It must not work if I'm not in the region anymore. I can access regional controls but I don't have this fun button. Is that intended?

Oh well, I don't think many people who keep their nations in a different region will be banning that many people.

Yup, that was my experience. I only found the new buttons AFTER I moved back to my region.
