To become a Regional Delegate, which is a position in the game, you have to have the most endorsements in your region. Then you will be able to cast a vote for your region. You get endorsements by asking for them, or by winning a regional election, or whatever other means your region uses. Only WA member nations can endorse or be endorsed.

To become a delegate who speaks in the WA, flirts with other nation's delegates, gets drunk at the Strangers' Bar, gets chucked into the Vastiva Memorial Reflecting Pool, and other such delights, all you have to do is roleplay that you are speaking for your nation.

Sometimes delegates are also Regional Delegates, sometimes they aren't.

For example, my region's Delegate is the nation Nemonicus. He never posts here, either as himself or as his characters. But he does Delegate-related things, such as keeping an eye out for raiders, casting the region's vote, recruiting and so on.

But my nation has a delegation of its own, with the main (reluctant) delegate being the President, Dicey Reilly.
