Poafmersia's bid for IBC37

The Poafmersian Basketball Association (PFBA), riding on the new-found interest in basketball in Poafmersia, will be interested in bidding for the 37th edition of the IBC to be held in Poafmersia.

The Format
To the outside world, it may seem that Poafmers generally believe in more radical formats for competitions (cue the SAB League system). Yet you need to realise that Poafmers do this with various intentions in mind, not to necessarily cause chaos. For this tournament, this bid will be opting for a double group-stage format. It is the belief of the bidding committee that more group stage matches is necessary to create adequate comparison between the participating teams, and to give less experienced teams more experience.

Preferred Group Stage formats will be as follows. Ranks updated with IBC36 results will be used as the basis of seeding for the first group stage. Since Poafmersia is relatively new to the international basketball scene, the hosts has elected not to take an automatic Pot 1 status, instead following the seeding based on their actual rank. For the second stage, teams will be seeded based on their stage 1 performance. Teams from the same group in stage 1 will not play each other in stage 2. By my count, since there are 40 signups, as such, the formats below will be starting from my preferred number of 40 signups.

Preferred Formats
40 teams: 8 groups of 5 single RR, top 3 teams qualify -> 4 groups of 6 single RR, top 4 teams qualify for round of 16 (5+5+4=14 cutoffs)
48 teams: 8 groups of 6 single RR, top 3 teams qualify -> 4 groups of 6 single RR, top 4 teams qualify for round of 16 (5+5+4=14 cutoffs)


Tiebreakers for both group stages will be as follows:
Group Stage Tiebreakers
1) Win Record
2) Win Record from games between tied teams
3) Point Difference from games between tied teams
4) Overall Point Difference
5) Coin Flip (OOC: Scorinated games between tied teams, with draws turned off)
Should multi-way ties appear, we will go down the list until at least one team is eliminated from the tie, then restart from the top with the remaining teams.


In the knockouts, teams will play each other in a straight knockout format, with a bronze medal match for the losing semifinalists. The bracket will be a fixed bracket based on group positions in the second group stage, designed to minimise meetings till later stage in the tournaments. Note that this bid will not be looking to implement classification matches.

OOC Scorination details
The tournament will be scored using xkoronate, with the standard formula. Any games involving the host will be scorinated by a third-party. Cutoffs will be held every 48 hours where possible, giving participants ample time to RP. During the duration of the WCQ, the host will aim to cutoff on days without a WCQ cutoff, basing off Tumbra's cutoffs. The cutoffs will likely be around 8.30pm Singapore Time (UTC+8), or 12.30pm UTC, 7.30am US Eastern Time (UTC-5).

RP bonus will be graded with up to 3 points per cutoff. RPs will be graded based on quality and effort of RP, regardless of the medium of presentation. For example, match reports that are more concise and features more content points would be more likely to get a higher grade as compared to a longer match report which keeps revolving around a few in-game events and feels rather repetitive. RPs which are totally unrelated to the game be graded on similiar criteria as RPs relating to the game/team.

In addition, a roster bonus up to 1 matchday's worth will be given. Rosters will be graded based on the amount of information it gives to other nations, from the player attributes, to the team's overall playing style, and any quirks opposing nations should take note of when RPing matches against your team. Since this scorinator takes in no style modifiers, a style mod would not be necessary. To encourage teams to submit a roster, teams which do not have a roster by cutoff 1 will have a rank penalty of 50%, to be lifted when the roster is published.

Open Request to host Stage 1 of the tournament ICly
When the Everything Thread opens and the Group Stage Draw settled, teams may bid to host their first-stage groups. Teams would need to provide an IC justification for hosting, which should minimally include the name of the venue, the location of the venue, and the size capacity. Regardless of whether the bid is selected, an additional RP bonus (separate from the pre-MD1 bonus) of up to one matchday's worth will be provided. OOCly, no home advantage in terms of rank will be given for the hosting team. (Similiar to how Poafmersia will not take any rank advantage for hosting) Should a group not have any host bids, matches will be defaulted to play in Poafmersia, with the venues determined at a later date.

On the Use of ChatGPT and AI Programs
With the rise of Artificial Intelligence Programs that can generate images & large chunks of text, the host believes that any use of the AI Programs as part of roleplaying should be declared. In particular, we believe that AI-generated text should not be given any roleplaying credit. Should any roleplay posted for credit be found to have utilised such AI programs (without being credited as such), the host will take action similar to that of RP plagarism.

For AI-generated images used as part of an original roleplay, the host would consider them to be similar to using online-found stock images. No additional credit would be given for usage of such images.

In general I'd say I like the PotatoBid. On balance I'd probably prefer a longer single first stage to give unranked newcomers more chance as they're the ones we've had trouble retaining, but I can see the benefits of this system.

Main technical question is what you plan on doing now we're past 40 signups: cutting puppets, or moving to a different group number?

Double GS is basically what the RL FIBA Basketball WC is doing, except they do classifications and I don't intend to score classifications.

A single, long GS could work if the numbers are really awkward, such as if we approach 44 (I can't see a second group stage working out after 4 groups of 11) or 45 teams (5 groups of 9 is difficult to create a second GS if we aren't picking "best of X placed teams")

For 42 nations I would consider 6 groups of 7, top 4 into second stage, then 4 groups of 6, top 4 into Ro16.
