Darlingtown
Diplomacy Suite 4, Hall of Nations

SACHI looked the room over once more, ensuring everything was arranged perfectly. The furniture of the small meeting room was organized and straightened out meticulously, and the table was clean and clear of the usual minor amount of "tasteful clutter" she would have displayed were she meeting with anyone else today. But the Paramount Leader of Neo-Korea did not think like other humans. Indeed, there was something cold and calculating about him, an almost mechanical nature that SACHI respected to a degree. But it made the job of preparing for his arrival much harder. SACHI knew how to host others like the back of her hand, but Beom was still somehwat of an enigma to her. The usual pleasantries and comforts would be of minimal use, so she would have to think outside the box.

Behind SACHI was a long screen operating as a faux window into one of Darlingtown's many greenhouses. A dozen or so small crab-like robots could occasionally be seen skittering through the plant life, collecting their harvest or otherwise tending to the flora in one way or another. A display of Darilngtown's efficiency and ability to commit to autarky even in the frozen hellscape that was Nivalia should the need arise. This, SACHI believed, would impress Beom Dae far more than some picturesque nonsense.

Likewise, there'd be little fanfare for his arrival. She was aware he wasn't a man who needed to be showered with extravagance and trivialities. A simple welcome and C-Sim escort would be sufficient, SACHI reckoned.

But despite feeling she knew how best to host the Neo-Korean leader...the whole thing played on SACHI's anxiety. It was all almost unnatural for her, a thought which gave SACHI a moment of lightness as she chuckled to herself. She was the actual machine here, and Beom was the human. Should the roles not have been reversed? The irony gave SACHI some level of comfort in her competence as she waited patiently for the Neo-Korean to arrive.

She knew little of the meeting that was about to take place. Some kind of deal to be struck between Darlingtown and Neo-Korea, for sure. But in SACHI's eyes, Darlingtown's relationship with the Neo-Korean state was becoming unsteady. The war in Matsume put a strain on how close Darlingtown could draw near to their ally without appearing to be too closely associated with the events that were unfolding. As far as Darlingtown had come in terms of allies and protection, it could not so easily afford to ruin its peaceable and neutral reputation. In SACHI's mind, whatever Beom Dae had to discuss with her today, this would inevitably need to be addressed.

Outside the weather was unusually tranquil. No storms or heavy winds threatened Darling Bay, giving air traffic as easy a landing as was possible for the area.

Nivalian International Airspace (NRL-to-Darlingtown)
GDPM-105
583 Worldtime (2:00 P.M)

Flight had become something of a constant companion to Beom in the past few months- from Summerhall, his first travel away from the country he ruled (in the sense that any one man could be said to rule anything) in decades to here- a flight to Darlingtown preluded by a visit to Neo-Korea's own research base in Nivalia. If it had been possible, he would have engaged in a direct flight- but with Matsume directly in the path of his transit it would have been an unnecessary risk to his own personage, and, more importantly, to the success of the conflict as a whole. Matsume itself had vexed him for some time now- and he had the unfortunate feeling that it would become a matter of discussion with SACHI as well, as reliant upon trade and outside foreign support as it was.

He looked to the outside window of the craft- revealing the fields of ice and who-knew-what else which lied within Nivalia- which he had taken something of an interest in within the recent period after their own discovery of what fossils could lie beneath the ice- though an unfortunate truth was that the materials to expand the capabilities of the base were not currently available, most exemplified with how long it was taking them to "process" what they had dug up. He would have to consider its future expansion when he returned from this meeting, he supposed.

He returned to looking at nothing in particular- the landing would be when things got interesting, after all.

Darlingtown
625 Worldtime (3:00 P.M)

Beom's landing was about as simple as could be hoped- no major issues showing themselves, excluding those which were of a non-mechanical nature (He would have to review why he had chosen this pilot- in the descent he had attempted to chat Beom's ear off)- the simple organization of the welcome was, in itself, welcome, in comparison to the unnecessary pomp of Meridon's own (despite their redemption in regards to Summerhall, the very concept still grated upon him). The tool used to bring him to SACHI was another point of interest- if they were using the same body (and if the data they had retrieved from Kaskaida would prove itself correct) he wondered if it possessed some aspect of the Proto-SACHI's own identity within it- as an organizational basis for the personality, mayhaps- or if it was home grown in the shell. Either was a viable outcome- and neither were relevant to the actions to come- but it was still a limited point of interest to him.

Carrying on with the tool as his guide, he would be brought to the location of this conversation- the room was clear, well-maintained, and lacking in unneeded detritus- a sign that SACHI was intending to appeal to him specifically, based on her previous actions. How interesting. Finding his eyes drawn to the shown greenhouse- or what he presumed was an image of one, at least, he could admit that it was genuinely rather impressive, though he questioned the utilization of such a form for the servitors of the facility. Would it not be more effective to simply have a ceiling-mounted hydraulics system of some sort to pluck from the grown materials at a more rapid rate? He supposed it was ultimately of no major import- moving to greet SACHI instead.

Beom Dae

"Miss SACHI. It is a pleasure to meet again- and under better circumstances than the last time we were able to do such."

He would move to sit down after this statement- presuming that neither of them wished to keep the conversation locked in the phase of formalities- and awaited for SACHI to do the same, so that they could move towards discussing more specific matters- they both had rather busy schedules, after all.

- SACHI -

"Your Excellency, the pleasure is mine, both for our meeting and their circumstances."

SACHI gave a polite bow, a departure from her usual handshake that even SACHI found strange. It was the Kaskaidan manner of greeting, sure...but SACHI did not have a physical form during her days in Kaskaida. Why was this-

SACHI shook the thought from her mind, sitting across the table from Beom. Despite her respect for Beom's calculating nature, the one thing that frustrated the hell out of SACHI when it came to dealing with him was her inability to read him. She had noticed his eyes go to the screen behind her, but his complete and total lack of expression obscured his thoughts from her. He was a Gordian Knot to the AI, and she felt nearly obsessed with its unraveling.

But now wasn't the time for that. Having taken her seat, SACHI folded her hands on the table in front of her and smiled at Beom.

Beom would almost instinctually quirk his eyebrow upwards when SACHI bowed- before the reaction was rapidly suppressed. It was a departure from the normality of her interactions with others- and implied either a covert knowledge of his own knowledge, which seemed unlikely (although, of course, playing games of information storage with an AI was inherently biased towards said AI, they had kept what they had gleaned from the data all on paper - and as irritating as that had been, he had believed it would have been successful)- or...... it implied some form of relapse into those behaviors. The knowledge donor for SACHI was, after all, Kaskaidan- but the behavior emerging now, of all times, implied either he reminded her of some aspect of her relationship with the region, or that it had just been coincidence. While he was loathe to chalk something as strange as this to the latter- he did not have many other options, and so did not speak of the matter.

He would mentally prepare himself for a moment as she got to what would be the meat of their conversation- before he decided to be blunt. It was simpler that way, and would not particularly shake the likely image of his personality that she held- as shown by the actions taken to modify the accommodations of the meeting, she had something of a grasp of such- and thus it only made sense to play into it to allow for future activities going against such to be more reasonably unexpected.

Beom Dae

"Primarily, I have come to discuss the matter of potential leasing of the Phosphoric Acid Fuel Cell located upon the SPV-1 class for our own domestic manufacture and the incorporation of these manufactured models into a combat submarine of some sort- what with the...... current situation showing that Neo-Korea must place more emphasis on its capability to defend its shipping in the region from potential other hostile vessels."

He had thrown the oblique reference to Matsume out to see if she would bite- such would show how much strength she believed she had in the conversation, and thus would determine how he would be forced to carry the rest of it out.

"Of course, if that was all that I was here to discuss in regards to the battery- I likely would have sent Muraoka in my stead. Additionally to this offer, I wished to pursue a discussion on potential future interactions between our nations in regards to the potential of shared designs for the requirement of coastal defense we share- although, of course, that is secondary to some degree to the initial goal."

This, itself, was not totally true- while it would be an unexpected present for such to succeed, it was highly unlikely that she would choose to associate with them to such a close degree- but he could perhaps pretend to "moderate" his point to a more desirable outcome in regards to technological sharing in the future, with his supposed goal established in plain text.

....and she was right, more so than she thought. SACHI couldn't say she was surprised the conversation had something to do with fighting going on in Matsume. She certainly didn't anticipate it being about submarines....but it did give SACHI an idea.

Image
- SACHI -

"Ah, yes, the situation over in Matsume. Quite an unfortunate turn of events, for sure. Unfortunate for our conversation as well, I'm afraid, since regardless of what the Neo-Koreans' intent might be such a conflict and the events that transpire within it will be under heavy scrutiny. And you and I are both aware how much Darlingtown's existence depends on a perceived neutrality and harmlessness."

SACHI paused for a moment, rearranging the position of her hands on the table as her smile returned.

"Of course, perception is only about the perceived, no? I see no reason that sharing the technology of the power plants of our submersibles would be able to be confidently tied back to us. It is doable...though I believe there is a fair exchange that can be had in return.

While you have mentioned a bolstering of coastal defenses, an act that would be more overt and thus less manageable in optics, I believe there is another matter in which Neo-Korea might be able to assist. In speaking of submarines and avoiding war, there is a plan I have been considering for some time now but do not have the industrial capability to see through. So, I offer this: In exchange for the clandestine transfer of production information on our Phosphoric Acid Fuel Cells, we would like to commission the construction of 2 submersible craft capable of delivering a payload of SLBM's. As it stands, Darlingtown is incapable of using its....acquired nuclear weapons as an effective deterrent. With this, we would be able to create a significant and real nuclear threat if needs be. Even in the case of the total destruction of Darlingtown."

Beom thought for a moment. On the one - and more manageable hand, this proposal was generally favorable, offering a key investment into the naval industries and allowing for his own requirements to be achieved- and SACHI herself had shown no overt condemnation of the Matsume matter- though she had not shown the opposite either, of course. On the other- despite her own comments on the matter, there was certainly a potentiality for the lesser concern created by providing these submarines to be made greater than which concern would have been produced by the effort to develop coastal defense if they were revealed to the world in a poor manner- by a power not aligned to either Neo-Korea or Darlingtown, perhaps. It was not an issue he thought SACHI would cause, but one that could certainly occur due to Darlingtown's status as a major trade hub.

He would cease his reflections, and move to speak.

Beom Dae

"That is...... an agreeable proposal, with one caveat. I believe it is reasonable that Neo-Korea should have the right to produce and modify its own copies of the hull for a similar purpose- owing to the industrial investment which will be required to engage in production of these hulls- and the costs which will be incurred in the production of key components such as its powerplant, sonar, and so on. Aside from that, all other aspects of the agreement are viable for implementation- although the joint design of the hull will of course require future meetings to ensure that it fulfills all required capabilities, although said meetings will likely be more reasonably accomplished by proxies."

"In exchange for these concessions, Neo-Korea would also be willing to provide or assist in the production of the rockets necessary to carry your available warheads."

Beom adjusted his tie slightly as he ceased talking.

The deal was better than expected. Though it would run into some snags, namely Darlingtown's reliance on non-crewed vessels. But...it wasn't entirely a bad idea to simply have the submersibles have open crew space that could be filled with either C-Sims or cargo in a pinch...

Image
- SACHI -

"I would say that is entirely acceptable, and I appreciate the additional offer to develop missiles for our use. But yes, we would see no reason to disagree with an arrangement for the Neo-Korean state to build more of such craft for its own purposes. I will add, with no crew necessary on our end, the manner in which we operate our own submersibles allows us to leave them dormant and loitering, where they are unlikely to be detected. I do not foresee any probable issue with our vessels being compared to yours.

So, if we are in agreement, I will have the design for our batteries transferred immediately. The details of our joint submersible project can, indeed, be worked out at a future time via proxies and with technical experts and engineers. I have a few...unique ideas I would want to run by your experts to see how well they can be implemented.

Now...is there anything else you'd like to discuss?"

"I believe that there are no other major points of discussion to be held- unless any exist upon your end. If that is not the case, then I believe we may consider this meeting to be finished- in which case, it was a pleasure to speak with you again."

The comment about C-Sims once again peaked his interest in the tools- they would have been useful for his own naval developments, but he would not make the foolish mistake to try and ask for the rights to their production- it would be absurd, and unlikely to succeed. He would need to check the development process of the KERES models, he supposed- she was very distinctly correct that a lack of breath necessity would be useful.

Beom would await to see if SACHI had anything else to say- while he was, for once, genuine in it being a pleasure (both due to the conversation itself and due to a personal interest in seeing what design features could be implemented after being recommended by SACHI- he had his own concepts he would have to run by the both of them), he did have matters to engage in within Neo-Korea, and thus some requirement of haste in regards to returning to his seat of power. If no major concerns presented themselves, he would make his arrangements to leave, and return to the research-base-to-Korea series of flights.

"No, I believe that should be sufficient. Depending on how well this joint project goes, I would certainly be interested in furthering collaboration between our nations, especially in regards to research and development projects. But yes, that should conclude our meeting. Thank you for the visit, and I hope the future is long and prosperous for the both of us."

Getting up from the table, SACHI shook Beom's hand and had him escorted back to his plane. There was certainly a lot to consider from this meeting, but SACHI felt confident in her alliance with Neo-Korea. It was purely business and mutual benefit, and she didn't fear that any kind of future PR slip could endanger the ties between her and the Neo-Korean state unlike nearly every other nation. It was a small comfort in a sea of turbulent diplomacy, and SACHI looked forward to the next time she could meet with Beom again.
