Government


The government of the Holy Empire of Maroza is mainly made up of people who worked hard to gain their positions through promotions, however the regional governor, head of state and the advisers of the head of state are commonly filled by the descendants of the people who filled the job last. This mixture of family gained position and promotion has led to mixed results making some governors very effective, due to some people training for the position when they were young and in some cases incompetent people who were not governor for very long or were reassigned governor of the western provinces. This has however cause some people to be resentful of those who gained high positions in the government simply because of their parents. Most of the government in located in Maroza city, the capital, and spend most of the time running the country from the palace while most regional governors run their regions from the regional capitals.

The Palace that houses the government is a fortress in the capital of Maroza city, built to withstand attack and prevent assassinations of government officials. Very few people are seen entering or exiting it, those that do are personnel who are on rotation or people who resupply the Palace. The Palace is armor plated and has several built in defenses, damage control systems and defense teams on stand by, in adition to this it is built to withstand a siege and has special underground facilities in the event of bombing or nuclear attacks. In inside of the building its very secure and the hallways are all guarded and patrolled by defense teams, who sometimes use several decks for military exercises.


Empress

The Empress makes all the key decisions and has the final say on everything. Any laws that citizens or governors would like to implement go straight to her.

Advisers

The empress has several advisers that have been hand picked or have been promoted to significant rank in certain fields. They are simply there to offer their opinions on matters and advise on what would be best for the nation, while not given any direct say over the Empress, they are well respected and can form an emergency government during a crisis.

Regional governors

The nation is divided into several regions, regions are controlled by governors who oversee infrastructure and other such things with their staff from the capital cities Palace or their regional capital. Some are their because of who their parents were while others are there because they rose through there own merits.

Governors staff

The staff range from people in charge of regional police, waste management, regional budgets and the like. The governors staff are people who have special position in the government simply because it comes with the job. Regional police chiefs make sure that all stations are free of corruption and working on lowering crime, regional health majors keep track of regional health issues and work on resolving them. These roles will also involve keeping in communication with the governor and advise the governor what would be most efficient to solve and prevent problems.

Supreme Court

The job of the supreme court is to interpret the laws of Maroza. If the people feel a law is unjust or don't like one, then the supreme court can take a look at the law and may change it. They may also review cases and overturn the verdict of the lower courts if need be. To take a law to the court the people must petition the regional governor or a member of the court may bring it to be reviewed if they wish. They have emergency power to remove the empress or any future rulers from power if they seem or are proving unfit for the job and decide if the next ruler is fit for office. Their are a total of nine members of the court who vote on the outcome of cases.

Lower Court

The lower court is the judges who oversee the trials of common criminals and civil trials. They decide the verdict unless the defendant wishes for a trial by jury, if the defendant does not request his/her trial to be by jury before the court case starts the judge will act as the jury.

Law and Order

Maroza has a very high ratio of police to citizens, policing isn't to different from military life in terms of discipline. Most police officers are trained to work with the community rather than simply police it, this is to help lower corruption and help foster trust between the police and community who in many places get to know the familiar faces and people who live in the neighborhood they patrol. The police are all to often in charge of keeping the streets clean of pro democracy protesters along with their usual crime fighting and prevention. Pro democratic rallies are illegal but ironically free speech is perfectly legal, meaning you can say anything you want but not protest the fact government elections are illegal.

Notable laws

Abortion: Legal if the mothers health is in jeopardy or is a rape victim, several laws are in place for people to give up their baby if they wish (You can drop it off at an orphanage, house or give it up right away at the hospital once it is born and no questions will be asked)

Prostitution: Legal in government run brothels, private prostitution is illegal

Home Defense act: You may shoot people breaking into your home

Anti Protest act: In a reaction to the death of a police officer who died in a riot, protests are illegal

DNA data base program: Every citizens DNA is kept on record

Movement and Security act: All citizens must be bar coded to keep track of their movement

Fire arms Regulations: Fully Automatic/Unconventional weapons are not legal for civilian use

Population

Marozans don't have names, they have numbers adding to what is a very regulated existence. Every citizen is given a number for a name and bar coded to keep track of their movements, this bar code is scanned every time someone enters a building or goes through a door, which also keeps people from breaking into houses as only people with the right bar code can enter a house unless it is opened from the inside. Everyone will by the age of eighteen be conscripted into the military unless they have some medical reason or educational extension of one year. Most of the population lives in massive cities that dot the country, most of those that live in the country side are the wealthy and farmers living in small towns. All but the wealthy and homeless live in apartment blocks that house everyone, which are classed as single, doubled or family sized based on how many people each apartment was designed to house. The city is dotted with giant apartments which can house thousands, provide everyone with the amount of space that a modern single story house would give based on the amount of people it was meant to hold but still leave room for recreational areas. The companies who own them, the largest being Homing Plus, are very wealthy but have to fill many standards such as reinforced glass windows that it are very hard to break and hire huge teams of maintenance, security and cleaning personnel.

Duel citizenship is regulated to a group of countries that the government has formal relations with. Due to some issues that may arise from being forced to serve in a foreign military citizens that were not born in or live outside of Maroza are exempt from compulsory military service.

Education

The education system is divided into Preschool, Primary school, middle school and high school. The primary school is grades 1-5, middle school is 6-8 and high school is 8-12. After wards universities are available after military service. Every child must attend school at least 200 days a year or the child must make up for his/her truancy. The school times are from 7AM-3PM or 7AM-4PM for highschool. Students take seven classes a day, mathematics, literature, history, science, secondary language (Northern Marozan), Physical education and one elective, each one hour a day. In High school they take 8 classes a day, you must pass 4 year of physical education, three years of math, three years of science, four years of history, two years of a non English language, four years of literature, 4 years of military courses and 4 years of elective classes. Other spaces are clear for what you plan to do latter in life or take AP classes for college credits. While English is the primary language children will be required to learn at least 1 foreign language in school, most learn more than one and can speak at least one fluently. The Language of Northern Marozan was nearly lost when the natives were integrated but many people descended from the natives learn it first in their house hold before English while others will start to learn it in grammar school. Education is right behind Law and Order and Defense on government spending, kids are given a good education and counseling.

Everyone is destined to be a soldier, children as young as twelve are conscripted into military schools where they are taught all the military basics, along with their regular schooling, and should be able the field strip their weapons by the end of their first year. School is from 6AM-5PM to make room for learning tactics, military history and weapon usage and maintenance. There are not that many of these schools but those who graduate them go into elite military units where there basic training is more rigorous and far more challenging.

Culture

The Nations animal is the Giant Hawk, this animal evolved from the ancestors of modern Hawks. Its existence seems to be a series of genes that have mutated and slowly over the course of the last few thousand years grew over ten times the size of it's ancestors. However the genes making it bigger is the only really big genetic difference between Hawks and Marozan Giant Hawks making some people think it may be more of a subspecies. The giant Hawk shaped the native culture in large ways, it was both feared and revered in native culture and appeared in native folklore. Tribes to the North considered it the ultimate test of bravery and skill to kill one while in the south, where it nested and younger ones grew up for several years it embodied the forests spirit. While the southern tribes did not have very much contact with the outside they knew how big and dangerous they could get when they occasionally saw a full sized on in the nesting season.

'''Gladiator games'''

Despite being a modern era nation, this sport is still around. Mostly spectators are among lower and middle class, the gladiator games are something the settlers brought with them when the came over and it managed to survive despite being viewed as barbaric by many. Gladiators face off in the Colosseum of Marozas cities for honor and fame, it is the most popular in the Northern part of Maroza. Gladiators are well paid for risking their life for entertainment but most don't last to long and as such few live more than just a few years. It is not unusual for gladiators to have concubines, a rare, but legal status in Maroza. Often seen as barbaric by a majority of the population, people have been attempting to ban this "sport" for a long time. While not common now, it is considered an extreme test to kill one of the Giant Hawks one on one with just a sword and shield, natives once considered killing one to be the most extreme test of skills and courage as only the best ever killed one and fewer lived to tell the tail as they used little more than a spear and skill.

More common in the south, Juvenile Hawks were hunted by settlers and sometimes by natives. The Hawks was easier to hunt because the southern forests and rain forests had very thick foliage where they have trouble escaping because the canopy is usually thick. Often they will choose to fight if it feels that it cannot escape causing some hunters to be seriously hurt or killed. However it is often seen as a form of pest control by the farmers as the Giant Hawks push into human habitat and kill livestock for food.

It is not taboo to drink at a young age in most places, Marozans have a custom to drink a glass of wine at the table with dinner. Of course this ultimately is up to the parents, it is legal to give them half a glass or so once they reach twelve.


History
Maroza was once an untamed wilderness, today it still has many lush forests and some jungles in the south, baring many traditions. Hundreds of years ago white settlers came to Maroza to start a new life. Initially the natives were reluctant to approach the white men who had settled the eastern half of what is part of Northern Maroza Section 3. When those who were brave enough to make contact finally did, they were treated as guests of the settlers, leading to open relations with them. The settlers initially were friendly to the natives and traded with hem for a long time and soon the settlements of the white settlers were spreading and setting up trade with local tribes as they spread. However after about 100 years or so the new flourishing nation started to get power hungry and the natives were not interested in modernizing or becoming an official part of the nation, soon the new nation started a campaign integrate the "uncivilized heathens". In truth, the natives had already been decimated by several diseases they had contracted from the white men and for several years wanted less and less to do with the white men as relations became less and less prosperous. The Nation of Maroza, as it was called back then, claimed more and more territory to it's west and south, however the farther it went to the north the more hostile the tribes and wilderness it's settlers came across. This did not stop them from eventually taking over the continent by the time the conquest of the north had started there was minimal conflict with the natives as diseases that had decimated them as well. A few notable tribes were never defeated or integrated, some fled to the far west, where to this day they claim independence despite the nations claim to their land, others disappeared once they heard of the intent of the white men. Some of them are rumored to still live deep in the jungles of southern Maroza.

Hundreds of years after the Nation was formed the Republic was in economic turmoil, the economy was not doing well and corruption was rife in the government. The only man who had been holding the government together was the President of Maroza, who died from heart failure. At that time governors tried to break away and make their own nations and different people vied for control over the government because no one was designated to take over. This is where the Empress came in, few know exactly who she was but she managed to somehow grab power through force and hold the country together. This is where history gets a little bit sketchy, the Empress either gained power through pulling some strings with the military, or with the help of military personnel who she had bribed, various governors and government officials were taken hostage and forced to have their soldiers stand down and then step down or die. Within hours of getting rid of the secessionist governors she announced to the country that she was in charge and that changes would come, a new era had arrived.

The Shekara conflict
"My fellow Virginians and citizens of the Imperial Republic, today our nation has suffered a most horrific act. At 10am this morning, an unknown terrorist group, sailed 3 cargo ships packed full of explosives into the port city of Portsmouth and detonated them at the central docks, near the downtown area. Reports are sketchy at this time, but we know that 1/3 of the downtown waterfront was destroyed and emergency services estimate anywhere from 50-75,000 dead. I have along with President Samuels, by executive order, ordered External Intelligence to devote all their resources to find out who carried out this attack. To those barbarians who believe terrorism is the answer, we will find you and we will destroy you. We will keep you informed as more details come in. May God Help Us all"


The terrorists attacks known as the bombings of Portsmouth claimed more than 73,000 lives, the defining event that would lead to the invasion of Shekara. The nation of Shekara was ruled by a corrupt ruler known as Damil, who was put into power by the Virginian Republic, the very nation he went to war with. The Republic cut off all ties with him years after he was put into power when he killed 3,000 protesters. The reason for the bad relations between the two countries was because a year before the attack, a Virginian plane went down in Shekara carrying a deadly chemical that killed 300, this lead to anger amongst the Shekaran people. Two terrorists organizations based in Shekara known as Freedom's Wind and the People's Rights were suspected to have committed the attacks as an act of revenge before making an attempt on the Virginian Emperors' life. The government of Shekara was ordered to turn over all members of the organizations, there was no response. The Virginians then began to put a coalition together to invade Shekara and destroy the terrorist cells. The invasion began three days after the bombing of Portsmouth, the coalition bombed several key positions and quickly struck a military camp near Ezri before Virginian Marines attacked the shores of Shekara. The bombing campaigns robbed Ezri city of SAM defences. Once the beaches were secure the coalition unloaded and then began the march to the city of Ezri.

The battle of Ezri city
The Shekara military put up a much tougher fight in Ezri city, refusing to fall back. The night before the attack Marozan and Guruda troops were airdropped behind enemy lines to wreak havoc on the enemy positions, Marozan snipers were scattered throughout the city, while mortars harassed the Shekara military from a few key buildings. In the ensuing shock of being attacked from within their own lines a Shekaran General gave away the position of what little artillery they had to take out a small mortar unit, the Marozan forces called in a counter artillery barrage that killed and crippled two of the eight artillery units they had. Soon the Virginians began another bombing run, twenty planes began to head towards their target taking AA fire, claiming seventeen of them. As they approached their target a plane commanded by Colonel Halsey of the 17th Bomber Squadron notice the Shekara command bunker and knew their plane was in no shape to make it back. The men in the plane had all lost their families in Portsmouth and had little waiting for them at home, they flew their plane into the bunker, killing the Shekaran commanders inside.

As the battle raged the Marozan airborne forces hit the Shekara 3rd armored regiment while they were resupplying in the factory district, first they used a sniper team to kill any officers they could see before a platoon of men armed with anti tank weapons hit them from the side. While things were in the coalitions favor inside the city the Virginian and Guruda attack on the front lines outside the city did not go well at first, the Shekaran soldiers had poured gasoline throughout the trenches in front of the city. Once the Virginians got close enough they abandoned their trenches and set the area on fire, encircling many Virginians in a ring of fire causing many to burn to death, it took several hours to put out the fires causing a major set back in the assault.

The night after the first attack there was very little gunfire in the city as forces dug in for the night, during this time the raid of Oberton was beginning. That night a Marozan light tank patrol was doing a recon run in the outskirts of the city when their heat sensors picked up something. Shekaran Engineers were constructing a stationary artillery battery, one to cut through the coalition tanks. The tanks waited to strike their target until a horrific act was carried out, a shekaran officer at the site lined up several prisoners and began an execution. Once the first prisoner (a Virginian pilot) was executed the tanks began their attack to stop the executions. Within moments the artillery battery was in pieces and the Shekarans grabbed their prisoners and started using them as shields in an attempt to save themselves. The stand off ended rather quickly when tank crews agreed to let the Shekaran soldiers go if they released their prisoners.

In the aftermath of the attack on the artillery unit Shekaran General Jaffar, the same General who had given away their artillery position earlier in the battle was found unconcious by another patrol capturing any Shekaran soldiers that had scattered from the scene. The next morning as the battle ragged on between the coalition forces behind the enemy lines and the Shekaran soldiers was starting to pick up again, General Jaffar formally surrendered the 2nd division to the coalition when threatened with death for allowing the WA prisoner of war accord to be broken that night. Within hours the fighting in Ezri has stopped and the battle was over, leaving roughly 4800 Shekarans, 800 coalition soldiers dead.

Raid of Oberton
Oberton is the Capital and the seat of power in Shekara and was bombed the first night of the fighting in Ezri.The first wave of bombs had struck throughout the capital city, however the greatest damage was to The Party Congress Building and to the Office of Control (the federal jail), the great symbols of the Oberton party's oppressive rule. The Damage to the Office of Control was great enough that many cells had opened, and many of the political prisoners were able to escape into the city, many escaping to find their followers and others who were still living in the city. Amongst these men were the High Priest Jericho and the Mudal (tribal leader), both important men and great threats to the Party. The 2 army divisions in the city were ordered to search block by block to find these prisoners, and ordered to kill any and everyone one who assisted them. The Shekari Anti Air bellowed into the nights sky and Virginian bombers began to fall. The Elite Guard, the Leader Damil's private force, manned the AA guns and within 10 minutes into the bombing campaign had brought down 6 Virginian bombers and 3 of their fighter escorts. Due to the heavy losses suffered so early in the bombing raid, High Command ordered the Bombers to release their payloads and abort. The Raid lasted less than 20 minutes and the resulting payload drop, caused a carpet bombing effect on the industrial sector. The remaining bombers and their escorts climbed to higher altitudes and headed for home.

The battle of Ashkur
"Sir, we're pushing but-" Marozan Private

3 days after Ezri fell troops began an attack on the city of Ezri, a city that was almost exactly the same as it was when it was built hundreds of years ago. The city was full of very narrow streets, making vehicle assaults very difficult. It had no modern infrastructure and was full of choke points, making it ideal for Freedoms Wind to make a stand. Ezri was supposed to be an easy target, however intelligence was off and the coalition forces that moved into the city found themselves fighting for survival against large numbers of well equipped militia that was raised by Freedoms Wind.

It should be noted that the brother of Damil, the leader of Shekara, fled the country with his family. In addition, a video of the locals executing a pilot they had taken prisoner put the Marozan soldiers sent into the city on condition 4, this meant no surrender under any circumstances.

Before the attack, artillery unit opened fire on the city driving out most of the civilians that were left in the city. When the coalition began to move in the artillery stopped until clear lines could be established. Several Virginian Helicopters began to move overhead to give air support. The initial attacks that the militia gave was simply bait to draw in as much of the coalition as they could, the city was full of traps and choke points that they were ready to be of use. As the militia fell back the coalition took it as a sign of weakness and pushed as many forces into the city as it could, before it became clear how infested the city.

The coalition ground forces quickly moved into the plaza and spread out into the city, the Plaza was known as The Hilajah Massacre Plaza in memory of those who died in incident long ago that had started the war they were all now fighting. Several Guruda transports were disabled by IEDs around the Plaza, snipers from the Marozan Air born tried to cover as many soldiers as they could while they tried to escape their disabled vehicles that militia were attempting to make their tombs. As the militia in the houses around the Plaza stepped up their attack 3 Virginian helicopter gunships flew overhead and began to destroy buildings that the militia were in and barricades that the militia has set up so that the coalition may advance further into the city. As they retreated one helicopter that hovered over the city was shot down by insurgents, the pilot found himself in the dark and behind enemy lines.

Around the Plaza Marozan soldiers attempted to clear as many houses and alleyways as they could but there was a high casualty rate among the squads, slowing down the rate they were clearing the area. The Plaza itself was not secure as Militia kept sneaking from building to building, causing much chaos. During the entire battle the Plaza saw some action, however the buildings slowly emptied out as night fell on the city. As night fell the insurgents slowly started to loose a critical asset, the ability to see correctly as the city had no street lights and the coalition was equipped with night vision goggles. During the night the Gurudan air force stepped up its helicopter attacks on insurgents.

During the battle one prisoner was taken to the field CO, a captian. The prisoner refused to tell what the plan of the milita was untill it was already taking place, depsite a litenenat trying to stop him the Captian shot the prisoner. Operation Holy Night was the counter offensive in the battle, the intelegence on the strenght of the enemy forces was no where near acurate. In adition to hundreds of reenfrocements comming out from sewers and bunkers the town oil wells were set on fire. The milita had acess to mortars, tank turrets and other weapons that had been left over from the Shekara civil war. In order to prevent a total disaster coalition forces pulled out of the city before bombing it to rubble.

Defense

Every person in Maroza is destined to be a soldier. You must sign up for military service before you turn nineteen unless there is a legitimate reason such as physical or mental issues or not graduating till your nineteen. If you wont graduate till your twenty or over you will be pulled out of school once you turn eighteen and your school year is over. You must enlist into the air force, navy or army once you turn eighteen, while the army receives most of the recruits the navy and air force receive just as many as the army when you add the two together. The draft period is that you must spend at least four years in the military, however they will help pay for your education once you have completed your time in the military. There is never a shortage of veterans as many will stay in the military longer than the minimum term because that is what they know best, especially those who went to military school.
