We are pleased to announce the official opening of our Embassy Program. All non-FT nations are welcome to apply, regardless of political or economic ideology. However, we reserve the right to reject applications from nations we do not wish to enter into relations with.
Introduction
Phing Phong is a modern liberal democracy with a strong government and clear separation of powers. We currently follow a mixed economic system, though we are moving towards a socially minded free-market system and enjoy an annual economic growth rate of almost 8%. Our traditional culture and emphasis on Buddhist values and compassion is juxtaposed with a vibrant urban scene. The pleasant tropical climate and beautiful countryside scenery makes Phing Phong a place which is comfortable and easy for ambassadors of all nations to relocate to.
Policy on Extraterritoriality and Diplomatic Immunity
All foreign embassies will be considered part of their home country's territory with respect to laws and police jurisdiction, though the physical territory remains a part of Phing Phong. However, Phing Phong's firearms laws still apply within the Embassy, meaning that any foreign Embassy security personnel will not be permitted to carry guns or explosives at any time.
Our policy on diplomatic immunity depends on the seniority of the person in question, and is detailed in the table below.

We are offering all nations the opportunity to open an Embassy in two locations in the City; the Luanyet Embassy Complex and Embassy Row. Accommodation for the Ambassadors will be organised once they arrive in Phing Phong.
Luanyet Embassy Complex
Situated in the east of the city in the Luanyet Capital District, the Luanyet Embassy Complex is a charming area with a total of fifteen different available Embassy buildings. The picture shown illustrates the back of one of the embassies, which all face out onto a commonly-maintained green area.

Yaowarat Road
The famous Yaowarat Road forms the centre of Phing Phong's largest Chinatown, in addition to being the longest traditional road in the city. The picture shows an area of the road about half a kilometre along from the Embassy properties at night. All of the Yaowarat Embassies are recently converted traditional buildings that retain all of their original architectural charm.

Chaweng Business District
For nations particularly interested in trade with Phing Phong, Chaweng Municipality is the prefect place to maintain an Embassy. Chaweng is situated at the heart of Phing Phong's busiest centre of trade and international commerce, Ngoai Thaan, and close to the headquarters of our biggest enterprises. All Embassies have been specially constructed for this purpose, and can be fitted with a secure connection to the home country independent of our national telecommunications system.

The Restoration Tower
Nations who we feel that we have a special relationship or debt of gratitude to will be telegrammed, and may apply for an Embassy inside the Restoration Tower, a modern skyscraper building completed this year in commemoration of the Restoration of Democracy in Phing Phong in 2000. There are a total of ten floors reserved for these nations, with each nation being allocated a single floor.

Embassy Application
All nations interested in establishing an Embassy in Phing Phong need to provide the information listed in the Application Form below. All Embassies will as standard have the flag of the represented nation displayed on a flagpole outside the Embassy door. May we request that all Ambassadors and embassy staff remain clothed, do not wear or carry around animal products, and refrain from sitting or standing next to monks/nuns of the opposite sex while outside their respective Embassy chancery.
Any comments in [brackets] are either suggestions or guidelines/requests. While we do not demand absolute adherence to these, any applications which are greatly variant from the guidelines we will ask to be amended.
Consulates
As Phing Phong is a city-state whose urban area forms a continuous conurbation despite the existence of separate towns, most consular affairs can be conducted by an Embassy here. All nations are free to establish a consulate in Phing Phong simply by sending us a telegram stating their intent, though security guards are not deemed to be necessary and consuls have no diplomatic immunity other than for official acts.
Enemy Countries
Enemy countries may not apply for an Embassy in Phing Phong. A nation's designation as an enemy is reviewed annually by the Foreign Affairs Bureau. Currently, the following nations are designated as enemies:
- the Christian Republic of Luziyca, for sponsoring terrorism and recognising an illegitimate authority as government of Phing Phong.
- the Kingdom of Mizialand, for violating multiple WA resolutions, refusing to respect basic human rights, and grossly slandering Phing Phong and our allies with falsehoods.
- the Federal Republic of Nordengrund, for gross violations of human rights and a supremacist attitude of ignorance, prejudice and hate.
