This is a world of old. A time when kings, kaisers, emperors, and tsars still ruled and empires spanned the globe. Now, you are given the opportunity to take the reigns of the nation of your choice and lead it to greatness. Will you see your nation enter into a new age of prosperity or will you see revolution and collapse? The choice is yours and the result of your actions will be felt.

In this roleplay, you will take the helm of the nation of your choice. You have the ability to change the history of your nation from 1850 onwards within realism and with a few major event exceptions as well as anything stated in the OP or other applications.

The IEC (International Entity Council) is comprised of the OP, Co-OPs, and anyone else accepted into it. The IEC is responsible for making the IEC post that includes multiple events and members can serve as an NPC nation in conferences so long as they do not have a direct interest in the negotiations.

Party in Power (If bicameral note who controls each): The State Council, as the Upper House of the Governing Senate, received a total of 100 seats. 56 seats go to representatives from the governorates, all elected democratically by the citizens of those governorates. 18 seats go to representatives from the Assemblies of Nobility, appointed by the Tsar. 6 more seats go to representatives of the Russian Orthodox Church, with three of the White Clergy and three of the Black Clergy, all appointed by the Tsar. 12 seats go to representatives of stock exchange committees, chambers of commerce, and business associations, appointed by the Tsar. 6 seats go to representatives from the Russian Academy of Sciences, appointed by the Tsar. The final two seats are filled by representatives of the Parliament of Finland, elected by that Parliament. Given the mixture of elected and appointed members, the State Council has no singular party in power. Rather, the loyalties are more factional, with reactionaries who opposed the reforms more common in the Clergy and Nobility while reformers are more common in the sciences, governorates, and commercial representatives. On the balance, reformers dominate the State Council.

The State Duma is the lower house of Parliament and has 497 seats. The dominant party, with 207 seats, is the Union of October 17, a center-right, pro-reform, anti-revolutionary constitutional monarchist party. 146 seats are held by the center-left Constitutional Democratic Party, a very similar party to the Octoberists, though with more focus on social reform than on monarchism. 60 seats are held by the Socialist Revolutionary Party, better known as the Trudoviks. Once a major political force, the continued reforms and modernization of the Empire, combined with the growing rights and power of the middle and lower classes, have seen the extremely far-left Trudoviks losing seats since the mid-1880s. 29 seats are held by a reactionary Far-Right coalition, mostly comprised on landowning gentry interested in returning to the time of serfdom and aristocratic supremacy. The final 55 seats are held by a variety of religious groups and ethnic minority parties.

Major Domestic Issues: Government Representation, largely centered around the State Council and its plethora of appointed positions. Labor disputes regarding wages and working conditions, as is typical for a late 19th and early 20th century capitalist economy. Ethnic tensions between Russians, Finns, Poles, and others.

Military Information: The Russian Empire’s military forces are organized around two central branches: the Imperial Russian Army and the Imperial Russian Navy.

The Imperial Army, is a force built upon conscription, initially of a form developed by Tsar Peter the Great. Various reforms saw the terms go from Life in 1699 to 25 years in 1793 to 20 years in 1834 and finally to 12 years in 1855. After the defeat in the Crimean War, the conscription system was reformed again, with a move towards universal conscription very similar to the Prussian system. Conscripts would serve for six years with the regular army and a further nine in the reserves, starting in the year they would turn 20. Military education was also reformed, with the Imperial General Staff Academy in St. Petersburg was expanded with a Moscow Campus, where newly recruited officers (generally from wealthier families) would receive a standardized training regime, aimed at turning them into effective leaders and tacticians while the General Staff Academy built strategists and administrators for senior ranks. In addition, elementary education was provided to all draftees, with schoolhouses being introduced near barracks. In the wake of the Russo-Turkish War, the army was reformed again, moving the divisional forces closer together on permanent military encampments, all established with their own train stations to facilitate mobilization.

The Army itself is organized into 14 military districts, each responsible for all military forces in the district. For the Army, this provided the overarching command organ for 20 fortresses and 27 Army Corps, each Corps having two infantry divisions and a cavalry division. The Military Districts would include military schools, commissariats, staffs, and other functions to ensure that the formations were functional and ready for mobilization. Army readiness remained a core focus during the reign of both Alexander II and Nicholas II. Approximately 30% of the budget is spent on the Army.

Currently, two Army Corps are stationed in Manchuria, nearly 100,000 men, with 4 more Army Corps nearby in Cisamur and Irkutsk Military Districts. The Trans-Siberian Railway is capable of transferring two additional Corps, in full, every month, though this can be increased if the forces are drawn from closer districts.

The Imperial Russian Navy is a sizable fleet force, organized into three fleets. The Baltic Fleet, based out of St. Petersburg, is the most prestigious and oldest of the fleets and largely trains to face a European enemy, such as the British. The Black Sea Fleet, based out of Sevastopol, is the most battle tested, largely arrayed against the Ottomans and Austria-Hungary, though with the decided capacity to engage any force in the Mediterranean Sea, should the need arise. Finally, the new Pacific Fleet, based out of Vladivostok and the new base at Port Arthur, is seen as a bulwark against growing Japanese interference in Russia’s interests in the Far East, as well as a choice posting for up and coming officers.

Beginning in 1892, Tsar Nicholas came to view the writings of American naval officer Alfred Thayer Mahan as particularly applicable to Russia, a nation easily cut off by the sea. The six ironclad battleships of the Ekaterina II and Imperator Aleksandr II classes, joined by the two Dvenadsat Apostolov and two Navarin class building in Saint Petersburg, would be further reinforced by an aggressive new building program. The 1892 building program would see the Russian Navy build 9 new battleships of the Tri Sviatitelia (4 ships) and Sissoi Veliky (5 ships) class and 9 armored cruisers of the Rurik class. Initially, the battleships were to be assigned to the Baltic and Black Sea Fleets, respectively, while the armored cruisers would be assigned to the Pacific Fleet, arrayed against Japan. The Sino-Japanese War of 1894 and the Boxer Rebellion of 1900 would change those plans.

The Sino-Japanese War would demonstrate to the world that Japan had rapidly built a navy of significant capability, especially for a nation as backwards as it was viewed to be. Though their ships were largely built in British yards, the Japanese sailors, observed during the war by the Russians, among others, were seen to be highly competent and capable seaman, led by skilled officers and crewing stout ships. As the first ships of the 1892 program were being launched, the 1896 program would start with another 9 and 9 plan, adding 4 ships of the Petropavlovsk and 5 of the Rostislav class. The nine armored cruisers of the Rossia class would join them. This time, the battleships were earmarked for Asia, to form two powerful squadrons at Vladivostok.

The Boxer Rebellion would further change Russia’s plans. The Japanese provided the largest contingent of both ground troops and warships and were greatly irritated when Russia secured Port Arthur and basing rights in much of Manchuria. Furthermore, the rapid decline of the Ottoman Empire as a threat saw the Russian Black Sea Fleet as far less important to Russia’s security. A new 9-9 program was ordered, with 4 ships of the Peresvet and 5 ships of the Potemkin classes joined by 9 armored cruisers of the Gromboi class.

As the year 1904 dawns, Russia’s Navy possesses 6 ironclad battleships in the reserve fleet, 22 battleships, 18 armored cruisers, 29 protected cruisers, 16 auxiliary cruisers, 48 destroyers, and a number of other auxiliaries in commission, with 9 battleships and 9 armored cruisers fitting out while 9 more battleships and 9 armored cruisers have been ordered. Preliminary design work has begun on two new classes of battleships and a new class of armored cruisers. Like much of the Russian fleet, these new ships will be built with the range to steam to the Far East.

As it stands, the Baltic Fleet possesses eight battleships, six armored cruisers, 9 protected cruisers, 16 destroyers, and 5 auxiliary cruisers. The Black Sea Fleet has 6 ironclad battleships, 4 battleships, 9 protected cruisers, 5 auxiliary cruisers, and 16 destroyers. Finally, the Pacific Fleet has 10 battleships, 12 armored cruisers, 10 protected cruisers, 16 destroyers, and 6 auxiliary cruisers. However, the Pacific Fleet is split almost evenly between Port Arthur and Vladivostok.

Diplomatic Policy: Russia’s diplomatic policy is built on a combination of Mahan’s Sea Control and MacKinder’s Heartland theory, with the focus being on securing either defensive alliances with nations that share land borders or can control sea access to Russia. Failing that, outright control of those regions is deemed of supreme importance. To reinforce their control on land, a nearly two-decade long program of naval expansion has been undertaken, with the goal of establishing a powerful fleet, capable of controlling the sea routes to and from Russia and furthering Russian goals outside of Eurasia.

History Changes (Subject to review and approval by OP and Co-OP): Alexander II begins a series of controversial but necessary reforms in 1855, first reforming the Army and then reforming almost every aspect of Russian society. The abolition of serfdom in 1861 would be followed by the elevation of the zemstvos and municipal dumas to equal status with the governors in 1865, followed again by the sale of Alaska to the United States in 1867. Reforms would continue through the 1870s with educational reforms establishing a unified curriculum in European Russia and public schools in 1871, which would be expanded into other parts of the empire over the coming decades. In October 1875, Tsar Alexander II formed the State Duma and reformed the State Council with the adoption of a new constitution. It established rights for the common people, gave most men in Russia a vote in elections, reformed the judiciary along western lines, and in general reformed Russia into a constitutional monarchy.

Tsar Alexander II’s son, Nicholas, would be brought up with an emphasis placed upon reform from an early age. “Listen to the people, Nicholas,” he would later claim his father said, “Listen and you will keep your throne. Ignore them, and they will cast you down as has been done to so many before us.” During a tour of Italy in 1865, Nicholas would partake in a wrestling bout and avoid being thrown down by his opponent. Unknown to himself or to anyone, this would save him from a premature death to cerebro-spinal meningitis. Nicholas would receive a university education at Bonn University, as well as lessons at the Moscow Military Academy and Imperial General Staff Academy. He would also wed Princess Dagmar of Denmark in 1867.

In the wake of the Russo-Turkish War, the Treaty of San Stefano was signed, ratified, and put into force over British objections, objections cowed by the combination of a mighty Russia and its German allies. The Principality of Bulgaria gained its independence and control over much of the once Turkish dominated Balkans.

In 1881, Tsar Alexander II would be murdered by conservative reactionaries on the steps of the Senate. The reactionaries would be shot or arrested during their escape by members of the 1st Guards Division, tried, and executed. Nicholas would be crowned Tsar Nicholas II later that year, continuing his fathers reforms as he also worked to avoid an attempt on his own life. Tsar Nicholas would avoid military entanglements for most of his reign, becoming known as the Peacemaker and becoming very popular with the people for his continued efforts to improve their lives.

As 1904 looms, Nicholas’s perfect record of peace seems poised to shatter. Rising tensions with Japan over territorial disputes in Asia threaten to explode into open war while Europe remains ever poised on a knife-edge, as the European powers play a delicate game of Blind Man’s Bluff with lit matches in a powder magazine.

Military Information: The Gwangmu Reforms reorganized the Army and the Navy of the Joseon Dynasty into a modern western-style military of the Imperial Korean Army and the Imperial Korean Navy.

The Imperial Korean Army consists of the imperial guards based in the capital, the central military concerned with national defense, and the provincial armies raised by the eight provinces. Initial trainings were done by foreign officers prior to the establishment of the Yeonmugongwon (연무공원, 鍊武公院), or the Military Academy of the Korean Empire with the purpose of an officer training program to allow for an indigenous officer corps to lead the military into battle. The Imperial Korean Army utilizes foreign designs for firearms and artillery with weapon manufactured by domestic factories such as Yongsan Military Factory. Training and armaments aren't exactly standardized with armaments and training of the military being from Russia, Germany and Japan.

The Imperial Korean Navy received less attention compared to the Imperial Korean Army. Unlike the early to mid Joseon dynasty where the navy was of great importance, the Imperial Korean Navy had no significant naval forces outside of coastal fortresses. Efforts were made to address this however. The Korean government purchased two vessels from Japan; the KIS Yangmu and the KIS Guangjae (although the KIS Yangmu was better used as a cargo ship as its intended role) and established the Korean Imperial Navy Academy, or the Tongjaeyonghakdang (통제영학당, 統制營學堂), constructed on Ganghwa Island and produced so far 160 naval officers. Efforts are made to purchase more vessels from outside sources, although there are plans to have some of the coastal cities establish yards for shipbuilding.

Militias known as the Righteous Army, or Uibyeong (의병, 義兵), have appeared several times throughout the history of Korea when the national armies were in need of assistance against foreign invaders ever since the Khitan and Mongol invasions of Goryeo, and the Japanese and Manchu invasions of Joseon. Peasants, scholars, former government officials, religious monks, merchants, artisans, anyone regardless of background and social status made up members of these irregular militias. While most of these righteous armies are equipped with hunting equipment and farming tools rather than state-of-the-art weapons employed by the Imperial Army, the irregular militias make up for their equipment shortcomings with patriotic fervor and knowledge of home terrain. Lately, with the advent of western and Japanese encroachment into Korea, there were reports made of an increase of activity and membership into the Righteous Army, including remnants of the Donghak rebels. Some cells of the Righteous Army have presence in the black market or had enlistees in the imperial military to procure modern weapons for the preparation of a call to arms against possible foreign invasions. Officially, the imperial government does not acknowledge the existence of the Righteous Army nor endorse their activities. Unofficially, conservative elements of the government are in contact with individual cells as fear of foreign encroachment into Korea grows.

Alliances: Not so much alliances but treaties of cooperation and non-aggression with the western powers, Japan, and China. Depending on the faction in power, Korea would either make friendly overtures with Germany and Russia, or Japan.
Diplomatic Policy: Korea maintains a diplomatic policy of an attempt to be friendly to the major powers based in the Pacific in an effort to retain its newly gained independence from Chinese influence, believing that having the country act as a middle man would increase its worth as a neutral partner in the global market. Korea would put particular importance on policies that would keep China away from attempting to reassert control over the Gando (Jiandao) region which was seized by Korean forces during the Sino-Japanese War.

History Changes (Subject to review and approval by OP and Co-OP):

The Japanese sponsored series of sweeping reforms known as the Gabo Reform starting in 1894 by the pro-Japanese government was more successful in pursuing much needed modernization in the country. Such reforms met the demands of the Donghak peasant rebels in areas regards to land reforms, abolition of social status and slavery, and fiscal changes while still straying from more radical changes that would incite opposition from moderate and conservative scholars like the requirement of shorter hairs. Although the reforms still saw some form of opposition from conservative officials, the success of these reforms did allow for Korea to be open to a later series of reforms initiated by Emperor Gwangmu from 1897 known as the Gwangmu Reform. The Gabo reform also lead to the creation of a modern, Japanese trained military and police force.

The deployment of both Chinese and Japanese forces in the assistance of the Joseon military in suppressing the remnants of the Donghak Peasant rebels still occurred, leading to tensions between Qing China and Japan and the beginning of the Sino-Japanese War. Elements of the Gabo Cabinet saw an opportunity for Korea to break free from China's sphere of influence and petitioned the King to approve of sending the Japanese trained soldiers to assist in the conflict, to which the King agreed to after the Japanese victory at Pyeongyang in 1894. During the conflict, the Korean military stationed at the Hamgyong province would cross the border and seize the dispute Gando region from Qing forces. In the Treaty of Shimonoseki, China was forced to cede the Gando region to Korea and recognize Korea as no longer part of its imperial tributary system. Korea would declare itself as an Empire, elevating King Yi Myeong-bok as an Emperor in 1895.

However, relations between Japan and Korea took a hit over the influence Empress Min Ja-yeong, who started to favor pro-Russian and German officials in the modernization of the military. A botched assassination attempt in 1896 by pro-Japanese agents lead to the ousting of the pro-Japanese cabinet and was replaced by the conservative cabinet, mistrustful of Japan's political intent and favored closer ties with Russia and Germany. While Korea would officially maintain equal relations with the major powers of the Pacific, the progressive Enlightenment faction would support closer ties with Britain and Japan while the conservative Royalist faction would support Russia and Germany as counterweights to Japan. Another group of small but not insignificant officials would look to the United States as a third party force. Korea would take in the Boxer Rebellion in both the defense of the Gando region from Chinese revanchist forces and as part of the international relief force for the besieged legations.

Economic policy Overview: The policy of the Haitian government is one of a gradual industrialization, powered by capitalist economics. Benefiting from a mixture of state owned plantations, foreign owned plantations, and small holders, the Haitian Empire began to consolidate itself as a major Sugar and Rum producer. The profits from these lucrative enterprises were put into various national projects. Schools were built, roads paved, electrical lines laid, and cultural institutions built. This lead to another venture, tourism. As Port-au-Prince was refurbished into a respectable city, it became a hub for the construction of resorts and trips for foreign visitors. As such, a tourist industry is gradually blooming in the nation as well. Meanwhile, mining, shipbuilding, and various light industries also began budding as well.

Military Information: in the 1870s, a series of military academies were constructed in the nation. The initial instructors being Prussian, the nation convinced of the nation's superior arms after the Franco-Prussian war, military reforms soon followed. The nation's military was reformed under the central leadership of newly Prussian trained cadres, the nation's martial culture changed. As the nation's doctrine changed, so did its desire to improve its arms industry. As part of its education program, educated Haitian youth were sent abroad to gain weapons manufacturing knowledge. By the 1880s, a small arms industry had been established for the nation's military needs. Also interesting, these men also served a domestic market for hunting rifles.

Meanwhile, a small navy was also procured for the new nation. It was by all accounts the largest Navy of the Caribbean states. Unfortunately, that's not very impressive, considering the other state in contention is Cuba. Either way, the Imperial Navy does its job well of patrolling rivers, and the coastline.

The Imperial Army stands at 40,000 Personnel.

The goals of the Imperial Navy are to preserve Haitian Territorial Integrity, peruse national interests, and aid in the organizing of the Haitian Merchant Marine. As part of this force, 3,000 Marines are included. They are tasked with guarding ports, protecting ships, and making deployments abroad if deemed necessary.

The Haitian Empire's efforts at conquering Santo Domingo proved fruitful. Under the new regime, state institutions were reformed, and a German style democracy implemented to Haiti. Universal education, and land reform, were other major priorities of the new regime. This was followed up by the Institutionalization of the military as a branch of the government, as opposed to the fluidity it had endured earlier. In short, the latter half of the 19th century was charchterized by the opening of Haiti, and the centralization of power with the state. This stability, and raise in trust in the state, and the birth of Port-au-Prince as a modern city, generally saw Haiti presented as a model of economic development to its neighbors. The general instability of the region proved to be a large boon for the Haitian capital's position as a trading hub.

The latter half of the 19th century also saw Haitian farmers settle in the eastern part of the Island, preventing something that had plagued the previous time of single administration on the island. That is to say, the Haitian government would ensure Francophone demographic superiority throughout the island. Seeing as there was more land on the eastern half of the island, and far less people, this wasn't very challenging. This was made in combination with a drive to bring in foreign immigrants. These immigrants were mostly black, hailing from nations across the Americas, seeking refuge in Haiti. Smaller amounts of Asian immigrants, and a small community of European specialists, brought home the idea of Haiti as a nation that valued its egalitarian tendencies.

Meanwhile, its economy diversified. Understandably, Haiti has been in a militarized state its entire existence. With the rise of an educated class, this meant more and more money went into research and development. This mostly was in the aim of furthering military science, and its related fields. This did however prove a boon for the civilian sector, which benefited from the buzz around scientific development. Haiti also benefited from its wide array of mineral wealth, becoming a mining nation over the course of the late 19th century as well. Overall, the rise of sugar, rum, tourism, mining, shipbuilding, and light industry portrayed a positive future for the America's sole black state.

So the Russian invasions happen before 1850, meaning they are set in stone. The earliest you can make changes would be with Nasser-e-Din Shah in 1850 or later.
Secondly, why is French so common in Persia? The most widely spoken languages were Persian and Azerbaijani.
Finally, the issues of Qajar Persia were in large part a result of the Shah's. After importing Westerners to teach languages, sciences, and other things, the Shah faced significant opposition from Muslim religious leaders, leading to increasing tension and the Constitutional Revolution between 1905 and 1911. So, unless you alter the Shah's and their relationship with the clergy, the current issues facing you are probably competiting influences from Russia and Britain combined with signficant internal opposition from the Muslim clergy. In particular, there is a growing movement in Persia around this time to curb the power of the Shah and replace it with the rule of law.

The last vestiges of absolutism in an almost democratically representative age, Spain stands out like a stubborn thorn to the more 'developed' nations such as France and the United Kingdom. There is no parliament in Spain, no place for the common Spaniard to voice his or her grievances against the government. Lacking any sort of place for the common mud soaked peasant to do anything more than the dying when war begins, Spain is divided up into 11 major reinos del castillo (castle kingdoms). Each of these is managed by a Magistrate, all of whom owe their position (hence their loyalties) to the Crown. However, Isabella has made sure that each of those she appoints hates either their predecessor or neighboring castle kingdom.

This form of government is designed to ensure that no magistrate either aligns themselves in an attempt to overthrow the monarchy. A serious side effect, however, is the fractured and fragile unity of the Kingdom, as several magistrates refuse to cooperate with one another out of long-standing feuds that often go back generations of elites bickering between each other.

Major decision making is ultimately at the digression of the monarch, who may consult with a small group of advisors known as the Privy Council. Members are nominated by the regent and serve until death, resignation or their dismissal. These unelected officials include:

General-At-Arms: tasked with supervising the military forces, ensures proper munitions are delivered and produced, and ensures the military is at a state of readiness. Supervises and executes military plans organized by the Monarch.
Grand Master of Colonies: Their job is to maintain order in the colonies, and tasked with both importing goods and exporting the needed machinery in order for the colonies to at least break even.
Grand Inquisitor: Put in charge of administering and overseeing the Spanish Inquisition. Presides over meetings of the Council of the Suprema. The Inquisition is utilized to both maintain general order over the population and to ensure religious laws and edicts are not broken. Torture, while not common previously, is now a mainstay of the more political Inquisitors. The Grand Inquisitor acts as a tool for the Monarch to clamp down hard on dissidents, with a system of small silver rewards being handed out for "mouths of the lord" who pass on information that lead to arrests, tortures and executions of those accused. However, those persecuting religious laws have adopted a far more lenient approach, as a simple confession and admission of guilt while under investigation is enough to have potential charges dropped against someone.
Grand Master of the Note: Originally designed as a secretary role, by the turn of this recent century, the role has adopted many of the features one might see in a foreign ministry, with the Grand Master corresponding and negotiating between Spain's overseas ambassadors via telegraph and with the Queen herself. Still has the responsibility of transcribing and recording meeting notes of the Privy Council when they are summoned by her majesty.


Major Domestic Issues:

Crown from the gutter: Isabella II has forbade almost all speak of succession within the Palace walls, insisting she's still in perfect health to continue to reign. As a result of this, what would happen to Spain should Isabella pass away would be almost anyone's guess. Already a large number of those close to her have slowly started their own conspiracies, farther away, those Magistrates start to have the gears turn in their heads at more rights for their own little slices of Spain...

Liberal Agitation: In 1889, Queen Isabella, acting on suspicions of a potential assasination attempt, instructed the Grand Inquisitor Ramón Blanco to forcibly close all universities and schools within the country. This has driven liberal movements underground, with multiple formerly reformist sects turning into rabid anarchists and anti-government radicals overnight. Rumors of an assasination attempt have been prevalent ever since her majesty signed that fateful Edict of Madrid, often giving the common people the only source of entertainment, apart from doing peasant things such as making mud pies and growing wheat.

Major Foreign Issues:

Ass backwards in the sand: Spain's society has been tightly controlled by a bevy of staunchly conservative allies of the Queen, who have rejected most (but not all) technological advances. While modern advancements in medicine and science are prevalent in general Spanish society, a lack of education has hindered much of this from reaching the general population.

The Backwater of Europe: Following the conclusion of the Guerra de Catástrofe, Spain's overstretched Empire has buckled. However, in spite of this, the elites of the country refuse to accept this. They insist that Spain is a world power, with a world spanning empire to boot! The sad reality is that the motherland's colonial children are few and far in-between. Inside, Spanish society to foreigners is seen to have taken a step backwards almost four hundred years to the age of Columbus. Massive imposing castles dot the Spanish countryside, testaments to the system that Isabella imposes upon her peasants and local Magistrates. Most of the poor countryside is still lit by candle and oil lamps, flickering with a gust of wind. The sheer divide between the richest citizens and the poorest peasants is often a fact that shocks tourists that come here. Should some foreigner make the wrong move, the Inquisitors can be a bit... "rough" with those that break the law, often no more than slightly reformed prisoners now yielding the authority to beat a peasant to death with a few well placed kicks while he grovels on the ground, wallowing in his own filth.

Economic policy Overview:
Spain's economy is one that Christopher Columbus might recognize. An army of ancient families strictly holding a monopoly thanks to intermarrying within the Royal Court and garnering their favor. Industrialists construct massive factories within Madrid's stone walls, being able to provide some semblance of jobs for the almost 400,000 citizens that reside within the capital. These Industrialists keep almost seventy percent of their profits, and kickbacks are regularly paid out to Isabella's royal family to help bolster the national coffers.

Outside of the heavily industrialized capital, the countryside is dotted with individual families and their crafts going back generations at a time, finely honing their skills. Should one travel outside a dirt road in one of these, one might expect to purchase the sharpest sword from a blacksmith, the heartiest mug of beer in all of Spain's breweries, and relax in comfort at the thousands of small-time, family managed inns and hostels that adorned the Spanish countryside. Strictly speaking, all Railroad traffic has been given preference to the Army and Navy, hence the only method of getting anywhere is on foot, on horse drawn carriage or via hot air balloon. Taxes are collected by members of the Inquisition, an always hated and despised group of individuals with their necks on the line by irate individual Magistrates should they fail to shake down the last peasant.


Military Information:

While each Magistrate commands his personal army, usually no more than a disciplined (and nepotistic) band of their own feverent supporters and peasantry. These bands are to provide the Magistrate with some semblance of power, apart from being able to collect taxes, with an expected commission "fee" deposited directly in the National Vault. The real power, and the major Armies of Spain, are commanded by Isabella. She governs directly from the Royal Palace of Madrid. All soldiers must swear a feverent oath promising to serve her majesty until death.

In spite of this effort at consolidation, many of the junior officers are members of wildly differing political backgrounds and different shades of absolutist. These officers are seen as a threat to the stability of the Absolute Monarchy, and so promising young military officials that show potential are often dispatched to the far-flung colonial holdings or sent to the guiotine's blade in one of Isabella's purges. In their place are those military gentlemen who are steadfastly loyal, unassuming and closely within the Queen (or her household's) orbit. Consequently, these military officials are often riddled to their pockets in corruption and are seen harassing the local peasantry for 'protection fees'.

Spanish Army: Although the decentralized nature of Spain makes it hard for consolidation and mass mobilization, the country has invested in railroads that connect the capital with the northern part of the country. This means that reinforcements can be rushed to the frontline within two to five days of a potential war breaking out. The average Spanish officer is motivated by the promise of a shiny bonus for capturing some dirt hill, and will squabble with their fellow officers, often becoming violent among themselves. This braggadous system has lent itself to an aggressive Spanish Army, with trained officers pushing each other out of the way for the smell of glory. A constant state of alertness and readiness has prompted the construction of massive fortifications and fortresses along the boarder with "Robespierre" France as they are derisively known.

This project has been bogged down by bickering among the Queen's advisors as to the best usage of the treasure. Currently, a dozen small fortresses have been constructed at chokepoints and important positions right across from France's revolutionary bloodlust. Understanding that Spain's population is half of France's (hence half the potential available pool of recruits), Spanish soldiers have been drilled and trained to 'acceptable' standards. Spain's efforts for almost forty years have yielded a standing army of 430,000 military personnel. A rush for quantity over the quality is hoped would be all that is needed, one massive push against the retched "Robespierre" French and the whole rotten structure would come crumbling down....

The standard rifle of the Army is the Mauser Model 1893.


Spanish Navy:
The Spanish Navy is still recovering from the large losses incurred thanks in no small part by the Guerra de Catástrofe, the common name given to the Spanish-American War. In spite of the massive naval losses, the Crown personally interfered with Naval Decision making post war, pre-empting the imminent scrapping of warships seen as outdated and useless. This has grown resentment towards the exhausted and wary Spanish Officers and their enlisted members. Spanish Naval Doctrine sees the number of cruisers as perfect for potential commerce raiding operations, and so these vessels are the most plentiful in the Spanish Navy. The ships also serve to connect the Empire together, and show-off what limited Spanish prestige is left worth flaunting about in the eyes of many. However, the overall performance of the Navy is dubious at best. The Home Fleet is based out of the Spanish port of Cadiz.

Alliances:
Diplomatic Policy: Spanish Foreign Policy has, for the last thirty years, been centralized around containing the French Commune/Socialist Republic of France/Worker's Republic of France. Spanish diplomats have eagerly tried at every corner to block France from diplomatic recognition and has been attempting a policy of 'encirclement and isolationism' against the French. Queen Isabella has also hosted Napoleon III's wife, and is a close friend of the deposed queen-regent of France. In terms of other nations, Spain has vehemently promoted nationalism as a rallying cry to build up popular support for the monarchy, aligning conservatives within the country to her banners.

History Changes (Subject to review and approval by OP and Co-OP):
1851: Bravo Murillo, serving as Prime Minister, suspended the Cortes and ruled by decree, attempting to implement a political system that would grant more rights to the crown. This prompted a political reaction, and started the Spanish Civil War. The Monarch Isabella II not only agreed with Murillo's request, but went one step further in revoking the Constitution and declared Spain an Absolute Monarchy. On one side were vehement liberals and moderates that wanted more reforms passed instead of abdicating more control of the government to the monarchy. However, these liberals and moderates gradually morphed over the years into more radical agitators that vowed to bring the monarchy down into a hundred tiny pieces. Murillo, for his part, would be accused of conspiring against the Crown and tortured to death by members of the Inquisition three years later.

It was also during this time that the Spanish Inquisition began to garner steam. Gaining increasing influence within the walls of the Spanish Crown, the Inquisition would be opened to women for the first time ever, with female Inquisitors enforcing laws. This was mostly just window dressing, as the female Inquisitors mostly were in charge of menial administrative roles such as being scribes for meetings and servants during trials, rarely asked to take the stand in defense or against an accused victim. Only a select few from the Crown's family and nobility members are ever in high roles of the Inquisition. However, the ultimate orders came from the only woman that mattered in Spanish society, the Queen.

1861: With the outbreak of the American Civil War, Spain's involvement was one of tacit co-operation with the Confederacy. Southern blockade runners were allowed to dock and supply in Spanish ports in the Caribbean. However, Spain was stern enough to prevent diplomatic recognition of the South, with Isabella privately writing that the south's system of slavery was a "system ill-suited for these ages. Ones of barbarians and romans." When the Confederacy disappeared, a few confederates decided to migrate to Spain and her holdings in the Caribbean. These migrants were readily welcomed with open arms as 'plantation sons near to our colonial hearts'.

1870-1880: When France was plunged into Revolution once again, her southern neighbor was more than happy to take advantage of the dissolution of her former rival's colonial holdings, lest they be given to a radical social government. Spanish soldiers invaded and occupied the French territory of Algeria, a move that was seen as a great victory for Spain and an eyeroll for every other major colonial power.
