If you have state owned industry, you'd be a socialist, but not necessarily a communist.

Ah, but then again, what of council communism and Leninism and such. The lack of a state is going into the realms of Anarchism and Libertaian Socialism. Communism, by definition, has communes, ruled by the people. The communes, in turn, make up a state. It very much depends on one's ideology.
