[DRAFT] Working Hours Reduction Act

The General Assembly,

Occupation is a person's usual or principal work or business, especially as a means of earning a living. This help the people, economy, government, etc.

But since the summer season came, the following situations get started to execute :-

Knowing that work, occupation, job, etc. help the countries in various fields like economy, people's rights, government, educational and many more,
Realizing that scorching heat of the Sun exhaust the people in various reasons,
Stressing that several people suffer and die due to long workforce hours during the summer time, which causes the mental and physical health issues,
Noting the situations when people are laid off because of long-time own decided vacations and leaves without any reasons,

Hereby enacts the following :

Confirms that people of the member states get less working hours in order to maintain their health, so they could work more in the future;
Requests the member states to encourage people to write a leave note or absent note to state the reason of being absent by the individual.

This proposal was actually submitted to request the member state to reduce the working time (say like, earlier 10 AM to 5 PM; now 10 AM to 1 PM). It is actually depend on the member states that how much time will be reduced in order to maintain the work properly. If this is opposed by other member states, then let them be. Overall, this proposal means to reduce time hours only during the summer time. And to remind the member states that they should not reduce very less hours or very few hours. It should be balanced.

I'll be frank, I wouldn't vote for this. There are two clauses at the end which have very little action and a bunch of preamble clauses which have little to do with the actual content. We start with some paeans to work (nb "this help" is ungrammatical). Then we have some talk about the summer and heat; people also won't work themselves to death in the sun given a voluntary and competitive-in-almost-any-way-at-all labour market. I also have no idea why you decided to italicise the entire proposal line by line and then bold the initial words. This formatting is non-standard and regardless unnecessary.

The enactments don't include anything related to a policy that applies only to the summer. It discusses people in member states without regard to the season. It also establishes a banal requirement of "less working hours". It does not tell anyone what the maximum working hours ought to be or what is acceptable. The standard "in order to maintain their health" is vague and "get less" seems to imply that people have no capacity to set their own working hours. The requirement at all is incompatible with GA 302 "Individual Working Freedoms" ss 1, 4. Your proposal has a following proposal which discusses absence, which is non-binding and would be something that basically everyone would do anyway.
