History

Postby United South-Africa » Mon Dec 27, 2010 6:56 am

In 1910, Britain granted its four South African colonies (The Cape, Natal, Transvaal and Orange Free State) independent dominion status as the Union of South Africa; putting South Africa on par with Australia, Canada and New Zealand. Then, in 1910, the Great War broke out. South African troops fought in this war, and their earliest deployment was into South-West Africa, a colony that had been established by the Germans in what is today Namibia province. After the war, the League of Nations granted South Africa the choice of either ruling it as a mandate territory, or annexing it. South Africa chose to annex it, and after that it became known as the Union of United South-Africa.

In 1936, the Statute of Westminster was passed, granting all the Dominions full sovereignty. In 1939, Germany invaded Poland, sparking World War II. The Prime Minister at the time, Barry Hertzog, was opposed to joining the war and wanted to remain neutral; his party, however, opposed him and he was forced to resign. The new Prime Minister, Jan Smuts, declared war on Germany on the same day he took the oath of office. United South-African troops were involved in many of the major campaigns of the western theatre, including the North African, Italian and Normandy campaigns. However, many of the Afrikaners (one of the country's main white ethnic groups), were highly racist and sympathised with Nazi Germany. This resulted in the National Party, an Afrikaner Nationalist party, sweeping to power by a landslide in 1948. They soon began strengthening segregation in United South-Africa. After completely disenfranchising non-white United South-Africans (who, although forming the majority of South Africans, had for the most part been denied the vote), they instituted a policy called Apartheid, which had the ultimate goal of making non-whites non-citizens by creating 'independent' homelands for the non-whites of United South-Africa.

In 1967, an extremist faction of the National Party, called the 'Bitterenders' was brought into power by the so-called 'Party Coup'. It soon began instituting a hard-line interpretation of Apartheid (which it called 'Totale Apartheid', meaning Total Apartheid) that even most United South-African racists found appalling. By 1970, the Bitterenders had initiated a programme of systematic genocide of the country's non-white population. At first the government managed to keep its death camps secret; but secrets of this nature are seldom kept for long, and on February the 2nd 1971 a former guard at one of these camps, named Kobus du Preez, left United South-Africa and leaked information about the camps to the British press (he was later found dead in his hotel room and it is suspected that the United South-African National Intelligence Service (NIS) had a hand in his death). The news sent shock-waves throughout the world, and on February the 12th, the World Assembly Security Council imposed absolute economic and military sanctions on United South-Africa; in addition, a joint NATO-Warsaw Pact force was deployed to prevent any attempts at breaking these sanctions. With no imports or exports possible, and with foreign military forces in plain sight along all of United South-Africa's land and sea borders, the people of United South-Africa began demanding explanations. It was at this point that the government of United South-Africa was forced to reveal the existence of the death camps to its own population (the news leak to the foreign press had been kept secret in United South-Africa, although rumours had spread). In shock and outrage, the United South-African population rose up in revolt, and on the 16th of May, 1972, the government gave in to the people's demands. Elections were held after the WA's sanctions had been lifted, and (exactly a year after the old government's fall) a new, explicitly non-racialist, constitution was drawn up. Today, United South-Africa is a modern, progressive and developed country that is heavily involved in international politics and in development in the rest of Africa.

Government

Postby United South-Africa » Mon Dec 27, 2010 7:06 am

The Republic of United South-Africa is a constitutional democracy based on the Westminster system of government with a hybrid Parliamentary/Presidential system of governance.

The Legislative Branch
The legislature of United South-Africa is Parliament, which consists of the National Assembly and the Senate. Members of the National Assembly are directly elected by the people on the basis of constituencies and may serve a maximum of two five-year terms. There are 600 seats in the National Assembly, one for each constituency. Senators, on the other hand, are appointed by their respective Provincial Legislatures. There are 5 provinces in United South-Africa and each appoints 20 Senators, leading to there being 100 seats in the Senate.

The National Assembly is responsible for passing and amending legislation. Any bill may be introduced in the National Assembly, but bills may only be introduced by Cabinet Ministers or members of Parliamentary Committees. Bills relating to finance ('money bills') may only be introduced by the Minister for Finance. The National Assembly is presided over by a Speaker, assisted by a Deputy Speaker. The current Speaker is Julia MacLeod, and the current Deputy Speaker is William Smith.

The Senate is responsible for representing the Provinces of United South-Africa at a national level, and all bills passed by the National Assembly that affect the Provinces must be passed to the Senate for consideration. The Senate may then pass or reject such bills as it sees fit. The Senate may also introduce bills relating to the Provinces, although all such bills must (if passed) be passed on to the National Assembly for consideration. Bills may only be introduced into the Senate by members of Parliamentary Committees. The Senate is presided over by a Chairperson, assisted by a Deputy Chairperson. The current Chairperson is Albert G. Aldridge, and the current Deputy Chairperson is Dominique Pestana.

The President, Deputy President and Cabinet Ministers may attend Parliamentary sessions in either house, and may speak during said sessions, but may not vote in Parliament.

The Executive Branch
The executive of United South-Africa consists of the State Presidency and the National Cabinet. The State President is elected by Parliament for a maximum of two five-year terms and is both head of state and head of government. Upon being inaugurated, the State Presdident appoints a Deputy State President to assist him or her and Cabinet Ministers to oversee United South-Africa's various government departments. As of 2010, the current executive of United South-Africa is as follows:

The Presidency
State President Nikita Maytham
Deputy State President Jessica S. De Canha

The Judicial Branch
The judiciary of United South-Africa is headed by the Constitutional Court, which as per its name deals primarily with matters pertaining to the constitution. Legislation that the Constitutional Court deems to be inconsistent with the constitution is automatically struck down: the court does usually give Parliament enough time to alter the legislation in question to bring it in line with the constitution before automatic alterations take effect, however. The Constitutional Court is headed by the Chief Justice, who is appointed by the State President to serve an indefinite term (i.e. until death or retirement). The current Chief Justice is John Howards.

Below the Constitutional Court is the nation's criminal and civil court system, the apex of which consists of the Supreme Court of Appeal. Below the Supreme Court of Appeal, in descending order of importance, are the various Supreme Courts, High Courts, Magistrate's Courts and Small Claims Courts. The government may also choose to set up any number of special courts (for example, tax courts and labour dispute courts) that deal primarily with any specific sort of dispute.

Defence

Postby United South-Africa » Mon Dec 27, 2010 7:08 am

The USADF
The United South-African Defence Force (USADF) is United South-Africa's military. Defence Headquarters (DHQ) in Johannesburg is the headquarters of the Department of Defence, and therefore, USADF Supreme Command (USADF-SC) is located there as well. The USADF is a highly modern, disciplined and effective fighting force. As of November 17, 2010, there are 4,495,000 active members. Current membership is as follows:

The USADF 4,495,000 (0.5% of total population)
Air Force 2,022,750 (45% of total manpower)
Army 1,348,500 (30% of total manpower)
Navy 1,123,750 (25% of total manpower)

Defence Alert (DA) Levels
DHQ in Durban issues fortnightly Defence Alert (DA) level statements to inform the public of the level of danger the Republic is in from foreign or domestic forces. The DA level is decided on by USADF Supreme Command, the Minister for Defence and the State President (in his capacity as commander-in-chief of the armed forces) in fortnightly meetings based on current evidence of any threats. It is then announced to the public by the State President. Note that, in an emergency the two-week schedule is waived. The Republic's DA levels are:

DA6 -- Blissfully Peaceful
DA5 -- Peaceful
DA4 -- Alert
DA3 -- High Alert
DA2 -- War Imminent
DA1 -- War
DA0 -- Total War

(Note: a state of total war implies that the State President has authorised the use of the nation's nuclear arsenal).

Economy -- Overview
United South-Africa, a leading trading power and financial centre, is one of the world's multi-trillion dollar economics. Over the past few years, the government has greatly reduced public ownership while containing the growth of social welfare programmes. Agriculture is intensive, highly mechanised and efficient, with most of it being done in urban areas using 'vertical farms'. The country is therefore able to be self-sufficient in terms of agriculture, producing all of its own food needs using less than 2% of its labour force. United South-Africa has extensive mineral resources, producing much of the world's gold, iron ore and coal. Services, particularly banking, insurance and business services, account for by far the largest proportion of the GDP, although industry is still substantial.
