Closure of the Paulianus Passage [MT/PMT][OPEN][ATTN:GUAXNI]

1. Although this says ATTN:GUANXI in the title it's open to all.
2. The Paulianus Passage is the stretch of water from the Straights of Gibraltar-like pass to the left of the centre of the linked map, and the islands at the other end of the same colour. That, and other parts of that map in the same colour is my territory. The light grey territory without a name belongs to Anagonia-Yohannes. The map scale is 1 pixel:25km. That's big. Deal with it.
3. The Paulianus Passage is a busy shipping route. If you look at the full map of Guanxi, you'll see that it's the Gateway to Central and Eastern Guanxi, and that if you want to get there, you have to go through it. So if you trade with a nation in Guanxi, chances are your shipping goes through the Paulianus Passage.
4. I won't accept lolhuge fleets in this rp. Think about things like logistics and morale, cost and manpower, etc. If you can't, then leave. Don't like it? Then, as said before, Deal With ItTM.

Lycos Palace, Naughten View

His Heavenly Guanxine walked through the grounds of the Lycos Palace, deep in thought. This was unusual for such a man as Ky Morris. Not to say that he was unintelligent, oh no, with an IQ of around 137 and half a dozen degrees, all taken under an assumed name, the Ky, all Guanxine Emperors had their first name as a title, was no doubt a smart and wise man. And with this intelligence came pride. Pride in himself and his people, for they had prospered under his rule.

Part of this prosperity had come from the trader vessels that plied the seas around Guanxi, and especially through the Paulianus Passage. Named after Paulianus XII, Emperor in 28,763AC (1892CE), the Passage was free to travel for most ships, except military ones. That what was worrying the Ky was a single intelligence report, currently locked in the upper right hand draw of a desk in his main office suite. The report, just 90 or so words, contained details of a plot by violent separatist guerillas in the Air Bangsa colony, to attack and board an Anagosian-Yohannes ship carrying arms bound for the Lyran Arms Company.

And when Lyran weaponry goes missing, someone gets blamed. The men named in the report would soon be dead, however, and the Ky was certain that would end any possibility of such an attack, but the problem of the terrorist and other illegal activity in the Paulianus Passage remained. And the Ky would solve it, he was determined to.

A voice from the distant broke into his thoughts, not from another person, but from his own mind, his own memory. The voice of Gallagfu, his tutor as a boy. "To purge the stream of poison, one must first stop the flow of poison into it. Dam the stream, and begin the purge." Ky Morris whispered the words, and an idea occurred to him. He broke into a run, heading for the house, past startled servants and gardeners, almost knocking over an aide who cried in fear. The Ky ignored him, lost in his planning, but he slowed to a work as he reached the council chamber, knowing they'd already be there.

He strode through the doors, noting as silence fell. "Gentlemen, I have a plan."

Official Communication of the the Angline-Guanxine Empire

IN accordance with the ideals expressed by the Hi Jani Doctrine, and the whims of His Heavenly Guanxine, the Ky Morris, the Angline-Guanxine Empire has officially closed the Waterway between the Gian Straights and the Olympus Islands, known colloquially as the Paulanius Passage.

All freight traffic not expressly cleared by existing agreements between the Angline-Ganxine Empire and others is to avoid the Passage at the threat of direct military action in the form of the seizure of said ship, it's crew and cargo. The crew will be returned to the nation of ship owner's origin, whilst the cargo and ship will be impounded and sold at public auction, with 15% of the sale price going to the owner, minus the administrative and other costs incurred in the seizure, moving and storing of the cargo and/or ship.

All passenger traffic not expressly cleared by existing agreements between the Angline-Guanxine Empire and others shall be allowed to continue, but at a slower pace than normal. Routes that operate more than 10 ships per day will only be allowed to run 20% of it's normal capacity, and these ships will be stopped and searched by the Angline Navy in tandem with the Imperial Air Force. Any ship not complying with these requirements will be met with direct military action, it's crew and passengers arrested and the ship impounded. The crew will be deported to the nation of the ship's origin, whilst some passengers will be allowed onto their destinations and the others taken to the nearest Guanxine Port, to be taken by the Empire Ferry Service to their destination.

Any freight travelling by air through the airspace that roughly corresponds to the Paulanius Passage will be required to submit flight plans no less than 28 days before the plan sets off, to the hour of departure. Any plane not complying with these regulations will intercepted by the Imperial Air Force.

These regulations do not apply to the following nations: Azumethronnia, and Anagonia-Yohannes and Member States of the Sovereign Empires Coalition. The list of nations that may bypass these regulations may change at any time.

ANS Jij, 30 miles west from the Olympus Islands

Johan Isla had been apart of the Angline Navy for more than 40 years, rising through the ranks to become First Maje of the Paulianus Fleet, answerable only to the Lord Admiral and The Ky himself. Johan Isla was a powerful man, as a descendent of Nicene III should do. Yes, Johan was an Lerian, the line of Kings that ruled for more than a thousand years and brought the Angline-Guanxine Empire into the modern age. Johan had a claim to the throne of the Empire, but would not press whilst the Ky lived. He had vowed not to.

Then again, he found himself thinking, the Ky had vowed never to claim the throne, but did so. He shook his head, rereading the latest reports. The 3rd Fleet was acting in tandem with his own, and had blocked the south-eastern entrance to the Passage, with the 2nd fleet doing the patrolling of the coastlines inside of the Passage itself. They would be backed by much of the Imperial Air Force, while Angline 1st Army Corps, the Empire's marine corps, would do any boarding and seizure of vessels and cargo.

The operation was the largest sea mission in the Empire's modern history. Almost 80 ships and over 300 attack and boarding craft working with the best part of 300 helicopters and 200 planes, Operation Dam would be using almost 200,000 personnel total, including logisticians and intelligence and diplomatic personnel. All these were concentrated in this stretch of water. And they had tightened their grip.

About a day from the Paulianus Passage, Aboard MMS Spectre:
John Major was nervous. It wasn't the threat of the unpredictable sea turning and capsizing the ship, or the remote threat of pirates. No, it was the news of the closure of the Paulianus Passage announced on the news. Despite the fact that the MMS Spectre was a ship registered to the colony of Flitwik under the jurisdiction of The Matthew Islands and by extent immune to the closure by connection to the S.E.C it still didn't protect from a bit of paperwork going missing, or a blip in the system for things to get very bad, very quickly.

"Skipper, we're about a day from Paulianus passage now, are we going to try and get through?" the ships navigator, a tall lanky man called Marcus 'Ghostbuster' Burton asked. Turning to him, Major nodded.
"Tell the men to start carrying their passports just in case and continue as normal. I am sure nothing will happen."
He then walked out of the control room, onto a small balcony at the front, that looked over the rest of the ship. He could see crewmen and women working on the ship below. He closed his eyes a sea breeze tickled his face, calming some of the tension inside him as he swayed with ship as it rocked in the sea.

Admiral Jakarta looked out over in to the miles of sea that lay before him. He was not nervous but highly troubled by the latest reports brought in from the Finance Ministry. Apparently the Imperial Papal Empire had decided that they would close the Paulianus Passage to any foreigners without boarding the vessels.

This would be very bad for the steel business iin Jonkuria. The Kingdom relied upon the passage to export steel to warring nations like Ralvokia. Many Pirates that desperately tried to raid ships along the passage needed also for the rich commerce ships that would travel along without security.

The Admiral took a deep breath when he read the newly created guidelines that the Imperial Papal Empire imposed. Immediately he yelled at one of the sailors Get me online with WA Assembly Delegates Office and let me settle this bull shit! These rules angered the Admiral very much.

He would complain about it. But becuase of the seriousness of the situation he needed to calm down. Now he did not see it anywhere in the guidelines that they had to register the materials they were exporting. So he quickly looked over a map of GUanxi looking for a way to probably sneak around the patroling fleets.

As he looked he found no way and turned around. The nearest sailor asked what the Admiral decided. He answered confidently We are going to get through this.

First Maje Isla looked at the latest reports with concern. Whilst most ships were avoiding the Paulianus Passage, there had been close calls in the South-East where the 3rd Fleet was located, with several freights and fishing vessels sent scurrying by warning shots from the Angline Naval Aguin Class Patrol Ship's 14" Guns. This didn't worry Isla, but the reports from the west were. A ship flying the flag of Flitwik was headed for the pass, and other ships were abound as well. The First Maje had put in a request to speak with the Imperial Empire Foreign Office about whether Flitwikian ships could travel through. Until they liaised with him, his orders where unchanged. He was to stop all ships heading for the passage.

"Which ships are nearest are closest to MMS Spectre?" He asked Jun Farouk, his Chief of Staff.

"The ANS Kirik and ANS Lian, m'lord, with the carrier ANS Edward less than 7 hours behind."

"Order the two ships to intercept when the MMS Spectre get's within 6 hours of them. Have the Edward send out it's jets to patrol also. I want credible info on this ship before I send men to board it." Isla ordered, sitting back.

"Your will, m'lord, as all else, shall be done."

Isla raised an eyebrow. "Then get to it." He said, leaning back and thinking of the future. The future, and Imperial Power.
Aboard the ANS Kirik, Western Paulianus Passage
"What ho, sir?" Came the call to Captain Sarrlan from a member of the crew.

"Nothing of interest to you, sailor, tho' your call impresses me. Tell me, if you would, were thou learnt the words of my people?" Sarrland was an ethnic Staff, a people wholly remarkable only for the way they spoke.

"I, as you, am a man of Staff, although me mare was born in the lands of the Imperials, as was I. But, thankful to the Heavenly Guanxine am I, the Staff calls to me, and I to you."

Impressed, the Captain turned. The man who had called to him was tall and built widely, with skin almost as black as his hair, tanned by a decade in the harsh sun of central Guanxi. Green eyes showed under prominent brows and the Captain was frozen by the gaze, one that demanded obedience and attention. Sarrland narrowed his eyes, and spoke to cover his discomfort.

"As you know the name of house, and therefore the name of my personage, I have no fear in asking for a return in the courtesy, for I am at a disadvantage in information at this present time, and it troubles me." The man almost chuckled, a great shudder of suppressed amusement showed in his shoulder, and then he spoke.

"My name, sir, is William Sharkes."

Greetings neighbors! We are once again pleased to talk to you regarding matters of great diplomatic importance. In this case, it would be the recent annoucement you have made regarding the closure of the Paulianus Passage, the channel of water of which you have control. This is a shock to say the least, and we are curious to know why such action was taken?

No matter the reason, we are curious as to what this will mean for our shipping. We have long been allies, yet are not on the list of nations that are allowed passage. That passage is vital to Crontorian shipping, as we conduct a great deal of trading with the Siberians, and your own nation. Are our ships allowed passage if your country is the destination.

The passage is also important to us, due to the fact our colony, New Crontor, is to the west of Guanxi, and all of the trading between ourselves and the colony takes place through the passage. We also send most of our colonial defense forces through the passage. In fact, we have a convoy that left the colony a few days prior to this annoucement, and their route was through the passage.

We would, as your longtime allies, be able to use the channel, and we can provide other services in exchange.

Secretary of Financial Stability Taylor Vargo sat in her office burried knee high in paperwork, her vacation to Toyad had left her with large amounts of paper work. However this was not what was causing her distress. The recent closure of the Paulianus Passage had crippled lines from Millsa to Millsan Guanxi, Millsa's largest supplier of uranium, supplying 95% of the nations needs. The forecast, economically, of what a reduce in supply would cause was disturbing. Without sufficient supplies of uranium, 3/4ths of the Millsa's nuclear power plants would cease to operate, leading to strain on the grid and higher prices at the plug. This situation must be averted. She called the Premeir and requested a meeting involving all department secretaries. After haning up the phone she slumped in her chair, frustrated with the current situation.

2 Days Later New Sandusky, Millsa
Capitol Building


The Premeir walked into the large meeting room, there 8 of his Department Secretaries sat. He sat down at the head of the table. "Gentlemen... and Lady" Gesturing at Secretary Vargo. "Now Miss Vargo has a matter that she believes has the capability of crippling our nations energy infastructure." He looked over at Taylor, who took out a massive stack of papers.

"My Fellow Department Heads, our supply of Uranium from Millsan Guanxi has been cut off by a recent closure of the Paulianus Passage, without this supply 3/4ths of our Nuclear Power Plants will be shut down leading to massive power shortages and civilian upheaval. Our options are few, we can try to entice the A.G.E to allow our freighters passage by allowing them access to our coal reserves or we could Impose Economic sanctions."

Secretary of Defence Brandon Baumister butted in. "The A.G.E has a chain of islands just northwest of our territory, we could use a blockade of said islands to force them to open the pass." The Premeir waved off the suggestion.

"Were not trying to start a war Brandon, if we can settle this through diplomacy then we will. Are there any other ideas." The room was silent. "Well then, I will personally write the A.G.E a request to open the pass for Millsan freightors, meeting adjourned." The Secretaries cleared the room as did the premeir. He made his way up the central stair case of the capital down the hall to the left and into his office. Once there he took out a peice of stationary and began to write.

The Angline-Guanxine Empire indeed considers the Crontorans a friend of the Empire, and will be revising the list of allowed nations shortly. Crontoran fleets shall still be allowed through the Passage, if they adhere to the following:
  1. Radio contact with the Angline Naval Coastwatch maintained at all times.
  2. Crontoran or Angline Naval Escorts accompanying them through the passage.
  3. Fleets subject to inspection upon request following our intention to inspect being communicated to your embassy within the Empire 24 hours beforehand.
We trust these measures are acceptable.

We are afraid we have to decline your request. The movement of nuclear grade materials would be a tempting target to terrorist groups in the area, and thus we cannot oblige.

The Angline-Guanxine Empire would, however, be willing to agree to the following:
  1. Upon entering the Angline-Guanxine Empire's waters, I.R.M ships carry nuclear grade material can turn the material over to the Angline Navy at any Port.
  2. The Angline-Guanxine Empire will then load the same amount of nuclear grade material onto I.R.M ships at the opposite end of the Paulianus Passage.
  3. No more than 115% of the previously total amount of nuclear grade material transported shall be allowed under this system.

About 8 hours from Paulianus passage:
The water was getting a little choppy now and the boat slowly rocked in the cold waters. It was a small comfort that if they did sink they were in a heavily patrolled area. It had been 5 hours since the skipper of the Spectre John Major had ordered all weapons to be locked up, with only himself, the head engineer and his navigator carrying a pistol and 3 clips.

Major stared at the lower decks of the ship, where containers were stacked up in neat rows. A crewman was hiding on top of one of the containers, chasing female crew members with a remote controlled helicopter as they walked by. He sighed as one of the women spotted him giggling and started climbing a ladder holding a hammer up to the top of the container. He didn't need this kind of stress. He was sure that they would get boarded by the Angline-Guanxine navy and he needed everyone to be calm.

He heard shouts and the crunch of plastic and metal as he reached the door and sighed again.

"So, are you sure that they are going to let us through?" asked Admiral Dan Lee as he stood above the 3-D representation of the ocean, on the Crontorian Battle Display Table. The fleet was spread out across the ocean, the container ships, carrying tons and tons of military hardware. With the increase in the possibility of conflict in Crontor, it was very important to get this shipment to bases across the country.

"Well, Crontorian High Command said they did, I have the communique right here," said Captain Kevin Marriam, "here you go, take a look?"

Admiral Lee donned his reading glasses and began the read the communique. He finished after a minute or two, and tossed it onto his desk.

"Do they know this is a military convoy already under escort, because it says here that our convoy has to be under our own or their military escort. No matter, we better contact them. We certainly are lucky that they are allowing us to pass," chuckled Admiral Lee, "otherwise we would spend another week out at sea."
To the Honorable Angline-Guanxine Empire;

Greetings, I am Admiral Lee of the Crontorian Navy, leading the Crontorian 10th Combat Fleet. Now, as we approach the passage, we would just like to let you know that we are on our way. We have received word from our government that we are to be allowed passage, and to keep up with the other terms of the agreement, we are initiating radio contact.

Also, our convoy is military in nature, and already is under heavy escort.

The Maje thought for a moment. "Yes, but have a couple of frigates shadow them as they come through, and then back them off as they enter sight of the coast watch."

"Aye, sir, sending a reply now."

Greetings, convoy vessels.

The First Maje of the Angline Navy has ordered blocking ships not to intercept your convoy. However, the Angline Navy frigates ANS Ganges and ANS George will shadow your convoy to ensure you enter the Paulianus Passage safely.

We hope this acceptable.

West of the Entrance to the Passage
The two ships sent to intercept the MMS Spectre would be in short range radio range soon, a message already prepared. Above them, two jets streaked off towards the ship, one sortie of many that day. The information they were receiving was good, and they were sure the Spectre wasn't carrying weapons.

But orders were orders, remarked the enigmatic William Sharkes when the captain told the officers what the information entailed. Sarrland had nodded at that, and chosen him to lead the boarding party, and allowed him to pick the men for the mission.

This hadn't impressed other members of the crew. One, a Mr Harvard Nemis, was even heard to say that he hoped 'the bastards put up a fight' so that 'we might be able to get rid of the irritating Mr Sharkes'. Nemis was reprimanded by his officer, but still allowed to go on the mission. Sarrland frowned at that, trying to figure out his fellow Staffen's intentions were.

"Yes," said Admiral Lee, cutting off one of the deckhands, "they are allowing us through. They better."

Admiral Lee turned to the windows of the bridge, and looked out at the ocean before him. To starboard and port, the faint outline of a shoreline could barely be seen over the kilometers of ocean, but to some one who had been on the ocean as long as him. Thirty two years in the Crontorian Navy, he had seen his fair share of the world.

"Sir, we have a message from Crontorian High Command."

"Bring it to me," said Admiral Lee, not even turning to look at the officer who spoke.

Priority Message;
Encryption: Moderate

AGE not allowing Millsan ships through passage. Negotiations will be attempted. Do not piss off the AGE. Do as told by AGE naval authrorities. Further instruction will be given.

Thank you again for allowing our ships to pass safely through the passage, and we will continue to inform you of all future passings. If you closed the passage due to the threat of a nation or a threat to your national security, we will aid you in patroling that water. It is of no difficulty, we can deploy at least two fleets until you feel that the waters are safe to allow free trade again.

We also come before you pleading that you allow ships from the nation of MIllsa passage. Their cargo is vital to their national security, and we volunteer to guard their convoys if you feel that they are a threat, or are at risk.

McSteel read over the messege from the Anglo Guanxine Empire, the Premier's request had been denied but a compromise of equal value was on the bargaining table, it seemed fair enough. All Uranium that would need to be shipped could be through this method without major inconveniance.

The compromise you have placed before us is one I would be more than happy to accept, I understand your concern that such highly dangerous material would be susceptible to attack by pirates or terrorists. That being said I for one am happy we could come to a desicion both nations are happy with. May the Anglo Guanxine Empire and Independent Republic of Millsa prosper in the coming century.

The Empire of Kinstantia was, to say the least, shocked and appalled by the information coming in from the Anglo-Guaxine Empire. Certainly the Kinstani were dependent upon its large merchant fleet from having passage to all ports around the world. They were not accustomed to arbitrary orders to close important shipping lanes relative close to their home territory. While there were alternatives to using the aforementioned passage, the Kinstani were people of principle. What was once open to all should continue as it was. The situation has placed the recently coronated Emperor Christian in a precarious position.

Rather than jump to conclusions, or even stoop to stark-raving-mad commentary, His Imperial Majesty would contact the Ky Morris. He would inquire as to whether or not Kinstani ships would continue to be allowed passage through the waterway. If they were not, then what necessary steps were needed to ensure that Kinstantia could continue to use the Paulianus Passage.

Obviously, Christian knew that the AGE was prepared to use military action to prevent any crossins they didn't approve. Certainly Christian would need clarification on such matters. While the Kinstani were thrilled to open diplomatic channels, they were also prepared to reroute shipping if need be. And, if need be, and the AGE proceeded to exert force outside of it's territorial waters, then Christian would know their intentions and act accordingly, though it seemed the AGE was simply attempting to cause trouble, nothing more.

Nonetheless, the message was sent to Ky Morris. It was hoped that a friendly relations would continue between the two Empires.
It's as if someone thought, "What if we took Baywatch, mixed it with Star Trek, and then blended in a frat party?" That's Kinstantia, in a nutshell.
This nation may or may not reflect my real life views. Furthermore, there's a lot of comic relief intended here, so if it seems a bit silly, you know why.
