The SeK University of Computer Science, in conjunction with the Information Technology Guild, announces the creation of the International Registry of Domain Names. This Registry seeks to streamline the post-Divergence Internet, connecting various ISPs and users from around the world. A RESTRICTED top-level domain is limited to certain organizations, a SEMI-RESTRICTED top-level domain is available under certain conditions, and an UNRESTRICTED top-level domain is completely open.

Any ISP or nation can register a two- to four-letter top level domain, though they will be responsible for the maintenance of the DNS itself. Any ISP or nation may also request service from the registry, provided that they pay for bandwidth and server costs incurred. Though the Registry is a non-profit organization, it still needs to cover costs.
