Official Hosting Bid

I) Introduction

The Cassadagan Association for Football Excellence (CAFE) is proud to submit this bid for the honor of hosting the 46th World Bowl in Cassadaigua. If selected, this would be the second time that we hosted the World Bowl, but you would have to go all the way back to World Bowl 16 to find the previous edition!

II) Format

-- We will conduct a double round robin group stage, with each nation playing their groupmates once at home, and the other away.
-- We are early in the signup phase right now, so we don't know how many nations will ended up participating, but we will look to make reasonable numbers work. Here are some examples of formats that would be used with various signup numbers:

32 nations: 8 groups of 4, top two per group make playoffs.
35 nations: 7 groups of 5, top two per group make playoffs, with the next best two teams also making the playoffs.
36 nations: 6 groups of 6, top two per group make playoffs, with the next best four teams also making the playoffs.
40 nations: 8 groups of 5, top two per group make playoffs.
42 nations: 7 groups of 6, top two per group make playoffs, with the next best two teams also making the playoffs.
48 nations: 8 groups of 6, top three per group make playoffs, all group winners get first round bye.
(If we eventually destined for higher numbers, I will add them in to the bid here).

-- Any PLAYOFF game that may involve Cassadaigua will have third party scorination.

-- The puppet policy expressed in the signup thread will be strictly enforced, however I will also look to include any valid & declared puppet signup unless the master nation labelled it as a numbers puppet. Only as a last resort to make a workable number will I exclude any puppet not listed as a numbers puppet.

III) Scorination

-- The latest version of Xkoranate, with the post-World Bowl XXXI formula will be used. IFAF Overtime, additive style mods of +5 to -5, and home field advantage will also be incorporated.
-- RP Bonus will be generous and cumulative from beginning to end.
-- A Roster Penalty of 25% will be applied to a nation's rank if they do not provide a roster by MD1. This will increase to 50% if not provided by MD4, and to 100% if not provided by the midway point of the group stage. At any point when a late roster is provided, the roster penalty will be removed.
-- Tiebreaker order is as follows: Wins, H2H Results, H2H Point Differential, Overall Point Differential, "Coin Flip"*
*- The Coin flip will be a scorinated game between the two sides using only their accumulated RP bonus over the tournament.

Soccer/Football: World Cup 54, 67, 84, & 88, BoF 47, Cup of Harmony 57, 73 & 79, and Copa Rushmori 30.
Also: World Baseball Classics 18, 26, 40, 43, 45 & 50; World Bowl 16; World Lacrosse Championships 7, 30, 33, & 39, and conferences within the NSCAA Basketball tournament. Smaller events, as well.

The Meat and Potatoes:

Scorination:

I'll be using the latest version of xkoranate, with the post-WBXXXI formula, using IFAF overtime, additive style mods, and home advantage enabled during the group stage. Teams that do not submit a usable roster will have their rank set to zero. That said, if at any point a roster is provided, the user's rank will be re-instated in full immediately! Third party scorination will be used for any potential playoff games of mine.

Tiebreakers for Group Stage Advancement and Seeding:

1) Group Placement (Seeding only)
2) Wins
3) H2H result
4) H2H point differential
5) Point differential
6) IC coinflip (scorinated playoff game in lieu of rank)

If a tie between multiple teams must be broken and one team wins the tiebreaker at any stage, while the remaining teams are still tied, the tiebreakers start at the top of the list again to break the tie between the remaining teams.

RP Bonus:

Bonus will be cumulative, with a maximum earnable for every cutoff, will not decay throughout the tournament, and a decent roster bonus available. Quality will be valued over Quantity, and bonus will be set up in such a way that an unranked nation earning high bonus every cutoff will be competitive with a highly-ranked team that is not roleplaying by the end of the group stage.

Format:

Shooting for a double-round-robin group stage unless absolutely necessary, most likely in groups of five or six, played at the chosen venues of the participating nations. From there, a number of teams will advance to the single-elimination knockout stage, which will take place in Ranoria. If we've got 30 teams, we'll go 5 groups of 6, with the top 3 teams in each group and the best 4th placed team qualifying.

If we get an odd 32, we'll do eight groups of four with a triple round robin. The first two games will be the standard home/away, the third will be in Ranoria with home field advantage turned off, same as World Bowl 44. The exact specifics will depend on the final number of signups, these are just a couple examples. May or may not seek out or exclude puppet nations to get to a workable number, although the preference of course is not to cut anyone. Juve, your preference for Jacksonboro to be kept over Juvencus if necessary is noted. :lol:

About Ranoria:

Located in the cozy region of Winterfell, Ranoria is a sprawling, mostly-cold nation with a population of just over two hundred forty million. Most of the country is rural, and if you choose to wander outside the urban areas, you shouldn't be too surprised to see a healthy population of snow bears and mammoths roaming around as they please - do note the crossing signs on roads, snow bears in particular are Ranoria's national wildlife animal and there aren't many other areas where mammoths are plentiful.

Any visitors will find the policing to be lax as civil rights are plentiful, and consumption and purchase of alcohol and marijuana are not only legal but considered par for the course. Nicotine and other recreational drugs are illegal, but most offenses with such substances results in nothing more than a slap on the wrist.

Gridiron is the premiere sport in Ranoria by a mile, with numerous stadiums including the Karmin-Falce Superdome and more recently The Elysium, and elite talent both from home and abroad playing for one of the premier leagues in the sport, the RFL. Just from the signups I'm seeing, plenty of players won't be too far from the stadiums they call home if you can make the playoffs!

Congrats and commiserations. The operating of World Bowl XLVI is now passed to Ranoria. By my count we have 32 signups, so it's up to him whether we hold on for two more or do something else. Good luck in the upcoming tournament everyone!
