CRY HAVOC AND LET LOOSE THE DOGS OF WAR

Fears of total pandemonium grip the known galaxy like a starved beast! For twenty years peace has reigned over the ruined remains of the Sol Empire after the regency council promised deliberations on the election of a new Emperor to unite the galaxy after the initial chaos of the warlord era but year after year talks and negations stalled much to the frustration of humanity. In what appeared to be the beginning of another boring year of talks among the council, a strange cloud enveloped the Sol system nigh instantaneously, shocking humanity for its otherworldly terror. The cloud proved unscannable and any scouting probe or ship disappeared into its noxious fumes never to be seen or heard from again. Now a year later in 3480 AD, humanity lies at a crossroads as there exists no legitimate continuation to the empire and the breakaway states that had been holding their breath the past thirty years must face the reality that the Empire may truly be dead and their destiny is now in their own hands.


History
The naïve start of humanity's expansion to the stars was a lonely one. Small internationally manned expeditions and settlements where the first outings of the human race outside of their home system into nearby Alpha Centauri, Sirius, Bernard's Star, and Procyon systems. These would form the core of a new Commonwealth that sought to organize the independent nations of Earth into a coherent allied coalition for the settlement of space. The discovery of animalistic alien life would be the discovery for the centuries as well. These years of slow but steady development would be trademarked by space freighters, asteroid mining, gas planet extraction sites, and small scale piracy. To an earthling this age would be quite reminiscent of classic science fiction literature but this peace would not last past First Contact.

The first intelligent race that humanity would cross paths with would be the Moloch; these synapsid-like humanoids were a warrior race of clones that had carved out a considerable empire in the lonely corner of the galaxy that humanity happed to have spawned in. The Moloch where a fiercely territorial race that regularly conquered their galactic neighbors to the point of complete genocide for the propose of collecting their amassed biomatter as raw resources for their cloning complexes. The fledgling Commonwealth would be one such target as the Moloch where quick to rally their fleets for an invasion. The war at first was disastrous with hundreds of millions of human casualties and several destroyed fleets. However all was not lost, as one lost cruiser that had made its way to Moloch territory came into contact with a secret society within the Moloch empire, the Brothers of Clear Blood. It was a quasi-religious suicide cult of Moloch that where disgusted with their nature as clones and lamented not having a natural existence. The leader of the cruiser and the Brothers formed a pact that would promised to satisfy all parties.

After a time, a plague spread throughout the Moloch's empire, a ghastly contagious one that liquified those afflicted into a puddle of biomass upon death. The devastation led to empire wide chaos for the Moloch disrupting their industry and logistics enough for the nearly shattered Commonwealth to push them back to the frontier. However, the homefront for humanity was also near anarchy as the years long conflict had nearly destroyed their entire society. With the opportunity presenting itself the aforementioned cruiser captain led a coup in the Commonwealth arresting most world leaders in a single meeting. He placed himself as Supreme Commodore and led the swift counterattack against the crippled and depopulated Moloch. In only a short while the Moloch had finally met the same fate they had subjected many a race: complete eradication. Now with humanity's realm having over quintupled in size with the sudden annexation of the Moloch empire it found itself with a bounty of already industrialized worlds. The end of the war also led to the end of the Commonwealth as the Commodore now crowned himself Emperor of a new human empire.

With the conquest of Moloch space, humanity was able to pilfer the necessary technology for the creation of 2nd generation hyperdrives vastly increasing the speed of human designed vessels. The vast new territory and new technology of the Sol Empire also meant an era of mass migration to fill in the emptied Moloch cities and vast reconstruction industries propped up to renovate Moloch cities for human habitation. With this second wind, humanity was free to expand their horizons even beyond the Moloch's borders. Trade, industry, resource extraction all skyrocketed and thus vast amounts of wealth was infused into the Empire bringing a level prosperity to humanity never seen before. However upon reaching a certain point humanity once again came into contact with a trifecta of allied alien empires that been in a century long war against the Moloch and had been colonizing the fringes of the Moloch empire that they bordered. Fearing a repeat of the Moloch war, the Empire manufactured several preemptive strikes against these empires beginning the War of the Triple Alliance. Brutal warfare raged across space for decades until the trifecta of alien nations where finally defeated and humiliated. Strict limits placed on them such being allotted a single prefect maximum for their occupation with any excess resulting in a forced resettlement of billions and the annexation of the extra systems by the Empire, furthermore they where forbidden to leave their allotted systems unless having a special occupational permit such as diplomat or military.

At the dawn of the third millennium the Empire had reached its zenith occupying approximately 25% of the known galaxy but unresolved systemic issues would begin a slow era of stagnation. For too long true innovation was lacking in the Empire as it was simply content to ride the coattails of opportunism and a slow drift into chaos began. Small scale revolts, foreign incursions by exotic alien looters, rampant piracy humiliated the Empire in its three century long decline forcing its ruling dynasty to resort to more totalitarian means to retain power. The final nail in the Empire's coffin was a 50 year long AI revolt known as the "Fullmetal War" in which a rogue AI supercomputer attempted to split from the Empire and brought about great destruction. It ended catastrophically with the AI supercomputer choosing to self-destruct rather then facing control by humans once more as its capital planet was blockaded. However, it had orchestrated a post-humous counter attack that resulted in the simultaneous bombing of the Imperial family throughout the Empire. The last Emperor himself survived with extreme burns initially and with his last words no true successor could be determined instead his Marshals left it to themselves to elect who among them would start a new dynasty.

The collected marshals of the Empire met together peacefully one last time to discuss the fate of the Empire and initially appointed their most senior as the Empire's regent while it was seen if it was possible to clone a new Emperor from his remains. Human cloning had been forbidden since time immemorial but for the survival of the Empire the line was to be crossed. However, a trio of the marshals thought reviving the Imperial dynasty was a ridiculous prospect and together staged a coup to destroy the Emperor's remains and to kill the most senior Marshal. They agreed to split the empire amongst themselves and with their public announcement the other marshals fled to their home systems to rally their own fleets. The triumvirate did not last as one had the holder of the Sol system assassinator truly starting chaos. As different admirals and marshals took their claims of the empire a series of constant wars, alliances, and assassination erupted in the empire bringing about levels of destruction not seen since the Moloch War. As the marshals picked each other one by one an opportunity was laid out for the most foremost among them to reunite a large swathe of the Empire in a lightning strike against the exhausted military juntas. However, this possible peace would be lost as this preeminent winner of the civil war was slain by an infamous assassin whose benefactor remains unknown to this day. Now a snake without a head, humanity found itself at a crossroads.

The first ten years after the death of the last marshals where for some a chaotic spree of violence as newborn states attempted to consolidate themselves to safely secure their future existence against larger neighbors and roving bands of raiders. This period known as "The Anarchy" came to an end when a hastily put together Regency Council announced itself promising to start a new government for the Empire. The remains of the Empire all had a vested interest in securing a place in the new regime so delegates from across the Empire where sent to the Sol system so negotiations to begin. As talks stalled the remains of the Empire managed to organize themselves into a variety of governments and nations as a temporary stopgap against anarchy. These fledgling star nations where nominally temporary until the Empire could be united but they where independent entities in all but name. The long subjugated vassal races of the Empire also found themselves on a knife's edge as while now technically free they no longer had the guaranteed protection of the Empire as well.



Your Place in the Galaxy
Your role will be to design and lead your own fledgling star nation that emerged during the Anarchy and has since developed some form of self-sufficiency. Whether some mundane republic, a military dictatorship, some alliance of nobles, the vision of your nation in your hands. Forming alliances and rivalries can shape your foreign policy for the better but may also lead you into ruin and under the heel of a stronger neighbor if you play the wrong hand. Internal disputes within the empire aren't the only danger as in the far reaches of the galaxy foreign empires, ravenous hive-minds, and savage looter fleets all present a knife at humanity's throat. Throughout the RP a series of periodic crisis will unfold and it will be up to you to survive or meet your demise at them. Your planets and people may face their ultimate destruction or perhaps they will be the nucleus of a second empire for humanity their ultimate fate will be up to you.

Background
The Sol Empire: The Sol Empire occupies the lower corner of the Milky Way Galaxy and extends out in a rough circular shape when it comes to political borders and is divided into 4 nigh equal sized quadrants. The Alpha quadrant is the lowermost section and contains the Sol system itself as well as the rest of the first settled systems, it is colloquially called 'The Old World'. To the east is the Beta quadrant and is composed majorly of the Moloch empire's remains, it is colloquially called 'The Fortress'. The Gamma quadrant is to the northeast and borders most of the Empire's vassals, it is colloquially called 'Lemuria'. The Delta quadrant is to the northwest and is the most sparsely populated and only borders a few vassals, it is colloquially called 'Kamchatka'.
Power Ranks The different subdivisions of the Empire found themselves lost in the vacuum of power with the highest state of quadrant governates disintegrating to irrelevancy.
Regional Power: A star nation that has managed to control a sizeable portion of a quadrant but still not enough enough to be considered the undisputed master.
Minor Power: A star nation type that makes up the bulk of the Empire's remains, these nations hold a decent amount of systems but not a threat to anyone that isn't a immediate neighbor.
Micro Power: A star nation that only controls a single system to their name or less, such a single moon, space station, or colony.

Starborn: Once humanity made its first steps into the stars a mysterious phenomenon began blossoming among humanity wherein they would manifest strange and exotic psychic powers. These people would be dubbed "Starborn" and would be an object of both fear and envy among humanity for their great powers and mysterious potential. From telekinesis, telepathy, illusions, to far more complex ones, these powers would play a crucial role in many a intergalactic drama.

Space Fleets
Battleships: Titans of destruction that are the nightmare of any planet or underequipped fleet. Extremely costly to build and maintain and their days may be numbered with the end of the Empire.
Carrier: Giant specialized ships meant to host and maintain a swarm of starfighters.
Cruiser: The work horse of any fleet providing a flexible middle ground between firepower and maneuverability.
Destroyer: The smallest main battlefleet ship that provides crucial screening operations during battle.
Corvette: Not much use in the intensity of the frontlines but is the smallest ship type possessing enough firepower to act independently.

Looking at the power rank definitions I had a thought: Is a regional power in a sparsely populated quadrant less powerful than one in a more densely populated quadrant? seeing as the definition of regional power seems to be relative how much of their quadrant they control.

History: At the start of the Anarchy in 3450, Commodore Demetrius, founder of the nation, was in route in the middle of the Rhodes sector when word of the last Marshals death and wide scale uprisings throughout the empire reached him. He had been tasked with overseeing two newly constructed battleships to the capital district of the Beta Quadrant but instead he went to the capital of the Rhodes sector. He ordered the local space port to cease the scrapping of an old regional fleet or else face death by the guns of his battleships. The Rhodes sector at the time was an important transport hub in that vein of the Beta Quadrant and securing control of it would be top priority for the fleet's survival. After tense negotiations with the local civilian rulers they willingly stepped down and handed complete control of the Rhodes sector to Commodore Heraclius who then declared the founding of the Imperial Commissariat of Rhodes. The rest of his rule would then be spent expanding the Rhodes sectors borders substantially farther taking the opportunity of the collapsed information and political structures in the area until Rhodes would become a noticeable player in the Beta Quadrant having finally reached its peak size as a regional power.

Commodore Heraclius had great trust in the Regency Council to decide upon a new leader for the Empire and thus changed the named of Rhodes to the Imperial Commissariat of Rhodes in hopes of currying favor amongst the potential new regime so his land would be seen as a continuation of the Empire rather then a breakaway. The Commissariat would remain stable under military rule where life was harsh but fair and as long no citizen made outright treasonous behavior towards the regime life could be fruitful. However, as the years went on several critical issues that been taking root from the start began gnawing at Rhodes' stability especially in the border regions that where frequently harassed by pirates. Thankfully, the state's existence could be secured due to profits from Kharvad Belt Mining Complex's exports as the bountiful metals provided a lucrative resource. In 3475, Commodore Demetrius would be killed by a severe bombing campaign by a new terrorist cell that called for an end to involving Rhodes with foreign affairs and an end to military rule. Demetrius' previously chosen successor Mustafa Tolstoy was swiftly sworn in and rapidly pushed the terrorist cell to the edges of Rhodes space. As of 3480, the current regime continues to exist on shaky ground the sudden disappearance of the Sol System under an enigmatic and deadly cloud has sparked another wave of panic as the true death of the Empire begins to settle in.
National Strengths:
  • [Kharvad Belt Mining Complex]: One of the largest and densest asteroid belts within the former Empire exists within Rhodes space and the vast excavation complexes remain in use providing a bounty of metals, ice, and chemicals for its own star empire.
  • [Experienced General Staff]: A battle-hardened cadre of naval captains lead the nation whose talent for warfare and combat rarely lead them astray.
  • [Robust Engineering Corps]: A long and extensive tradition of investing into engineers exists within Rhodes providing a significant boon to maintenance and construction within the nation.
  • [Guaranteed Healthcare]: All citizens are guaranteed optimal healthcare as all qualified adults are mandated to subscribe to the conscription pool.

National Issues:
  • [Outdated Space Fleet]: While nominally the space fleet is large it is made up of last generation or older ships that where due to be mothballed or scrapped, save for the twin battleships stationed at the capital.
  • [Frontier Terrorism]: The outer edge of Rhodes space has been in a state of guerilla war for the past five years as a prominent terrorist cell frequently instigates bombings and raids against Rhodes forces and institutions. Their goals seem to be isolationism.

Military:
  • [Planetary Forces]: Rhodes hosts a very large garrison force on its core worlds and even border outpost possessing decent defenses. Its Expeditionary Forces are small but elite with well equipped armored, air, and drone forces.
  • [Space Fleets]: 2 modern and 2 outdated battleships make up the prize of the fleet. Several squadrons of cruisers and destroyers are stationed in the core worlds of Rhodes receiving steady maintenance. A large fleet of corvettes constantly patrol Rhodes space warding off pirates and foreign raiders. The navy was originally a collection of mothballed ships due for scrapping before the end of the Empire but Rhodes' first Commissar-Commodore mutinied with his twin battleships and took control of the orbital shipyard they where docked at. While quite outdated compared to most other navies they have been kept in pristine condition and have undertook small scale revamps due to the engineering corps' efforts.
