Do you currently have 5 issues in your issue holder?, if so, answer one and clear space for the Capital One.

You just have to answer more issues and it will come through.

You answer issues quarterhourly; therefore, the best advice I can give is that you accidentally dismissed the issue. Wait and it will eventually come again.

All three (Capital, Leader, Faith) are auto-assigned after you reach the population threshold (250, 750, 1000) as long as you have room. If you don't have space, they are queued as the next issue if and when you ever free up room for a new issue.

I can see your nation has had that issue in the past, you must have dismissed it. It will come around again in time.

indeed, my puppets are lazy being active, so much that that they did not get a "capital issue" even if my pups have 250 million in population, so i waited patiently, and most of my pups finally got it, but most of my pups did not edit tho, cuz i am so lazy on other pups.
