The Oceanian Home Country of Novikov is a large nation situated in the far south-west of Nova. Novikov is centered on two large islands, Novikov and Czechzenia, each with their own distinct linguistic and cultural traditions. The nation is multi-ethnic and multi-lingual, with influences from many Eastern European and Central Asian peoples, as well as it’s own indigenous Slavic population. The nation boasts strong education, healthcare, and social welfare systems and has a high level of human development. Infrastructure is strong, with a highly developed rail network, allowing easy travel across the country.
Politically, Novikov is a semi-autonomous nation within the United Kingdom of Oceania. As the second-largest member of the United Kingdom, however, Novikov exercises considerable influence in the Oceanian Parliament and it’s national government possesses considerable control over its own destiny. The national government is a devolved parliamentary democracy, operating from the Novikovian capitol of Poldi’sk, with some agencies based in the cities of Duma and . Other Oceanian agencies operate out of Novikov’s historic summer capitol of Zvolen.
Embassy Exchange
The Novikovian people, in the interest of expanding diplomatic, economic, and cultural links with all the world's diverse peoples, welcomes the creation of embassies in our great state. The following conditions, however, shall be a prerequisite for any nation seeking to establish an embassy within Novikov:
1) All nations wishing to apply for an embassy must follow proper diplomatic channels, either by sending a representative to open talks, or through the use of an official diplomatic communiqué.
2) All nations applying for an embassy within Novikov shall likewise allow the Novikovian government to construct an embassy within their nations, or to establish some other form of permanent diplomatic mission there.
3) In accordance with international convention, all embassies within Novikov will be considered the sovereign territory of their respective occupants. Likewise, any Novikovian embassy established overseas will be accorded this same status.
4) All embassy personnel, including senior diplomats and ambassadors, will be subject to Novikovian criminal law while outside their embassy compound. All vehicles will likewise be subject to Novikovian traffic laws. Any violating these laws will be subject to the legal consequences of their actions.
5) All embassy personnel other than senior diplomats and their families will be required to submit to a criminal background check before they will be allowed entry to Novikov.
6) All embassies established within Novikov shall house no more than one-hundred total personnel of all types, and no more than thirty security forces.
7) All embassies established within Novikov will not be fortified beyond the construction of a barrier wall no more than three meters in height.
8) All embassies establish within Novikov will have their blueprints approved by the Novikovian Department of Housing and Infrastructure prior to construction, in order to ensure full compliance with Novikovian building code.
9) All embassies established within Novikov, and all embassy personnel therein, will not possess or operate any weapons of a caliber greater than 7,62 milimeters, nor will possess or operate any heavy weapons including artillery, cannons, grenades, mines, missiles, rockets, or any other form of explosive device.
10) Vehicles operated by each embassy will be limited to three armored sedans, three armored SUVs, one unarmed helicopter, and one passenger aircraft. Aircraft will be housed at the nearest airport, in special hangers rented from the Novikovian government. Helipads on embassy grounds will be permitted. The Novikovian government will ensure unlimited access to all rented facilities by all embassy personnel.
Locations
Several locations are available for nations wishing to establish embassies, inside and outside Novikov's national capitol. Poldi'sk and Zvolen will be most convienient for nations wishing to have easy access to Novikovian diplomats. However, areas are also available in several other cities, including the huge industrial city of Duma and Prostejov, the capitol of Czechzenia.
Poldi'sk: Poldi'sk is the nation's official capitol and its largest city, located on the eastern coast of Novikov. It houses the Novikovian Parliament and most Novikovian government agencies in the central portion of the city and is a hub of political activity. Much of the city was damaged in the Novikov-Azazia War in 2006, and rebuilding efforts are still underway, making the city a buzz of noise from countless construction crews. The rebuilding has changed Poldi'sk, from an aged city of brick to a modern city of concrete and glass towers. It houses Novikov's largest airport - Ulyanova International - as well as a massive harbor facility. West of Poldi'sk lies Novikov's central plains, the breadbasket of the United Kingdom.

Zvolen: Zvolen is a beautiful city located on the western coast of Novikov. Zvolen was the home of the Novikovian Imperial Summer Palace until 1849, and thus was a historic center of government in Novikov. This role has been revived by the Oceanians, who operate the Novikov Office (an Oceanian agency headed by Secretary of State for Novikov Alicia Cermak.) from the former Summer Palace grounds. Other Novikovian agencies have branches in Zvolen as well. Zvolen is a center of Novikovian high culture, and is home to more art galleries and museums than any other Novikovian city, despite it’s smaller population.

Duma: Duma is a great industrial center located on the northern tip of Novikov, home to thousands of sprawling factories and steel mills. It houses the Novikovian Ministries of Economic Affairs and Trade, and as such is an excellent location for those wishing to establish strong trade relations with Novikov. Duma is also the center of ethnic-Russian culture in Novikov, and had a rich tradition of authors, poets, and dancers. It contains the Novikovian National Ballet and National Orchestra.

Košice: Košice is a provincial city located in the frigid south of Novikov, between the arms of the tall Košié Mountians. It was once a great regional capitol before Novikov’s unification, and her local inhabitants still recall those days of ancient glory. They have maintained an indigenous culture almost untouched by the Czech and Russian migrations which helped forge the nation’s modern culture, and continue to practice many queer traditions and festivals. This makes Košice and ideal area for visitors wishing to experience traditional Novikovian culture. The city receives more snowfall than any other part of Novikov, and icebreakers keep the port open in the winter months. The snowfall makes the area idea for skiing and winter sport enthusiasts, further contributing to Košice’s status as a tourist destination.

Prostejov: Prostejov is the capitol of Czechzenia, located on the southern isthmus of Czechzenia. It houses the Czechzen National Parliament, a powerful regional government body. The region around Prostejov is known for it’s massive pine forests, and massive timber exports have spurred the city’s growth in recent years. As the Czechzen capitol, it is also a center of Czechzen culture and language.
