The Kingdom of San Pellegrino Romana (commonly known as the Kingdom, SPR, or Romana) is a sovereign state located off the north-western coast of the Alliance of Grittonia. The country includes the main island of San Pellegrino Romana, the north-eastern part of the island of Ireland and many smaller islands. The Province of Citano is the only part of the country that shares a land border with another sovereign state—the Kingdom of Genovia. Apart from this land border San Pellegrino Romana is surrounded by the Roman Ocean, the Venetian Sea, the Florentine Channel and the Genovian Sea.

San Pellegrino Romana is a unitary state governed under a constitutional monarchy and a parliamentary system, with its seat of government in the capital city of Rome. The nation consists of 83 mainland provinces, and seven overseas territories. These overseas territories are remnants of the Roman Empire which, at its height in 1930, encompassed almost a quarter of the Alliance of Grittonia's land surface and was one of the largest empires in the history of the region. Roman influence can still be observed in the language, culture and legal systems of many of its former territories.

The Kingdom of San Pellegrino Romana is a constitutional monarchy whose government operates as a unitary parliamentary democracy. The monarch of San Pellegrino Romana, currently His Royal Majesty Raphael the First, sits as a figurehead on the Roman throne, but also as a binding and unifying symbol for Romans worldwide. The monarch is such a popular person, that he/she is usually seen as the embodiment of San Pellegrino Romana itself. In actuality, the monarch only enjoys ceremonial power, and the day-to-day governing of the nation (thus the real political power) is left to the Prime Minister & Parliament.

His Royal Majesty's Government (HRMG), which is comprised of the Prime Minister's Office, Parliament, and the Cabinet Offices, is the main political organ that runs the nation. The Prime Minister presides over Parliament, which is bicameral, meaning it has an upper and a lower house. Parliament is made up of a House of Commons (the lower house) and a House of Lords (the upper House).

His Royal Majesty's Ministry of Foreign Affairs is the main Roman government department responsible for promoting the interests of San Pellegrino Romana abroad. The "MOFA," as it is also known, also serves as the official liaison for Roman citizens that are living or travelling abroad. The Ministry of Foreign Affairs also protects the interests and promotes the well-being of Roman citizens living abroad.

The purpose of the Diplomatic Missions Initiative is to allow foreign nations to establish embassies and consulates within the United Kingdom of San Pellegrino Romana, in order to foster better bilateral diplomatic relations between the said parties. Locations of embassies and consulates shall be determined by His Royal Majesty's Foreign Office according to the said diplomatic misson's need. Below is a list of locations in which embassies and consulates can be located. Each nation is limited maintaining one (1) embassy, and up to three (3) consulates within the Kingdom of San Pellegrino Romana. All embassies must be located in Rome, the capital city of San Pellegrino Romana. You can find information about embassy and consulate locations in this post. You can pick a spot in which to place your embassy and/or consulate on that same post.

As a member nation of the World Assembly, HRM's Government follows the General Assembly Resolution #22. Otherwise known as the Diplomat Protection Act, the resolution protects members of diplomatic missions "from physical harm, execution, sexual assault, enslavement, or use for medical experiments not necessary for medical treatment of the diplomat by the nation in which they are serving." GA Resolution #22 also stipulates that it "prohibits nations from sending diplomats with the express intent of committing crimes of espionage, sabotage, subversion, causing harm to the civilian population, and other related crimes committed outside of a diplomats duties."

Under Roman Law (which supercedes WA & SC Resolutions), any member/employee of a diplomatic mission found to be undesirable for any reason whatsoever, will be labeled as a persona-non-grata, and immediately deported. We do not take kindly to espoinage, sabotage, or subversive missions, so thus you have been warned. On your embassy application, we strongly recommend that you list "Diplomats" only as employees that are engaged in diplomatic work. Identification cards and papers will be issued to all embassy personnel. Special Diplomatic ID Cards will be issued to diplomats only, as their cards denote their diplomatic immunity.

Embassy grounds are considered to be sovereign territory of the occupant nation, and thus cannot be searched by Roman authorities without proper clearance. Please note that embassies and consulates can be closed for any reason and without notice, but it is typical that diplomatic missions are given a 48-hour period in which to prepare for their departure.

• Embassies may have a maximum of one hundred (100) attachés, assistants, and other diplomatic staff.
• Embassies may have a maximum of fifty (50) support & service staff (including but not limited to; maintenance, janitorial, culinary, & technical, staff) .
• Embassies may have a maximum of twenty-five (25) security staff and armed personnel.
• Consulates may have a maximum of twenty (20) diplomatic staff, ten (10) support staff, and ten (10) security staff, for a total of forty (40) staff members.

Diplomatic staff represent and protect of the interests and nationals of your state, as well as the promote friendly and bilateral relations between our nations.

Service and support staff are defined as members of diplomatic missions that play supporting roles

Security staff are responsible for

Weaponry

All diplomatic missions are permitted to bring along weaponry for self-defense and sporting purposes only. All weapons must be sent at least two weeks before arrival of any security personnel. Upon landing on Roman soil, all of the said weapons will be taken and inspected, certified, and registered with the Royal Firearms Bureau. All weapons will be returned to the appropriate security personnel upon their arrival at their embassy - only security personnel may handle weapons. At absolutely no circumstances shall any weapons leave the premises of the diplomatic mission. If this occurs at any time, your diplomatic mission may be immediately closed and all personnel can be promptly deported. Also, when not in use by security personnel, weaponry must be stored in secure weapons lockers on chancery compound - periodic inspections carried out by the RDPS will take place to ensure the proper enforcement of this law. All weaponry not listed below will be dealt on a case-by-case basis.

Only one (1) assault rifle or submachine gun, and two (2) pistols are allowed per security guard. Any cartridges larger than .45 ACP (for handguns & revolvers) and 5.56x45 NATO (for rifles and SMG's) are strictly prohibited. Some (although very rare) exceptions may be made on a case-by-case basis. The discovery of any non-approved cartridges larger than the previously-mentioned calibers will result in the immediate confiscation of all weapons and ammunition. The diplomatic mission in question shall be immediately closed and all personnel of that embassy shall be promptly deported. Note that all firearms must be permanently locked into semi-automatic mode. Please take the time to carefully read the rules and regulations regarding weapons.

Permitted weaponry includes some assault rifles (must be semi-automatic), submachine guns (semi-auto), semi-automatic pistols, revolvers, tasers, batons, pepper spray, ceremonial swords, and other ceremonial weaponry.

Prohibited weaponry includes any and all nuclear or radioactive material, any fully-automatic weapons, machine guns, sniper rifles, anti-materiel rifles, knives, any explosive weaponry (including grenades), riot gear, and airsoft/BB guns.

Vehicles

All diplomatic missions are permitted to bring along vehicles for transportation & leisure use only. All vehicles must arrive within one month of your ambassador's arrival. Upon landing on Roman soil, all of the said vehicles will be inspected, certified, and registered with His Royal Majesty's Foreign Office. It is important that all vehicles must be demilitarized and unarmed, although they can be armored. All vehicles will be returned to the appropriate personnel upon their arrival at their embassy. Any aircraft or watercraft will be appropriately stationed in respective diplomatic areas reserved for such purposes. Diplomatic drivers licenses and plates will be offered to all drivers & vehicles registered with His Royal Majesty's Ministry of Foreign Affairs. Thorough background checks will be completed on all embassy personnel with diplomatic drivers licenses, in order to ensure that they are capable of driving on Roman roads.

While there is no fixed limit to the number of land-based vehicles diplomatic missions are allowed to bring, each request is subjected to an embassy's needs. All diplomatic missions are entitled to bring up to one (1) fixed-wing aircraft, one (1) rotary-wing aircraft, one (1) watercraft, and one (1) helicopter. Consulates may only bring land vehicles, with the exception of consulates in Venice, which can bring up to four (4) watercraft. Any vehicles that are not listed below will be dealt with on a case-by-case-basis. Please take the time to carefully read the rules below.

Permitted vehicles include automobiles, aircraft, helicopters, small boats and yachts, motorcyles, bicycles, mopeds, roller skates, skateboards, & scooters.

Prohibited vehicles include any and all military-grade vehicles (including aircraft & watercraft), large trucks, rickshaws, wagons, spacecraft, land yachts, sedan chairs, submarines, submersibles, hovercrafts, & hydrofoils.

Other Information

Diplomatic Bags

Foreign diplomatic missions have the right to use diplomatic bags (also known as diplomatic pouches), but with a few restrictions. Firstly, diplomatic bags are considered to have diplomatic immunity - meaning that they cannot be searched by anyone, for any reason. As the bags have diplomatic immunity, they must have their own diplomatic passport (for customs & legal reasons). Diplomatic bags must be escorted by official diplomatic couriers, who also have diplomatic immunity.

Diplomatic bags may only contain articles intended for official use, and thus they must be marked as such (with the seal of the nation's government) on the outside of the bag. Diplomatic bags take many shapes and sizes, as there is no fixed standard of what a diplomatic bag can be (It can be a shipping container, a small bag, a suitcase, or even a wooden barrel), but as previously stated, it must be clearly marked with proper government markings. All diplomatic bags are scanned for explosives and contraband (illegal weapons, drugs, etc), and if a bag triggers a response by an explosive detection system or a sniffer dog, then the said bag can be legally turned away, and denied entry into San Pellegrino Romana.

Diplomatic License Plates

Diplomatic license plates are issued by the His Royal Majesty's Ministry of Foreign Affairs to all accredited diplomats who wish to drive vehicles. Each nation is assigned a unique country code, typically not corresponding to international country codes or other standard formats. This is to prevent the general public from targeting diplomats from particular countries.

Alcohol & Narcotics

Foreign diplomatic missions may bring along certain quantities of alcohol. All drugs and narcotics are strictly prohitibited in San Pellegrino Romana - if any member of a diplomatic mission is found with any drugs or narcotics, or if the said substances are found in a chancery, the embassy will be closed and all personnel will be deported. Alcohol on the other hand, is permitted, but must first pass through customs. Each diplomatic mission may bring up to twenty-five (25) litres of alcohol per month - the said alcohol may not be brought off the diplomatic mission's grounds, or be resold in any manner.

Plants & Animals

Plants may be imported only on a case-by-case basis. Any plants that are carnivorous or on the Ministry of Agriculture's contraband list, will be promptly sent back to the home nation. Please be very prudent when importing plants into San Pellegrino Romana.

Animals that will be kept as pets may also be imported only on a case-by-case basis. We ask that you only bring household dogs, cats, fish, and birds. If you wish to import an animal that does not fit into one of those categories, please notify us at least 48 hours before your diplomatic mission and the said animal arrives on Roman soil. All animals must undergo a mandatory inspection upon arrival on Roman soil, and annual check-ups must be conducted on these animals. The results of these check-ups will be sent to the Ministry of Health in order to determine if the said animal does not pose any serious health or security risk to the general populace. All embassy pets must stay on the chancery premises, and may not be allowed to wander or stray off grounds. Dogs, of course, may be freely walked outside embassy grounds.

The Promenade

The Promenade, the ceremonial approach route and main road leading to Caserta Palace, was designed by Sir Gustav Brioni and completed in 1909 as part of a grand memorial to King Valerian. It extends from Admiralty Arch, up around the Valerian Memorial, bounded by the Vespanola Gate, Herzoslovakian Gate and Montegiardinian Gate, to the palace forecourt. This route is used by the cavalcades and motorcades of visiting heads of state, and by the Royal Family on state occasions such as the annual State Opening of Parliament as well as Trooping the Colour each year. The P romenade neighborhood is best known for being the home to various gentlemen's clubs built in the 19th and early 20th centuries, as well as foreign diplomatic missions.

At Caserta Palace Gardens, you'll be hobnobbing with the most rich, famous, and powerful individuals in San Pellegrino Romana. Caserta Palace Gardens is located within a 2-square mile radius from both Parliament and the Prime Minister's Office, thus making it easy for diplomatic missions located on this street to conduct official business. A special bonus about this prime location is that it is located only several blocks behind the gardens of Caserta Palace, the main residence of the Roman Royal Family. The price of the average house at Caserta Palace Gardens is $45 Million NSD. The most expensive residence, owned by Rudolf Van De Kaap, the Chairman of Van De Kaap, is currently valued at $102 Million NSD.

Security is not an issue at Caserta Palace Gardens. The entire neighborhood has steel gates at each end of the street, and is monitored 24/7 by the Royalty & Diplomatic Protection Service (RDPS). Via del Corso

Since 1795, His Royal Majesty's Foreign Office has been located on Via del Corso. Known as the central hub of San Pellegrino Romana's foreign affairs, Via del Corso offers many great locations in which to host an embassy. Via del Corso is also the main street located in the center of the nation's most powerful financial powerhouse district - it houses a multitude of headquarters for various companies, both national and international, and boasts a great reputation for hosting diplomatic missions who want to increase trade relations with San Pellegrino Romana.

Since Via del Corso is also a commercial district, it is open to the public. This means that there are no security gates, but the entire street is patrolled 24/7 by the Diplomatic Protection Service due to the high concentration of diplomatic missions in the area.

Via Chigi

Via Chigi is perfect for nations who are just starting diplomatic relations with San Pellegrino Romana. Located along the serene river front of the Julian River, Via Chigi is populated with buildings built in the 18th Century.

Brégançon Palace (Embassy of The Grand Duchy of Noordeinde)

Brégançon Palace was built in 1710 as a residence for Leonardo Antonelli, 1st Earl of Barfleur. Since the Earl never made much use Brégançon Palace, instead preferring a townhouse near the center of Rome, he sold the Palace to His Royal Highness Prince George, Duke of Lombardy for £135,000 (Roman Liras). Unlike the Palace's previous owner, Prince George made good use of the Palace, throwing many elegant and lavish balls for Roman high society. As the Palace was passed down from generation to generation, it became used less and less. Until recently, many minor members of the Roman Royal Family maintained apartments at Brégançon Palace - last year, only three royals did. Since the Palace was being used less and less, the Royal Family decided to make it available for use by the State (while still mantaining ownership of it). Thus, in 2011, His Royal Majesty Raphael I suggested to Prime Minister Maximus Decimus Meridius that Brégançon Palace be used to house the diplomatic mission of a close ally. After reviewing this decision with the Cabinet, the suggestion was made into a reality, and Brégançon Palace was placed at the disposal of the diplomatic mission from Noordeinde.

Sitting on 25 acres of prime real-estate on the outskirts of Rome, Brégançon Palace is over 12,000 square feet in size, and has many wonderful amenities. The Palace is completely gated, and is protected 24/7 by Diplomatic Protection Service. The Diplomatic Protection Service, also known as the DPS, protects embassies, consular sections, and diplomatic residences through San Pellegrino Romana. The DPS also provides close-protection to members of the diplomatic community both abroad and at home. Since Noordeinde has requested additional security, a detachment of 25 members of the DPS will be protecting the grounds of Brégançon Palace - their hub of operations will be on grounds in a detached house located a few hundred yards from the main Palace.

State Visits

"State visits are formal visits to a nation by foreign heads of state, with the aim of strengthening their relationships with other countries. State visits are the highest form of diplomatic contact between two nations, and are marked by ceremonial pomp and diplomatic protocol." - The Guide to Good Diplomacy: A-Z, (Foreign Office, 2011)

Education: Moreau went to both collegiate (high-school) and university in his hometown of Bourbonne, at École secondaire Oexmelin and the Université de Bourbonne, respectively. Moreau graduated from the Université de Bourbonne magna cum laude with a Master's of Arts, majoring in diplomacy and minoring in Italian.

Short Biography (Optional): Jean-René Moreau was born on August 11^th, 1974, the oldest of three children to Paul-Philippe Moreau, a captain in the Rhodian Armed Forces, and civil engineer Camille Beauville. Because of his father's job in his early childhood Moreau moved around quite a bit, with his family finally settling in Bourbonne when Jean-René was 12. The young adolescent was a gifted hockey player and footballer, and balanced his active extracurricular life well with his schooling. Although he graduated from Oexmelin with honours and was a very determined student, Jean-René was still unsure of what path to take in university. Enrolling in a variety of general courses, the young man was specifically drawn to the thought-provoking debates in his politics and sociology classes, and working part-time at the Bibliothèque nationale in Bourbonne further pulled him towards pursuing a degree in the arts. After many years at Bourbonne he graduated in 1997 with an M.A., and decided to take the year off to visit various countries around the world. The young and adventurous Moreau visited such hotspots as Tsvarchi, Noordeinde, and SPR, the latter where he met Hélène Bareilles, a Rhodian journalist stationed in Tuscany. When asked about it in the future he said that he "fell in love with the beauty of both her and the country." From that point on Moreau was determined to work in SPR. After coming back from the trip he got a job with the Ministry of Foreign Affairs and worked abroad as a consul and later a cultural attaché and envoy in multiple countries; making sure to keep in touch with the charming reporter while away. Once both he and Hélène were back in Rhodes they dated for a short while longer and finally got married in 2008 where he stayed working in the capital city. With news of a Rhodian embassy opening up in SPR Moreau jumped on the chance, and lucky was accepted as Rhodes' potential ambassador.

Dear Francesco Lombardi,

It is my pleasure to submit an application for the establishment of an embassy in San Pellegrino Romana. Please accept this humble application as it is submitted with the best intentions and kindest remarks in mind. -Permission to maintain a small hydrogen fueling station to power the embassy's Asai M7-H300. Permission to maintain an electric generator fueled by said station to power embassy's electric Asai M6-E250 and M6x-E250. The station and generator will be located in the underground garage and out of sight.

-Permission to employ an in-house doctor and nurse for immediate medical treatment should such a need arise. This doctor and nurse duo will also serve as the family medical team for the ambassador and embassy staff.

-Permission to maintain a small gift shop and cultural center on embassy grounds.

-Permission to maintain a privately run restaurant on embassy grounds serving common Yasashii food and drinks in typical Yasashii manners. Though part of the same building, the entrance will be separate. Staff of this restaurant will not be employed by the embassy but rather by a local Yasashiijin businessman living in San Pellegrino Romana. It will be open to the general public and maintain a high quality fine dining experience.

Age: 56

Short Biography (Optional): Born to a military family in Saitama, Junricho is the eldest of three sons. Junricho performed well in school and was offered a bursary from Saitama Polytechnic and, despite his father’s wishes for him to join the military, Junricho forged his own path. After studying political science at Saitama for two years, Junricho switched programs to Law after his younger brother’s poor treatment and exposure to chemicals as an employee at a privately owned factory. Junricho sought to understand the legal system in order to seek reparations for his family and became sympathetic with labourers in dangerous occupations. His goal was to “prevent future labour abuses” and make Yasashii “safer for the working class” – a position that garnered him much popularity in a later election campaign.

He graduated with his Bachelor of Law from Saitama Polytechnic in 1975. For three years, Junricho was a legal aide for the Yasashii International Trade Office before seeking his Master’s from Daiju National University. After graduation, Junricho joined a private law firm and became a member of the bar. In 1997, he joined a colleague in founding his own law firm which successfully won contracts to represent and put forward certain cases on behalf of various government agencies and in private class-action cases, especially with regards to labour law violations. His firm had a philanthropic approach at times – representing cash-strapped groups and seeking victim compensation from public and private entities alike. Unlike some lawyers, Junricho was not in the business for personal gain and often pledged sums of his wealth to charity.

In 2009, he unsuccessfully ran a campaign for the National Board against an incumbent, though lost by a narrow margin. Mr. Fujino currently knows several National Board Members through socialization and has retired from practicing law.

Short Biography (Optional): Jean-René Moreau was born on August 11^th, 1974, the oldest of three children to Paul-Philippe Moreau, a captain in the Rhodian Armed Forces, and civil engineer Camille Beauville. Because of his father's job in his early childhood Moreau moved around quite a bit, with his family finally settling in Bourbonne when Jean-René was 12. The young adolescent was a gifted hockey player and footballer, and balanced his active extracurricular life well with his schooling. Although he graduated from Oexmelin with honours and was a very determined student, Jean-René was still unsure of what path to take in university. Enrolling in a variety of general courses, the young man was specifically drawn to the thought-provoking debates in his politics and sociology classes, and working part-time at the Bibliothèque nationale in Bourbonne further pulled him towards pursuing a degree in the arts. After many years at Bourbonne he graduated in 1997 with an M.A., and decided to take the year off to visit various countries around the world. The young and adventurous Moreau visited such hotspots as Tsvarchi, Noordeinde, and SPR, the latter where he met Hélène Bareilles, a Rhodian journalist stationed in Tuscany. When asked about it in the future he said that he "fell in love with the beauty of both her and the country." From that point on Moreau was determined to work in SPR. After coming back from the trip he got a job with the Ministry of Foreign Affairs and worked abroad as a consul and later a cultural attaché and envoy in multiple countries; making sure to keep in touch with the charming reporter while away. Once both he and Hélène were back in Rhodes they dated for a short while longer and finally got married in 2008 where he stayed working in the capital city. With news of a Rhodian embassy opening up in SPR Moreau jumped on the chance, and lucky was accepted as Rhodes' potential ambassador.

Short Biography (Optional): Born to a military family in Saitama, Junricho is the eldest of three sons. Junricho performed well in school and was offered a bursary from Saitama Polytechnic and, despite his father’s wishes for him to join the military, Junricho forged his own path. After studying political science at Saitama for two years, Junricho switched programs to Law after his younger brother’s poor treatment and exposure to chemicals as an employee at a privately owned factory. Junricho sought to understand the legal system in order to seek reparations for his family and became sympathetic with labourers in dangerous occupations. His goal was to “prevent future labour abuses” and make Yasashii “safer for the working class” – a position that garnered him much popularity in a later election campaign.

He graduated with his Bachelor of Law from Saitama Polytechnic in 1975. For three years, Junricho was a legal aide for the Yasashii International Trade Office before seeking his Master’s from Daiju National University. After graduation, Junricho joined a private law firm and became a member of the bar. In 1997, he joined a colleague in founding his own law firm which successfully won contracts to represent and put forward certain cases on behalf of various government agencies and in private class-action cases, especially with regards to labour law violations. His firm had a philanthropic approach at times – representing cash-strapped groups and seeking victim compensation from public and private entities alike. Unlike some lawyers, Junricho was not in the business for personal gain and often pledged sums of his wealth to charity.

In 2009, he unsuccessfully ran a campaign for the National Board against an incumbent, though lost by a narrow margin. Mr. Fujino currently knows several National Board Members through socialization and has retired from practicing law.

Your request to maintain a koi pond on embassy grounds is perfectly acceptable. Predator birds such as eagles or falcons are not known to roam the immediate area of Caserta Palace Garden, and vandalism and mischief on the street is virtually nonexistent (due to heavy security measures), so the koi fish themselves should be safe.

His Royal Majesty's Government views your request to maintain a small hydrogen fueling station and an electric generator to power the embassy's Asai M7-H300 with great admiration. This is exactly the type of outlook on energy and vehicle efficiency San Pellegrino Romana is looking towards. The construction of the said fueling station and the electric generator will commence immediately and be paid for by Energizia Incorporated, as a personal gift of the CEO, Paolo Mancini, who is a big proponent of energy efficiency and dependency. As a side note, embassy vehicles will also have the opportunity to refuel in the Royal Mews at Caserta Palace itself - this is a special accomodation personally given by His Royal Majesty King Raphael.

Permission to employ an in-house doctor and nurse has been granted. If extra help is required, they may also call on additional doctors and nurses at the University of Rome's Medical Center (URMC), which is arguably the nation's best hospital. For short-term immediate emergencies, doctors and nurses are also available at Caserta Palace itself, and the Commonwealth Embassy may make use of these staff members if the situation arises. As a medical note, Ambassador Fujino's allergy concerns have already been taken care of - the entire street/neighborhood of Caserta Palace Gardens is completely free of any trees and plants that may be used in OTC medicines.

The gift shop and restaurant seem like excellent ways for Romans to learn more about Yasashiijin culture! Of course, the general public will first have to go through security measures at the main gates of Caserta Palace Gardens, but other than that, I am positive they shall enjoy visiting the gift shop and restaurant! The final design of the embassy has been approved - it is simply exquisite in its architectural value alone. The plot for the chancery is approximately 5 acres (one of the largest on Caserta Palace Gardens), and will be sufficient for the embassy. As a side note, the Ambassadorial Residence (located next door), is 2.5 acres and should be sufficient for Ambassador Junricho Fujino and his wife.

Your last special request to bring sake, amazake, and Yasahii-brewed beers has also been accepted. The 50 litre limit has been waived as a sign of good faith between our nations. Also, the plants your diplomatic mission is bringing will have to be inspected by HRM's Customs Agency, but otherwise, are permitted and perfectly acceptable. Last but not least, the commercial goods that may be sold via the gift store will also be inspected on-site (for your convenience), but are otherwise acceptable.

In regards to security, we have combined #37 and #38 Caserta Palace Gardens into a compound of approximately 1 acre. Both the chancery and the ambassadorial building are located on this compound, with some distance in between both buildings. While your request to build a custom embassy as well as a reinforced blast-resistance concrete security wall (height is limited to 8 feet) have been accepted, I regret to inform your request for an electrified wire at the top of the wall, cannot be accomodated - it is more of a safety hazard than an actual defensive mechanism. In regards to the guard house, the embassy building itself has a guard room in the entrance foyer, as well as a small security booth behind the reinforced steel gates. Also, your security staff may place a full body scanner, as well as an explosives detector, in the lobby of the embassy if they feel it is necessary.

I must reassure you though, that the present security arrangements at Caserta Palace Gardens are more than adequate to meet your security concerns. Caserta Palace Gardens is one of the most secure neighborhoods in the entire nation, as it is the home of foreign chanceries, billionaires, and royalty - not to mention that it is located within a walking distance to Caserta Palace. I can assure you that all people who enter the street of Caserta Palace Gardens pass through secure entrance gates, as well as metal and explosives detectors. The Royal & Diplomatic Protection Service (RDPS) works very hard to keep Caserta Palace Gardens very safe - it has been billed as one of the safest neighborhoods in the nation. The RDPS conducts hourly patrols throughout the neighborhood 24/7, so feel free to alert them if you have any immediate security concerns. If you have any particular security concerns in the meantime, please do not hesistate to contact me directly.

For the last security request, Roman authorities will also supply some security, as previously requested, to His Imperial Highness and his family. Thus, a special detachment of 10 specially-trained members of the RDPS will be attached to HIH Prince Jean Luc's current security detachment. Some RDPS Officers will always be present at the embassy/residence compound, while others will accompany His Imperial Highness as close-protection officers.

Now I shall take this opportunity to answer your other special requests. Firstly, Their Imperial Highnesses' children, John, Timothy, Lucy, & Mario, will attend one of the nation's finest schools, St. Sebastian's, which accepts children from Preschool - 12 Grade. If requested, the children will also be given a detachment of RDPS close-protection officers. St. Sebastian's is a rigorous academically-challenging school, with children of many influential citizens attending (including businessmen, politican, and members of the Roman Royal Family). Secondly, your vehicles have been approved for use, and the A350 will be stored and maintained (free of charge) at the Diplomatic Hangars of Ciampino International Airport. Lastly, your request to bring in 50 litres of alcoholic beverages has been approved, although the said beverages will be inspected for customs reasons when they arrive on Roman soil.

Finally, there will be an opening ceremony at the embassy on June 15, 2011. The ceremony will be small, with members of His Royal Majesty's Government present, as well as members of the Roman Royal Family, including Their Royal Majesties, The King & Queen. Now that both of our governments have reciprocated diplomatic missions, I hope that our bilateral bond of diplomatic friendship can continue to grow and prosper.
