Just because Minnesota supported previous Progressive Parties in prior elections, does not equal a capability or appetite to create a program like that wholesale.
You can support the “unfinished” New Deal in creating a universal healthcare system I would think, but Medicaid and Medicare aren’t even implemented yet.
So I would assume at best he could be responsible for improvements in healthcare and rural access, because I don’t think medical insurance is quite the big deal as of yet.
