The Federated States of United Coronado has decided to formally put an end to it's previous process of maintaining a strict isolationist policy in order to forge relations with nations globally as opposed to regionally. In the belief that a contact on foreign soil is one of the first steps to building a diplomatic alliance with other nations, the Federation is looking for nations to etablish their own foreign embassies and consulates within our nation. Those nations looking to establish and embassy within the Federation should fill out the application form after first familiarizing themselves with the terms and conditions of creating an embassy.

A brief introduction to the Federated States United Coronado

---

United Coronado (officially The Federated States of United Coronado) is a large and mostly sparsely populated nation located in the southern regions of Maredoratica and is the southern-most nation within the region. United Coronado is bordered by xxx. United Coronado has a total land area of xxx

United Coronado is comprised of seven semi-autonomous states which are comprised in federation, hence forming the Federated States of United Coronado. These colonies were intitally settled by Whiskeasian settlers who colonized and governed the land as a part of the Whiskeasian Crown Land. Due to a lack of influence by the Whiskeasian crown, the colonies steadily fell into dissaray which lead to the Coronadan Border Wars during the late 19th Century.

On January 26th 1900, the seven seperate colonies finally unified under the guise of the Federated States of United Coronado. Since Federation, United Coronado has remained a stable democracy and a member of the Whiskeasian Commonwealth. Currently, the population of United Coronado is approximatly 32.4 million with over eighty percent of the population residing within the southern states. The capital city of United Coronado is Adelaide and the largest city is Fremantle.

United Coronado is a prosperous developed nation and ranks highly in terms of human development, quality of life, health care, life expectancy, public education and economic freedom. The economy of United Coronado is based mainly around the export of primary minerals and metals, although has a soundly developed manufacturing industry. United Coronado is one of Maredoratica's largest resource exporters.

United Coronado is currently presided over by Harald Hertz, elected 7th November 2009 and serving his first term as Prime Minister of United Coronado.

The Department of Foreign Relations (DFR) is the governing body for the establishment of consulates and embassies within the Federation and is often the 'middleman' between the ruling body of the Federation and other nations. The DFR is not elected by the populace but appointed by government. DFR also acts as a median for the Coronadan citizens travelling abroad and controls the establishment of Coronadan embassies overseas.

Embassies will be located within a designated lot on the outskirts of the city of Adelaide, capital of United Coronado. Consulates will be located inside the Diplomatic Plaza in the centre of Adelaide.

United Coronado exists outside the World Assembly and hence, has no obligation to comply with General Assembly Resolution #22 which regards the treatment of Foreign Ambassadors within our country.

* Should any member of a foreign detachment, including ambassadors, be charged on summons with an indictable offence committed outside their embassy may be arrested and detained within United Coronado to await trial. Members of foreign detachment with a criminal conviction or outstanding warrant in any nation may be rejected from entering the Federated States of United Coronado.

Identification cards and temporary citizenship papers will be distributed to all members of a foreign detachment once arriving in United Coronado. Should the diplomatic relation be terminated for whatever reason or the staff in question be replaced, citizenship papers will be declared null & void immediately and a temporary visa will be issued which expires in thirty days.

Embassorial territory will exist as a sovereign territory of the occupant nation and leaving Federal authorities with no jurisdiction of the premesis. However under DFR Law #27, any embassy thought to be harbouring an individual of interest to the Federal authorities has the obligation to turn over the suspect immediately. Failure to do so may result in armed intervention by Federal authorities.

Weaponry, Contraband & Other Imports

---

Only members of a foreign detachment entitled to carry weaponry are dedicated security personell. Security members must have ID on them at all times they are on duty in order to signify their right to bear arms. Weapons entering the Federation must pass a general inspection before being permitted to be carried, a process which will take roughly one week. Therefore, nations should send weaponry to be carried at least one week prior to opening their embassy.

Weapons for sporting purposes are not acceptable without the desired holder first obtaining a Sporting Shooters Licence for the nation of United Coronado. Sports shooting should not to take place within the embassy lot, although this is un-enforced, and members should shoot at a designated and licenced range within United Coronado or within a registered National Park.

Weapons must be stored in a secure safe or locker, under lock and key, in order to prevent theft. Federal authorities have the right to conduct inspections of the premesis to ensure proper guidelines are being followed.

Weaponry Codes

• Handgun or SMG rounds to be no larger than .45 ACP.
• Rifle rounds to be no larger than 7.8x60mm
• Maximum of one rifle or SMG per security member and one handgun per security member
• Squad weapons are prohibited.
• Grenades, mines and other explosive ordnance prohibited.
• Guided ordnance prohibited.

Alcohol and tobacco may be imported freely without inspection aside from that the bottle or container be unopened. Alcohol and tobacco must be transported directly to and consumed only within the embassy or consulate. Imported alcohol or tobacco cannot be sold or distributed outside of the embassy.

Other narcotics including medical drugs are banned substances are are not to enter the Federation without prior approval. All medicinal substances must be obtained from within the nation and require a medical certificate from a medical practitioner licenced by the Health Department of United Coronado. Should a form of medicine be unavailable, a medical certificate from your nation and from the World Health Organization is required for import to certify it's legitimacy. Cultivating or trafficking banned substances with no medical purpose is a punishable offence and will seriously jeapordize the existance of a consulate or embassy.

Other non-consumable products not classified as weaponry are able to be imported after passing a general inspection test. Classic or favoured cars, boats or aircraft may be imported however may not be used outside the embassy/consulate unless they have passed a Coronadan Road/Air/Sea worthy test and comply with the necessary licencing involved.

Building Codes - Embassy

• In accordance with height restriction in the area, buildings cannot exceed a height of 20 metres tall not including electronic masts or telecommunications equipment.
• Helicopter pads are required to be a minimum of 15 metres above the ground, a radius of no more than ten metres and the outer edge must be a minimum ten metres from the border of the embassy lot. Helicopter pads are only able to be built on selected lots.
• Walls surrounding the property are to be no more than five metres high.
• Dangerous materials incuding HAZMAT, Radioactive substances and Asbestos are not to be used in construction nor stored on the site without prior approval.
• Foreign florae is prohibited from being planted on site without prior approval.

Diplomatic Vehicle Guidelines

---

Occupant nations are entitled to have a fleet of diplomatic automobiles comprising of no more than twenty official vehicles. Armoured vehicles are permitted for service providing they have a kerb weight no more than eight tonnes. Vehicles must be narrower than 2.1 metres, must not be tracked or half-tracked and must be in compliance with Euro III emissions standards in order to be permitted to travel outside of the embassy

Occupant nations are entitled to posses one diplomatic rotary winged aircraft able to be stored and flown to and from the allocated embassy lot, this aircraft is prohibited from having any offensive systems or electronic warfare systems although is entitled to retain basic countermeasures. Aircraft must weigh no more than five tonnes empty and have a main rotor diameter of less than eighteen metres. Tiltrotor aircraft must be no wider than thirty metres rotor tip to tip. Rotor aircraft are permitted to land but not permitted to be stored within the consulate building.

Occupant nations are entitled to possess one diplomatic fixed wing aircraft able to be stored at the DFR Diplomatic Airfield, a private airstrip located ten kilometers from the Embassy precinct and fifteen kilometers from the Consulate precinct. Aircraft are prohibited from having any offensive systems or electronic warfare systems although is entitled to retain basic countermeasures. Aircraft must be able to take off and land from the 3000 metre long runway. Supersonic aircraft are requested to use low power over residential areas.
