4. A terrorist has escaped from prison. He has killed about 670 people already. You could catch him,if you gave more money to the police. If you do this, than you will not be helping with the pandemic in your nation. Both issues need the money. The pandemic has killed about 560 people. HOW DO YOU REACT?

5. After several spies were caught, people have been demanding the formation of a secret police,which will cost the majority of your budget. However, several people have been demanding that the majority of your budget go to welfare,after the poverty level rose to an amazing 20%.HOW DO YOU REACT?
