Triton, moon of Neptune (8th planet of Sol)

After a year of planning, more than a trillion in credits from investors, and a 3 hour trip, a poof of light formed briefly between Neptune and Triton, then faded to reveal the RMF Archer, fresh out of space fold. The carrier, more than a mile long, had been fitted not only for defense purposes but also for transport. Its array of Ion engines roared to life at full force, glowing brightly in the black sky as it built up speed to obtain a stable orbit.

Triton was more important to the Raysian people and the Capsule Corporation, as it was the first homeworld of their ancestors. The Archer was mainly carrying supplies and colonists for establishing a basic outpost, which would grow quickly over the next few weeks.

The Capsule Corporation's intent is to establish a mining and manufacturing colony on the grounds of the original Triton City. There will not be a military base (beyond maybe a self-defense militia) at their city, and CC in no way claims the entire moon as their own.

This reincarnation of Triton City will be the primary Solar trading front for most of the Capsule Corporation imports and exports, and will act as the embassy of Raysia in the Sol system.

Manufacturing facilities and orbital shipyards are planned to enter service in 18 months. This was merely the first run, as several more ships would make the same journey every week, bringing supplies and colonists and pre-fab buildings.

The RMF Archer, however, would stay in geosynchronous orbit as a Defense outpost, and as an emergency evacuation vehicle.

It is our pleasure to extend congratulations to you on your successful endeavor to establish an outpost on the moon of Triton. Acting in the finest tradition of human explorers and pioneers throughout history. Although this is seemingly a return to a previously occupied land, which is somewhat less common than new discoveries, it is still an event which merits recognition. We would, as such, be pleased to make a gift of a modest statue of a famous explorer of many centuries ago, one Vitus Bering, who's explorations allowed the Russian Empire to establish it's colonial presence in California and the Western coast of America, in the hopes that it will inspire your own people to follow the example of the brave and hardy pioneers of the 17th century.

In more practical matters, the Russian Empire is willing to assist in the construction of facilities, with material and human assistance. There is some interest in establishing a permanent Russian presence, perhaps a small trading enclave or post, within the Sol System. Our network of outposts is stretched somewhat thin so far from the primary center of our Empire and ships on long journeys need posts to refuel and supply. And, of course, the presence of Russian vessels would most likely discourage any aggressive moves on the part of those wishing to dispute your claims.

We would further encourage the leadership of Triton to consider membership within the League of Armed Neutrality, which would offer a great deal of protection to it's economic interests with minimal costs or infringements upon the sovereignty of Triton, such as might be incurred by engaging in a protectorate or other subordinate relationship with a larger state.

We also would gladly accept any protection you'd be willing to offer us. We know there are many unscrupulous folk out here in the Sol system, but we're willing to risk it to experience the good among you.
