It seems you've been beat to the punch leaving us at an impasse, though two options exist in my mind, the first being to pick another country and/or wait for the Russian reservation to lapse:

But also, something like a divided Russia could very well be a possibility with the assent of both you and the other Russian claimant. That could be an interesting sort of situation, IMO.

Logged, though the borders weren't quite what I had in mind for Russia. If you could pare back a bit, particularly in Ukraine, to a lesser extent in Belarus, and the Caucasus/Caspian to allow for viable players in those regions, that'd be cool.

Issues & Foreign Relations

Domestic Issues:

Legacy of the Great Arab Revolt: The 1927 Great Arab Revolt, launched primarily due to the İTF’s continued grip on power and its abandonment of pan-Islamism in favor of pan-Turkism, threatened to cripple the Ottoman Empire; and it likely would’ve if not for the timely intervention of the West. Sometimes mockingly referred to as the “Second Oriental Crisis,” the Arab Revolt was a major factor leading to the 1930 Ottoman Revolution and the İTF’s fall from power. Some areas in the south still remain hotbeds of Arab nationalism, with Yemen in particular becoming an increasingly painful thorn in the Sultan’s side.

Uninspiring Industrialization: While increasingly modernizing, the Ottoman Empire still lacks a substantial domestic industry. It still imports much of its modern goods, such as glassware, machine parts, and gunpowder, while exporting raw commodities such as silk, tobacco, and cotton. While the situation is improving, the Ottoman Empire still has a long road to westernization.

The Three Pashas: Mehmed Talaat Pasha, Ismail Enver Pasha, and Ahmed Cemal Pasha’s triumvirate from 1913 to 1930 still hangs over Ottoman politics like a storm cloud. While the Ottoman Revolution and the subsequent “Third Constitutional Era” has hopefully prevented a group such as them from ever regaining power, the İTF still has much of the populace supportive of the party which could bite the newly-established democracy of the Third Constitutional Era in the rear.


Transnational Issues:

The Ottoman Public Debt Administration: Established in 1881 by the British, French, Austrians, Italians, and the Dutch, the OPDA has evolved into a massive bureaucracy. The Ottoman Empire pays a portion of its profit each year to the OPDA, which in turn pays off a part of the Ottoman debt while opening railways, workshops, factories, and other tools of industrialization. While good on paper, much of the OPDA’s taken profit is actually funneled back to European powers and it’s evolved into a sprawling, bureaucratic morass with an employee list longer than the entire Finance Ministry. While slowly working towards paying off the Ottoman public debt — down from around 20 million lira in 1909 to just over 11 million lira in 1937 — the OPDA still remains omnipresent in Ottoman politics.

The Sleeping Bear: While Russia seems to hold no ill-will towards the Empire, territorial disputes over Armenia and control over the Black Sea are still present. The Ottoman Empire must tread carefully, lest she wake Russia; and bring down the wrath of the East…


Treaties:

The Berlin-Baghdad Railway: While not a ‘treaty’ in the traditional sense, the Berlin-Baghdad Railway and the Turkish Petroleum Company are a vital part of the Empire’s diplomacy with Germany. With the completion of the Railway in 1934, Germany has had access to petroleum in southern Iraq and Kuwait, financing the Ottoman Empire’s industrialization drive and strengthening Ottoman diplomacy in return for said oil. International Organization membership:

The League of Nations: The Ottoman Empire was a founding member of the League of Nations in 1932, the Empire being the League’s main representative in the Near East. While not a member of the Executive Council, the Ottoman Empire still holds notable soft power in the organization.

International Criminal Police Commission (ICPC/Interpol): The Ottoman Empire joined the ICPC as one of its founding members.

History


The Three Pashas: The Ottoman Triumvirate (1913-1930)

The “Ottoman Triumvirate”, as it is widely known, is generally agreed to have begun in 1913 following the Committee for Union and Progress (İTF)’s coup d’etat in the same year. From 1913 to 1930, three men — Mehmed Talaat Pasha, Ismail Enver Pasha, and Ahmed Cemal Pasha — had near-total control over the Ottoman Empire, with Talaat serving as Minister of the Interior from 1913 to 1917 and later as Grand Vizier from 1917 to 1930 and generally accepted to be the leader of the Triumvirate.

During the Triumvirate, the Ottoman Empire initiated a number of social reforms. The largest of these was the 1917 Temporal Family Law, expanded in 1924, that saw women earn the rights to divorce and inheritance among other reforms. At the same time, however, the İTF began to make a hard turn to the right, beginning to promote a platform of Turkish nationalism and supremacy.

This ultimately culminated in the 1927 Great Arab Revolt. After the İTF passed a law restricting the rights of Arabs to hold office in areas without an Arab majority and instituting Turkish calls to prayer in Arab-majority areas, many Arab portions of the Ottoman Empire took up arms; ostensibly, although not provably, aided by Ha'il and Nejd. While defeated by the Ottoman Empire, only after the intervention of western powers (predominantly France and Germany), the Revolt decimated the İTF’s political legitimacy and was a major factor in finally ending the Triumvirate.

The Ottoman Revolution (1930)

The İTF managed to hold onto power for a few years after the Great Arab Revolt through sheer brutality. Demonstrations against the İTF were punished and independent politicians were “retired” or even assassinated. This, however, did not end matters entirely. Following the death of Ismail Enver in 1930 due to stomach cancer, anti-İTF demonstrations exploded in cities across the Empire; predominantly Constantinople and Gallipoli.

The military ultimately sided against the İTF. The Ottoman Army, as limited as it was (and is), entered the Topkapı Palace and ordered the resignation of both Mehmed Talaat and Ahmed Cemal. After a tense period, Mehmed Talaat and Ahmed Cemal were both dismissed by the Sultan and exiled abroad. The army, empowered by the Sultan, re-established free elections; although the İTF wasn’t banned due to a significant number of the population still supporting their ideology (especially with the rise of fascism abroad).

The Second Tanzimat and Third Constitutional Era (1930-Present)

Ottoman history from 1930 onwards has been called the Second Tanzimat, and for good reason; under the leadership of the HİF, the Ottoman economy has continued to liberalize and grow. With the public debt slowly being paid off and the Ottoman Empire continuing to industrialize, the government has continued to implement social reforms. Mustafa Kemal Pasha was appointed as Grand Vizier with the support of the people; he remained Grand Vizier until his retirement due to health problems in 1935.

In 1932, the Ottoman Empire underwent its first major political reform: the Senate was made directly answerable to the people, elected every four years. While still limited in size to ⅓ the size of the Chamber of Deputies, and the position of Grand Vizier still being appointed instead of elected, the 1932 Senate Reform Act was a major step forward for Ottoman political liberalization.

At the same time, owing in part to its secular nature, the HİF government under Mustafa Kemal Pasha formally abolished the Millet system in 1933, replacing the Millet law system for different ethno-religious groups into a single codified piece of civil law, known colloquially as the “Mustafa Code”. This reform was controversial, and to this day remains an incredibly divisive piece of legislation.

As of 1938, the Second Tanzimat is in full swing. The Ottoman Empire is continuing its program of reform, slowly but steadily attempting to match the west as its industrial base increases and both its politics and civil law modernize. Storm clouds are brewing, however…

Hmmm, if it was propped up by a foreign power, in my mind, it might work. Sakhalin is a very undeveloped land, so by itself it might not be even viable. A Japan player might be able to facilitate this, or maybe the United States or any other Western power if they're willing to encroach that far into Japan's sphere of influence.

Strong needs: A Japan player would be cool as would a Chinese player. Eastern Europe, what remains of the Arab world/Middle East, Africa, and Central/South America strike out to me as particularly interesting places to roll up a nation.

A small mention about the map - those small Dalmatian islands should be Danubian, it's unlikely that Italy would have made any territorial gains if it fared poorly in the war.

China and Japan both offer a potentially fun experience since there's lots of geopolitical questions that need to be not only resolved with one another, but also with the Western colonial powers literally on their doorstep.

Logged, though keep in mind your government will have to deal with player/NPC warlords within China. For now, China's space on the map will be blank pending the emergence of anyone who might wanna take a crack at a Chinese rival government or perhaps a warlord state.

Domestic Issues:

Class inequalities:

America is a prosperous land. Opportunities abound and its inhabitants are among the richest in the entire world, but that wealth is not equally distributed. While living standards have been improving for all, the rich have seen their standards of living improved vastly more compared to those of the working class. This has been causing increased resentment and is fueling a populist movement on the left of the Democratic Party. For the time being, due to the general prosperity of the economy, class resentment is manageable but a financial crisis could cause the situation to become untenable.

Republican Dominance:

The Republican Party has been dominating American politics since 1920, controlling the presidency and (most of the time) the Congress. This kind of one-party dominance is unprecedented in American history and has allowed the Republicans to shape both the judiciary (with key appointments in the Supreme Court) and appoint loyalists in the federal administration. While America is a liberal democracy, in practice it resembles a dominant-party state as the Democrats are weak and riddled with internal divisions.

Democratic Weakness:

The Democratic Party is incredibly weak as it is riddled with internal divisions. Business-friendly conservatives argue that the only way the Democrats can finally return to power is if they abandon progressive ideals of government overreach and show that they are serious about governing in a business-friendly manner. Populists, on the other hand, argue that the Democratic Party should become a vehicle of radical change in American society and espouse a vision of government intervention in the economy and wealth redistribution. Populists themselves are however split between Southern populists who combine their message of economic populism with social conservatism and progressives who want to marry economic populism with social reform.

Transnational Issues:

Isolationism:

The American public is fearful of foreign entanglements, believing it could lead America into a bloody European war - like the ones seen in Russia and the Balkans. While America has embraced freedom of trade, it has refused to participate in international bodies such as the League of Nations or sign into alliances with the major European powers. This has kept America out of foreign conflicts but has also meant that America lacks international allies.

Naval Race:

The United States Navy is the main tool used by DC to enforce American policy abroad. Army:

The United States Army has been underfunded compared to the United States Navy, as the US government does not see any serious land rival to America. Aside from minor incursions in Mexico during the Pancho Villa Expedition, the United States has not fought a serious land war in years. It is an all-volunteer force. Nevertheless, it maintains modern equipment and is a fierce force to face. The United States Army uses the .45 Reising submachine gun, the M1917 bayonet, the M1917 Revolver, the Browning Automatic 5 shotgun, the Mk 2 grenades, the M1 flamethrower, and the M1919 Browning machine gun. America has 830 operational tanks. The American military can also make use of mustard gas.

Navy:

The United States Navy is among the most powerful in the world. It consists of 9 battleships, 5 aircraft carriers, 16 heavy cruisers, 17 light cruisers, 87 destroyers, 12 sea-going torpedo boats, 9 sea-going gunboats, and 68 submarines. The United States Navy has benefitted from receiving the lion's share of funds from the federal government's military budget, compared to the United States Army and United States Air Force.

Air Force:

The United States Air Force consists of 871 land-based aircraft, in addition to the 692 aircraft aboard its carrier fleet. It is organized into squadrons made up of 36 fighters, 28 light bombers, and 22 medium bombers.

History


In the 1916 presidential elections, Woodrow Wilson was narrowly reelected but his popularity evaporated shortly after his reelection. The economy entered into a recession, and the progressive era's government overreach produced a conservative backlash. Wilson sought an unprecedented third term but Warren G. Harding, the Republican presidential candidate, won the 1920 elections with a call for a return to normalcy. Both Harding and Wilson had opposed any intervention in Russia - which had collapsed into anarchy - as the American public favored isolationism and opposed military intervention abroad, under the influence of a pacifist movement.

The 1920s saw a decade of economic prosperity, cultural dynamism in the arts and social movements, and massive scale usage of automobiles, radios, telephones, film, and electrical appliances in America. Following Harding's unexpected death in 1923, his Vice-President Calvin Coolidge ascended to the presidency. Credited with a booming economy - the so-called roaring twenties - he easily won reelection against Democrat John W. Davis. Both candidates had supported limiting government intervention in the economy, reducing taxes, and slashing regulations. Conservatism was ideologically dominant in both major parties. Coolidge signed into law the Indian Citizenship Act of 1924, which granted U.S. citizenship to all Native Americans, and reduced taxes to the point that only the wealthiest 2% of taxpayers paid any federal income tax.

In 1928, Republican Herbert Hoover was elected President, and he was easily reelected in 1932. Hoover benefitted from a growing economy, rising consumer power, and increased wages. His presidency was a conservative one. He opposed heavy-handed government intervention in the economy in favor of volunteerism: public-private cooperation. He believed government intervention of the likes proposed by progressives infringed on American ideals of individualism and self-reliance. Hoover also opposed foreign entanglements: he refused calls for the United States to join the League of Nations and similarly refused to sign other international treaties, arguing that doing so would endanger US neutrality and limit national sovereignty.

Robert A. Taft, a rising political star in his native state of Ohio known for modernizing his state's antiquated tax laws, was chosen by the Republicans as their candidate for the 1936 elections. Once again, the Republicans prevailed easily, especially due to a split in the Democratic Party between business conservatives and progressive populists. Many of the latter had supported the independent candidacy of Huey Long, causing Taft to prevail by a landslide. The Republicans expanded their majority in Congress as well, benefitting from the booming economy.

Under President Taft, the United States has seen both increased investment into the navy and deeper isolationism from the rest of the world, as America turns further inwards and focuses on internal development. With the Republicans dominating American politics since 1920 and conservatism prevailing, America almost resembles a dominant-party state. Americans now look confidently forward to the roaring 1940s about to come...

Hi, I'd like to play as a fanatical Chinese nationalist warlord controlling the northern half of China. I know another player has reserved at least part of China so I'm willing to work something out if they want me to change part of my application.

Wu Peifu also dies in 1939 and I plan to have Feng Yuxiang (https://en.wikipedia.org/wiki/Feng_Yuxiang) take over after that.

History


During the Second Zhili–Fengtian War the warlord Feng Yuxiang does not betray Wu and instead remains loyal (for the time being) allowing him to destroy Zhang Zuolin's army and take control of the relatively industrialized territory of Manchuria. A chain other conflicts leads to Wu Peifu securing control of much of China north of the Yangtze or the allegiance of local warlords. In 1934 remnants of the Anhui clique stage a revolt with the aid of Great Britain, Japan, and southern warlords who are enemies of Wu. Foreign support for this revolt inflames Wu's dislike of Great Britain into a fanatical hatred of Britain and Japan. By 1936 Wu has secured his territory and largely killed his domestic enemies or forced them into retirement. Wu Peifu is best described as an extremist Chinese nationalist and is willing to ally with anyone (except the British and Japanese) if he thinks they can help him achieve his aims. This is why rather than allow Mao's Communists who traveled north in the 1935 "Long March" to cause him problems in the rural parts of his growing empire he has a very tense agreement with the Communists not to attack them in their Shaanxi province bases as long as they don't promote revolt in other provinces and pay taxes. His dislike of Communism is outweighed by his nationalism, and his ambitions are potentially outweighed by the dysfunctional nature of Chinese politics and his many enemies.

Accepted - though I'm 99.9% sure the Japan player, Altoris, has exercised their option to snag Manchukuo and Mengkukuo, so keep that in mind - should make for some fun United Front antics. I have a map more or less ready for China; I've left Yunnan, Gansu and Xinjiang open for another China player. Lemme know if you want any alterations made.

Historically Czechoslovakia exported weapons to China, granted licenses and helped with the development of native production sites, so Danubia would be quite happy to do the same for one or multiple of the Chinese governments.

Army: The Ukrainian Army was formed out of the Free Cossacks, the Imperial Russian Army and parts of the old Austro-Hungarian Army. Despite the hardships of the Russo-Ukrainian War (1920-1923), the Ukrainian Army emerged stronger than before. The Army utilizes various formations such as the 1st Army Corps (formerly the 34th Army Corps of the Imperial Russian Army), the 2nd Army Corps (formerly the 6th Army Corps of the Imperial Russian Army), the Halych-Bukovyna Guard Battalion (formerly the Sich Riflemen Halych-Bukovyna Kurin), the Khmelnytsky Cossack Regiment, the Polubotko Cossack Regiment, the Zaporozhian Sich Corps, the 1st Rifle Cavalry Division (also known as the "Graycoats"), the Sloboda Haidamaka Regiment (formerly the Sloboda Ukraine Haidamaka Kosh), the 3rd Iron Riflemen Division, the 20th Pavlohrad Cavalry Regiment, the 6th Sich Rifle Division and the Galician Legion (an ethnic minority formation primarily composed of Poles and Jews). Navy: The Ukrainian Navy is rather small due to being formed out of the Baltic Sea Fleet. It only a few ships ranging from battleships and cruisers to destroyers and patrolcraft. It also possesses three marine regiments.

Air Force: Once the aerial unit of the Ukrainian Army, the Ukrainian Air Force was made an independent military branch shortly after the Great Balkan War. It posesses numerous fighters, bombers and reconnaissance aircraft.

Other Military Information: The Ukrainian Home Guard is basically a military reserve force. During peacetime, it is a basic militia. However, when war erupts, it transforms into a gendarmerie (military police force) tasked with both enforcing martial law across Ukraine and assisting regular authorities.

History


Ukraine gained independence during the Russian Revolution in 1920, which led to the Russo-Ukrainian War. The conflict was pretty fierce, but the Ukrainian forces put up a good fight against their Russian foes. Pavlo Skoropadskyi, the self-proclaimed Hetman of Ukraine, led the Ukrainian struggle for independence and rallied the entire country against the stagnant Russia. Despite the loss of Crimea and parts of Southwestern Ukraine, the country was still able to safeguard its independence and exhaust Russia, leading to the Treaty of Kyiv in 1923. Pavlo Skoropadskyi, now called Hetman Pavlo I, modernized Ukraine and instituted a rigid political structure. The Parliament was filled with many leftist parties, aside from the Ukrainian National Democratic Party (UNDP), a major centre-right party that is fiercely loyal to the Hetman.

In the mid-1920s, trouble began brewing in Austria-Hungary, when Hungary began mobilizing the Honved in response to terrorist threats in Transylvania and Croatia, despite objections from Emperor Franz Ferdinand. Negotiations began breaking down between Austria and Hungary, leading to a constitutional crisis. Protests turned into violence as Hungary declared its independence from Austria-Hungary and Franz Ferdinand mobilized the Landwehr, thus leading to the Austro-Hungarian Civil War. With Serbia and Romania declaring war on Austria, Poland sent its troops to Galicia-Lodomeria for the purpose of assisting their Austrian counterparts. In turn, Poland pressured Ukraine into not joining the Great Balkan War. However, Ukrainian troops did end up operating in Galicia-Lodomeria, mostly as part of a paramilitary organization called the "Ukrainian Galician Army". In the end, Eastern Galicia fell under Ukrainian control.

Despite certain amount of prosperity, Ukraine was struggling internally. Parts of it were still controlled by the USSR, the Ukrainian economy isn't strong enough and ethnic tensions between Russians and Ukrainians are becoming more militant than ever. Meanwhile, Danubia harbors a grudge towards Ukraine for what happened to Galicia-Lodomeria. To solve this, the Ukrainian National Democratic Party formed a coalition government with the Ukrainian Social Democratic Party (USDP), one of Ukraine's largest left-wing parties. This alliance resulted in an economy that mixes economic liberties with social programs.

The year is now 1938 and Ukraine is preparing itself for an incoming darkness.

My app should be generally done. I have no faith in the GDP numbers, since I haven't been able to find any concrete data for 1938, and it's difficult to account for all the various territories. I took Austria-Hungary GDP in 1914 and estimated based on that, so I'm more than open to changing those numbers if I were to find some actual data.

The history in regards to Italy, Germany, Ukraine, Poland, and the Great Balkan War is also just my improvisation, I'm more than open to discussing it with the relevant players.
