History
Seculartopia was founded in 1927, by Dictator-President Vatsisov. Originally a small city of 1 million, Seculartopia hit its first growth spurt in 1945, when the population rose to 5 million, later in 1972 rising to around 10.2 million. In 1981, The Dictator-President at the time, Numertiy was shot, and according to witnesses, had died. Drake Virnov, a 16 year old, was chosen by the Cabinet in place of Numertiy, because Numertiy was ruled a tyrant and unworthy of choosing a successor. Virnov rules to this day, in fact, most of the intresting history has happened since Virnov took office in 1981. The Nuclear Civil War, which involved a civil war between Numertiy's party, the exiled Conservatives, and the Socialist authority in Seculartopia. The Seculartopians won, but at a cost- Sagan, a city taken over by the Conservatives was nuked, Darwin and the Capital completely devastated, causing disgust in the public eye. Virnov a year ago proclaimed Seculartopia a Communist state, causing a conflict between it and Greater Vancoova, which is still being fought to this day. Following the decision by Virnov, his popularity surged, and Seculartopia had apparently entered its "Golden Age". Currently the capital has been bombed and devastated once again from the onslaught of war.
Government Structure
The Government of Seculartopia is what is considered "Secular Communist". The Dictator-President is head of state and of government affairs. He chooses a member from each party for his Cabinet each time one member is needed, and based on the citizen memberships in each party, (The Socialist,Communist and Secular parties) The appropriate Cabinet Member is put in power. Each Party has a debating power n the Cabinet, represented by a percentage. The Cabinet is presented with an idea validated by the Dictator-President or Director of Internal Affairs, and debates the idea, taking a vote when the allotted debating time (extension can be made/requested). The Dictator-President at the end of the session (when he is convinced of a majority) he enacts or rejects a law officially (Announces the vote). According to a new law, a session must take place, and needs to last at least 15 minutes. it is The goal of the citizens to join parties they agree with, thus increasing the chances of that party getting an increase in debating power.
The main stance of the government, as defined by Vatsisov, is to "provide for the people healthcare,insurance,proper housing,food, and a sufficient source of income, while staying out of their civil and political rights."
In the justice system, the court is presided by a Cabinet Member. Both parties are unrepresented, and speak for themselves. The cabinet member makes a final decision. Any other Cabinet Member or the Dictator-President can overrule the decision, only the Dictator-President can make a final, unmoderated call.

Seculartopia (secular-topia) is a very secular country, defining religion as only fit for private practice, unadvertised and unorganized. it is encouraged that people debate and think for themselves.

The Seculartopian Military is small, and not a very funded aspect, as Seculartopia concentrates more on Diplomacy. It consists of 250,000 soldiers, around 20-30 subs and 20 planes.
Guns are restricted to the military only, except in rare cases where there is a court order.

Seculartopia Victim's Birth Prevention Act
Legalizes that every female has the right to prevent birth, and voids an age limit on contraceptive products such as condoms,birth control pills and abortion. Also defines Rape as sexual contact with another person when they are unwilling or unable to provide consent.
Seculartopia Civil Union Pact
Basically sums up that the government puts no limit on civil unions,and who can have them, except rapists, who are disallowed to have any civil union for 5 years.
Seculartopia Expression of Affection Act
States that any couple, Bisexual,Transexual,Heterosexual, etc. can show non-sexual affection to one another in any public space.
Seculartopia Private Practice Act
States that religion and spirituality must be practiced in an individualized and unorganized manner, and that no religious organizations can legally exist. Also makes it a crime to discriminate against ones religion.

Illegalizes All Physical and Emotionally endangering abuse towards any other person.
Seculartopia Diplomatic Security Regulation Act
Says that only pistols and stun guns are allowed for embassies in Seculartopia.

States that all domestically produced products must meet environmental codes set by the act.
Seculartopia Corporation Acts
Sets a limit on a buisnesse's environmental impact before stiff taxes are applied. Also forms a funding program for businesses who cannot afford the necessary changes to prevent the tax.
Seculartopia Scientific Advancement in The Media Act
Regulates that news on Environmental and Scientific Advancements at the very least must be broadcast in private media daily.
