Mission Statement

ICON is a Diplomatic, Military, Humanitarian, and Economic Cooperation Organization/Alliance that aims to be an Icon and role model for the World promoting Diplomatic, Military, and Economic Cooperation, Furthering Humanitarian Efforts, and promoting and providing for the common defense of its member nations. We aim to have member nations prosper in this alliance through Economic and Diplomatic Cooperation as well and provide safety, security, and defense to member nations. We also aim to be a role model to the World through Cooperation, Economic Prosperity, and Humanitarian Efforts.

Government Structure of ICON

ICON shall have 4 major Alliance Governing Divisions, the Security Council, Assembly of Nations, Council of Overseers, and The ICON International Court of Law. The Security Council shall be made up of the Founders who are Permanent SC Members and 4 other SC members elected by the Assembly of Natons. The Assembly of Nations also elect Overseers which manage departments of the Alliance such as Finance, Expeditionary Forces, and Humanitarian Efforts. These Overseers have to be approved by the Security Council who can also dismiss them. The Council of Overseers and the Assembly of Nations are led by the Seceratary-General who is the face and formal leader of the Alliance as a whole. The Assembly of Nations is headed by the President of the Assembly of Nations who is elected every session of the Assembly of Nations.

Founders

The Founders of ICON are the founding members of the alliance. They are permanent Security Council Members and also have the right to accept or deny applications into the alliance. The Founders can also kick members out of the alliance but this can be reversed and vetoed by another Founding member as well as accepting and denying applications.

Members

The Members of ICON are nations that have been accepted to the alliance as full members. The Members have a delegation led by the [Insert Nation Denonym] Ambassador to ICON. They can also have other people in their delegation if they intend to run for officer or general staff and advisors for the Ambassador and Delegation. Members can vote on ICON proposals and resolutions, can run for ICON Offices, Be elected to the ICON Security Council, and are under the Common Defense policy where an attack on one ICON member is an attack on all ICON members.

Observers

Observers are nations that have either applied for observer status within ICON and have been accepted, nations that have applied for membership but have not been accepted as full members but accepted as observers or nations that have been demoted by a agreement or consensus by a vote of member nations. Observer nations can attend the Assembly of Nations and have their own delegation provided that it doesn't exeed 20 people and that said nation/delegation cannot vote on a proposal or run for office/ be elected to the ICON Security Council when voting/elections take place. Observers though are allowed to address the Assembly of Nations and take part in military exercises.

Welcome to the ICON Planning Phase! After negotiation and discussion with individual founding members, finally, Anagonia, Neo-Korea, and Darlingtown have all approved ICON and the ICON Planning Phase Conference will be held in Imperia City with all Founding members to create the ICON Charter and finalize the formation of ICON.

IDoEA staff rushed int o the lotus building to make sure everyhting was ready. Sanitization, Decoration, and Accomidation for the dignitarie had to be top notch. With the Final decorations ready the meetings could finnaly begain.

The Imperial Secretary of External Affairs was preparing her things for the meeting. Everythign had been compleated for the preparations and the meetings would start soon.

"Welcome Major Gill, we hope your flight to Imperia was smooth. And yes, Anagonia's partnership in the founding of ICON is most appreciated and helpfull. Please, take a seat." The Imperial Secretary motioned to a seat at the conference table.

Ambassador Gill took his seat with casual respectfulness. He gave a nod to the host as he went about checking up on his PDA

While he hadn’t been the original ambassador for the meeting with Imperia (his predecessor having been recalled for internal reasons), he had interrogated the fellow on what had occurred, and felt he was relatively informed enough to continue the status quo laid out by that prior discussion.

Responding near immediately, he answered the representative’s question.

”Apologies for not informing your officials earlier, but my name is Rolan Ilin.

I am indeed operating as the representative to ICON as of current.”

Taking a slight pause, he pivoted onto another topic entirely, turning to the Anagonian Representative to speak.

“I’m glad to see that we already have 3/4 representatives necessary to begin more proper discussion.”

[Sombreland]

Prince Wilan de Hulfe was the delegate sent by the Kingdom of Sombreland to explore the political potential of the organization for Sombreland's greater development. A handsome man with a grey jacket and blue silk tie, he had a slightly ruddy complexion from coughing too much.
The main reason that this was happening was because of the good relationship that had begun between the leadership of Anagonia and Darlingtown, though those were two of the oddest leaders he had ever heard of.

"May all here be blessed. Thank you to our hosts. I too, am here in the name of Her Majestic Highness to discuss possibilities and potential of his alliance, I am glad to see the other delegates here that are offering the possibility of a good working agreement..."

Now all we need is for the representaives from Darlingtown and the Romanic Imperium to arrive and the confernece can begain."

So...have we started yet, or are we still waiting on someone else to join us? From the looks of things we are still missing the Romanic Imperium's representative, no? If so, why don't we take the time to get to know each other a bit better, as we will most likely be working together for the foreseeable future."

Her breakup with jaguar 7 months ago had not been clean and it seemed like he found every chance to send her as far away as possible. before she enters the conference room she composes herself. And puts on a resting smile. Then she walks in

“I have been instructed,” said Prince de Hulfe, “To present the following ideas for a charter.

“First: we exist in a world where there are large associations and powers that attempt to control development. Together, however, we can encourage economic, scientific and military development in such a way as fosters mutual support and effectiveness. We each, as nations, have a few things to contribute that will make us, mutually, more effective. We should, carefully, reduce restrictions on commerce, travel, and finance.

“Second, I urge that we do this in such a way as to boost our mutual reputations for being nations with which other nations will want to trade, negotiate with, and respect. I think we should have a list of standards for membership that upholds this.

“Third, I propose that we should have a plan for mutual defence that includes communication, intelligence sharing, and, if unfortunate circumstances required it, military cooperation.”

De Hulfe cleared his throat and drank from a glass of water. “These are my government's recommendations on the subject.”

Agreed, ICON's mission statement to its core is cooperation so encouraging cooperating and having a mutual defense plan would be Important. Having standards for memberships that support this would help to better promote cooperation and make ICON more towards cooperation than having members like KTO does that pursue purely their own intrests and have done questionable acts to further said intrests so this is important for keeping mutual cooperation between members, fairness, and mutual respect between member states."

Rolan takes a moment to think before responding, seemingly thinking something over before turning to De Hulfe and responding.

“I (and the Neo-Korean State through me) am entirely willing to support a charter that possesses similar wording and spirit as your First and Second proposals, Prince De Hulfe.”

He takes a moment to pause, drumming his fingers upon the table, before continuing.

“We are similarly willing to support the Third proposal as long as a clause of some sort is included that allows for neutrality in the event that a complication between membership in conflicting alliances would force two founders to combat each other in any fashion, if that is agreeable.”

Rolan sat down promptly, only giving a quick greeting to the ambassador from the Romanic Imperium.

[Anagonia]

Ambassador Max Gill:

I'd like to make it known that the majority of Anagonian interests and concerns have been addressed in backdoor dealings. With that said, we fully support the formation of and sound institution for a permanent charter. As a key founding member, our primary interests are concerned with fair trading and trade protection as well as humanitarian and peacekeeping concerns. As an alliance, we expect ICON to be exclusive to those nations capable of dealing with mature subjects and handling world affairs. As such, we give our support to the creation process and are eager to see it's fruition.

[Sombreland]

Prince De Hufle was coughing into a handkerchief, which he then tucked away and drank from a glass of water again. His face was a little red, as he said, glancing at Ilan, "Thank you for your noting the importance of qualification for point three. I would like to stress that mutual defense would be the watchword. It should be made very clear that a member, or members, would have to have been threatened by another nation, and that reasonable diplomacy would have yielded no results. This is complicated, of course, because war is a complicated matter. Unlike with some organizations, I do not wish to see nations drawn into wars that they did not choose. So that this is clear: Sombreland's government does not wish to see itself drawn into a war where the efforts to avoid it were false. That should be subject to a bilateral agreement between nations. However, there can be such things as blatant attacks and blatant aggression. It should require a process of inquiry from this body as to whether or not the obligation standards are met."

Likewise, I agree with Representative Gill's suggestion of limiting the membership of this alliance to those nations that prove to be more...stable and less of a liability. All prospecting membership should be looked over by the Security Council so as to help prevent nations that would undermine this organization and its structure. It will prove absolutely vital for this organization's longevity.

All that said, before we can continue onto any other point of interest, we must first draft and ratify a charter for ICON, as all other decisions must be beholden to such an agreement. No further comments or concerns for me. I believe in my opinion, insofar as in the interest of Anagonia, we're completely aligned and understood with everyone here.

Her driver was waiting for her at the station and escorted her to the meeting place. She fixed her hair, checked her makeup. Another reappointment. she sighed. The Foreign Office must be kidding me. However, she kept a cool head because she considered the alliance, in which she is supposed to represent Europe and Nation, to be the beginning of a new period. She entered the room and introduced herself.

"I second the welcomes," said Prince de Hulfe, "And I ask that the minutes be read to the new arrivals so that they can be caught up on what we are discussing. One point I would like to raise is this: while our approach should be humanitarian, my government does not wish to see us cast into the role of being an international non government agency dedicated to helping people. It is, rather, that as we pursue our goals, let it be in a humanitarian manner."

[Neo-Western East Korea]

Rolan clears his throat slightly and turns to face Prince De Hulfe, pausing a moment before making another statement.

Before we make a more definite statement of our stance on humanitarianism, by “Our Goals” I presume by that you mean something along the lines of your earlier statement that we should encourage “……economic, scientific and military development in such a way as fosters mutual support and effectiveness.”

He takes a breath before finishing his statement.

“If I am misunderstanding your intent, please correct me.”

As for Prince de Hulfe's concerns, I agree once again. While humanitarian work is important and something we as an alliance should ensure we participate in, it is crucial it does not become the main objective of this alliance. But it is also vital we do not become too self-involved and isolated, so we must take great care to move forward in a balanced and nuanced manner.

Also, now that everyone is here, I would like to submit my proposal for our Charter. Please feel free to give me your honest thoughts and feelings on this draft. Goodness knows I've probably not thought of something or have missed something vital here or there!"

Charter of the International Coalition of Nations

We, the Founders of the International Coalition of Nations, in an effort to increase cooperation between our nations, promote mutual prosperity, engage in a collective defense, and share in the benefits of alliance, do hereby ratify this Charter of the International Coalition of Nations.

ARTICLE I - Objective of the International Coalition of Nations

Section 1. It is the mission of the International Coalition of Nations to increase cooperation between all its Member states for their mutual benefit and wellbeing and act as a unified body built on the democratic consensus of its Members to achieve its goals.

Section 2. In order to further cooperation between Members and protect the rights of Members, all Members of the International Coalition of Nations shall abide by this Charter and by all legislation that itself abides by the laws and limitations set forth in this Charter.

Section 3. All Members agree to give the International Coalition of Nations every assistance in its actions that abide by this Charter, and may not give assistance to any state or organization that actively stands against the International Coalition of Nations.

Section 4. Members shall settle all disputes with other Members in a manner which does not disrupt international peace, justice, or security.


ARTICLE II - Assembly of Nations

Section 1. An Assembly of Nations, composed of delegations from all Members, shall be convened to deliberate and vote on all resolutions within the scope of this Charter. Each Member shall have the right to one vote on any proposition or may elect to abstain from voting on any proposition.

Section 2. The Assembly, at the request of one of its members, may make a motion to postpone indefinitely, amend, commit or refer, postpone to a certain time, limit or extend limits of debate, call the previous question, lay on the table, take from the table, rescind/amend something previously adopted, discharge a committee, or reconsider. Any of these motions may be accepted by simple majority assent.

Section 3. The Assembly does not have the power to deny any person or group basic human rights or change domestic policy in a Member nation in ways not enumerated in this Charter.


ARTICLE III - Security Council

Section 1. A Security Council of the International Coalition of Nations, composed of 8 permanent members and 4 members elected by the Assembly, shall be convened to discuss matters pertaining to the security of the International Coalition of Nations.

Section 2. All permanent members of the Security Council shall retain the power to veto any proposed resolution brought before the Security Council.

Section 3. The Security Council shall retain the right to accept or deny an application to join the International Coalition of Nations as a member.

Section 4. The Security Council, by simple majority vote, may revoke the Membership of any Member of the International Coalition of Nations that is not currently a member of the Security Council.

Section 5. The four elected members of the Security Council shall remain in office for a term of one year, after which the Assembly shall elect from amongst themselves a new member as replacement. No elected member of the Security Council may hold office for two consecutive terms.


ARTICLE IV - President of the Assembly

Section 1. The Assembly of Nations shall elect from amongst its members a President of the Assembly, who shall preside over all Assembly meetings until the end of their term.

Section 2. The Assembly shall hold a vote to elect a new President during the first week of January and again in the first week of July.

Section 3. The President of the Assembly shall hold the power to call for the orders of the day, answer a raised question of privilege, recess, adjourn, fix the time to which to adjourn, address a point of order, address an appeal, suspend the rules, grant or deny objection to the consideration of a question, permit or deny a division of a question, permit or deny consideration by paragraph or seriatim, grant or deny a request to be excused from a duty, and may accept requests and inquiries made by the Assembly.

Section 4. Should the office of President become vacant, the Assembly must be immediately convened to elect an interim President of the Assembly.


ARTICLE V - Secretary-General

Section 1. The Assembly shall elect from itself a Secretary-General, who shall be in charge of all executive departments of the International Coalition of Nations.

Section 2. The Assembly shall hold a vote to elect a new Secretary-General during the first week of April and again in the first week of November.

Section 3. The Secretary-General shall maintain the right to assign or dismiss from office any Overseer for any executive department, set the agenda for any executive department, and override any decision made by the Overseer of any executive department.


ARTICLE VI - ICON International Tribunal

Section 1. The Assembly of Nations shall elect from among themselves two Members to the office of Tribune for the ICON International Tribunal.

Section 2. It shall be the duty of the Tribunal to carry out trials, mediate conflicts, and issue sanctions and condemnations on behalf of the International Coalition of Nations.

Section 3. All trials held by the Tribunal shall be carried out in a fair and open manner. Any accused brought before the Tribunal shall be considered innocent until proven guilty and shall be guaranteed appropriate legal representation and the right to a fair trial.

Section 4. The Tribunal shall not have the power to inflict any punishment that is cruel or unusual for that which the the accused has been found guilty of.

Section 5. The office of Tribune shall be held for a term of no longer than 3 months, after which the Assembly must convene to elect a new Tribune from amongst themselves.


ARTICLE VII - Resolutions

Section 1. Any proposed resolution that pertaining to the security of the International Coalition of Nations or that entails changes to its Charter shall be referred to as "Security Resolutions". All other proposed resolutions shall be known as "General Resolutions".

Section 2. All Security Resolutions may only be passed by an absolute majority vote of the Security Council. A Security Resolution that is vetoed by a permanent member shall be considered as having failed to pass regardless of said vote's outcome.

Section 3. All General Resolutions shall be brought to the Assembly for voting. Upon receiving simple majority assent, said resolution shall be brought before the Security Council for ratification.

Section 4. Should the Security Council fail to ratify a proposed General Resolution that had received simple majority assent from the Assembly, it shall be brought again before the Assembly for vote. Should said resolution receive absolute majority assent it shall be considered passed.

Section 5. The Assembly may call for a vote of no confidence for either the President of the Assembly, the Secretary-General, or either of the Tribunes at any time during their term. The vote of no confidence may only pass with an absolute majority assent. The President of the Assembly shall refrain from utilizing any of their powers to alter or prolong a vote of no confidence against their own office.

Section 6. The Security Council may, by simple majority, remove from office any President of the Assembly, Secretary-General, or Tribune so long as the reason for said removal is first presented to the Assembly.


ARTICLE VIII - Rights and Limitations

Section 1. The International Coalition of Nations shall be beholden to its own debts and agreements and shall not shift any debt accrued or agreement made onto its constituent Members without their consent.

Section 2. The International Coalition of Nations shall not adopt any resolution, take any executive action, or in any other way act in a manner which violates international law.

Section 3. The International Coalition of Nations shall not subsume, replace, or annex the individual sovereignty of any Member nation.

Section 4. The International Coalition of Nations may align itself with or otherwise engage in diplomacy with other international organizations but is prohibited from being absorbed into any other organization or alliance.

Section 5. All Members reserve the right to leave the International Coalition of Nations so long as they provide one week's prior notice. No penalty can be inflicted by the International Coalition of Nations on a Member or former Member for such a departure.
