I, personally, feel that fault lies more with the broad classifications of the categories and the lack of a category geared towards science and scientific research. Unfortunately, the manner in which the categories are structured can, in a few cases, allow for some confusion as to where a specific proposal should go.

(OOC: In fact, the Associated Peoples suggested a science category in "The BIG Collaborative List of Suggested NS Improvements" due to this confusion - an idea I fully support.)

Honored ambassador while you are entitled to your own opinion I would hardly call this a trivial matter.I must also state that this does not assume the worst only prepares for the worst should it to occur.I do have to ask you a question or three though.What is this NS you speak of?Did the WA change it's name to something with the initials NS?If so why was I not notified?Damn it all I'm going to have to buy new stationary.

If we must talk in the terms of NS being a game then I must point out the fact that it attempts to mimic the real world (sure there are talking bears,nations of faeries,orcs and I've even seen a nation of dinosaurs that make th proposal writing more difficult but that is half the fun :) ) and via these links you can see that the real world concerns itself with these matters.In fact the idea was based on a program I watched about the Svalbard Global Seed Vault and the the various wiki articles my curiosity lead me to read.

I would like to take this moment to thank the delegates that have taken the time to read and have had the forethought to see the importance of this proposal and and approve of it.Now it is time to prepare for the third and final phase towards putting this in the collection of resolutions from this honored assembly.

(OOC)I was just curious as to why if this is now at vote it is not stickied to be found easily.Not trying to be a winer but I thought that was how it is usually done.I went ahead and changed the title to say at vote but other than that I do not know what else to do.I would have posted this here note in the moderation forum but it is so jumbled and confusing over there that I did not know if that would be following the correct protocol and the last thing I want to do is face the legendary Modly Wrath.This is my first attempt at doing the whole proposal thing so if there is something I need to do to have it stickied please inform me of it.

We, the people of Layze, think that we should leave nature sort out things. We should not try to dictate nature how to evolve by reintroducing extinct species.
Therefore we voted against this resolution.

Honored ambassador I understand your position but answer me this.What about extinction events that have nothing to do with nature such as massive warfare or nuclear devastation?These I believe would not fall under the category of nature "sorting itself out".These types of things would be completely manufactured forms of species decimation.These are examples of things that are completely unnatural.I might also add that this facility I am proposing could also be used to store genetic materials from sentient species as well as non-sentient.If the technology can be developed to halt the complete loss of a nations rich genetic diversity in the face of disaster why not use it?

I was sent a telegram asking me a very good question about this proposal by The Democratic Republic of New Bay-View.I have reprinted the query and my response below.

Associated Peoples,

I am contacting you in regards to the Extinction Preparation Act. It is certainly a tragedy that so many species are lost due to human-created disasters. I also believe that conducting scientific reaserch for the prpose of advancement in human knowledge is an important function of the World Assembly. I do, however, have a question for you: Will speicies that have become extinct in the wild due to natural selection be released back into the wild?

I do not see any reason to do this myself but if a nation chose to do so the resources would be available to them.I personally believe that nature can do just fine weeding out species that are not fit to continue.However that is my opinion and I would not go so far as to force it upon anyone else.What I had in mind while writing this was extinction caused by for lack of a better descriptor "man" made events or environmental catastrophes i.e. massive volcanic eruptions,meteor showers that actually caused extensive devastation and things of that nature.I would hesitate to call these types of natural occurrences natural selection.In my mind these are more akin to freak events.This proposal is more geared towards extinction due to hostile environments that are out of the norm.Once again this is my belief on how it should be used but I did not stress this because that would be forcing my ideology on others and I just will not do that.Thank you for your interest in the subject.

Honored ambassador you are sadly mistaken. It is not a power grab in any way shape or form.It is merely a repository for research and storage to be staffed with scientist from all across the member nations.A place to study and share ideas.Yes I believe that I made it clear that I was aware that a nation could do this on their own on a significantly smaller scale as individuals and their is nothing to stop them from doing so.In fact if you will notice the word urges suggest that a nation is not required to send any samples at all.The proposal is geared towards building a place for shared preservation and gathering of knowledge.What one nation can accomplish on it's own is nowhere near what can be accomplished through working side by side with others of varying knowledge and skill and sharing ideas through mutual cooperation.On top of that any facility of this kind would most likely be destroyed if located in a nation that suffered the potential destruction it was meant to rebuild from thus defeating the purpose.How is preservation and educational research a power grab when it is shared freely (see section II.a.)?Can you explain this to me?I dare say you can not.I must say that I am saddened to see the same old tired NatSov argument applied to this an educational and advancement facility.Just exactly what are you talking about.It's free to use to member nations you know the old WA club of which you are a member.This resolution only seeks to bring the research facility/facilities into existence.On top of that it will not even charge any nation for the construction or staffing.If you will notice that is left to the WASP.I didn't make that one up.It already exist thanks to our Ursine friends as was pointed out to me earlier by the creator of that bit of legislation(see Resolution #87).I hope this solves your fears of NatSov infringement if not well I don't know if anything will and I'm not one for beating a dead horse.I do hope it goes some ways towards changing your mind.With the support of you and others we could create something beautiful.The choice is ultimately in your hands though.

I rise in support of the position of the honorable Baron Bartlet of Philimbesi. The reading of this proposal was met with a resounding "Meh," within my own chambers. As we cannot see the need or, truly, the benefit of passing this proposal, I will be voting against its passage. (And, I believe this would be the first Educational proposal to reach the At Vote stage to have that fine distinction.)

As founder of Antarctica I concur. We also were not contacted about hosting such a facility, and we will not be forced by a resolution to do so. Our penguin armies and antarctic polar bears will stand in your way.

Now let me clear this up.I did not specify what arctic area and with all the WA nations in existence I'm sure an arctic region can be found for the building of this .What I have been led to believe is that there are multiple planets that have membership in the WA no specific location was mentioned just an arctic area.If someone would like to step forward and donate or sell the property any arctic area would suffice. Ambassadors I would kindly ask that you please not put words into my mouth.
