Factbook - Gov. Overview
Practically, somewhere between a libertarian and a liberal.
Impractically, I would prefer (atleast government wise) for something like generex. Than (theoretically), most people could be satisfied.

P1: Geography

Image

Planet Allos

Allos is actually a partially terra formed planet. It was once a barely habitable place, but rich in the gases and minerals needed for terraforming. Its ¾ the size of earth, meaning lower, but tolerable gravity. It’s oceans are much shallower than earth’s. It’s climate and ecosystem is partially artificial, with natural processes incorporated as much as possible.

P2: Government/Economy

Generex is unique in that, unlike other nations, it consists of states that can have radically different systems. If a group of likeminded citizens do not like any of the existing states, they can start a new state with its own social/economic system. States can be liberal democracies, conservative theocracies, communist, socialist, libertarian, refuge states, etc.

:The Divided Republic of Generex's Constitution:

-WORK IN PROGRESS-

-----------------------------------------------------------------------------------

The Generex government is layed out like this (from highest to lowest levels of government):

1. The Main Council: The main council consists of regional representatives and the founder of generex. It controls foreign policy, infrastructure management, Balance District, the military, etc. Basically the federal government.

2. Regional Councils: Consists of state representatives. It discusses regional problems, elects regional representatives to the main council, and mediates conflicts between states.

3. State Governments: State Governments can vary widely, but all must have state managers. State managers collect votes to elect state representatives and generally guide state-federal government relations.

- The Founder: The Founder, or FOG (Founder Of Generex), is the figurehead and leader of Generex. The Founder's vote is always 10% of the total vote. At the moment, the FOG is Cello Tural. If the leader dies or quits, the next founder will either be the prechosen succesor or be elected by vote. The point of the FOG is to keep the original ideals of the nation from being abandoned. He also controls the policy and law of Balance District states.

-----------------------------------------------------------------------------------

Although Generex is very divided state wise, it does have a central state system that applies to all unclaimed states. Balance District is the default for any territory that is gained by Generex. The laws and system of Balance District are decided by the Founder, but all of his policy making for it must be approved by atleast 50% of the Main Council.

-----------------------------------------------------------------------------------

State/Border Map

Image

The strange shapes and sizes of the states are because of the tension when generex was first formed. The borders were drawn to, for the most part, be equal in resources and wealth. Some of the smaller, yet somewhat scarce in resources, states are balance districts that have played host to many failed, more radical states.

P3: History

• 2157: Early explorers discover Allos, a seemingly perfect world for terraforming.

• 2161: First colonists arrive from many nations at once, leading to confusion and conflict over territory.

• 2163: Nations sign the Lenard Treaty, dividing the planet into 14 different colonies plus a few more foreign colonies.

• 2164-2172: Time of relative peace, terraforming begins. Occasional minor disputes.

• 2173-2174: Tension between American, Japanese, and British colonies rises after rising sea levels, due to terraforming, unexpectedly shrink an island shared by them.

• 2175-2176: The short BAJ war starts and ends within a year. The Japanese manage to quickly seize the island. This short war would only lead to more, relatively minor world wide tensions as borders change due to terraforming.

• 2179-2182: Wars and conflicts by the colonies’ home nations cause much larger amounts of tension on Allos.

• 2184-2187: Messages arrive at Allos, carrying news of a massive war between all nations, which is now known as the Fool’s War because they were actually sent by a terrorist group. These messages commanded the colonies to join the war and attack eachother. The authenticity of the messages was questioned, but a few colonies ignored the doubt and dragged the rest of them into the war. In the middle of the war, messages were sent from the home nations that debunked the suspicious messages, but the war went on regardless. The usage of an antimatter bomb by one colony would set the mood after the war. The war would end with no decisive victor.

• 2188: The Treaty of Waylon is signed, which practically put Allos where it was before the war, but with extreme tension and fear.

• 2189-2202: Era of constant conflicts and tension. New, ideological conflicts between new settlers with radical ideas would also create even more tension, but would ultimately shape the future nation.

• 2203-2212: Allos continues to be choked by tensions and small wars. Small groups start appearing, advocating peace. Few actually want independence of any sort.

• 2013: Increased technology creates faster communication and travel; many home countries attempt to play a larger role in there colonies on Allos.

• 2214-2216: Cello L Tural, a American philosopher, politician, and strategist, starts gaining popularity and criticism for his idea of a society with multiple economic and social systems. He is also criticized because of his support of an independent Allos. Meanwhile, a few colonies refuse to abide to attempts at direct rule by the homelands. The countries send ships to forcibly take control of there colonies.

• 2217: The colonies create a loose alliance and hire Cello as one of there generals. This alliance was called the Generex Alliance, named after a battle command used by many colonies basically meaning “Divide and conquer”. The alliance originally included the American, Chinese, United African (a future nation), and British colonies. Other colonies on Allos feared being overpowered by this new alliance and work on creating other alliances. The more foreign colonies were able to keep themselves from being dragged into this.

• 2219: When the ships arrived. they met a large rebel fleet prepared for the battle. The battle that followed is now known as the Halloween Rebellion, as it actually took place 3 days after Halloween. The Generex Alliance lost 7 out of its 26 battleships, but almost completely destroys all of the invading forces. This was mostly due to the fact that the 4 separate, invading fleets were not allies. In fact, they actually fought eachother while the main battle was going on.

• 2220-2221: Several other fleets sent are beaten back by Generex. The Japanese, Chinese, Canadian, and Mexican colonies submit to direct rule by there home nations. Other colonies, however, at least resist through negotiations, if not weapons. Also, a new alliance is created between the Australian, Russian, and Indian colonies. This alliance would be known as the ARI Alliance and would become the Generex Alliance’s biggest rival.

• 2222-2225: A cold war starts. The 2 alliances start unifying there borders and governments. The last neutral colonies, the French, Brazilian, and Martian (Another future nation), were constantly encouraged/threatened to join each alliance. The colonies that submitted to direct rule, were also constantly harassed, but in a far more threatening manner. Also, the initial terraforming program finished around this time.

• 2226: The French colony joins Generex.

• 2227: The Martian colony joins Generex as well, but the Brazilian colony joins the ARI.

• 2229: The need to get a leg up on there opponent prompts the 2 alliances to both invade the colonies that submitted to direct rule, despite the dangers of provoking even more nations from earth into sending troops. The ARI invades the Chinese and Canadian colonies while Generex invades the Mexican and Japanese colonies.

• 2232-2237: In order to maintain control of the increasingly rouge planet, a coalition of nations send a combined fleet to retake control of Allos. This would start The Allos War of Independence, a long war challenging both of the alliances. Both alliances were startled and unprepared for the huge fleet that arrived at there doorstep. The fleet first struck the ARI, which would actually decide the ultimate fate of Allos. The ARI was overwhelmed by the size of the fleet, and was forced to request help from Generex. Generex agreed to help it, but only if it would allow itself to be annexed by Generex. The ARI gave in and joined Generex. The combined force, along with the strategy employed by Cello Tural and other generals, helped to capture and destroy the invading force. The enemy fleet surrendered on May 14th, 2237.

• 2238: Generex negotiates a peace settlement. Generex is given full rights to Allos and is recognized as a independent nation. Also, Generex restructures to adopt Cello’s idea of a nation with multiple economic and social systems. Cello is also given the title of Founder.

• 2240-2248: A lot of restructuring occurs, with immigration skyrocketing and many new states being created. The last remaining foreign colonies (such as New Seasons) are given to Generex.

• 2249: Present Day.

P4: Culture

Generex’s society is very hard to describe, as it varies from state to state. Most states are relatively isolationist. The states range from Neopon (a hostile, conservative republic) to Nifelheim (a socialist benevolent dictatorship with a satanism varient).
The mentality philosophy is simply the belief that balance between things, not one side or view taking over, is what is needed for a successful society. This philosophy is so ingrained in the nations history that the nine colors on the flag each correspond with a different aspect of it. Grey is balance/peace, green is logic/complexity, black is darkness/liberalism (just because its dark doesn't neccessarily mean that its seen as bad), red is anarchy/liberty, purple is chaos/change, orange is instinct/emotion, white is light/conservative, blue is justice/authoritarianism, and yellow is life/society in general.

Generex is a future tech nation, utilizing things like rail guns, space ships, force fields, etc. Generex, using its advanced bio technology, also utilizes artificial life forms as weapons as well.
