as schools, hospitals, retirement homes, charitable organizations et cetera instead.

Those who refuse to appear before the Selection Board or do not report for duty are charged with a first-degree Felony, punishable by up to 25,000 and/or four years imprisonment.

2.4 Organisation

The GAR is the largest branch of the RAF and, as such, has an extensive system of organisation to command and control the millions of troops under the banner of the Grand Army.

The Grand Army of the Republic takes its orders from the Cabinet and the Senate through the Council of Five (Avatarian: 五总理事会, abbreviated 五总; pinyin: Wǔ Zǒng Lǐshìhuì abbreviated Wǔ Zǒng ; Mandalorian: T’sad be Rayshe’alverde) who then report to the Chancellor and, ultimately, the Avatar. The Council of Five is a part of the Republic Defence Staff; responsible for the overall administration, budgets, training and support to the GAR, the Republic Defence Staff answers to the Ministry for Defence in peacetime. During wartime, however, the Council of Five becomes the Army High Command, which takes on a more direct command and control role; becoming responsible for providing overall strategic command and control of the various theatres of war. The Army High Command answers directly to the War Council (Avatarian: 战争委员会, abbreviated 战委; pinyin: Zhànzhēng Wěiyuánhuì abbreviated ZhànWěi; Mandalorian: T’sad b’Akaan)and is responsible for planning and executing operations which are in support of the various goals and intentions issued by the War Council. The War Council, in times of war, can delegate its command to high-echelon commands known as an ‘Army Group’ (大部队, Dài Bùduì, Ori’Akaan’ade T’sad), which will take command of multiple Field Armies (野战军, Yězhànjūn , Vhetin Akaan’ade)to provide overall strategic command and control in a designated theatre.

Supporting the Army Groups and Field Armies are the Military Regions (大军区, dàjūnqū, Kaan Veeray). In peacetime, the Military Regions are responsible for all land forces in their respective areas and are responsible for raising and supporting reserve forces which supplement and assists the GAR and Local Defence Forces operating in their respective geographical areas of responsibility. Each Military Region also includes a Training Command; responsible for giving conscripts drawn from their area of responsibility basic military training before being shipped off to other training facilities. In wartime, the Military Regions are responsible of providing logistical support to the Field Armies and are thus transformed into Logistic Commands. Responsible for providing security at mobilisation depots, the Military Regions are charged with providing safety to their respective regions through defence, weapons and on-the-spot emergency training.

III. Republic Navy

3.1 Overview

The Republic Navy (RN) (Avatarian: 共和国海军; pinyin: Gònghéguó Hǎijūn ; Mandalorian: Tsad’droten Pirun’akaan’ade) is the branch of the RAF that is responsible for the seaward defence and power projection of the Avatarian Republics. The principal combat power of the Navy is found in the eleven aircraft carrier groups and the eight active amphibious battle groups. With a standing personnel force of 67,000,000, the Republic Navy is the smallest branch of the RAF which is actively involved in fighting.

Equipment-wise, the Republic Navy’s strength is placed into 850 active warships of varying sizes (including 8 battleships, 22 aircraft carriers, 164 cruisers and destroyers, 88 amphibious ships), 150 submarines, over 300 logistics support vessels and more than 80 other assorted ships for a grand total of 1,400 ships currently commissioned for the Republic Navy. In addition to vessels, the Naval Air Arm has in excess of 8,100 fixed-wing aircraft and helicopters of both manned and unmanned variety. Additionally, another 250 surface warships, 100 submarines and 200 logistics support ships are held in the Reserve Fleet, all of which can be activated and commissioned into service again within 45-200 days.

3.2 Manpower

Like all other branches of the RAF, the Navy relies on both conscription and clones to maintain its ranks, though due to the highly advanced and complicated equipment used by the Navy, the conscription period of the Republic Navy is extended to thirty-six months. In addition, unlike with the GAR and Airfighter Corps, there is no distinction between Clone ranks and Non-clone ranks; with the need of the Navy to maintain active service near-around-the-clock, the Republic Navy is one of the largest contractors for the Lama Su Cloning Enterprises.

3.3 Organisation

Formally, the Republic Navy consist of a number of forces, which are thus subdivided into administrative branches. Operationally, combined task groups and task forces using elements from most of the administrative branches exist. All of these forces answer to the Admiralty of the Republic Navy (Avatarian: 会的海军上将; pinyin: Huì de Hǎijūnshàngjiàng ; Mandalorian: Tsad be Pirun’laamyc’al’verde), which is then responsible for the overall administration of the Navy; from budgest to training to support. The Admiralty is then responsible to the Ministry for Defence during peacetime. During wartimes, the Admiralty is transformed into the Naval High Command (海军统帅部, Hǎijūn Tǒngshuài Bù, Pirun’akaan Laamyc’kedin) and takes on a more direct command and control role and is responsible for providing overall strategic command and control of the various Strategic Theatres of War. The Naval High Command answers to the War Council and is thus responsible for planning and executing operations in support of the goals and intentions issued by the War Council.

Unlike the GAR and the Airfighter Corps, the Navy maintains a large percentage (roughly 75%, or 50,250,000 troops) of its wartime strength already during peacetime, as the mobilization and activation of all Naval Reserve assets can take up to six months. Given the rapid nature of modern warfare, most wars the Avatarian Republics expects to fight in the foreseeable future will last less than four months. As a result, the Navy needs to maintain the bulk of its forces to ensure a great victory in a timely fashion.

For this purpose, four of the Navy’s five Fleet Commands are active-duty commands with the fifth Fleet Command --- the Reserve Fleet --- serving as an administrative command for the National Reserve Naval Fleet, which is mothballed in several locations along the Avatarian coastline.

VI. Republic Reserve Force

6.1 Overview

The Republic Reserve Force (RRF) (Avatarian: 共和国储备部队; pinyin: Gònghéguó Chǔbèi Bùduì; Mandalorian:Tsad'droten Taylir Trat'ade) is the branch of the RAF that is responsible for the maintenance of not only equipment found in the Republic Reserve, but also the maintenance of the troops therein as well. Given that every male in the Republic is required to undergo eight (8) months of military training upon turning 18, as well as a three-week 'refresher' training session every two years, the RRF is quite a large branch of the RAF.

The RRF is responsible for providing limited training in the military arts to intermediate and secondary school students in the form of Reserve Officer Training Course Programs, or ROTC. Once at the Post-Secondary level, students who have been through ROTC and completed the three year program may either enlist in the RAF at the rank of O-1; while most members of the Post-Secondary level ROTC programs attend such classes in their formative years, many are fresh from secondary and will spend the four years of Post-Secondary in ROTC and graduate with not only a degree in a field of their choosing, but a commission as well.

The RRF consists of reserve soldiers (including all militia, demobilized soldiers, and specialized technical personnel registered for reserve service) and reserve officers (including demobilized officers and soldiers assigned to reserve officer service, college and university graduates, and civilian officials and specialized technicians). These soldiers and officers go about their daily lives with little interactions with the military, save for additional training which may be mandated.

VIII. Ranks of the RAF

8.1 Ranks of the Grand Army of the Republic

The rank system of the Grand Army of the Republic is slightly unique in that it reserves different ranks for both clone and non-clone soldiers; whereas there is no real significance in these ranks --- as they are lateral and not horizontal --- many view this as a historical harking back to when the GAR used to be formed of entirely cloned entities.

Unlike the Grand Army, the Republic Navy makes no distinction between its clone and non-clone servicemembers, all of whom share the same ranks.

The Republic Navy follows the standard rank scheme of many navies throughout the world, with some minor differences.

GIven the history of the Republic Airfighter Corps (RAC) being tied to the Grand Army, the rank system of the RAC shares similarities with the system of the GAR; as many pilots within the RAC are still clones, there is the distinction of clone ranks being on-level with non-clone ranks.
