CONSTITUTION OF THE SOCIALIST PEOPLE'S REPUBLIC OF THURASK
Enacted on the Third day of February, 2011


In order to establish the Socialist People's Republic of Thurask as a fair, free and open state, the following articles are hereby referred to as the Constitution of the Socialist People's Republic of Thurask.
2.1.1} The Socialist People's Republic of Thurask is a sovereign, independent state.

2.2.1} The Socialist People's Republic of Thurask is a parliamentary republic, with a democratically elected head of state (henceforth referred to as the President) that can serve for no more than one term.
2.2.2} There will be an election for the office of the President every eight years on the first Tuesday in July.
2.2.3} The President shall formally take office on the 12th of August after election.
2.2.4} The President’s duties are to ratify acts of Parliament, welcome foreign dignitaries, represent Thurask internationally (shared with the Prime Minister and the Foreign Affairs Minister), implement international law, declare wars, elections and states of emergency (with the approval of Parliament), affirm new Prime Ministers and members of the Supreme Court, dissolve Parliament if necessary and to grant medals, decorations and pardons.
2.2.5} The President may refuse to sign a law they do not accept and thus send it back to Parliament for redrafting, although they may only do this once per law. However, the rejected legislation must pass through the entire Parliamentary process again.
2.2.6} The President may be recalled by a two-thirds majority of Parliament.
2.2.7} The President must be a Thuraski citizen over the age of 35.
2.2.8} If the President is incapacitated or is otherwise unable to fulfill their duties as President, the Vice President will serve as an acting President, either until the President is capable to lead again or until the next election, whichever comes first.

2.3.1} The Socialist People's Republic of Thurask will also have a democratically elected head of government (henceforth referred to as the Prime Minister), who will be elected every Parliamentary election.
2.3.2} The Prime Minister will, with the approval of the President, take office no more than 30 days from their election.
2.3.3} The Prime Minister will be the head of government, and the leader of the largest party or coalition in Parliament unless otherwise decided upon by Parliament.
2.3.4} The Prime Minister’s duties are to manage the daily workings of Thurask, nominate the Cabinet (with Parliamentary approval), to create laws to be voted upon in Parliament and to organize the Cabinet in order to run Thurask to the best of their abilities.
2.3.5} The Prime Minister must be a Member of Parliament, and thus must be a Thuraski citizen over the age of 16.
2.3.6} The Prime Minister may be re-elected indefinitely, so long as the Prime Minister has the confidence of Parliament.

2.4.1} The legislature of the Socialist People's Republic of Thurask shall be known as the Parliament of Thurask.
2.4.2} Parliament shall consist of 901 members known as Members of Parliament, with seats given to the districts according to population. A party or a coalition with exactly or more than 451 seats will form the government.
2.4.3} Any Thuraski citizen over the age of 16 may run for a seat in Parliament.
2.4.4} The duties of Parliament include voting on laws, creating laws, vetting Cabinet and Supreme Court nominees, ratifying international laws, debating on the budget, to vote on declarations of war, to vote on declarations of martial law/states of emergency and to vote on motions of no confidence.
2.4.5} Parliament can amend the Constitution with a two-thirds majority in favor.
2.4.6} There will be a Parliamentary election at least every year, although extraordinary circumstances allow elections to be postponed for at most three years.
2.4.7} Parliament must convene at least once a month.
2.4.8} Parliamentary elections will also be held in the case of the government not having the confidence of Parliament.
2.4.9} Members of Parliament are elected using list-based voting.
2.4.10} Debate in Parliament will be moderated by the Speaker of Parliament.
2.4.11} The position of Speaker of Parliament is a non-partisan position, and can only vote to break a tie.
2.4.12} The Speaker of Parliament is chosen by Parliament amongst its members for a one-year, renewable term.
2.4.13} Members of Parliament can resign at any time.
2.4.14} All proceedings of Parliament are to be recorded and archived in the Journal of Thurask.

2.5.1} The Government of Thurask will be responsible for matters concerning the whole of Thurask.
2.5.2} The Government of Thurask hereby consists of the Prime Minister, President, Cabinet and the Ministries of Cabinett.
2.5.3} The Government’s duties are to propose budgets, propose laws, propose international agreements to be ratified, to determine national policy, to propose Constitutional amendments and to regulate government offices.
2.5.4} If Parliament loses confidence in the Government, then a member may call for a motion of no confidence.
2.5.5} If a simple majority votes for the motion, the motion is passed and an election is called

2.6.1} Thurask will have thirteen Districts: Northwest, Northeast, Northern Mountains, Central Mountains, Southern Mountains, Lake, Capital, North-Central, Central, South-Central, Southwest, Southeast and West Solestum.
2.6.2} The Districts will create their own laws and regulations, but they can be annulled by the federal government with a majority in Parliament.
2.6.3} The Districts will each have a Governor, which is the leader of the largest party or coalition in a District Assembly unless otherwise decided upon by the District Assembly.
2.6.4} The District Governor may be re-elected indefinitely, so long as the Governor has the confidence of the District Assembly.
2.6.5} The Districts will each have their own District Assemblies, which consist of 701 Members of the Assembly. A party or coalition with exactly or more than 351 seats will form the government.
2.6.6} There will be an election for each District at least every year, although extraordinary circumstances allow elections to be postponed for at most three years.

2.7.1} There shall be a Supreme Court of Thurask, independent from the legislature and executive branches.
2.7.2} The Supreme Court of Thurask must follow the Constitution and non-Constitutional law before making their decision.
2.7.3} The Supreme Court of Thurask will have eleven members on it.
2.7.4} Members of the Supreme Court are to be nominated by the President, and must be approved by a simple majority of Parliament before they can serve in the Supreme Court.
2.7.5} Nominees must serve or have served as Judges on a District Court, or a Municipal Court.
2.7.6} Members of the District Courts are nominated by the District Governors and must be approved by District Assemblies.
2.7.7} District Courts will have seven members.
2.7.8} Members of the Municipal Courts are elected in municipal elections.
2.7.9} Municipal Courts will have one to three members, appointed by the Mayors of their respective municipalities.
2.7.10} The Government of Thurask will be represented in court by the Minister of Justice.
2.7.11} District Ministers of Justice also serve the same responsibility for their respective Districts.

2.8.1} Municipalities have the right to elect their own governments, judges and other public officials.
2.8.2} Municipal elections are to be held in the same manner as District or federal elections.

2.9.1} The official language of Thurask is English.
2.9.2} Signage, advertisements and public displays of language must be in English, but they may also be in other languages only if the other language is markedly predominant.

2.10.1} The official currency of Thurask shall be the Thuraski Dollar (NT$, NTKD or NTD).
2.10.2} The Thuraski Dollar shall be managed by the Bank of Thurask, which will be under the jurisdiction of the Ministry of Finance.
2.10.3} The Ministry of Finance shall create the banknotes and coins of the Thuraski Dollar.

2.11} The capital of Thurask is Thurask City.

2.12} The Government of Thurask shall be secular, without any official state religion.

2.13.1} Thurask shall be subject to any international agreements it has ratified.
2.13.2} However, if it is not in the best interest of the Socialist People's Republic of Thurask, then Thuraski policy may deviate from international agremeents and/or World Assembly legislation.

2.14} Any and all government proceedings in Thurask must abide by the Constitution.
3.1.1} Every citizen of Thurask is entitled to the following rights.
3.1.2} The following rights are unalienable, except when a two-thirds majority of Parliament has decreed that, under extraordinary circumstances, certain civil liberties can be suspended.
3.1.3} A citizen of Thurask is defined here to be a person born in Thurask, born outside of Thurask to a Thuraski citizen, born outside of Thurask and adopted by a Thuraski citizen or a naturalized immigrant to Thurask who has applied pursuant to citizenship laws.
3.1.4} Non-persons cannot qualify as citizens of Thurask.

3.2} Every citizen of Thurask is equal under the eyes of the law.

3.3.1} Every citizen of Thurask is entitled to their right to liberty, which extends to freedom of speech, thought, expression, association, assembly, the press and religion, if they are not in conflict with the rest of Section III.
3.3.2} These rights are not to be deprived without reasonable cause, and within reasonable limits.
3.3.3} Citizens must be informed of the reason of the deprivation of their rights.
3.3.4} If a citizen has their rights deprived due to being charged with a crime, they have the right to appear in court to challenge the decision no later than 72 hours from their initial arrest.

3.4} No person, business or government office can discriminate against others based on race, color, gender, language, religion, political or other opinion, national or social origin, property, economic and social condition, sexual orientation, birth, disability or other personal status.

3.5.1} Every citizen has the right to life.
3.5.2} Capital punishment is forbidden.
3.5.3} Article 3.5.1 does not apply to abortions.

3.6.1} Every citizen has the right to their own personal privacy.
3.6.2} Article 3.6.1 may be waived in matters of life and death, if the citizen is being charged with a crime, or within other reasonable limits.

3.7} Torture and other such cruel and unusual punishments are forbidden.

3.8.1} Slavery is illegal, be it for labor, sexual slavery or other purposes.
3.8.2} Trafficking of persons from, to or through Thurask for such a purpose is also illegal.

3.9.1} If a citizen has been charged with a crime, they have the right to:
3.9.2} be told of the crime they are charged with.
3.9.3} be told they may use legal counsel.
3.9.4} have legal counsel offered to them if they cannot acquire any on themselves.
3.9.5} be told they cannot be forced to incriminate themselves in a court of law.

3.10.1} Every citizen has the right to a fair trial.
3.10.2} Every citizen is presumed innocent until proven guilty.
3.10.3} Citizens under the age of 16 shall be tried as minors except in extraordinary circumstances.
3.10.4} Citizens under the age of 12 cannot be charged with a crime.
3.10.5} A law must be codified and ratified for a citizen to be accused of a crime according to it.
3.10.6} A citizen cannot be charged twice for the same crime.
3.10.7} Either side of a court case has the right to appeal the final decision of a case to the next-highest court.
3.10.8} Supreme Court cases cannot be appealed.

3.11.1} Citizens have the freedom to move and live anywhere in Thurask.
3.11.2} Citizens have the right to enter and exit Thurask as they please.
3.11.3} Articles 3.11.1 and 3.11.2 do not apply to citizens suspected of, undergoing trial related to or convicted of criminal acts.

3.12.1} Any citizen over the age of 16 can legally marry another person, regardless of sexual orientation.
3.12.2} Polygamy is illegal.
3.12.3} Citizens cannot marry non-persons, including animals, inanimate objects and other such non-persons.

3.13} Religious organizations are free to express their beliefs, so long as they do not conflict with the rest of Section III.

3.14.1} Citizens may access any non-classified government document.
3.14.2} Classified government documents are to be declassified at the discretion of Parliament.

3.15} Censorship is illegal, except if the censored material is illegal under Thuraski law.

3.16.1} The legal voting age for municipal, district and federal elections/referendums is 16.
3.16.2} All voting must be conducted via secret ballot.

3.17.1} Every citizen has the right to an education.
3.17.2} Education from the pre-elementary to the post-graduate levels is to be provided entirely by the State.

3.18} Every citizen has the right to work.

3.19.1} Children (here meaning Thuraskis under 13) must receive protection necessary for their safety and health.
3.19.2} No child can be legally subjected to mistreatment, abuse or exploitation.
3.19.3} Mistreating, abusing or exploiting a child is a crime.
3.19.4} The rest of Section 3.19 also applies to adolescents (Thuraskis between the ages of 13 and 15)

3.20.1} All health care is to be provided by the Government of Thurask.
3.20.2} Citizens may receive benefits depending on their situation (disabilities, unemployment, old age and disease).

3.21.1} All persons, businesses and religious organizations must pay taxes based on income and other factors.
3.21.2} Failure to pay taxes is a criminal offense.
4.1.1} The Thurask Self Defense Forces (henceforth referred to as the TSDF) are the military of Thurask.
4.1.2} The TSDF is further divided into the Thuraski Air, Ground and Naval Self Defense Forces (TASDF, TGSDF and TNSDF).
4.1.3} The heads of the TSDF are the President, Prime Minister and Minister of Defense.

4.2.1} Any Thuraski over the age of 16 may serve in the TSDF.
4.2.2} Physically disabled Thuraskis may be disqualified from serving in combat roles.

4.3.1} The number of active personnel in the TSDF is to be no more than 1% of the population in peacetime.
4.3.2} This restriction does not take effect in times of war.
4.3.3 There is no size limit to the TSDF Reserve.

4.4.1} Forced conscription into the TSDF is not allowed in peacetime.
4.4.2} If a simple majority of Parliament agrees on it, forced conscription is allowed in wartime.

4.5.1} Intelligence gathering is to be under the jurisdiction of the Ministry of Defense.
4.5.2} The agency responsible for this will be known as National Intelligence.

4.6.1} There shall be three branches of police in Thurask.
4.6.2} There shall be a National Police department, which maintains the law on national highways, airports, seaports and in federal government buildings.
4.6.3} There shall be thirteen District Police departments, who maintain the law in their respective District on non-national highways and District government buildings.
4.6.4} There shall be Municipal Police for every municipality in Thurask, who maintain the law in places not governed by the other two branches of police.
5.1.1} The preceding sections are hereby known as the Constitution Act, 2011.
5.1.2} The Constitution Act, 2011 hereby renders null and void the Constitutions of 1700, 1773, 1777, 1859, 1891, 1909, 1911, 1936, 1973, and 1989.

5.2} The Constitution Act, 2011 will come into effect on February 3, 2011.

History
August 12, 1676= Richard Graves, a 25-year old explorer and 1000 settlers arrive in Thurask from far away (still unknown to this day).
August 13, 1676= On this day, Richard Graves' diary proclaims the name of the new country to be "Thurask" after it came to Graves in a dream.
September 3, 1676= Gravestown is founded (Gravestown later becomes Thurask City).
1676-1699= Thurask is ruled by the government of an unknown country. Richard Graves serves as Governor from 1676-1684.
1685-1688= The Governor's Palace is built. John Carroll serves as governor from 1684-1697.
September 1696= Public trust in the colonial government drops after they execute Richard Graves for treason.
October 11, 1696= The "Thuraski People's Army", a group of people who want the independence of Thurask commits its first act through robbing the local governor.
October 29, 1696= Government troops arrive in Thurask.
October 29, 1696-February 5, 1699= Thuraski War of Independence: Government troops versus guerrilla fighters of the TPA. The TPA gets better organized near the end of the war, which is the turning point leading to a TPA victory.
February 4, 1699= Edmund Raleigh, the last colonial Governor of Thurask (1697-1699), is assassinated by members of the TPA.
February 5, 1699= The government decides to evacuate its personnel from Thurask and surrender.
February 6, 1699-December 30, 1699= Higher-ups in the TPA, including Graves' brother William, decide on the fate of the new nation at various TPA Council Conferences. By November, the Council of the TPA reaches unanimous agreement to create a monarchy.
December 31, 1699= The Constitution of the Empire of Thurask is signed by the members of the TPA.
January 1, 1700= The Empire of Thurask is established, with Emperor William I crowned in Gravestown's Imperial Palace (the former Governor's Palace).
January 1, 1700-April 19, 1729= William I reigns. His reign is focused on protection of the people, and leads to mass militarization and the development of rudimentary industry.
April 19, 1729= Emperor William I dies.
April 28, 1729= Emperor William II, his son, is crowned.
April 28, 1729- June 28, 1773= William II reigns. His reign is an extension of his father's, although without the personal charisma that made his father so persuasive as a member of the TPA.
June 28, 1773= Emperor William II dies without a male heir.
July 2, 1773= Two factions arise on who succeeds William; his daughter Grand Duchess Julia, or the Prime Minister, Herman Gilbert.
July 4, 1773= Grand Duchess Julia is sent to exile in the northern regions of the country, while Gilbert declares himself to be First Consul.
July 12, 1773= First Consul Gilbert pushes his Constitution of 1773 through Parliament; the document includes provisions to suspend civil rights at the drop of a hat.
July 19, 1773= A large percentage of the military revolts from Gilbert rule and moves north to be led by the Grand Duchess.
July 20, 1773-August 4, 1776= War of Thuraski Succession: Gilbertists versus Loyalists. Most of the fighting is large armies meeting in open fields, and exchanging walls of musket fire.
July 4, 1773- August 12, 1776= First Consul Gilbert rules as the de facto leader of Thurask. His rule is, for lack of better words, nasty, brutish, and short.
August 4, 1776= Grand Duchess Julia is returned to Gravestown, while the dictator Gilbert flees southward.
August 12, 1776= On the centennial of Thurask, Grand Duchess Julia is crowned as Empress Julia I.
October 17, 1776= Gilbert is captured by the authorities. He is tried and found guilty of treason, but the Empress pardons him. Gilbert is freed, and lives the rest of his days in the south of Thurask.
August 12, 1776- February 16, 1848= Julia I reigns. Her reign is marked by a long-term peace, an economic upswing and more civil rights overall.
February 16, 1848= Empress Julia I dies. The nation mourns for a whole month.
February 28, 1848= Her son, Emperor Stephen I is crowned.
February 28, 1848-December 8, 1852= Stephen I reigns. His reign is unremarkable, except for its conclusion.
December 8, 1852= Stephen I is assassinated by anarchists when his carriage is attacked with a bomb.
December 9, 1852= Empress Julia's second son, James, becomes Emperor James I.
December 9, 1852-May 3, 1874= James I reigns. His reign is a more or less complete reversal of that of his mother. Under his rule, Thurask goes from a cosmopolitan, urbanized state to a dreary, isolated backwater with an agrarian economy.
May 3, 1874= James' son Stephen II shoots his father and declares himself Emperor. The nation breathes a sigh of relief.
May 3, 1874-November 27, 1886= Stephen II reigns. His reign sought to erase his predecessor's reign, and brought Thurask on the track of recovery.
November 27, 1886= Stephen II abdicates on the orders of the Minister of Defense, General Frederick Green.
November 30, 1886= James II, Stephen's brother, is crowned Emperor.
November 30, 1886-March 20, 1909= James II reigns. His reign is dominated by the influence of General Green, but then tries to follow Stephen II's path after getting rid of General Green.
September 16, 1898= James II removes General Green from the office of Defense Minister after one too many arguments. Frustrated, Green and a few of his top generals leave for a remote corner of Thurask.
March 20, 1909= General Green and his private army invade the capital and execute James II.
March 20, 1909-April 14, 1910= Green declares himself Emperor Frederick I. The military is still split down the middle over whether to support the Graves family or Emperor Green. Fighting ensues.
April 14, 1910= The last pro-Green sections in the Thuraski Armed Forces capitulate. At the same time, the closest descendant of James II is found.
April 17, 1910= Empress Julia II is crowned.
April 17, 1910-December 2, 1911= Julia II reigns. Her rule is a figurehead leadership, as the popular feeling at the time was to create a democratic system of government.
December 2, 1911= Julia II abdicates, and the Thuraski Empire meets its end.
December 3, 1911= The Federal Republic of Thurask is declared. Gravestown is renamed Thurask City.
December 4, 1911= The first elections are held for the Federal Republic of Thurask. The Democratic Party, led by Julia Graves, wins a majority of seats in Parliament.
December 15, 1911-June 9, 1921= Julia Graves takes office as the first Premier of Thurask. Her rule is benevolent, and Thurask becomes as great as it was under her great-grandmother.
June 9, 1921= Premier Graves dies in office.
June 19, 1921= An election is held. Andrew Walker of the Democratic Party wins a majority of seats.
June 23, 1921-April 21, 1933=Andrew Walker takes office as the second Premier of Thurask. His rule gradually weakens, and the economy collapses in the last years of his tenure.
April 2, 1933= An election is held. Stephen Downing of the Democratic Party wins a plurality of seats, with the rest of the seats split under independents and Jon Wilson's Communist Party.
April 21, 1933- August 29, 1936= Stephen Downing takes office as the third Premier of Thurask. His rule is ineffective at best, and could not hold back Wilson's communist rebellion.
May 4, 1936= Jon Wilson returns from self-imposed exile and declares himself Supreme Leader of Thurask.
May 5, 1936-September 3, 1936= The Communist Takeover: Communists under Wilson start insurgency, defeat government forces under Downing.
August 29, 1936= Stephen Downing is found by Communist forces and executed.
September 3, 1936= Jon Wilson takes office as Supreme Leader of the Protectorate of Thurask.
September 3, 1936-April 24, 1987= Jon Wilson rules Thurask as Supreme Leader. His rule is autocratic and totalitarian, and leads Thurask to be a militarily focused, repressive police state.
February 8, 1951= The island territory of Solestum declares independence (Solestum is visible on the extreme southeast of the physical map).
February 9, 1951= Supreme Leader declares war on Solestum.
February 9, 1951-June 18, 1954= Solestite Independence War: Solestite rebels fight government troops, guerrilla fighting overwhelms Thuraski military.
June 17, 1954= The last Thuraski Armed Forces personnel leave Solestum. Thurask does not officially recognize Solestite independence.
February 14, 1971= Rebel militia attack capital, declare themselves leaders of Thurask.
February 15, 1971-March 20, 1976= Thuraski Civil War: Fascist rebels versus the government; after very fierce fighting in the first two years, the fighting slows to a crawl after the removal of most rebel leadership. The rebel leader himself is killed in 1976.
May 9, 1973= Rebel terrorists detonate dirty bombs in Thurask City, 40,000 civilians dead.
May 11, 1973= Armed Forces conducts strike on rebel encampment with nuclear weaponry, bulk of terrorist leadership killed.
May 12, 1973-March 19, 1976= Rebels conduct hit-and-run strikes against civilian targets, 90,000 civilians die in this period.
March 20, 1976= Rebel leader found dead in a spider hole in the Thuraski countryside.
March 18, 1983= Thuraski People's Party declared only legal party in Thurask.
April 24, 1987= Supreme Leader Jon Wilson dies, replaced by his son Ian Wilson.
April 24, 1987-July 12, 2010= Ian Wilson rules. His rule, somehow, is even more dictatorial and even more brutal than that of his father.
July 4, 1988= Ian Wilson decrees that the only legal religion is his own cult of personality, Leaderism. Atheism is later allowed in the 1989 Constitution.
December 31, 1988= Thurask City is renamed Airstrip Zero.
December 19, 1996= A "terrorist attack" (later determined to be an improperly-handled bomb being transported by the Air Force) on Airstrip Zero leads to the capital area being under martial law until the Revolutionary War.
December 31, 1999= The Supreme Leader, worried about demonstrations for democracy in areas outside the capital, enacts martial law in the whole country. Summary executions are rampant.
July 8, 2010= Ian Wilson's son, Michael (he called himself the "Generalissimo") declares war on his father as the leader of the Thuraski Revolutionary Army.
July 8, 2010-July 14, 2010= Thuraski Revolution: TRA and foreign allies versus government and foreign allies. The TRA wins through the very high defection rate of government troops, but the Generalissimo dies in the process. His second-in command, Captain Richard Fowler takes command of the TRA.
July 12, 2010= Richard Fowler declares himself President of the Republic of Thurask. The Supreme Leader is still at large.
July 14, 2010= The Supreme Leader is found, and his Cabinet is executed. Wilson himself was pushed into an angry mob eager to repay him and his family for 74 years of repressive brutality.
February 3, 2011= The most recent Constitution (the Constitution of 2011) comes into effect.
May 5, 2011= By a majority vote, Parliament votes to rename Thurask the Socialist People's Republic of Thurask. Most people seem to be receptive of this change.
