The Security Council,

Noting that because Commerce Heights was the former capital of Unified Capitalizt States, many of the following contributions and accomplishments were officially made by Unified Capitalizt States or Paripana,

Acknowledging Commerce Heights is most widely known as the creator of NSEconomy, which calculates Gross Domestic Product, currency value and unemployment levels among many other statistics. NSEconomy has been found to be an invaluable asset for many across NationStates,

Recalling the Olympic Games -- after the dissolution of its earlier council -- was formally recreated after the adoption of an Olympic Charter on January 9, 2010. The Charter was extensively written by Commerce Heights, and establishes a more efficient governing body and a set of formalized rules for the Olympic Winter Games (Winter Olympics) and Games of the Olympiad (Summer Olympics),

Understanding that the Olympic Games are considered one of the most challenging international games to host because of the wide variety of contested sports and disciplines, and yet the nominee has hosted the first and second winter Olympic Games, in addition to the second, third and fourth summer Olympic Games,

Further Understanding that Commerce Heights presided over the Olympic Council during the V Olympiad and has remained active in the management of the Olympic Games as a member of the Games' Executive Committee,

Bearing in Mind to honor Commerce Heights contributions to the Olympic Games, the Olympic Council's headquarters are located in Aeropag, Paripana,

Having Observed Commerce Heights' creation and maintenance of xkoranate, a revolutionary and multidisciplinary software to organize matches for over four hundred different events in fifty-four disciplines. xkoranate has been used during every Olympic Games since its creation, and has greatly aided hosting nations,

Applauding Commerce Heights’ great contributions to International Football:

• Commerce Heights had the initiative to rewrite the totality of legislation governing the World Cup Committee (WCC) with ‘Proposal 1093’ which was later rewritten into a constitution by Starblaydia,
• The nominee -- at the time of writing -- has hosted five World Cups which is an accomplishment only challenged by a select few¹,
• Commerce Heights founded the Union of International Club Associations which governs four major world football club competitions, and has also maintained the International Domestic Soccer NewsWires which serves to internationally disseminate domestic soccer news,

Celebrating the success of Yuba United FC from Commerce Heights which has won ten international football club competitions -- an unchallenged record. Meanwhile its record of four world championships is only matched by the dissolved Albrecht Football Club from Candelaria And Marquez,

Considering the nominee’s vast contributions to International Sport and Economics,

Hereby Commends Commerce Heights.

1. Kura-Pelland has hosted six world cups, and Vephrall and Valanora have hosted five world cups. These players used various puppets to do so, however.

Beginning Apr. 4 and ending Apr. 8, eight independent and friendly matches of association football will be coinciding the World Assembly vote. Whether or not “Commend Commerce Height” fares well with voters, sports-roleplayers will be celebrating Commerce Heights in the way that they know best –- with a football. Even if you yourself are not a regular roleplayer, please don’t feel intimidated, I encourage you to have fun and ‘attend’ the matches by providing roleplayed commentary and spectating. We’ve limited the matches to a maximum of two matches per day, so debate won’t be entirely incapacitated. The matches shall be roleplayed as taking place in the chosen stadiums of the Home team, unless otherwise stated. Great care has been taken to ensure that the teams that are participating will provide us with some of the most classic rivalries and entertaining matches that NS-Sports has to offer, so please enjoy.

OOC: Hhhm.. no? CH has been instrumental in the creation and continued running of the Olympics.. this 'insane bureaucracy' is important for the continuance of the Olympic Sporting community. His sporting accomplishments are accomplishments as opposed to contributions, I've ultimately put a clause in to celebrate his accomplishments, because accomplishments can in a way contribute to community activity --> but to have a resolution that is mostly a list of accomplishments, would be weak commendation. Thanks for voicing your concerns though.

OOC: ... um, well then, a commendation should be the equivalent of a condemnation, so pending that logic, you should be happy to slap it on Commerce Heights' page? Amm I right?

President Eduard Heir walked up to the microphone with Unibotian poise and grace, which could be identified with the aimless staggering, unwieldy sunglasses, sensitivity to light and a tendency to give others seasickness that Mr. Heir exuded. He pulled his sunglasses down a little and starred at the crowd. He was a little surprised at the amount of reporters that had turned out to witness his address. Eduard tapped into the microphone and within a moment of feedback, he decided to begin his brief press statement.

“Greetings to the foreign and international press,” Eduard said uncharacteristically courteous, “I’m Eduard Heir, president and main representative of Unibot. Having been planning this event for some time now, I’d like to share with you something special that I’ve organized to run for Commerce Heights whilst the World Assembly votes on its commendation. Having just been notified by my assistant that “Commend Commerce Heights” has attained quorum, I feel it is my pleasure to announce a ceremonial series of independent matches between the deepest rivalries and classic encounters that can be found in international sport. Although not all of the scheduled teams have yet to confirm for sure, there are some tremendous teams even on the reserve list. Among the teams that have confirmed, Bears Armed and Aguazul are going to start us off with a ‘rematch’ of the amazing World Cup 54 final -- which still has people talking. Whether or not Aguazul will be able to retain its superiority over Bears Armed’s team remains to be seen. Personally, I’m a sucker for a good underdog story and will be betting three thousand eduards on Bears Armed – any proceeds I make will be going to Erectile Dysfunction research, a very worthy cause, indeed. “

Eduard paused and took a moment to pose for the cameras before continuing his press statement, “Pending security concerns, I intend on attending all eight matches and I am looking forward to watch what is surely going to be an incredible demonstration of fierce competition and sportspersonship, in addition to a celebration of the nominee, Commerce Heights and international sport in general. The whole world is watching, ladies and gentlemen, and we here at the Assembly want to deliver them something very special for them to remember for the ages. Thank You.”

A reporter held the microphone to Eduard’s face as his body lay limp across the massage table, his white torso ensnared into a small crater of padding, his head swollen and bruised as it sat comfortably on his arms in front of him. Eduard had requested the Tribune staff reporter to be let in, as he had half-expected the pretty redhead reporter he had been interviewed by last time, but instead, he was greeted by Old “Portly Peter” -- a scathing, morose sponge of pudgy red skin that oozed of tobacco, coffee and adipose tissue from its pores. Eduard wasn’t doing so well himself, his face was carved in and hallow, his left eye was bruised and his messy hair was riddled with blades of grass – but he was certain it would take a lifetime of eating out of tinfoil packets and pummeling an ashtrash to death with a fresh cigarette before he look anything like Portly Peter.

Eduard knew the routine, Peter asked the questions.

“So, Mister Heir,” Peter said with a voice that sounded to Eduard like a pubescent Porky the Pig with a smoker's cough. “I must, first of all, ask you why you’re looking so beaten up? Reports are flying in saying you went incognito for several hours without an explanation,”

“You look great yourself,” Eduard scoffed, “Was that a question or a comment about what I did yesterday? I’m sure you media-guys have a hard time tracking a time-traveller. If you must know, I went to the Three Walled Bar and got into a fist fight with Cedric the Barkeep on the front lawn.”

Peter moved the microphone in closer, “Who won, may I ask?”

“Some crazy girl,” Eduard said, snickering.

Eduard’s bodyguard began to push Peter out of the room, so Peter pressed for a final question, “Mister Heir, any final comments about the eight matches that you announced earlier this week?”

“Err.. yes, actually,” Eduard said, “There will be a ninth match, but who is playing shall remain a secret until sometime later. Though it’s going to be thoroughly entertaining, I assure you.”

Estrianii Raelea Vega stood before the massive banquet table and looked upon the current edition of the Sea Dragons with more than a bit of sympathy. Each of the players and staff had been working hard in preparation for the qualifying stages of World Cup 55, and each had been given a one week leave to return home and spend time with their loved ones before leaving for the pre-qualification friendlies. She, in her dual role as Royal Princess and Presidente Commandante had decided earlier in the day to revoke that leave, a decision that had been met, in some instances, with a touch of hostility. Now it was her duty to inform them as to why.

“I am sure that most of you are wondering why you have been called here rather than being allowed to return to your homes” a grumbling from Mace’s direction let her know the truth of how he felt on the matter. “but let me reassure you that there is good reason.”

She looked around the table at the faces that awaited that reason. More than a few faces shared Mace’s obvious anger. She would have to deal with that later.

“We will all be leaving for one of the most respected of all nations in not only Atlantian Oceania but in all of the NS World. A very special set of matches has been organized to commemorate the global accomplishments of Commerce Heights. We have been invited to join some of the very elite footballing nations in the world for this occasion - Sarzonia, Starblaydia, Krytenia, Rejistania, Bettia, Bears Armed, Aguazul, Valanora, Ariddia, The Holy Empire, Dorian and Sonya, Sorthern Northland and Cassadaigua. Club sides from Cafundeu and Commerce Heights. World Football powerhouses from nearly every era of the World Cup and some of the most well respected nations out there. We should consider it an honor to be named with such nations.”

Mace couldn’t contain himself any longer. “Ya pulled me forcibly from my plane to send me out to deal with another match where we could gain injuries that could pose a threat to our qualifying for the World Cup? Absurd!”

“I understand your point, Mace. But this is an opportunity for us to show that we play this game for more than just our own glory. This is our chance to give something back to this game that has given our nation so much. And it will give you, Mace, a brand new audience to appreciate your karaoke skills.”

The entire room broke out in laughter and even Mace began to chuckle to himself. “So who will we be playin’ ?” He asked.

“Our opponent will be fellow Nothandryun nation Sorthern Northland. And before you get involved in discussing the trip and your opponent, dinner is served!”

The doors to the banquet hall crashed open and the Princess’ own personal servants began bustling in carts loaded with food and drink.

Mace smiled a broad, toothy grin. “With treatment like this they could even be sending us to play a match against the damnable Elves of Valanora or D&S!”

(Sunnarra o Redwood) "To commend Commerce Heights? But didn't the WA already do that years ago, way back around our own World Cup debut in WC44? I was only a cub myself in those days, but I seem for true to remember my mamma reading about the associated set of football games in 'The Bear Necessities' and wondering out loud whether the Bear-Belles had been chosen to play because they were such promising newcomers..."

(Urra SunBlesséd) "Ayyuh, I remember hearing about it back then too, and I asked Marra who we were sending to that game when we needed to practice so hard for the Cup that we'd just surprised everybody else by qualifying for at the first attempt... and she said, hr'rmm, something along the lines of it being a 'different' Bears Armed actually, and for me not to worry any furrther about the matter... And, being admittedly rather "a Bear of little brain" in those days, i just put it out of my head and got on with things..."

(Sunnarra o Redwood) "Hwell, I suppose in some ways we are a "different" Bears Armed nowadays, sort-of anyhows, but it still seems rather confusing to me: How on the Earths can we have played a game over fiveEights' of years ago with our modern-day roster?!?"

(Urra SunBlesséd) "I don't hrreally understand how the situation arose myself, but apparently it's something to do with the nature of 'Fractal Reality' across the Multiverse from which the WA's membership is drawn making the flow of time run funny as far as that organisation is concerned.
"Fleas-and-fur-loss! Smell, let's stop getting our minds tangled about it for now and just concentrate on playing our best out there today, hokay? We can go deeper into the metaphysics involved afterwards, if you want..."

(Sunnarra o Redwood) "Hokay, later.
"Hr'rmm, I can hear our supporters' drumming building-up from here in the changing room: It's almost time for going out there onto the pitch, for true."

OOC: Yes, it really is the year 2052AD as far as this team is concerned although it's still only 2011AD instead for the country's WA mission. I've always run my NSUN WA presence as happening more-or-less in real time, but have counted time for their football team at 4 years IC per World Cup cycle starting with BoF31 in 2008...
(And to confuse matters even further the nation's Olympic athletes are currently at a third date again, in between those two, owing to the relative OOC frequencies of World Cups & Olympic Games.)
