No, it doesn't.

Noone polices roleplay. If you settle on a stupidly high percentage of your population, I doubt anyone will want to RP with you though.

Well, it's all relative.

If you have 0-1% then your technology will usually be the best of the best. your economy will be amazing as well.
If you have 2-3% Then expect your technology to be good, but not great. your economy will still be stable.
If you have 3-5% your technology should be average, and it will dent your economy.
If you have 6-8% your tech is really bad and your economy will be down the drain.

This can vary between your situation though, like if you are a protectorate your military will be quite large because of international support and your economy will not even be effected. Try to RP using different styles and see which one works best for you.
