Brief background:
The Great Imperial Empire of God and the Servants of God and Its Nine Dominions, also called the Great Holy Imperial Empire and Its Nine Dominions, and occasionally the Extremely Pious Holy Empire, and mostly just the Empire or the Imperium was an Empire which stretched across 3 continents and conquered more than 33,000,000 km2 of land and had 9.25 billion people living under its banner.
The empire was formed by Talentus Arlocti in 205 BC, who gathered together the warring tribes of the Alamarri into one cohesive nation. He became the Emperor Tyrael Menethos I and he brought war and conquest into the neighbouring nation of Hiphopotomy, later called the First Dominion of the Empire, in 200 BC. Religion was feverishly enforced, and the worship of the Goddess Andrastinos was spread as far as the Eighth Dominion by 5 BC.
In 35 AD, under the reign of the glorious Paladin Xavier II, the religion was replaced by Catholicism. Over the next few centuries, the Empire attempted to locate the Romans, who, it had been told by wanderers, had crucified their Lord and Saviour. This search continued well into 1095 AD, and when the scouts reached Europe, they found not the Roman Empire, but a separated, warring Europe. It was here that the Citizens of the Imperium heard the Pope's speech on the Levant.
Excited by the speech, the scouts hurried back to the Empire. A Great Crusade had been called, and all Catholic nations would attmept to seize Jerusalem from the Islamic forces in the East. The Emperor at the time, Uriel Kommenos XII, ordered the Empire to march at once, the religious fervour inspired the troops, who had no idea of where they were headed. Unfortunately, due to the distance between the Empire and Christendom, the Imperial Army attacked the wrong nation. Even more unfortunately, this nation was a nation almost equal on terms of military power to the Imperium. The Great Host was stuck in a bloody stalemate with the rampaging Xal'Nathorr and with the Emperor himself leading the Host, things back home looked uncertain.
After many months of no news, the Empire started to fracture.
The Ninth Dominion, the closest to the Levant were converted to Islam and attacked the neighbouring Seventh Dominon. As the Empire's reserves mobilised against this rebellion, the Fourth Dominion turned its greedy eye on the Imperial Holy City of Varnathox. The Third Dominion moved to intercept, and the Imperial Home Guard, mistaking the Third Dominion as the Fourth Dominion's ally, attacked both. This seeming betrayal caused the Third Dominion to rebel, and by 1098, the whole Empire and its Dominions were in a massive civil war. The Fifth Dominion, a seemingly harmless backwater pledged allegiance to the Imperial Crown, and its Navy proved decisive in securing the Homeland's victory over the Rogue Dominions at the Battle of Varna River in early 1099.
However, Varnathox eventually fell to the Fourth Dominion, and the Ninth Dominion had completely crushed the Seventh, Eighth and Sixth Dominions. In 1099, the Emperor's Army returned, victorious to Varnathox, only to be ambushed by the forces of the Fourth. Uriel Kommenos was killed in the battle, and as he had no heir, the Crown was passed down to the small, but loyal island nation which had supported the Homeland in its darkest hours.

After almost a millenia of no progress in recovering the Empire's lands, the Fifth Dominion has moved most of its citizens and assets to the new planet, Reach.

The Fifth Dominion is an island, just over 25,700 km2. Once, great forests covered almost three-quarters of the island, but when industry arrived to the Dominion, many trees were cut, and now the pine tree has been declared an endangered species.

Most of the island is dominated by expansive plains where buffalo frolic. Many small streams dot the landscape, and the weather is mostly sunny, although when it does rain, all hell breaks loose, and the farmers rejoice. The Fifth Dominion has mild winters and hot summers, with an all year average temperature of 19°C.

Some problems include the heavy air pollution around the northern cities, but the mountainous region in the center of the country prevents southern cities from getting polluted. It is in these very mountains where the Paladins have built their fabled Citadel. Erosion occurs frequently in the mountains, causing landslides. This is due to widespread deforestation and poor land management.

The Planet Reach, though, is fairly diverse. Mostly a rugged and harsh wilderness filled with towering mountains, deserts and weather-beaten forests, Reach's surface is pockmarked with meteor impact craters, some of these forming large seas. Plains cover half the landmass, allowing for farming and more cities.

The Fifth Dominion traditionally relied on agriculture as its main source of income. This was so ever since the days of the Glorious Empire, where the Emperors placed this peaceful, well-protected island which happened to be close the the capital, in the position of the primary agricultural provider. The Imperial Bank is the Fifth Dominion's central bank, and issues the nation's currency: the Imperial Credit.

The Industrial Revolution came to the Dominion in 1798 with an initial concentration on the heavy industries of shipbuilding, coal mining, and steel making.The Dominion shamefully started to trade with the Fourth Dominion and created a small overseas market, which expanded as more and more countries were discovered over time. By the 19th Century, the Fifth Dominion was an economic superpower. However, other nations started to industrialize and started to catch up and following a disastrous war with the Fourth Dominion, the Fifth Dominion started to lose its competitive advantage. Manufacturing still remains as one of the primary parts of the economy but Arms Manufacturing is on the rise, resulting in a well-equipped army.

The Heavy Manufacturing Industry employs over a million people, as does the Arms Manufacturing Industry. These sectors generate about $5.5 billion a year. There is a 10% Goods and Services Tax (GST) on everything, and many companies are private. The average income tax rate is 67% but is much, much, higher for the wealthy. A small portion of the tax collected is given out to the poor and unemployed, and also to help find jobs for them.

The Fifth Dominion's foreign policy is very restrictive. The Dominion, while not overly racist, still has some racial prejudices. Gypsies usually clash with homeowners over the backyard, Nazis demand the rights to hold protests and a racist TV show is allowed to broadcast untouched. the only reason a Civil War hasn't erupted by now is the power of the military and the police. In order to encourage racial diversity, the Government encourages immigration, but due to nationalists, they are required to salute the flag 5 times a day.

The Fifth Dominion is a sworn enemy of the Fourth Dominion, which backstabbed and caused the collapse of the Great Imperial Empire, before declaring itself the successor state, although the Fifth Dominion is the true successor. It is not on good terms with the Ninth Dominion, a powerful Islamic nation renowned for its tourist attractions.

The Fifth Dominion, however, is on good terms with the distant Kingdom of Davatria, and has many trading partners across the Great Sea.

The Fifth Dominion's Military Forces are well into the Space Age. On the ground, the standard armaments are the Type-2 Directed Energy Rifle and the FDA-7 Laser Pistol. Some elements use conventional ballistic firearms and explosives, as well as EMP weaponry. All infantry wear armour, and the standard issue Bodysuit protects the user from many weapons and ensures comfort in a wide variety of environments/temperatures. However, these Bodysuits are not invincible, and any self-respecting Trooper will do anything possible to avoid getting hit.
The Navy or colloquially the "Wet Navy," uses explosives and a wide variety of machine guns to prevent boarding and to stave off aircraft. However, this old branch is in the process of being phased out in favour of the Space Navy. The Navy is also in command of the Fifth Dominion Marine Corps who are supposed to protect the ships from boarders and to, if possible, board and capture enemy vessels. The Corps' very own 4th Chapter is referred to as Space Marines and have the same responsibilities as their brethren, except in Space.
The Space Navy consists of 7 Fleets, each with 8 Capital Ships and a multitude of fighters and bombers. It uses advanced laser weaponry and hyperspace technology. If needed, the Navy can drop spent fuel cells and left over explosives into the atmosphere to halt enemy advance on the ground. They also come with drop pods which can rapidly deploy the 105th Marine Battalion, nicknamed Helljumpers, to the surface. This Orbital Drop Technology allows rapid resupply of ground troops and also quick reinforcements.
The Air Force of the Fifth Dominion is not as large as other branches. As such, they are only used in defense battles, with the Space Navy usually taking its roles during offensives. They almost always apply hit-and-run tactics on enemies and also do bombing runs to cover ground forces.
The Fifth Dominion Paladin Corps is no doubt the pride of the nation. Each Paladin is handpicked at the age of 7 and go through a 13-year training course before receiving their Power Hammer and Mk X Powered Assault Armor, which can amplify force and reflexes, allowing the Paladin to run faster, jump higher and hit harder. For ranged combat, the Paladins are given Mk II Magnetized Plasma Gatlings.

The new system of government is the standard Republic: a party which has gained the trust of the people it represents will rise up to rule the nation. The old ideas of Imperial Mandates have been dealt away with, and replaced by legislative bills: bills which must be debated past the opposition. Apart from this, and rise in Civil Rights and Political Freedoms, the system of laws remain much the same.

THE OLD, OUTDATED SYSTEMS:

After the rise of the Committee, the Emperor's powers were drastically reduced and transferred to the Committee: In fact, the Emperor only existed as a human figurehead to gain the trust of the masses for the Committee. In this sense, the nation was a Constitutional Monarchy, though the Committee wasn't elected by the people: Committee-bots chose replacements for bots who were disabled somehow. Everything else remained very much the same.

The Holy Interstellar Empire of the Fifth Dominion is ruled by the Emperor, and the Emperor only (or Empress). If the Emperor for some reason cannot rule, a Regent, appointed by the Emperor on his coronation, will take over.

The Emperor rules through the Conclave, the main political body of the Imperium. The Conclave will not debate on passing bills, as this is very ineffective and the current ruling party will be guaranteed to win. Instead, the Conclave is to take the complaints or ideas of the Citizens of the Imperium and sort out the useless ones from the interesting/useful ones.

Then the Conclave will have a meeting to decide on the values of these suggestions and how to incorporate these into the law. After this is done, the Conclave must bring the Bill before the Emperor who will either reject it, accept it, or change it. After this is done, the Law is sent back to the Conclave to read over and accept.

In this regard, the Conclave is more of a giant gateway between the Emperor and the People, rather than an advisory body. Of course, Conclave members may state their concerns over the Laws passed by the Emperor, but may only repeal these with an unanimous decision, supported by at least 20% of the Civilian Population.

The Conclave will consist of representatives from all sectors of life, from Welfare to Religion, to Defence and Education, everything is here. While this means that the Military are part of the Conclave, they are ultimately under the control of the Emperor himself.

The Courts will be under the jurisdiction of the High Court. The Courts will work in the exact same way as before (Read below spoiler).

Additionally, an individual branch called the Council is present to root out corruption in the Conclave and to stop the Emperor from developing crazy Laws. They are more of an advisory group, but have the power to freeze the Laws and Emperor passes, provided that there is the approval of the Conclave and at least 40% of the Population, and vice versa.

The Government of the Fifth Dominion is unique in that like a constitutional monarchy, there is a parliamentary body, but like an absolute monarchy, the monarch holds absolute power. The people elect politicians into the government so that their points can be heard, and the politicians hold debates on bills before the bill is brought before the Emperor and presented. The Emperor then must be convinced of the bill's virtues or he will simply reject it, make a completely different law, or execute the unfortunate politician on the spot. If passed, this is called Legislative Law.

The Emperor can also make his own laws, but if the whole of parliament and over half the country objects, cannot pass the law. If the laws are passed, they become Imperial Mandate. The Emperor can order executions, make war/peace, take any piece of land that fancies him/her, forcibly move people around, conscript ALL citizens into the military and have a harem of up to 9001 women. Of course, new emperors have no idea how much power they are given, so they usually miss out on these opportunities. If a war is going badly, the Emperor is expected to enter the battlefield and reclaim the honor of the Imperium through victory.... or death.

The Courts of the Dominion usually have the results of previous cases used as a basis for an argument. If a previous case's result is used many times, the Judges may have the Argument for the Case turned into Common Law. For example, if a person was judged guilty for punching someone in the face, but argues that the plaintiff pointed a gun at them and fired, scarring their face, the judges may make a law stating that: "pointing, and then firing a gun at someone's face, making them punch you in the face, is illegal."

The Head of the Catholic Church, His Holiness, the Pope, occasionally sends out Papal Bulls. These are just short of divine mandate and must be followed to the letter, or the Emperor himself will execute you. Essentially, the Pope is above the Emperor, who is above the Government, which is equal to the Court, which is above everyone else.

In the absence of an Emperor, the leader of the current "ruling" party will act as Head of Government, while a Regent appointed by the Emperor upon his coronation, or the Government acts as Head of State.

The Government and Nation are founded upon the Writ of Union; written by Tyrael Menethos I during his conquest of Hiphopotymy, which after this treaty, became known as the First Dominion. Tyrael I, noting how the harsh desert landscape of Hiphopotymy were having a detrimental effect on his troops, made a proposal: Hiphopotymy could surrender now, to the benefit of both parties, or the Empire would march on them in full strength, regardless of temperature. The Writ began like so:

On and on shall old war go,
Without respite my blood will flow

O’er your eyes ‘til they cannot see
The impossibility of victory.

On the third page of the Writ, the First Dominion swore an Oath; the Oath which the other Dominions would also swear, many years later:

"....According to our station, All without exception..."

On the blood of our fathers... on the blood of our sons, we swear to protect the Empire,

Even to our dying breath

This particular Oath was sworn by every warrior in service of the Empire, and is still sworn today by Dominion Troopers.

The Fifth Dominion has a population of 45 million (June 2011) and it is mostly composed of the people of the Xarunox race, who were the original inhabitants of the island. They make up 56% of the population. The next biggest group belongs to the Viz'thox, or the Imperials, the members of the former Great Imperial Empire from the mainland. These once proud peoples make up 36% of the population. The remaining 8% of the population is made up of people from the continents of Asia, Europe and Africa.

The Fifth Dominion does not actively enforce Catholicism. No, other religions are simply banned. As a result, 99% of the population are Catholics, and those who question the religion disappears after a visit by the Emperor. All citizens must know, or at least say this about the Church:

The Catholic Church, also known as the Roman Catholic Church, is the world's largest Christian church, claiming more than a billion members.Led by the Pope, it defines its mission as spreading the gospel of Jesus Christ, administering the sacraments and exercising charity.

The Catholic Church is among the oldest institutions in the world and has played a prominent role in the history of Western civilization. Catholic tradition teaches that the Catholic Church is the one true Church founded by Jesus Christ in the early part of the first century AD. It teaches that its bishops are the successors of Jesus Christ's apostles, that the Pope, as the successor of St. Peter, possesses a universal primacy. It is currently the largest Christian denomination.

Catholic doctrine maintains that the Church is infallible when it dogmatically teaches a doctrine of faith or morals. Catholic worship is centred on the Eucharist in which the Church teaches bread and wine are supernaturally transubstantiated into the body and blood of Christ. The Eucharist is considered one of the seven Sacraments of the Catholic Church.

All who are deemed to stray from the faith are questioned by the Police Force's Inquisitor divison. Those found to be guilty of heresy (gasp, horror) will be.... burned..... at the stake (in front of a crowd). As a result of this strict adherence to religion, many Knight Orders thrive in the Dominion: such as the Order of the Knights of the Dragon Slaying Gamers. however, not all orders are fails such as these. One Order, in particular, is used extensively in War: Poor Fellow-War-Veterans and Chaplains of Christ and of the Advocates for the Revival of the Knights Templar . The New Knights Templar, as it is called, is formed up of many devout war veterans and army chaplains. They are used as Special Forces, and occasionally, preachers.

The Education system in the Fifth Dominion is the typical system. The Infants are kept at Daycare Centers/Preschools. The Children are taken to Primary School, where they learn how to read, write, speak, think, add, subtract, multiply, divide, use decimals, use fractions, run, punch, jump, kick, tackle, throw and at Year 6, shoot.
In Junior High, they have their nationalistic feelings and religious views "awakened." Then, at the final stage, Military School, they learn how to channel these urges into fearlessness and the urge to die for the Emperor and Country. Oh, and they also learn about Advanced Mathematics, Science, English Writing Techniques, Geography, History, and the Arts.
After completing these courses, they must engage in PT, learn to shoot to Sharpshooter standard, throw grenades, run through obstacles, move without being seen, destroy tanks, use heavy weapons, treat wounds and, most importantly, learn to ignore pain.
After the "Graduation" they are sent to the military branch of their choosing due to compulsory military service. There they learn more branch-specific things and how to work as a team. After 6 years, they are given the choice of staying in the military or leaving for the business world. Understandably, 6 years of hell is too much, and many leave. However, this system means that ALL policemen have military experience, and there is a pool of War Veterans to pick from if times get desperate.

The Fifth Dominion Police Force is the primary law enforcement agency in the Fifth Dominion. It is an agency of the Government of the Fifth Dominion within the Imperial Ministry for Police. Divided into two hundred Local Area Commands (LAC),the Police Force consists of over eight hundred local police stations and covers an area of 25,700 km2 whilst serving the Empire's population of 418 million people. The Police report directly to the Prime Minister, although they may report to the Emperor.

The current Commissioner of the Fifth Dominion Police Force is Andrew Scipione, who is in command of approximately 5 million officers. The Police have a responsibility to enforce the law and also promote a safe environment for all, excluding heretics, terrorists and rebels.

As mentioned before, ALL Police have at least 6 years Military Experience

The War came in two parts: the first "actual" part was the war between the Fifth Dominion and the Davatrian Alliance. The war ended with Davatria being heavily irradiated, Salviur with more land and the Dominion leaving for Reach, which was conquered and annexed into the Empire. The next part came in the wake of the creation of the 'Alliance of Order' composed of Davatria, Fal Shia and the Dominion. A terrorist attack on Old North Fish then created tensions which resulted in the frying of ONF's rivers and the relocation of Iievius to some ungodly place.

By the end of the first section of the war, Hoppity Jump had fallen and Skypower returned to Salviun rule. The Dominion assaulted Alfalshi for more land and Old North Fish backstabbed Iievius which was celebrating its victory in Skypower. But, naturally, Iievius completely crushed the short-lived Old North Fishian Empire and conquered it, while the Dominion conquered Alfalshi in the East.

*The Fifth Dominion hosted two SUPERSOLDIER Projects: PROJECT: DOMINION (1350- 1483) and PROJECT: BLUECOAT (1761-1916). Both were shut down when technology rendered the soldiers useless. Guns in DOMINION's case, and Machine-Guns in BLUECOAT's case.
