The Meridonian Army’s Procurement and Evaluation Command (PREVCOM), in accordance with authorization for the Defense Department’s Materiel Development Office (MDO), has issued a general Request for Proposal for a service sidearm to replace the currently-issued Resdon L184A3 semiautomatic pistol. This pistol will be issued as standard to servicemembers of the Meridon Defense Forces for years to come and will incorporate innovative technologies in order to develop and deliver a consistent and reliable weapon. This program has been designated as the Next Generation Modular Sidearm System, or NG-MSS, with weapon designations provisionally provided as XL160.
PREVCOM has delineated the following requirements for entrant weapons systems:
- Entries must be semi-automatic handguns capable of firing all military-grade centerfire 9x19mm and .40 SP cartridges, and with the ability to interchange firing systems/barrels/et cetera between platforms without specialist modifications. Additional compatibility with rounds other than 9x19mm and .40 SP is allowed but not required.
- Weapons systems may be offered in one or two variants. If two variants are offered, they should consist of a variant designed for open holster carry (full-size) and a variant of reduced profile (compact).
- Weapons systems must be capable of accepting a minimum of 15 rounds within a double-stack magazine that fits flush within the pistol grip, with additional magazine options that extend a small amount beyond the pistol grip encouraged but not required.
- Entries must be mounted with stock tritium iron sights and must also be stock optics capable. It is not required to supply the entry weapons systems with optics.
- Weapons systems must be equipped with a loaded-chamber indicator system.
- Weapons systems must be equipped with a manual safety system.
- Weapons must be mounted with an under-barrel standard picatinny system for mounting lights and/or other accessories.
- Weapons must have a standard threaded barrel system for accepting compensators, suppressors, etc.
- Weapons systems may be striker or double action only fired.
- Weapons should be constructed with a polymer or similar low-weight high-strength material and should be offered in black, olive green, or coyote brown colorschemes, except for components where coloring is detrimental to functionality or polymer/similar materials are unsuitable (eg. Barrels and slides.)
- Weapons should remain as light-weight and compact is as feasible, and be sized suitable for both open-holster and concealed carriage.
- Weapons should be reliable, able of withstanding regular use and abuse, and should be field-maintainable by non-specialist personnel with minimal external tools.
- All components of the firearm required for operation, production, and maintenance must be able to be licensed and then produced domestically in Meridon, including offered optional add-ons, ammunition.
Additionally, PREVCOM will consider with additional merits proposals that offer the following:
- Proposals produced by countries with prior existing relations, friendly relations, or other similar positive ties to Meridon and/or its allies.
- Proposals by countries within Esvanovia or the Strategic and Economic Alliance.
- Proposals with proven track records of use, especially in military/similar contexts.
- Proposals with significant effort or investment, innovative utilization of technologies, or other notable technological merits.
- All other considerations deemed important to proposal.
Final selection on this proposal will be evaluated based on the following criteria ranked in order of precedence, highest to lowest:
- Ability to meet or exceed requirements provided.
- Reliability, serviceability and ease of maintenance.
- Cost, including cost per unit and cost over lifetime.
- Existing/proven service record.
- Development and deployability timeframe.
- Utilization of innovative technologies.
- Additional merits.
Interested companies should submit proposals, including prototype or proposal firearms systems, to the Army Procurement and Evaluation Command Annex 1109, Army Headquarters Greycreek Barracks, Bairoville, Bai Roi District, Alexandria Territory (BY-2341). Proposals will be accepted until a final selection is made date pending.
