The Federal Republic of Pandemicia is governed by a Parliamentary Federal Republic containing Three Branches. The Executive Branch makes laws and enforces them as well as other tasks. The Legislative Branch can also make laws and has the job of watching the Ministries and has the power to impeach the Minister of any Ministry. The Judicial Branch has the power to declare laws passed by the Legislative and Executive Branches as unconstitutional and has the important role of interpreting federal laws.

The executive power in the federal government is vested in the President of Pandemicia, although power is often delegated to the Cabinet members and other officials. The President and Vice President are elected as running mates for a maximum of two four-year terms by the Electoral College, for which each provience is allocated a number of seats based on its representation in both houses of Congress.

President:
The executive branch consists of the President and delegates. The President is both the head of state and government, as well as the military commander-in-chief and chief diplomat. The President, according to the Constitution, must "take care that the laws be faithfully executed," and "preserve, protect, and defend the Constitution." The President presides over the executive branch of the federal government, a vast organization numbering about 4 million people, including 1 million active-duty military personnel. The forty-second and current president is Carlos Reza.

The President may sign legislation passed by Congress into law or may veto it, preventing it from becoming law unless two-thirds of both houses of Congress vote to override the veto. The President may, with the consent of two-thirds of the Senate, make treaties with foreign nations. The President may be impeached by a majority in the House and removed from office by a two-thirds majority in the Senate for "treason, bribery, or other high crimes and misdemeanors." The President may not dissolve Congress or call special elections but does have the power to pardon, or release, criminals convicted of offenses against the federal government (except in cases of impeachment), enact executive orders, and (with the consent of the Senate) appoint Supreme Court justices and federal judges.

Vice President:
The Vice President is the second-highest executive official of the government. As first in the Pandemician presidential line of succession, the Vice President becomes President upon the death, resignation, or removal of the President, which has happened twelve times in Pandemician history. Under the Constitution, the Vice President is President of the Senate. By virtue of the Vice President's role as President of the Senate, he or she is the nominal head of the Pandemician Senate. In that capacity, the Vice President is allowed to vote in the Senate, but only when necessary to break a tied vote. Pursuant to the Twelfth Amendment, the Vice President presides over the joint session of Congress when it convenes to count the vote of the Electoral College. While the Vice President's only constitutionally prescribed functions, aside from presidential succession, relate to his role as President of the Senate, the office is now commonly viewed as a member of the executive branch of the federal government. The Pandemician Constitution does not expressly assign the office to any one branch, causing scholars to dispute whether it belongs to the executive branch, the legislative branch, or both.

Secretary of State:
The Secretary of State is the Chief Executive Officer of the Pandemician Department of State, the most senior of all federal executive departments concerned with foreign affairs. The Secretary of State is the third-highest official of the executive branch of the federal government of Pandemicia, after the President and Vice President. The Secretary is a member of the President's Cabinet and the highest-ranking cabinet secretary both in U.S. presidential line of succession and order of precedence. The Secretary has many duties and responsibilities. The Secretary serves as the President's chief adviser on foreign policy and as such negotiates, interprets, and terminates treaties and agreements, personally participates in or directs Pandemician representatives to international conferences, organizations, and agencies, conducts negotiations relating to Pandemician foreign affairs, and is responsible for the administration and management of foreign embassies and consulate offices. Foreign trade missions and intelligence assets report directly to the Secretary of State. The Secretary is also responsible for overall direction, coordination, and supervision of interdepartmental activities of the Pandemician Government overseas. The Secretary answers directly to the President of Pandemicia.

Cabinet:
The day-to-day enforcement and administration of federal laws is in the hands of the various federal executive departments, created by Congress to deal with specific areas of national and international affairs. The heads of the 15 departments, chosen by the President and approved with the "advice and consent" of the Pandemician Senate, form a council of advisers generally known as the President's "Cabinet". In addition to departments, there are a number of staff organizations grouped into the Executive Office of the President. These include the President Residential staff, the National Security Council, the Office of Management and Budget, the Council of Economic Advisers, the Office of Pandemician Trade Representative, the Office of National Drug Control Policy and the Office of Science and Technology Policy. The employees in these Pandemician government agencies are called federal civil servants.

Judicial Branch:

The Supreme Court is the highest court in the federal court system. The court deals with matters pertaining to the federal government, disputes between states, and interpretation of the Pandemician Constitution, and can declare legislation or executive action made at any level of the government as unconstitutional, nullifying the law and creating precedent for future law and decisions. Below the Supreme Court are the courts of appeals, and below them in turn are the district courts, which are the general trial courts for federal law.

Separate from, but not entirely independent of, this federal court system are the individual court systems of each Previence, each dealing with its own laws and having its own court rules and procedures.

The supreme court of each Provience is the final authority on the interpretation of that state's laws and constitution. A case may be appealed from a state court to the Pandemician Supreme Court only if there is a federal question. The relationship between federal and provience laws is extremely complex and confusing as a result of the unique nature of Pandemician federalism. For example, a proviencial supreme court is bound only by the Pandemician Supreme Court's interpretation of federal law, but is not bound by interpretation of federal law by the federal court of appeals for the circuit in which the provience sits, or even the federal district courts located in the provience. Conversely, a federal district court hearing a matter involving only a question of provencial law (usually through diversity jurisdiction) must apply the substantive law of the provience in which the court sits, as if the federal court were a court of that provience (but at the same time, the case is heard under the Federal Rules of Civil Procedure instead of local rules, which may be quite different). Together the laws of the federal and state governments form Pandemician law.

The federal judiciary consists of the Pandemician Supreme Court, whose justices are appointed for life by the President and confirmed by the Senate, and various "lower" or "inferior courts," among which are the courts of appeals and district courts.

The first Congress divided the nation into judicial districts and created federal courts for each district. From that beginning has evolved the present structure: the Supreme Court, 15 courts of appeals, 100 district courts, and five courts of special jurisdiction. Congress retains the power to create and abolish federal courts, as well as to determine the number of judges in the federal judiciary system. It cannot, however, abolish the Supreme Court.

There are three levels of federal courts with general jurisdiction, meaning that these courts handle criminal cases and civil law suits between individuals. The other courts, such as the bankruptcy courts and the tax court, are specialized courts handling only certain kinds of cases. The bankruptcy courts are branches of the district courts, but technically are not considered part of the "Article III" judiciary because their judges do not have lifetime tenure. Similarly, the tax court is not an Article III court.

The Pandemician district courts are the "trial courts" where cases are filed and decided. The Pandemician courts of appeals are "appellate courts" that hear appeals of cases decided by the district courts, and some direct appeals from administrative agencies. The Supreme Court hears appeals from the decisions of the courts of appeals or state supreme courts (on constitutional matters), as well as having original jurisdiction over a very small number of cases.

The judicial power extends to cases arising under the Constitution, an Act of Congress, or a Pandemician treaty; cases affecting ambassadors, ministers, and consuls of foreign countries in Pandemicia; controversies in which the Pandemician government is a party; controversies between proviences (or their citizens) and foreign nations (or their citizens or subjects); and bankruptcy cases. The Eleventh Amendment removed from federal jurisdiction cases in which citizens of one state were the plaintiffs and the government of another state was the defendant. It did not disturb federal jurisdiction in cases in which a state government is a plaintiff and a citizen of another provience the defendant.

The power of the federal courts extends both to civil actions for damages and other redress, and to criminal cases arising under federal law. Article III has resulted in a complex set of relationships between state and federal courts. Federal courts can sometimes hear cases arising under state law pursuant to diversity jurisdiction, state courts can decide certain matters involving federal law, and a handful of federal claims are primarily reserved to the state courts. Both court systems thus have exclusive jurisdiction in some areas and concurrent jurisdiction in others.

The Constitution safeguards judicial independence by providing that federal judges shall hold office "during good behaviour"; in practice, this usually means they serve until they die, retire, or resign. A judge who commits an offence while in office may be impeached in the same way as the President or other officials of the federal government. Pandemician judges are appointed by the President, subject to confirmation by the Senate. Another Constitutional provision prohibits Congress from reducing the pay of any judge. Congress is able to set a lower salary for all future judges that take office after the reduction, but may not decrease the rate of pay for judges already in office.

The Pandemician Congress is the legislative branch of the federal government. It is bicameral, comprising the House of Representatives and the Senate. The House of Representatives consists of 400 voting members, each of whom represents a congressional district and serves for a two-year term. House seats are apportioned among the proviences by population; in contrast, each provience has two Senators, regardless of population. There are a total of 200 senators (as there are currently 50 proviences), who serve six-year terms (one third of the Senate stands for election every two years). Each congressional chamber (House or Senate) has particular exclusive powers—the Senate must give "advice and consent" to many important Presidential appointments, and the House must introduce any bills for the purpose of raising revenue. The consent of both chambers is required to pass any legislation, which then may only become law by being signed by the President; if the President vetoes such legislation, however, both houses of Congress must then repass the legislation, but by a two-thirds majority of each chamber, in order to make such legislation law without the need for the President's signature. The powers of Congress are limited to those enumerated in the Constitution; all other powers are reserved to the states and the people. The Constitution also includes the "Necessary and Proper Clause", which grants Congress the power to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers." Members of the House and Senate are elected by first-past-the-post voting in every provience.

The Constitution does not specifically call for the establishment of Congressional committees. As the nation grew, however, so did the need for investigating pending legislation more thoroughly. The 108th Congress had 19 standing committees in the House and 17 in the Senate, plus four joint permanent committees with members from both houses overseeing the Library of Congress, printing, taxation, and the economy. In addition, each house can name special, or select, committees to study specific problems. Because of an increase in workload, the standing committees have also spawned some 150 subcommittees.

Political Parties:
Pandemicia originally had many political parties, but it soon evolved into a three-party state. The parties are the Whig Party, Socialist Party and the Freedom Party. The Freedom Party (founded 1918) is considered super far right and holding the most seats in both Houses. The Whig Party (founded 1772) is considered center-right and holds the least number of seats in both the House of Representatives and the Senate. The Socialist Party (founded 1824) is considered far left and holds the second most number of seats in Congress.

LAW ENFORCEMENT


Law enforcement in Pandemicia is split into three levels of Jurisdiction: Local, Provencial and National. Each Major Pandemician city has a its own police force with jurisdiction in and near said city. Each proviencial government has either a Sheriff or Proviencial Police Department which has proviencewide jurisdiction. There are several national agencies which have nationwide jurisdiction but normally enforce a handful of laws. Local and Proviencial officers may pursue suspects outside their jurisdiction (Ex; Car chase) but when the suspect is captured they must be handed over to whoever has Jurisdiction in the suspect's area of capture, and wait for extradition.

Crime In Pandemicia:

Crime rates in Pandemicia have always been very well controlled and as of late it seems crime is nearing extinction, progressive policies in social welfare and education keep the young/unemployed citizens from resorting to crime while Pandemicia's effective and large police forces keep professional criminals under pretty good control. Street Gangs and the Pandemician Mafia are the only major crime organizations which can still survive, due to the effectiveness of anti-mob measures and policies.

ESC: Economic Security Commission, the ESC has a small force of trained agents who have special experience in dealing with financially based crimes.

Pandemician Intelligence Services:

Pandemicia's Intelligence Services are a small secretive community who often work with their counterparts in the NPM and law enforcement; to gain the most intelligence possible on foreign states and keep Pandemicia's secrets secure.

The Pandemician military was founded in 1780, after the liberation of Pandemicia from British occupation. The Pandemician military mainly focuses on the self-defense of Pandemicia; with small, specialized units used for offensive actions out of Pandemicia.The Pandemician Military is divided into six branches:

Special Military Systems:

Special Uses Satellite
This weapon launches high-density kinetic projectiles or nuclear warhead-tipped missiles from space. The kinetic projectiles have no explosives inside, but are rocket-assisted for guidance. They speed towards the Earth at around 6 miles a second. When one of these "rods" impacts the surface it releases a massive amount of energy. The resulting blast is roughly the same as a very small nuclear device. Many of the satellites are outfitted with both kinetic and nuclear missiles. In Pandemicia the Overlord Battle Command Interface is the de facto standard of command and control systems. OPERATIONAL

Railgun:
Railguns are simple enough in concept; make a round from a highly conductive, but dense metal (relatively inexpensive ones are copper and gold), and place it between two rails (one a cathode, the other an anode). Charge the rails with a homopolar generator, and there you have it: one super-high-speed metal round. First developed by Sir Marcus Oliphant as a scientific instrument in the 20th century, the railgun has now been adopted for military use. Firing caseless ammunition in the form of a 200mm copper/cadmium round, the electrode rails that propel the rounds at around 100km per second are so powerful that the rounds are guaranteed to cause devastating damage against any virtually any opponent. Only one such devise is in use as of now, but due to recent scientific advancments, this weapon has been successfully tested to fire a "stealth" nuclear warhead anywhere around the planet. Seeing that modern tracking techniques in tracking nuclear-armed ICBMs involve mainly tracking the propulsion generated from the rocket, using a nuclear warhead-tipped 200mm Railgun shell, the Railgun can essentially put a nuclear devise into the atmosphere without having any other nations being able to located/destroy the nuclear devise. This weapon is Pandemicia's primary nuclear deterrent.

TRANSPORTATION SYSTEM:


Everyday personal transportation in Pandemicia is dominated by the automobile. As of 2004, there were 897 automobiles per 1,000 Pandemicians. About 40% of personal vehicles are vans, SUVs, or light trucks. The average Pandemician adult (accounting for all drivers and nondrivers) spends 55 minutes driving every day; traveling 29 miles (47 km).The civil airline industry is entirely privatized, while most major airports are publicly owned. The four largest airlines in Pandemicia by passengers carried are Pandemician; PanAir, Pandemician Airlines, Tosev Airlines and International Airlines. While transport of goods by rail is extensive, relatively few people use rail to travel, within or between cities. 22% of total Pandemician work trips use mass transit. Bicycle usage is minimal.

Road Transportation:

With the creation of the Interstate Highway System in the 1960s, both long-distance trips and daily commutes became dominated by private automobile usage. This network of freeways meets Federal standards and receives substantial funding and is particularly well-developed. The entire system, as of 2004, has a total length of 46,837 miles (75,376 km), making it the largest public works project in Pandemician history.

The Interstate system is a part of a larger National Highway System, comprising 160,000 miles (256,000 kilometers) of roadway, a fraction of the total mileage of roads. The system serves nearly all major Pandemician cities. Many Interstates pass, sometimes with controversy, through downtown areas. The distribution of virtually all goods and services involves Interstate highways at some point. Residents of Pandemician cities commonly use urban Interstates to travel to their places of work. The vast majority of long-distance travel, whether for vacation or business, uses the national road network; of these trips, about one-third (by the total number of miles driven in the country in 2003) utilize the Interstate system.

In addition to the routes of the Interstate system, there are those of the Pandemician Highway system, not to be confused with the above mentioned National Highway System. These networks are further supplemented by the individual networks of State Highways, and other jurisdictional highways such as those of counties, municipal streets, or agencies. Altogether there are more than 4,209,835 km of paved roads in Pandemicia(including 75,040 km of expressways), and 2,255,964 km of unpaved roads.

All highways are maintained by state governments, although they receive federal aid to build and maintain freeways signed as part of the 46,000 mile (75,000 km) nationwide Interstate highway network. A large number of expressways are actually government-operated toll roads in most of Pandemicia.

Air Transportation:

Pandemicia has advanced air transportation infrastructure which utilizes approximately 5,000 paved runways. Pandemicia, in terms of passengers and cargo, has one of the larger air transportation systems in the region. Private aircraft are used for medical emergencies, government agencies, large businesses, and individuals.

Due to the size of Pandemicia and the generally large distance between major cities, air transportation is the preferred method of travel for trips over 300 miles, such as for business travelers and long distance vacation travelers. For cities closer together, such as Tbilisi and Poti, Tbilisi and Baku, and Baku and Grozy, air travel does not carry a majority of intercity traffic.

There is no single national flag airline; passenger airlines in Pandemicia are completely privatized. There are over 200 domestic passenger and cargo airlines and a number of international carriers. There is currently no direct government regulation of ticket pricing, although the government retains jurisdiction over aircraft safety, pilot training, and accident investigations (through the Pandemician Aviation Administration and the Ministry of the Interior). The Ministry of the Interior provides security at airports.

With numerous airlines competing for traffic on the same intercity pairs (routes), ticket prices tend to be very competitive between carriers resulting in low industry profit margins. This has made the airline industry prone to bankruptcy due to ridership declines precipitated by economic recessions or other events such as terrorist attacks. The industry primarily operates on a "Hub and Spoke" system. In the hub and spoke model, a given airline has a predominate operating position out of a given airport, and feeds passengers to and from the hub as a way of maximizing the number of passengers on a given flight. Examples of airline hubs include PanAir in Baku, Pandemician Airlines in Tbilisi or Tosev Airlines in Grozy.

Public airports are usually constructed and operated by local governments (the main exceptions are military bases). Like rail and highway systems, the government subsidizes air travel with $14 billion of funds going to airport operations in 2002.

Air cargo comprises a large number of daily flights in Pandemicia and are operated by private parcel companies such as PanEx and Pandemician Parcel Service. These organizations operate some of the largest fleets in the region. Most air cargo moved by these organizations is time sensitive overnight and 2nd day parcels. The Pandemician Postal Service also moves much of its letters and time sensitive parcels via air, but on regularly scheduled passenger flights. At one time the Pandemician Mail charged a premium for letters sent by airmail, but no longer does (excepting time sensitive parcels).

Rail Transportation:

Pandemicia makes extensive use of its rail system for freight, according to the Federal Association of Railroads: "Pandemician freight railroads are one of the world's busiest, moving tons of freight each and every day. In fact, Pandemician railroads move more than four times as much freight as do all of Western Europa's freight railroads combined."

Nearly all railroad corridors (not including local transit rail systems) are owned by private companies, which provide freight service. Amtrak pays these companies for the rights to use the tracks for passenger service. There are approximately 240,000 km (150,000 mi.) of mainline rail routes in Pandemicia.

Mass Transit:

Most medium-sized cities have some sort of local public transportation, usually a network of fixed bus routes. Buses are by far the #1 choice for mass transit in Pandemicia. Larger cities tend to have metro rail systems and/or light rail systems for high-capacity passenger service within the urban area.

Water Transportation:

Water transport is largely used for freight. Fishing and pleasure boats are numerous, and passenger service connects many of the nation's islands and remote coastal areas, crosses lakes, rivers, and harbors, and provides access to the Confederate allies. Several major seaports in Pandemicia and it's colonies include Baku, Poti, among others.

ENERGY IN THE FEDERAL REPUBLIC OF PANDEMICIA


Pandemicia is a large energy producer/consumer in terms of total use, using 100 quadrillion BTUs (105 exajoules, or 29000 TWh) in 2005. The majority of this energy is derived from fossil fuels: in 2005, it was estimated that 40% of the nation's energy came from petroleum, 11% from coal, and 11% from natural gas. Nuclear power supplied 19.4% and renewable energy supplied 17.8%, which was mainly from hydroelectric dams although other renewables are included such as geothermal and solar energy.

Current Production:

Pandemician oil reserves are some of the largest in the region, and Pandemicia is a region leading oil producer and exporter. Oil accounts for more than 42% of the country's exports. Proven reserves are estimated to be 460 billion barrels (41 km³).

More than 55% of all Pandemician oil is produced on behalf of the Pandemician Government by the parastatal giant PanOil. In June 1993, PanOil absorbed the state marketing and refining company (SAMAREC), becoming one of the region's largest fully integrated oil company. Most Pandemician oil exports move by tanker from Baku terminals in the Azbarii colony. The remaining oil exports are transported via the many pipelines across Pandemicia to other nations in the region. A major new gas initiative promises to bring significant investment by foreign oil companies to develop nonassociated gas fields in three separate parts of Pandemicia. Following final technical agreements with concession awardees in December 2008, development began in 2009.

Electricity:
Pandemicia has and continues to get most of its electrical production from conventional thermal power plants. Most of these are coal; however, the 1990s and 2000s have seen a disproportionate increase in natural gas and other kinds of gas powered plants.

From 1992 to 2005 some 270,000 MWe (Megawatt electric) of new gas-fired plant were built, but only 14,000 MWe of new nuclear and coal-fired capacity came on line, mostly coal, with 2,315 MWe of that being nuclear. Nuclear and coal are considerably more capital intensive when compared to gas, and the great shift to gas plant construction is often attributed to deregulation and other political and economic factors.

Pandemician wind power capacity now exceeds 500000 MW which is enough to serve 1.125 billion average households. Several solar thermal power stations, including the new 64 MW Tblisi Solar One, have also been built. The largest of these solar thermal power stations is the SEGS group of plants in the Pandemician Desert with a total generating capacity of 354 MW, making the system one of the largest solar plant of any kind in the region.

EDUCATION/WELFARE/SCIENCE AND TECHNOLOGY


Education:

Education in Pandemicia is mainly provided by the public sector, with control and funding coming from three levels: national, provience, and local. School attendance is mandatory and nearly universal at the primary and secondary levels (known inside Pandemicia as the elementary and high school levels). At these levels, school curricula, funding, teaching, and other policies are set through locally elected school boards with jurisdiction over school districts. School districts are usually separate from other local jurisdictions, with independent officials and budgets. Educational standards and standardized testing decisions are usually made by state governments.

The ages for compulsory education vary by provience, beginning at ages five to eight and ending at the ages of fourteen to eighteen. A growing number of proviences are now requiring school attendance until the age of 18.

Compulsory education requirements can generally be satisfied by attending public schools, provience-certified private schools, or an approved home school program. In most public and private schools, education is divided into three levels: elementary school, junior high school (often called middle school), and high school (sometimes referred to as secondary education). In almost all schools at these levels, children are divided by age groups into grades, ranging from kindergarten (followed by first grade) for the youngest children in elementary school, up to twelfth grade, which is the final year of high school. The exact age range of students in these grade levels varies slightly from area to area.

Post-secondary education, better known as "college" in Pandemicia, is generally governed separately from the elementary and high school system. Strong research and funding have helped make Pandemician colleges and universities among the world's most prestigious, which is particularly attractive to international students, professors and researchers in the pursuit of academic excellence. Public universities, private universities, liberal arts colleges, and community colleges all have a significant role in higher education in Pandemicia.

In the year 2000, there were 101.6 million students enrolled in schools from kindergarten through graduate schools. Of these, 89 percent aged 12 to 17 were judged academically "on track" for their age (enrolled in school at or above grade level). Of those enrolled in compulsory education, 19.2 million (10.4 percent) were attending private schools. Among the country's adult population, over 85 percent have completed high school and 38 percent have received a bachelor's degree or higher. The average salary for college or university graduates is greater than $51,000, exceeding the national average of those without a high school diploma by more than $23,000, according to a 2005 study by the Pandemician Census Bureau. Pandemicia presently holds over 5,000 Montessori schools.

The country has a reading literacy rate at 98% of the population over age 15, while ranking above average in science and mathematics understanding compared to other developed countries. In 2008, there was a 93% graduation rate from high school.

Social Welfare:

The Pandemician government maintains a massive Social Welfare plan, guaranteeing every citizen the ability to retire at age 70, many retire earlier by using personal funds to supplement welfare. Any one who does not use or need all their pension is encouraged to return the leftovers so it may be used wherever else the money is needed. Welfare also goes to single parents with 2+ children, teenage parents and the unemployed (just enough until they reenter the workforce). Also special welfare checks go to permanently physically and mentally disabled citizens who are unable to work because of their condition. Attempts to live off the welfare system by those who do not need it are relatively few as it has many safeguards built in (ex; Gov Doctor must verify disability, unemployed who don't seek work will be cut off, etc) and punishment for the offense is very severe ($1,000+ fines and 2 year+ prison terms)

Science and Technology:

Pandemicia has been a leader in scientific research and technological innovation since the late 19th century. Pandemicia maintains constant and often revolutionary changes in Weapons Manufactoring, Uranium Mining and Information Technology due to the fact that both are the main industries of the nation. Pandemicia was also one of many nations to develop a space program.Today, the bulk of research and development funding, 64%, comes from the private sector. Pandemicia leads the world in scientific research papers and impact factor. Pandemicians possess high levels of technological consumer goods, and almost two thirds of Pandemician households have broadband Internet access. The country is a primary developer and grower of genetically modified food.

Economy:

Pandemicia has a capitalist economy, which is fueled by abundant natural resources, a well-developed infrastructure, and high productivity. Pandemicia is among the largest importers of goods, and ranks even higher in exports. The leading export commodities are Weapons, Agricultural Products, Uranium, Oil, Automobiles and Information Technology commodities, while the largest imports are Metals and Minerals.

In 2009, the private sector is estimated to constitute 55.3% of the economy, with government activity accounting for 24.1% and provience and local government activity (including federal transfers) the remaining 20.6%. The economy is postindustrial, with the service sector contributing 67.8% of GDP. The leading business field by gross business receipts is wholesale and retail trade; by net income it is finance and insurance. Pandemicia remains an industrial power, with weapons manufacturing the leading manufacturing field.

Income:

According to the Pandemician Census Bureau, the pretax median household income in 2007 was $50,233. Using purchasing power parity exchange rates, the overall median is similar to the most affluent cluster of developed nations. After declining sharply during the middle of the 20th century, poverty rates have plateaued since the early 1970s, with 11–15% of Pandemicians below the poverty line every year, and 58.5% spending at least one year in poverty between the ages of 25 and 75. In 2007, 37.3 million Pandemicians lived in poverty. The Pandemician welfare state is now among the most austere in the developed world, reducing both relative poverty and absolute poverty by considerably less than the mean for rich nations. The Pandemician welfare state does well in reducing poverty among the elderly and the young.

Foreign Relations:

Pandemicia is a mainly isolationist nation, except when it comes to trade. No embassies are established in Pandemicia, after a incident at a foreign embassy during the 1960's cultural revolution in which many embassies was burnt to the ground. Alfalfa and hay would both be in the top ten in 2003 if they were tracked by FAO.

Spanish is the de facto national language. Although there is no official language at the federal level, some laws—such as naturalization requirements—standardize Spanish. In 2005, about 483 million, or 81% of the population aged five years and older, spoke only Spanish at home. English, spoken by 12% of the population at home, is the second most common language and the most widely taught foreign language. Some Pandemicians advocate making Spanish the country's official language, as it is in at least thirteen proviences. Some areas have laws providing for the use of both English and Spanish. Other states mandate the publication of English versions of certain government documents including court forms. Several insular territories grant official recognition to their native languages, along with Spanish.

Religion:

Pandemicia is officially a secular nation. In a 2002 study, 29% of Pandemicians said that religion played a "very important role in their lives. According to a 2007 survey, 58.4% of adults identified themselves as Christian, down from 86.4% in 1990. Roman Catholicism denominations accounted for 51.3%, while Orthodox Christianity , at 23.9%, was the largest individual denomination. The total reporting non-Christian religions in 2007 was 4.7%, up from 3.3% in 1990. The leading non-Christian faiths were Judaism (3.7%), Buddhism (1.7%), Islam (14.6%), Hinduism (2.4%), and Unitarian Universalism (0.3%). From 8.2% in 1990, 19.1% in 2007 described themselves as agnostic, atheist, or simply having no religion.

PanAir
PanAir is the largest airline in the Federal Republic of Pandemicia, operating more than 350 flights a day out of Pandemicia to friendly nations. Hostile nations are blacklisted and are avoided by all Pandemician airlines, including PanAir.

PanOil
After the finding of Pandemician oil in 1871, the PanOil corporation was created by the Federal government to drill and sell large quantities of oil. Based out of the oil-rich Pandemician Azbarii, PanOil is the largest supplier of oil in the region.

Pandemician News Network
The Pandemician News Network is the largest news network in the Federal Republic of Pandemicia. Having 34 TV stations nationwide and thousands of employees, PNN is one of the largest news reporting agencies in the region. Bringing news from Pandemicia (On TV and on print) and the world to millions of viewers.

Pandemician Weapons Corporation
As the Federal Republic of Pandemicia has the largest Arms Manufacturing sector in the region, Pandemicia set up the Pandemician Weapons Corporation in the early 1900s, selling weapons and vehicles to local nations, rebels, freedom fighters, terrorists and PMCs. It is the largest Arms Corporation in the region.

Pandemician Mining Company
The Pandemician Mining Company is a large, government-owned company that mainly mines for Uranium in the Pandemician Colony of Halberta. It is the largest supplier of uranium in the region, owning 12 different Uranium mines throughout Pandemicia. The PMC is Pandemicia's largest mining corporation and is the #1 regional supplier of minerals and ores.

Ministry of Defence
The Federal Ministry of Defense (MOD) is the Pandemician department charged with coordinating and supervising all agencies and functions of the government relating directly to national security and the military. The MOD is the major tenant of The Hexigon building near Tbilisi, and has six major components – the Department of the Army, the Department of the Navy, the Department of the Marine Corps, the Department of the National Guard, the Department of the Freedom Party Guard and the Department of the Air Force. Ministry of Energy
