Wallis Futuna Civil War (Open, 19th Century - 1867)

After liberation of Wallis-Futuna from the Imperial dominion of Palmograd, the Chiefs of the Three Tribes - the Arikis - held the Great Council of Chiefs, in which it was unanimously decided that the rightful King was Finau Tufele. Although the people applauded the appointment and the Rituals were a success, a crescent number of people now believe that the Monarchy should be abolished and a Republic ought to be formed. Despite recognizing that the King is a basilar element of National Cohesion, this group argues that the old-fashioned regime should be substituted by a Vanguard Government. Although the Crown has started to give people a fair ammount of freedom, which didn't happen during Palmograd's era, the republicans claim that the measures taken are not enough and that political freedom should be assured as well.

Recently, the Republicans started violent demonstrations against the Conservative Monarchy. The two main fronts are the Utopian Socialist Movement, led by Mikaele Salave'a and the National Republican Army, under the leadership of Wilhelm Bernstein. Not only both factions skirmish the Royal Guard but also skirmish between them, provoking a great social unrest. The King has spoken to the Country, appealing for National Unity but both leaders refused to end the protests.

This morning was announced that each movement had created an armed militia and both demand the King to surrender and let the Party form a Government. The Wallis-Futuna Army was sent to the streets, where gunshots were fired.
In each spoiler it is given information about the faction:

Monarchy

King Finau Tufele
Descendent of the last rightful King of Wallis-Futuna, Finau Tufele is a benevolent Monarch, faithful to his people and traditions. Tufele studied in the Utoopyan Military Academy during his exile time (imposed by the Palmogradian Government), where he was considered a brilliant student, mainly at the Political area, and a fearless warrior. During his education, Finau Tufele established contact with important diplomats and leaders, including His Holiness Khedrup Gyatso, the 11th Dalai Lama, Otto von Bismarck and Japanese Emperor Kōmei. When Palmogradian Empire was dissolved, he promptly returned to Wallis-Futuna, taking part on the reorganization of the country as he was a Ariki (Chief of One of the Three Tribes). Later, by decision of the Great Council of Chiefs, he was made King of Wallis-Futuna.
In his political views, he tends to favor traditional values over progress but believes in a strong economy built by private initiative.

General Sione Weepu
Higher Commander of the Wallis-Futuna Armed Forces, Weepu was raised together with the King and both of them studied in Utoopyan Military Academy. A great chess player, he beat John Cochrane, a Scottish Chess Master and discoverer of the Cochrane Defense. Not surprisingly, Sione was considered brilliant in Strategy by his teachers and partners. He was also a popular rugby player, famous for his team spirit and determination.
A master in any kind of warfare, General Sione Weepu returned Wallis-Futuna to fight against Palmogradian dominion. He created the Patriotic Movement, a guerilla force with nationalist ideology and the objective of liberating Wallis-Futuna. After almost three years of armed struggle, side-by-side with Filipo Lui, now the main strategist of Nation Republican Army (see below), Wallis-Futuna restored its independence greatly due to Sione Weepu's efforts and political lobby.



Utopian Socialist Movement

Mikaele Salave'a
The only son of an Aristocratic family, Salave'a ran away from his country with his family at the age of 12, when the Palmogradian Government approved repressive measure against Wallis-Futuna people. During his adolescence he had direct contact with poverty and misery lived by the people in Isle of Hags, what was a major contribution for his sincere belief in socialism. By the age of 23, Mikaele Salave’a travelled around the world, meeting prominent figures of Socialism such as Karl Marx, Pierre Leroux, Proudhon, Mikhail Bakunin and, of course, his great influence, Charles Fourier. After understanding well and having his own ideas on the Utopian Socialism, Salave’a returned Wallis-Futuna and organized several Revolutionary Brigades, including the Utopian Socialist Movement and the historical Revolutionary Popular Vanguard, being arrested in one of the toughest prisions of Wallis-Futuna, Bangu I, The Devil's Torture Chamber.
In his political views, he tends to favor progressive and social values over tradition, believing in a strong economy regulated and mostly (but not completely) owned by the State.


Te Kooti Beirada
Son of a fisherman and a domestic worker, Te Kooti and his 8 brothers grown in the street, surviving the way they could. Their father died when he was 9 and their mother worked 18 hours a day, almost for free. Beirada was arrested when he was 18 under the charge of robbing and disturbing social order. He was sent to Bangu I to serve 5 years. At the prison, also known as “The Torture Chamber of the Devil”, Te Kooti had contact with several political prisoners (including Salave’a), who were mixed with the common prisoners. Beirada read several books, from Sun Tzu’s The Art of War and Machiavelli’s The Prince to Karl Marx’s The Eighteenth Brumaire of Louis Napoleon and The Old Regime and the Revolution by Alexis de Tocqueville. Beirada escaped Bangu I two months before the Palmogradian regime fall along with his friend and mentor Mikaele Salave’a.
Nowadays, he is Utopian Socialist Movement’s number 2 and it is said that Beirada has the very last word in what concerns to strategy.



National Republican Army

Wilhelm Bernstein
Son of German father and Austrian mother, Wilhelm Bernstein was born in Wallis-Futuna with Palmogradian nationality. Soon he revealed an incredible capacity of commanding people, being the leader anywhere he passed, no matter his age. Despite his love for Military, Bernstein went to the Conservatoire and graduated there, becoming a well known Conductor. His love for Ludwig van Beethoven made him travel to his father’s homeland, Germany, where he was presented to his idol and had the opportunity to conduct his famous Symphony No. 9. In Germany Wilhelm discovered another mark of his life – Richard Wagner. During this time, his skills as conductor improved a lot and it is said that he used to conduct an entire orchestra without moving his hands. As his conducting abilities got better, so his love for military was growing day by day. Involved in a militaristic atmosphere, Bernstein started reading Nietzsche’s ideas of Master and Slave Morality, Will to Power and Übermensch and had several meetings with Friedrich Nietzsche as well. He also read a lot of warfare descriptive books. Wilhelm Bernstein returned to Wallis-Futuna on the same day the country became independent.
Politically, he believes that social morality ought to change; people should be stronger and nobler. Economically he believes in a system strongly regulated by the state but half built by strong private businessmen.



Filipo Lui
Born to Kapiliele Lui and Falakika Lavelua, both of noble ascendance, Filipo, unlike other main characters in the revolution, never was a great student. Despite his great intelligence and sharp practical sense, he was never dedicated to studies. By the age of 16, Lui was expelled from his school for locking up the teachers and starting a riot on the playground. His parents put him in a rigid boarding school, ran by priests. Two years after his entrance, Filipo got tired of the severe discipline and pretended he had a psychiatric disorder. After tricking a medical junta, he was admitted in Hanwell Sanatorium. There, he has able to create a kind of organized society, gathering together around him most of the patients. Lui also developed a great friendship with Dr. William Hafu, the only one that discovered that he was sane. With 21 years old, after learning a lot about medicine, he and Hafu ran away to enroll in Garibaldi’s International Legion. 5 years after, both of them went back to Wallis-Futuna, signing up in the Patriotic Movement, under the leadership of Sione Weepu. During the fights, William Hafu got killed.
When Wallis-Futuna restored its independence, Lui and Weepu diverged in terms of ideology. If the former was a truly Monarchist, the latter was a strong Republican. He met Bernstein one month after Independence and both of them created the National Republican. Army

HMS Dom Miguel I, transporting the Portucallego Corps, arrived in Ranginui. The corps, under the command of Major-General Gomes Freire de Andrade, 7th Baron of Sintra, was greeted by Wallis-Futuna Navy and by the poputalion.

The Libertadogradian troops arrived Wallis-Futuna early in the morning. The Sun had not risen yet but an authentic Millitary parade arrived Tinirau. A group of 15,000 men, commanded by Juan Carpentier, a tall man dressed in long dark-blue frock coat with contrasting collar, a waistcoat decorated with a watch chain, wide Ascot tie, square-toed shoes, top hat and a Shillelagh club, made the entrance, followed by 3 Giffard Dirigibles, 2 Artificial Albatross gliders and 2 companies composed of 85 men in Lilienthal Normalsegelapparat's gliders. The crowd cheered when saw the black and blue uniforms of the foreigner military. The Libertadogradian Expeditionary Corps was received by Mikaele Salave’a and the High Command of the Utopian Socialist Movement.

Prince Juan Arturo the Third, Thirteenth reigning Prince of the Márquez Dynasty, looked with mild interest at a letter that a minister had brought up to him. He read over the plea from King Finau Tufele of Wallis-Futuna, ruminating over the situation. Monarchs all over the World were losing their God-given stations as rulers and protectors of the People, as the twin evils republicanism and (God forbid) socialism gained ground. Even he, Prince of Amigua, the land of Friendship, was not immune. Radical liberals had attempted, and very nearly succeeded, in overthrowing his father, Prince Juan Arturo the Second, only a decade earlier. And times were looking to become rough for the Amiguan people as poor tobacco and cotton harvests in recent years posed a very serious threat to the economic well-being of the country. The Prince, a tall, fair-skinned man of thirty-five with long black hair, looked over the message a second time, before looking to his minister, a stunted old man who stood in the corner.

"Miguel, assemble a meeting of the Council," Juan began, in his smooth, low voice, "there is much to discuss. Amigua and her soldiers have gone too long without a little excitement. I think I know just the remedy."

The man bowed and departed, whilst the Prince looked out the window of his solar. The city of Nuevo Badajoz lay below, the glittering jewel of the country. Graceful towers and spires crowned the churches and cathedrals, the banks, and the courtly homes of the nobles. The homes of the poor, and the places they frequented, were somewhat less grand, yet seemed to maintain a certain warm charm, all the same. Truly, he loved his City, and his it was. He had no doubt that Finau Tufele felt much the same way about his own cities, and it was for that very reason that he wanted to join the fight.

Outside Wahieroa, Wallis-Futuna (South Island)

The bulk of the army was still disembarking from the ships a few miles outside the city, a task that would no doubt take most of a day if not longer, but the Prince had insisted that the locals be informed authorities be informed immediately upon landfall that help had arrived. The General stopped for a moment, he turning his horse away from the city and tiredly reviewed his honor guard. Some two score heavy cavalrymen came with him, blue horsehair crests flowing from the tops of their shining helmets, long sabers hanging from their hips. They had been picked from amongst the best and most loyal soldiers in the Principality to defend him, and they certainly looked the part. Behind them came a few others, mostly members of his own staff, though a civilian dignitary or two from the Court at Nuevo Badajoz had insisted on accompanying him. One that stood out in particular was Marcos Vasquez, the Count of Los Gatos, a particularly foppish character who was presently wearing a most ridiculous stovepipe hat with an ostrich feather tucked into the band.

Deciding that the group was as presentable as it was going to ever be, he spurred his mount ahead toward the city, and the rest of the group followed. beside him rode the captain of his guard, as well as another man, who had been given the honor of carrying the Amiguan Princely Flag before the group, which was identical to the regular Amiguan tricolor but for the silhouetted crown emblazoned across the central white stripe. The presence of the banner symbolically represented the status of the bearers as agents and faithful servants of His Highness' will, and identified them as friends to his friends, and enemies to his enemies. On a more practical note, it was supposed to let the locals know just who the strangers were, and just how they ought to act toward them.

We must intervene on behalf of the betterment of this society!” Adrian Adelio, War Minister of the second republic of Almunecar paced back and forth rapidly across the vastness of the President’s office. As both a young boy under monarchic rule and a veteran of the second revolution, Minister Adelio had seen the ‘opression and corruption’ of authoritarianism during the rule of the Almunecar Kings and the ‘unorganized blight’ of socialism that had taken hold during the first republic. The only solution in his mind was to send aid, effective immediately, to the burgeoning new republican forces in Wallis-Futuna.

President Fransisco Silva had been friends with Adrian Adelio since they could first form sentences, had gone to the same schools for the arts, combat, and leadership. He too had seen the effects of both styles of governments and supported the move toward popular sovereignty in all nations. The issue had only recently come to his attention via the leadership of Wallis Futuna and subsequent telegrams from the rebellion headquarters of both the socialist and republican camps. Silva returned his attention to Adelio, a man who never failed to weigh the options and only with strict scrutiny ever enter an armed conflict. Yet here he stood, fervent in his convictions to lend aid. "If he were this moved to action, he must be certain of success," thought Fransisco. He had relied heavily on Adrian’s guidance during his coup against the first republic and he would again act on his old friend’s suggestion.

“Very well,” Silva said as he rose from his ornate wooden chair and joined the Minister in the center of the room. “Let us send word of our aid to the honorable sirs Bernstein and Liu.”

To Mr. Wilhelm Bernstein,

We have gained wind of your situation through a recent telegram sent out by your current government under the King Finau Tufele. We, The Almunecar government, finding your cause the most admirable of combatants in said conflict, hereby, should you wish to accept, grant you the aid of a considerable portion of our armed forces. Seeing as your nation depends greatly on naval force, it being a group of islands, our contributions will reflect such detail.

As of this day, we allocate the following to be used under the direct command of War Minister Adrian Adelio, who will travel to your base of operations to collaborate in matters such as strategy and resources:

7,000 infantry men equipped with the American-made Springfield Model 1861 rifled-musket
3,000 cavalry men equipped with the American-made Spencer Repeating Rifle
14 newly-crafted casemate ironclads, the lion’s share of our naval power, accompanied by an appropriate amount of steamships for naval transportation of the army

This fleet is en route to your position at Tu-te-wehiwehi for your redirection upon arrival. We look forward to joining you on the fields and seas of battle.

The Amiguan forces were received with great honours by local population and army. When they arrived, they saw a quite big city where the English Queen Anne Style was predominant in what concerns to architecture. The houses were displayed around a big Baroque Palace, the Aotūroa Istana – The Palace of Light – one of the most important monuments of Wallis-Futuna. At the gates of the city, a great mob was cheering the “foreigners that came to help saving our beloved Reign” and a chain of soldiers in white, red and black uniform were conducting the guests to a plaza, the well-known Commerce Plaza.

The entrance of this town square nothing less than a huge Triumphal Arch. This arch was made of six 11 meters (36 feet) height Columns and had a 30 meters (100 feet) height Cornice. The associated space was filled with the Coat of Arms of the Reign of Wallis-Futuna and the Cornice had, on the top of it, a statue of a Crowned Winged Lion with the Anterior Right Paw on the top of a Book.
In the Plaza, Piri Muliaina, a tall, 50 years old man with silver hair and strong black eyes, wearing a black overcoat and a top hat, was waiting for Amiguan troops. From his lower lip to the end of his chin, Muliaina had a kau-wea, the traditional spiraled tattoos used by the Arikis. Not only was Piri Muliaina an Airiki and Governor of Wahieroa, but he was also the Vice-Roy of the Southern Island and as so, he wanted to meet every party involved on this struggle.

The Amiguans rode, most in awe, through the city. Most had expected a few brick buildings accompanied by thatched huts. No one had expected anything quite so grand, and while the guardsmen were as stone-faced and stoic as their training dictated, the rest of the group did nothing to hide their admiration for the architectural beauty of the city and the size of the crowd that had come out to greet their arrival. As they passed under the arch the soldiers rode in formation toward Muliaina, forming a line about ten yards away from the Viceroy. The General came up the rear with his aides and guests in tow, their horses moving at a leisurely walk. As the General approached the Viceroy the Captain shouted an order in a commanding bellow.

"¡Presenten armas!"

The men drew their sabers simultaneously, obviously quite practiced, and lifted their blades into the air. The captain merely saluted, and the General began to dismount from his horse, handing the reins to a functionary. Hopping gracefully to the ground, he began toward the Viceroy, and gave a polite bow of his head. He was of average height, somewhat shorter than the Airiki, with jet black hair and a well-groomed beard accompanied by a mustache. He was wearing a Prussian Blue uniform not unlike those of his guard unit, which was decorated with various medals, ribbons, and other such decorations. Unusually for an Amiguan, and especially for a soldier, he wore no hat.

"Do you speak English, sir?" he asked in a polite, cheery voice, though thickly accented, "Or will we require an interpreter?" he paused momentarily, before going ahead regardless. "I am Don Antonio Díaz Zapatero del Badajoz, Commander of Amiguan Forces in this endeavor."

The mighty steam engines ground to a halt as the Almunecar fleet pulled up to the docks of Tu-te-wehiwehi. Large billows of steam and smoke rose from the pipes of the newly-arrived ships creating pockets of overcast in the relatively clear day. The gang planks were let out hurriedly by the navalmen in order for their commanding officers and subsequent armies to disembark from the steamships. The ironclads formed a semi circle around the harbor, a defensive shell that would prove formidable to any opponent navy should the royalists or socialists take it upon them to sabotage the landing of the Republic’s new allies. War Marshall Adrian Adelio took his first step onto the docks of Wallis-Futuna. Behind him, the harbor broiled with activity, men unloading crates of arms and ammunition, field artillery being carefully lowered onto the wooden wharfs, the sound of horses being led by their cavalrymen. The decks creaked under the weight of the Army. “Hopefully,” Adelio thought, “so would the enemy.” A new recruit attempted to fish his tricorne hat out of the water, subsequently soiling his dark crimson sleeves and almost losing hold of his Springfield rifle in the process. A group of cavalryman, dressed in their standard white uniforms, attempted to calm a stallion that had frightened at the sound of the commotion in the harbor.

Adelio, customary stern grimace equipped, adjusted his own hat and shifted his golden breastplate adorned with the Almunecar eagle, an artifact merely for show and not for combat use. He rode his own horse off of the docks and onto the earth of Wallis-Futuna, and dismounted in order to present himself to president Bernstein.

A man in his sixties, wearing a rosewood frock coat with a pearl waistcoat decorated with a golden watch chain, glaucous cravat, pale cooper gloves, tall black stove pipe hat, grey trousers with darker vertical stripes and with a tawny walking stick appeared. He had completely white hair and a Van Dyke beard. Despite his age, his step was firm and decided. His grey eyes controlled everything. He was Wilhelm Bernstein, the dear leader of the National Republican Army.

Bernstein entered the dock, passed through the agitation of the transportation of Almunecarian material and went directly to Adrian Adelio, War Minister of Almunecar. “Mr. Adelio, I suppose?” asked Bernstein with soft voice, tipping his hat in salutation. “I am Wilhelm Bernstein, president of the National Republican Army. Please come, we need to talk.” Bernstein pointed at the top of a hill. There was a huge Renaissance mansion. “It is beautiful isn’t it?”

the ships had departed early the last night for Ngananoa and were off-loading troops and supplies. Karl Mauser the inventor of this new rifle wanted to see his rifle in action for once, the one that would change battle forever. With slight Zepuhian adjustments, including a larger area of the bolt to hold five rounds and a sight adjustment it was the quickest rifle so far known. Being manufactured in 1860 it had made sweeping victories for tests but only NZIG was willing to take it into combat. Troops began to move about some heading for the local garrison to bolster it, and construction of a large fortress of wood and brick was underway with some local help. It would encompse a large portion of land just 5 miles north of the town, to be used a a first muster point and evac-center. Otherwise things continued as normal, plenty of men in the gray field uniforms and pickelhaube helmets moved about setting up wherever. Sentries were being posted ontop of houses with Carcano Sniper rifles to spot trouble from afar, and small 6 man fireteams were to patrol the towns outskirts at all times, not to mention men searching the surrounding woods in 10 man squads.

"Certainly," Zapatero said with another bow of his head, pleased that the man spoke English, adding as an afterthought, "my Lord."

As the Viceroy headed for the Palace and Zapatero followed, the guards- Cuirassiers, more properly, due to their breastplates- replaced their weapons and followed the local troops to the headquarters. The civilians, as well as a few aides-de-camp, followed after the General quickly. Don Antonio, meanwhile, focused on the task at hand, and kept close to Muliaina. He was not quite sure how to feel about the man, at least not yet. He seemed, at least to his Amiguan sensibilities, to be standoffish. Of course, he did no doubt have a rather difficult job, and probably had his own reservations about these foreigners who were suddenly so interested in helping keep King Finau on the throne of Wallis-Futuna. Knowing that he would have to work closely with this man, Zapatero decided to save any character judgments he might make regarding the Ariki for a later, more appropriate time.

Presently, he felt that a business-like attitude would be most helpful in securing the confidence of his counterpart, and looked over to Muliaina, still following toward the Palace.

"What sort of rebel presence is there on this island, m'Lord?" Antonio asked, entirely conscious of the fact that the man socially outranked him.

"No doubt our boys will give 'em what for," a colonel not far behind said, whose name the Don could not quite recall. "no matter how many there are."
