I can't help but notice that whenever there is a (civil) war somewhere every other nation either sends in a peacekeeping force or an invasion force with millions of soldiers. Is this normal for RPG's, or are these people simply bad RP-ers?

I found a little advice regarding the writing of short stories, and thought it applied pretty well to NS. From Bagombo Snuff Box: Uncollected Short Fiction by Kurt Vonnegut;

1. Use the time of a total stranger in such a way that he or she will not feel the time was wasted.
2. Give the reader at least one character he or she can root for.
3. Every character should want something, even if it is only a glass of water.
4. Every sentence must do one of two things—reveal character or advance the action.
5. Start as close to the end as possible.
6. Be a Sadist. No matter how sweet and innocent your leading characters, make awful things happen to them—in order that the reader may see what they are made of.
7. Write to please just one person. If you open a window and make love to the world, so to speak, your story will get pneumonia.
8. Give your readers as much information as possible as soon as possible. To hell with suspense. Readers should have such complete understanding of what is going on, where and why, that they could finish the story themselves, should cockroaches eat the last few pages.

Obviously these rules should be taken with a pinch of salt, but I think they should, all the same, be read.

How do you start your own forum/document?

EagleScout24, They are called topics, and here's what you do:

The red arrows point to a button that says "New Topic," all you need to do is click that, enter a title for the thread, and then start writing the post, then hit submit in the bottom right of the screen.

Nationstates Terminology

Types of Tech Levels:
PT - PT is Past Technology, it can be anything from muskets to bow an arrows and swords. PT also includes machinery used as recently as the Korean War, WW2, or The Vietnam War.
MT - MT is Modern Technology, It is the current technology of earth, modern planes and weapons.
PMT - PMT is almost modern technology, technology that isn't out yet, but is in development. Technology in the 2030s, like New and improved missiles and airplanes.
FT - FT is Future Technology, it can be anything from space technology to plasma rays, it is anything in the future, usually involves space tech.
FTL = Faster Than Light, e.g Warp Speed
STL = Slower Than Light, e.g No warp speed, fast space transportation, but nothing moving faster than light
FTLi = Faster Than Light Inhibitor, (see here for more details)

@above: Go to the 'Global Economics and Trade' forum, and then go buy whatever.
However: just saying "I want 2000 tanks and 8 million guns" is a form of godmodding.
Go here and it will give you an estimate as to what your military might have sloshing around in funds. For example: my defence expenditure is apparently $450 billion. Yours is about $1.9 billion. The IRL US has a defence expenditure of close to $550 billion, and they can't afford to go replacing their entire armed forces more than once every half-century or so.
Don't forget that huge amounts of your military funding is to be spent on soldier's pay, ammunition, fuel and spares for equipment. By the end of all that, there's going to be very little left over to fund re-armament.

Is there any required etiquette for writing a one-man fic as opposed to an open or invited RP?
Is it looked down upon for any particular reason?

I've been thinking about beginning to RP recently and before I do, I have a few questions to ask.

One, how does one create a link to a topic (like a OOC to an IC) that doesn't appear on the main forum index? Does this occur because in comparison to other topics it does not have as many posts and drops down the ladder or because of something else?

Two, (I have a feeling this will be answered by the above question) how does one create a fact book that does not appear on the national info. forum index?

Would it be up to Bigtopia to decide how many cruise missiles he destroys or would it be up to Maxtopia?

Technically, it's up to Bigtopia, since he's the one being attacked. Then again, it's Maxtopia's forces that are technically taking losses.

Either way is open to godmodding, where either side could claim their weapon systems obliterated that of the other. However, since Bigtopia is the one who stands to lose physical assets (ie: ships) from such an exchange, I feel it would be mostly his say.
It might be up to Maxtopia for how many missiles get through, but Bigtopia has to be the one that states what damage they do, IIRC.
