Oceania is filled with technological advancement that allowed it to have various things such as domestic robots however that's not what we are focusing on behind the scene mainly in the back alleys and in underground groups corruption is a common sight and it runs rampant however you have to know the right people as some will betray one and another however once a person know who to talk to they can live an easy life and not worry about getting arrested by the OCC some, however, use this to their advantage and begin smuggling contraband into the country to sell it to those who got the money and give part of their goods to the OCC as a form of payment to not bother them this, however, lead to competition between 2 major smuggling groups these group not like your ordinary mafia or gangs no these 2 groups have access to military equipment through military connections they set up through networking over the years and both sides are willing to kill and paint the streets red to remove the other from they considered as their own territory.
Welcome to District 38 once considered a military strategic point but no longer anymore instead being a depressing and shitty place to be in and also a place where various vile things are growing and forming crime is common sight ranging from gang warfare to drivebys and smuggling the last one being the major one here as District 38 is considered the smuggling hub.
Now you may ask where the OCC or Military is so they can deal with these people. Well, they're watching from the sidelines as you know they rely on the smuggling groups to get them stuff they can't get in Oceania and they don't want to interfere as they worry that it might interrupt their supply besides that they are also supplying both sides with weapons and munition so there is that.

Leader: Elijah Miller
One of the first smuggling groups to be formed in Oceania they consist of former military personnel and those picked up from the streets they have not only the knowledge of what they’re doing but already have extensive network setup although most of the operations and planning were done by a man named Elijah Miller he is not exactly the head nor creator of the group instead the head of the group is currently not known to many but it is believed the person came from the wealthy Inner-Party probably explains how they are able to afford to do certain things and acquire certain things that are considered expensive. Because of their connections both on the inside and outside of the nation they were able to acquire military surplus as BOGS members can be identified by their woodland camo uniforms or their tracksuits although they are known to mix and match between tracksuits and military BDUs they also have access to ballistic vests such as the IBV-90 vest and helmets consisted of either an M1 helmet or a PASGT helmet.
In terms of weapons, they have a large supply of 5.56 and 7.62 (Both West 7.62 and East 7.62) ammunition so it’s common to see them armed with small arms SP-1s, CR-10s, Vz.58s, OAR-1s, M61 and M63s, RM-58, OBR-4 in terms of machine guns and sniper rifles they are various types in use but mostly are chambered between 7.62x51mm, 7.62x53mmR, 7.92x57mm there is a few explosives mostly consisting of hand grenades and makeshift explosives with a few launchers. Vehicles are mostly armored cars and technicals with only a few APCs and only 5 tanks 3x OMT-50/75 and 1x OMT-48/90 1x Eurasian Type 85 from persuading the military.

Another major smuggling group in Oceania was formed by former BOGS members during a split in the group over a few disagreements between Elijah and Alice causing the members to pick a side after this incident the now former members who sided with Alice would form the Renegades funding would mostly come from corrupt government officials and wealthy Inner-Party members unlike the BOGS who have people in the law department the Renegade has some issues with the law but nothing major was done to them. Like their rivals they too have military connections using them to obtain weapons and equipment from within Oceania however in terms of uniforms and armor those were imported from abroad and Rennies can be identified by wearing Flecktarn uniforms using IBA body armor and OR-201 and PASGT helmets.
Small arms well whatever their rivals use they also use as well but make good use of the KCR-1 and sniper rifles unlike their rivals they have a decent supply of explosives and rocket launchers which worries the Boogies to various extents and of course they also have Armored cars and technicals but no APC or Tanks but they do have 3 IFVs 2 OFV-1s and 1 M-80A.

The boys who didn't want to or couldn't join the military and who dress in an intimidating way the Connie keep the streets clear by any means they can use any type of force lethal or non-lethal and get away with something because they were doing their jobs there is saying that goes "the competent ones are corrupted ones and the non-corrupted ones are inexperienced" although while they're competent in doing their job as they can get stuff done with fewer casualties compared to other branches corruption run rampant in this department officers bribed will either looked the other way or work with someone as long they're getting their payment. Their involvement in the gang war between the Renegade and BOGS would mostly be watching from the sidelines and preventing any other people whether foreign gangs or police forces from taking the groups out as the OCC relies on the 2 groups to get their imported contraband.

4. manpower is capped at 1,500 any additional reinforcements need to be approved by me in the OOC, Aircraft are limited to transport, and COIN aircraft so no bombers and helicopters are allowed however dedicated gunships such as Apache aren't allowed but makeshift ones are allowed an example being putting rocket and machine guns pods on a Huey is allowed tanks will also be limited
