[suggestion] increased regional banner customisation

I think that regional banners can sometimes be hard to see properly with either the region name blocking what’s behind it or what’s behind clashing or blending in with the region name, so I think that when you change a banner for a region you should also be able to change the font, size and colour of the regions name in the banner. Thanks.

Besides this: Why do you propose that regions be given unlimited leeway to choose how their region name appears at the top of the page instead of them working to make their banner not conflict with their name?

I think that it should maybe be possible to use some BBcode elements on the background.
